CCOP Welcomes New Secretariat Director

CCOP welcomes its new Technical Secretariat (CCOP TS) Director, Prof Dr He Qingcheng from China, succeeding Dr Hee-Young Chun on 1 April 2010. An inauguration ceremony was held on the same day at the CCOP TS premise, officiated by Dato’ Yunus Abdul Razak, Chairman of the CCOP Steering Committee, Director-General of Minerals and Geoscience Department (JMG), Malaysia with distinguished guests - Mr Adisak Thongkaimook, Permanent Representative of Thailand to CCOP and Director General, Department of Mineral Resources (DMR), Thailand and Mr. Ma Yongzheng, Deputy-Permanent Representative of China to CCOP from the Ministry of Land and Resources, China. Two guests from China, three from Thailand and the CCOP TS staff were present during the ceremony.

New CCOPTS Director Oath Taking

Before joining CCOP TS, Prof Dr He Qingcheng was Chief Hydrogeologist of China Institute for Geo-Environmental Monitoring (CIGEM) and a Professor at China University of Geosciences, Beijing. While at CIGEM he got involved with CCOP activities, in particular the CCOP COASTPLAN project from 1995 to 1999, and the CCOP-GSJ/AIST Groundwater Project Phase I and II from 2005 to 2009. He had been one of the Chinese delegates attending the CCOP Annual Sessions from 1995 to 2006.

In the international arena, Prof Dr He also plays an active role through the Commission on Geoscience for Environmental Management (GEM) of the International Union of Geological Sciences (IUGS), currently holding the position as Vice-Chairman from August 2008, after being an Officer from 2001 to 2008.

Prof Dr He holds a Master of Science Degree in Hydrogeology, and a Doctoral Degree in Water Resources and Hydrology. .

Courtesy Visit to DMR, Thailand

One week after his inauguration as the Director of CCOP TS, Prof. Dr. He paid a courtesy visit to the Permanent Representative of Thailand, Director-General of the Department of Mineral Resources, Thailand, Mr. Adisak Thongkaimook, together with the three Sector Coordinators. Also present at this occasion are the directors of the different divisions and centers of DMR. Mr. Thongkaimook welcomed Prof. Dr. He as the new director of CCOP TS and expressed continued support to CCOP. Prof. Dr. He thanked DMR and looks forward to a stronger cooperation under his term. Also, views on potential projects and cooperation among CCOP Member Countries (MC) were exchanged.

ASOMM-CCOP Cooperation

The Director, Geo-Environment and Geo-Information Sector Coordinators participated ASEAN’s Seventh Meeting of Working Group on Minerals Information and Database (7th WGMID) held on 2 March 2010 in Bangkok. At this meeting, the Geo-Information Sector Coordinator, on behalf of the CCOP TS, presented a discussion paper on potential cooperation between ASEAN Senior Officials Meeting on Minerals (ASOMM) and CCOP in minerals. The Meeting agreed to elevate the recommendation to the 10th ASOMM for consideration and endorsement.

The 10th ASOMM held on 3-4 March 2010 exchanged views on the feasibility of establishing formal cooperation with CCOP on mineral sector in the near future. Noting that many of the activities and initiatives on geoinformation on minerals of the ASEAN Member States coincide with CCOP’s activities in the region, and many of its working force are just the same, ASEAN Member States agreed to consider formalizing the cooperation with CCOP under ASOMM-CCOP cooperation platform. In this regard, the Meeting noted the concept paper of an ASOMM-CCOP Cooperation on Minerals prepared by CCOP TS.

55th CCOP Steering Committee Meeting, Busan, Korea

The 55th CCOP Steering Committee Meeting was held at the Novotel Ambassador Busan Hotel, Busan, Korea. The Meeting was attended by delegates of the following Member Countries: CAMBODIA, CHINA, INDONESIA, JAPAN, REPUBLIC OF KOREA, MALAYSIA, PAPUA NEW GUINEA, PHILIPPINES, THAILAND, TIMOR-LESTE and VIETNAM. Also present were Dr. David B. Prior, Chairman of the Advisory Group and the Director and staff of CCOP TS.

The Director of the CCOP TS with the three Sector Coordinators and Project Coordinator updated the Meeting of the administrative and financial status of CCOP ending December 2009 and the activities carried out last year. Furthermore, the Sector Coordinators presented its sector workplan and new initiatives for 2010. The following new initiatives were approved by the Meeting:

1) Hostility on Geological Factors for Human Health in E & SE Asia, initiated by Thailand.

2) Geo-morphological Alterations Relating to Climate Change Impacts; case study on the Upper Gulf of Thailand, initiated by Thailand.

Delegates of the 55th

CCOP Steering Committee Meeting held on 15-17 March 2010 in Busan, Korea.

The Meeting welcomed Prof. Dr. He Qingcheng as the new CCOP TS Director starting 1 April 2010, and thanked Dr Hee-Young Chun for the job well done during his term as Director.

The next CCOP Steering Committee Meeting will be held on 22-23 October 2010 in Manado Indonesia, right after the 47th CCOP Annual Session scheduled on 17-21 October 2010.

CCOP TS Action Planning & Team-Building

The CCOP TS had its Action Planning for the new CCOP Strategic Plan, as well as Team-Building on 2-5 February 2010 at Wang Nam Keaw, Thailand. This activity was facilitated by Simplicio Caluyong, EPPM Program Coordinator at CCOP TS.

At the end of the activity, the CCOP TS produced an action plan document which was presented at the 55th CCOP Steering Committee Meeting in Busan, Korea.

Technical Activities

CCOP-PETRAD-INTSOK-PETRONAS Workshop on Corrosion Management

The Workshop on Corrosion Management was organized by PETRONAS together with PETRAD - The International Programme for Petroleum Management and Administration, INTSOK – Norwegian Oil and Gas Partners and the Coordinating Committee for GeoScience Programmes in East and Southeast Asia (CCOP) on 26-27 January 2010 in Kuala Lumpur, Malaysia.

The theme of this workshop is to discuss how to best ensure that Malaysian oil and gas production systems retains its integrity through monitoring corrosion intensity and mitigation of corrosion attacks and thereby create value from the producing fields. Learning and accumulating experience is becoming increasingly important.

The welcome addresses were delivered by H.E. Mr. Arild Braastad, Ambassador of Royal Norwegian Embassy, and Dato’ Yunus Abdul Razak, Chairman of CCOP Steering Committee, Permanent Representative of Malaysia to CCOP, Director-General, Minerals and Geoscience Department (JMG), Malaysia . The Official Address delivered by YBhg Encik Ramlan Abdul Malek, Vice President, E&P Business, PETRONAS. Malaysian Keynote Presentation on “Challenges in Corrosion Management in Malaysia” presented by Mr. Colin Wong Hee Huing, Vice President R & T, PETRONAS. Norwegian Keynote Presentation on “ Corrosion-Related Problems on Installations in the Norwegian Continental Shelf – Subsea and Topside Experience” presented by Prof. Roy Johnsen, Norwegian University of Science and Technology (NTNU).

The Seminar was attended by 81 participants from Exxon, Murphy, NACE. Newfield, Noex (Nippon), PCSB (PMO, SBO, SKO), Petrofac, Shell, TML PGB (TOD), PETRONAS -R & T, PMU, POM, PRD, TCDM, GSCM, PRSB, UTM, UTP, and company delegation from Net Norske Veritas (DNV), AGR AP, Applus RTD, Innowac, Roxar, GE, NACE Malaysia, and Clampion.

The objective of the workshop was to share and provide up-to-date information on technology and best practices in order to learn and apply corrosion management practices.

The workshop emphasized on the Opportunity in Best Practices for Superior Asset Performance, Corrosion Management Systems and Processes for Early Intervention, Technology Applications and Solutions for Corrosion Management, and A New MIC Control Strategy in Low Velocity Gas Gathering Pipelines. The participants had been divided into 4

group breakout session and group presentation according to the following topics: Managing Corrosion Challenges for Sour Service; Effective Corrosion Management throughout Field Life Cycle; Addressing Emerging MIC Threats and Challenges; and Managing Towards Achieving Corrosion Free Operation.

At closing, Dr. Jaizan Hardi M. Jais, General Manager, Technology, Capability and Data Management, Petroleum Management Unit, PETRONAS, expressed appreciation to the Guest Speakers both from Oversea and Local, PETRAD, INTSOK, and CCOP as well as active participants for their contribution throughout the workshop.

CCOP-GSJ/AIST Hydrological Mapping Project

The CCOP Groundwater Project Phase II supported by the Japanese Government through Geological Survey of Japan, National Institute of Advanced Industrial Science and Technology (AIST) has been initiated by the first meeting on CCOP-GSJ/AIST Hydrological Map on 2-3 March 2010 in Bangkok, Thailand. The Meeting was held with the participation of the geologists and hydro-geologists from Cambodia, Japan, Thailand and Vietnam.

During the 2-day meeting, the participants discussed about the design and schedule of hydrological mapping for geographic area of Phnom Penh City in Cambodia, Chao Phraya Plain in Thailand and Red River Delta in Vietnam for the year 2010 to 2013. After reviewing the data available in these areas, the Meeting has concluded that the CCOP Groundwater Project will compile the hydrological maps of Chao-Phraya Plain and Red River Delta in the scale of 1:200,000. The time schedule for this work is 2010 to 2013. The final product will be published in CD-ROM and printed versions in 2013. Phnom Penh city does not have enough data

available for hydrological map compilation at this stage. The groundwater survey in Phnom Penh needs to be done in the near future. A training course on using the groundwater temperature is expected to be held during the Project.

In closing, the Director of CCOP TS, Dr. Hee Young Chun congratulated the success of the meeting. On behalf of CCOP, he expressed sincere thanks to the Japanese Government through the Geological Survey of Japan, National Institute of Advanced Industrial Science and Technology (AIST) for the continued support of CCOP activities.

CCOP-GMRAP Final Working Group Meeting

The Final Working Group Meeting for the Joint CCOP-USGS Project: Mineral Resource Assessment of Asia was held at Novotel Ambassador Hotel, Busan, Korea, from Monday 15 June to Wednesday 17 March 2010, in conjunction with the 55th CCOP Steering Committee Meeting. The Meeting is a subject activity in collaboration between CCOP and USGS under the CCOP-USGS Global Mineral Resource Assessment Project (GMRAP) for assessing the identified and undiscovered non-fuel mineral resource of the world since 2003. During the project activity, three workshops had been conducted for the CCOP MC. To date the assessment for porphyry and sediment hosted copper was drafted.

Participating the Meeting - 12 experts from 10 CCOP MC including Cambodia (1), Indonesia (2), Japan (1), Korea (2), Malaysia (1), Papua New Guinea (1), Philippines (1), Thailand (1), Timor-Leste (1) and Vietnam (1) and three experts from USGS.

The main objective of the Meeting is to exchange, update and comment the current assessment for porphyry and sediment hosted copper deposit in the CCOP region, before publishing the final report of the GMRAP project.

After the welcoming addresses and remark speeches by Dr. Hee Young Chun, Director of CCOP TS and Ms Jane Marie Hammarstrom, Co-chief for Global Mineral Resource Assessment Project, USGS, Dr. Lee Young-Joo, Executive Director, International Cooperation Division, KIGAM officially opened the Meeting. The first day of the meeting was filled with the presentations of mineral resources overview and porphyry and sediment hosted copper deposit in the northern part of the Southeast Asia. The second day focused on the Southern part of the Southeast Asia. The participants discussed the contents of the draft maps of porphyry and sediment hosted copper deposit that will be issued in the final report of the GMRAP, especially, the distribution of the new tracks. This meeting was a good opportunity for MC and USGS experts to share and discuss about the related issues of non-fuel mineral resources in the CCOP region. Some adjustment of the maps of porphyry and sediment hosted copper deposit will be done after the meeting. Two topics were proposed for further study by the participants, the Characterization/Inventory of Platinum-group element (PGE) mineralization and Coastal mineral resources under the threat of the global climate change.

In closing, the Director of CCOP TS, Dr. Hee Young Chun congratulated the success of the Meeting. On behalf of CCOP, he expressed sincere thanks to the USGS for the support of CCOP activities.

CCOP-Norway Cooperation Program for Enhancing Public Petroleum Management of the CCOP Member Countries (EPPM) The CCOP TS continues the implementation of the 4-year EPPM Program that is funded by the Royal Norwegian Government in the amount NOK15 Million. The program incorporates three (3) Projects:

1. Petroleum Resource Management with a focus on Natural Gas (P1); 2. Natural Gas Field Development and Environmental Issues (P2); and 3. Metadata on Natural Gas Resources of the CCOP Region (P3),

As planned, these projects will be conducted through case studies and series of workshops combined with field works, expert visits, coordination meetings, etc., aiming mainly on capacity building for the CCOP MC. For the efficient implementation of the Projects, the CCOP TS entered into a technical cooperation agreement with the Norwegian Petroleum Directorate (NPD) for Projects P1 and P3, and another agreement with the International Programme for Petroleum Management and Administration (PETRAD) for P2.

During January to April 2010, the following activities were undertaken under the program:

EPPM P1 Meeting (1): Data Integration, Lemigas, Jakarta

The Meeting was hosted by LEMIGAS in their main office in Jakarta on 23-24 February 2010 and attended by 22 participants from case study team members from Indonesia, Malaysia and Thailand. Among the organizations represented in addition to the host are: Geological Agency (Indonesia), Department of Mineral Fuels (Thailand) and PMU-PETRONAS (Malaysia).

The Meeting achieved its purpose of reviewing the data to be used in the case study and integration of the same data. Other highlights of the meeting are as follows:

Gravity data from the 3 countries will be used & integrated – to show the case study basin configuration

The group agreed on the scale: Maps – 1: 500,000; Seismic sections – 5cm/sec, vertical up to 6 sec.

Additional data: Thailand will consult with DMF’s management on the request by the other members to add Thalang-1 well in the study (wells Sicao-1 & Kantang-1 are

already offered for the study); Indonesia will add at least 1 seismic line to connect to the western side of the study area; Malaysia will add additional lines seismic lines in their area of the study.

The base map and seismic sections will include the well data with information on TD & kind of basement rock encountered (if well has penetrated the basement)

To use time structured maps in this phase of the study and use (international) time sequence instead of local names for the geological sequence. Each country may retain their local sequence naming for their own use.

The 3 countries will proceed with their seismic interpretations of the integrated data on the ff agreed horizons: Sea bed – blue; Top Upper Miocene (Tb3.7) – Green; Miocene Unconformity (Tb2.4/3.1) – Yellow; Top Syn-rift (Tb1.4) – Orange; Basement

The interpretation results/maps will be used in the P1W2 discussions and sequence stratigraphy presentations/exercise in Medan to be facilitated by Mr. Robert Wong & the case study teams.

The Meeting also agreed to use the generalized basin analysis workflow followed in the ICB CCOP Project case study as presented during the Meeting by Robert W.

Discussion on the map scale & horizons, data inputs, integration, checking/verification of integrated data and contents.

On the second workshop of this project (P1W2), Medan & Parapat (Indonesia), the team agreed on the following:

The objectives and contents of the workshop were agreed upon by the team. Workshop for 1.5 days & technical fieldwork for 2.5 days- to visit outcrops of basement, source, reservoir and other rock formation in North Sumatra relevant to the case study.

Resource persons will be invited to make a presentation & lead in the workshop discussions.

NPD, Norway - basin analysis & work flow analysis- Norwegian experience with lessons learned and/or other resource persons through NPD’s network,

Indonesia – presentation in Basin evolution/tectonics and field work master guide in Medan, Parapat & vicinities

Malaysia- Sequence stratigraphy with Robert to be the main resource person for the workshop

Thailand – experts from Thailand will be invited in future workshops of the P1 Project.

EPPM P3 W3: Metadata System Users Training & Workshop

The workshop is the third activity under Project 3 (P3), Metadata on Natural Gas Resources in the CCOP Region of the EPPM Program and organized by the CCOP TS with the cooperation of Thailand’s Department of Mineral Fuels (DMF) and Norwegian Petroleum Directorate (NPD) on 24-26 March 2010 in Pattaya, Thailand. The objective is to train the users from the CCOP MC on the new CCOP metadata system for geoscience information that is developed by China Geological Survey (CGS). The training was enabled by the knowledge of metadata experts from CGS, complemented by resource persons from NPD and other CCOP MC.

A total of 22 participants represented the MC- Cambodia, China, Indonesia, Korea, Philippines, Thailand, and Vietnam. This also includes participants from ASCOPE Members (PNOC, PERTAMINA, & PETROVIETNAM) and CCOP TS. The main resource persons from CGS were Dr. Jiang Zouqin and Dr. Wang Chengxi, metadata consultant & software development team member of CGS, repectively. Mr. Kjell-Reidar Knudsen and Mr. Knut Henrik Jakobsson, Principal Engineers of NPD also participated as resource persons.

At the workshop, the participants had the opportunity to test the software using actual data from

the oil & gas brochure from NPD and their own publication through the hands-own training

guided by the experts from CGS.

Discussion and hands-on training at the workshop.

At the end of the workshop, the participants gained better understanding on the CCOP Standard for Geoinformation Metadata (ver SO1) that is developed by the CCOP metadata working group led by CGS. The CGS-developed system has a simple and straightforward structure with the terms and definitions based on international standard system (ISO 19115). The EPPM metadata workgroup reaffirm its intention to use the system with some adjustments.

CCOP TS, with approval from CGS will allow the MC to continue the use and testing of the metadata software for the whole month of April 2010 with comments & further suggestions related to the testing to be forwarded to the CCOP TS.

The next workshop (P3W4) will be about the natural gas Metadata database build up and management- with training on efficient metadata system management. The tentative schedule is 13-15 December 2010 in Cambodia.

EPPM P1W2: North Sumatra – Mergui Basin Case Study: Basin Analysis & Technical Fieldwork - Medan, Parapat & Bahorok (Indonesia)

The workshop is the second activity under Project 1 (P1), Petroleum Resource Management with focus on Natural Gas of the EPPM Program and organized by the CCOP TS with the cooperation of Indonesia’s LEMIGAS and Geological Agency, and Norwegian Petroleum Directorate (NPD) on 27-30 April 2010 in Indonesia. The objective is to conduct the basin analysis of North Sumatra – Mergui basin in order to have a better understanding of the big geologic picture- with better geological interpretations and predictions, translating into a higher drilling success rates. A technical fieldwork was added in the agenda with stops in various locations of outcrops - basement, source and reservoir rocks in North Sumatra.

During the opening ceremony, Mr Jakobsson & Mr Bambang Wicaksono (LEMIGAS) delivered the welcoming address while Dr. Achmad Djumarmam Wirakusumah, Director of Center for Geological Survey officially opened the workshop on behalf of Dr Sukhyar, Head of Indonesia’s Geological Agency and Permanent Representative of Indonesia to CCOP.

A total of 49 participants represented the MC- China (4), Indonesia (25), Korea (1), Malaysia (3), Philippines (3), Thailand (6), Vietnam (2) and Timor-Leste (2). These include participants from ASCOPE Members (PNOC, PERTAMINA, & PETROVIETNAM) and CCOP TS (3). The main resource persons were:

Day 1 & 2 were spent in Parapat town (5 hours by car from Medan) for technical presentations and discussions that covered topics on case study basin evolution and sedimentation development, oil and gas activities in Indonesia (updated report), basin modeling analysis and tools for modeling, analysis workflow and best practices, and sequence stratigraphic analysis with exercises facilitated by Mr Robert Wong, Team leader of Malaysia. The case study host countries also presented the results of their initial interpretation of the integrated seismic and well data. Each host country presentation received some valuable comments from other case study countries as well as from the rest of the workshop participants.

Right after the workshop, the participants took a boat ride to visit the Samosir Island, home of the Batak people. Day 3, the Indonesian team led the technical field work, making 3 stops near Lake Toba to examine outcrops of pre-Tertiary basement rocks and Parapat formation (Oligo-Miocene). Another 7hours later by bus ride (with 1 lunch & 2 toilet stops) the group made their 4th stop in Bahorok and stayed overnight in the area. Day 4, the 2nd day of the fieldwork was around the Bahorok area to outcrops of the Pre-Tertiary Bahorok formation, Belumai (L Miocene) - proven source and reservoir rock, and Baong (M Miocene). The participants also used the opportunity to visit Gunung Leuser National Park – part of the Sumatra rainforest and home to many endangered species such as the orangutan that the group was able to see.

Outcomes and Way Forward:

1. The case study countries will finalize the interpretations of the seismic lines with well correlation and create the time structure map, to be converted to depth map later.

2. Indonesia team will create the structure map from interpreted data submitted by Malaysia and Thailand (not later than 15 May)

3. Gravity map from all case study countries will be integrated. According to the Indonesian team, the gravity data is useful to map the basement & determine the approximate sedimentary thickness since many areas in the North Sumatra are masked by volcanic sediments that is difficult to map by seismic method.

4. The next workshop, P1W3 will be conducted in Langkawi, Malaysia on 2-5 August. The main topic is basin modeling (2D) using the interpreted data. Indonesia (Pak Jonathan) will prepare the list of data to be prepared for the basin modeling. A 1-day fieldwork is also planned to examine basement rocks & fractures.

5. A 4-Gb USB memory flash, containing all documents and pictures of the workshop, was distributed to each participant.

Director, Geo-Environment and Geo-Information Sector Coordinators participated ASEAN’s Seventh Meeting of Working Group on Minerals Information and Database (7th WGMID) held on 2 March 2010 in Bangkok, Thailand to present a concept paper on potential areas of cooperation between ASOMM and CCOP on minerals sector.

Geo-Environment Sector Coordinator attended the Third International Tsunami Field Symposium at Sendai, Japan during 9-11 April 2010 and presented a technical paper on “Role of Regional Geoscience Organization for tsunami risk reduction and hazard mitigation in South and Southeast Asia”.

The 47th CCOP Annual Session will be held on 17-21 October 2010 in Manado Indonesia, followed by the 56th CCOP Steering Committee Meeting on 22-23 October 2010. The venue of both meetings is Sintesa Peninsula Hotel.

A thematic session will be held during the Annual Session with this theme: “Understanding the Climatic Change in order to enhance Geoscientific Contribution for Society and Its Environment”.
