“Umuna ti Lamut”, such was the agenda that provides a glimmering dawn of progress to our beloved hometown. Seemingly wise and knowledgeable people simply say

“Patronize your own product” which is a reminder of the real thing to do. “Buy here! Not there!” “Walang plastikan,” “No smoking,” “Zero Waste Management”, “Saturday is the market day, and Sunday will be kept holy.” That’s all that we can do Rambakan 2015 that was just celebrated last April 18-11, 2015 showcasing our years of success and triumph is also a measure of how far we have

gone through with our worked and performances in the 9-point agenda of our Municipal Mayor for our LGU, Lamut. We are all an eye witnesses to the programs, projects and activities being performed or contracted by our labor enforcers whether successful, faulty or non-accomplished at all. And although how little we accomplished we were made aware that at least we are moving forward according to our precision. The new market will soon become a “bagsakan” center, the tourism-heritage village with the typical Ifugao “bale” or house/hamlet open as tourist stop-over, and the “pasalubong” center as a food adventure to many. Caves, waterfalls, rivers, scenic panoramas, mango groves, fi shponds, protected forest parks are all wonders to the eyes. The media and the coming in of other businesses are the promising opportunities for investment to fl ourish and these will eventually promote our hometown to become a center of trade in Ifugao. Unknowingly, these ventures become a realization of Lamut as a gateway. On motion hereof, let’s open our hearts and minds together and worked for the best we can for the sustainability of our dreams in making our hometown Lamut a cozy nook for everyone to refresh, enjoy and become happy. #Glo Ambojnon

The competition of Local Governments to win the 2015 Seal of Good Local Governance Award was recently concluded with the result showing that the Local Government of Lamut, Ifugao is the only municipality in the Province of Ifugao and is also one of the 4 municipalities in the Cordillera Administrative Region who emerged as the winner of the prestigious award. This seems to be incredible but believe it or not it really happened. This is a great honor for every citizen of Lamut to be proud of. The quest to obtain the title of the Seal of Good Local Governance is not a joke for it calls for the meeting of minds and the rolling of our sleeves. The strenuous work during the periods of implementation, monitoring, evaluation, documentation and other task initiates the highest form of dedication or passion to serve even beyond the call of duty. The LGU Department Heads together with their subordinate and the Line Agencies under the direction of the municipal mayor have sacrifi ced their time, efforts and talent deserves the recognition from the people of Lamut. T h e P h i l i p p i n e National Police in Lamut reminded motorist not to t inke r the i r ce l lphone while driving their vehicles including motorcycles. PSI Edgar Tapo said accidents due to texting or cellphone calls were recorded prompting the Sangguniang Bayan to pass an ordinance to prohibit such activities while driving.

The less than one-year ordinance imposes a 1000-peso penalty for the first offense, 2,000 pesos for second and 3,000 for third offense. Drivers of single motorcycle, tricycle and four-wheel vehicles will be apprehended for those violat ions. Since their implementations last January 2015, a total of 22 apprehensions were listed, a mere fi gure since drivers were apprehensive of the huge amount of penalty.

Although vehicular accidents in Lamut declined generally for the year 2015, accidents peaked last July due to lack of discipline of drivers, mostly single motorcycles.

Recedivists will be turned over to Land Transportation Office where they will be given bigger penalty.

Aside from drunk driving, drivers tend to be reckless causing self-accident or damage and injury to themselves or other people.

“ D i s c i p l i n e a n g kulang, biglang papasok sa main highway galing sa kanto, di na inoobserve yung stop-look-and-listen; nakatutok sa sinusundan, biglang liliko, di ginagamit ang flusher kaya yung minsan maraming aksidente kahit okay naman ang daan natin,” the Lamut chief of Police said.

Last September 23, two people died after a hilux vehicle owned by Oceana Gold Mining Company fl ipped over at Brgy. Sanafe, Lamut. Wrechelle Valenciano, secretary of mayor’s offi ce and Roselyn Malingan, a teacher of Ifugao State University main campus were killed in

the incident. Investigation revealed that suspect were driving at high speed and lost control of the vehicle. Two other people were injured while passenger and driver identifi ed as Esteban Bangiw were unhurt. The driver was told to be in a hurry to return to Nueva Vizcaya after giving allowance to his family in Hapid, Ifugao.

“ D i s i p l i n a s a pgamamaneho ang pairalin, observe traffic rules and regulation, slow down sa pedestrian lane at paganahin ang mga s igna l l ine ,” reminded Tapo.

A s a d d i t i o n a l precaution, PNP conducts regular meeting with tricycle drivers. Compared to single motorcycle drivers, tricycle drivers are more disciplined. An understanding was already formed to avoid top loading unless badly needed such as last trip. Passengers are limited to six passengers including the driver. Violators will be fi ned 200 pesos for fi rst offense, 300 pesos for second and 500 pesos for third offense. #Elvira M. Matabye

Today, the 1st day of September, we are starting the celebration of the 21st year of the National Crime Prevention Week. Since 1994, the whole Philippines observe the Crime Prevention Week from September 1 to 7 to generate community awareness and appreciation of the importance and value of crime prevention. More importantly, it is to foster interest and participation of the general public in preventing crime, maintaining peace and

order and promoting public safety.

kaayusan at kapayapaan.For th i s yea r, the

celebration is focused on making the public aware of the Community and Service-Oriented Policing (CSOP) System as a crime prevention strategy. The CSOP system is about building collaborative partnership between the law enforcement agencies, local executives and community in promoting peace and order, ensuring public safety and further strengthening the local government capability for the effective delivery of the basic services to the citizenry.

NAPOLCOM and the DILG are working towards b o l s t e r i n g a s y s t e m o f coordination and cooperation among the citizenry, local executives and the integrated law enforcement and public safety agencies by prescribing CSOP as foundation and backbone of crime prevention and community policing. CSOP shall be carried out through program complementing the sharing of funds, personnel and logistics. Several initiatives are currently being carried out to ensure the success of the CSOP System.

First, the police offi cers should work towards gaining the community’s trust and

cooperation by delivering quality services and performing their duties and responsibilities with the highest degree of professionalism, discipline, integrity and competence. However, the police offi cer must not be confi ned to his traditional role as a law enforcer. He must evolve into an active community partner in keeping with the statutory declaration that the PNP shall be a “community and service oriented agency”.

To do this, the PNP and NAPOLCOM shall work toward providing adequate funding for personnel complement, training and logistical support to the police stations. Indeed, the police station is the face and image of the PNP in the locality for it is where basic police services are felt and experienced by the community. It is thus imperative that the thrust of modernization and professionalization of the PNP should be at the city/municipal and station levels.

With your assistance and the local government executive’s support, your PNP will be proactive and will employ a problem solving approach in addressing crime and public safety concerns. The police will promote and protect human rights and basic freedoms in all community policing related activities. Your PNP will establish mechanisms for collaborative and cooperative endeavors for basic services

That I was at the store, my wife followed me to buy candles for us to use because it was brown out at that time. Then my wife went home and cooked our foods and after an hour my wife came back to call me to have our dinner. When we’re near to our house, we saw fi re coming out at the window in the fi rst fl oor. I shouted for help and checked my son but he was already outside.” said Jimmy Licnachan, owner of the residential house.

Series of seminars and orientations were conducted in the municipality of Lamut in preparation for the piloting of Good Governance involving the Brgy. Captains, (Chaplain and Basic Ecclesiastical Chairperson) in the religious sector sponsored by the DILG-CAR, Province and the MLGOO.

In July 24,2015, a commitment of support to all unity statement was signed by 39 participants who attended the one dayUgnayan ng Brangay at Simbahan (UBAS) for community development orientation at the Municipal Livelihood Center attended by Barangay offi cials, chaplains, Basic Ecclesial Community leaders and department heads in the municipality of Lamut. Pstr. Albert Ngitit, one of the speaker gave 2 meanings of UBAS in English term which are “GRAPES” meaning God is Revealing Activities to People for Excellence or Unity for Better achievements and Success.

He further mentioned that he was one of the Provincial Convener on UBAS representing the municipality of Lamut. He further explained also that they were the original member/founder of Lamut Association of Ministers for Peace “LAMP” together then with the late Fr. Pat Guyguyon who had then and were member who actively participated in the initiation of changing market days from Sundays to Saturdays.

Before the govern-ment, the Ifugaos are already been practicing “UBAS” “Agtutungtung da sadaaramidentiPagsayaatanda” unlike today that people are request fi nancial assistance from the brgy. Captain, mayor, governor or congressman mentioned by LGOOG, Samson Appuy one of the speaker in that orientation seminar. He further explained that the government is introducing good governance strategies. He also shared experiences that traditional farmers, women, and youth organization are politically formed for acquisition of

fi nancial assistance from political parties and use on personal advantages thus, the need to involve civil society organization/religious sectors for effective and effi cient governance thru UBAS as introduced by the late Sec. Robredo that, major component of Good Governance in short is PART-P-Participation in palnning which is the BUB or Button Up Budgeting. A- Accountability, R-Realistic in Time, T-transparency by Posting of Program project for public need. Mr. Appuy also encourage the Brgy. offi cials to identify religious representative to be members of inspectorate team, settlement of cases and proper recording for transparency.

In July 30-31, 2015 another signing of Commitment of the Unity Statement after the follow up orientation/seminar on UBAS and monitoring of BUB project conducted at the Provincial Livelihood Center (PLC) attended by 24 participants from the different from the department heads and religious sectors sponsored by the DILG CAR, Province and the MLGOO.

The municipal mayor, Hon. Buyagawan Jr. gave the welcome address and revealed that Lamut is identifi ed as Pilot for Good Governance. However, there is a need of a 3rd party in the conduct of project monitoring, the reason why the seminar is conducted to provide and equip participants on the technical know-how on the aspect of project monitoring in preparation for transparency. He further thanks the DILG of identifying the LGU Lamut as pilot area.

Madam OIC-DO Rosario Domelod, DILG Provincial Director, talks on why Lamut is identifi ed for piloting is due to the presence of active Civil Society Organization (CSO) purposely as partner of Government in Good Governance implementation also reiterated that Lamut should be a good model for more improvements and as a showcase to other LGU. #Albert Butangon

Strengthening disaster preparedness is one of the key strategies to address the vulnerabilities of children inside and outside the school. With the increasing effect of climate change, it is important to raise the awareness and capacities of children to prepare for and manage possible disasters and/or emergencies. Children were identifi ed as one of the vulnerable groups and should be equipped with the capacity to know, understand and apply safety and protection mechanisms to build the foundation of their resiliency. This is also to promote and improve the children’s/students’ level of awareness and inculcate the culture of safety in their day-to-day activities. In line with this goals and objectives, the Lamut MDRRMC through the MDRRM Offi ce in coordination with its Member Offi ces, Agencies and Stakeholders conducted the following activities in Celebration of the National Disaster Consciousness Month (NDCM) inconsonance with Executive Order No. 137, s 1999.

However, there are doubts of some provision on the decision participation processes. It was also noted that the Butangon-Egwa clan who are occupants of the area had sent a petition to the NCIP-Provincial offi ce to cancel the application of the SNAP-I due to the non-conduct of FPIC,violation of some protocols of continuously entering the private property without the knowledge of land owners, conduct of meeting with consent of NCIP-Ifugao aggravating the placing of a placard of N0 ENTERING OF SN ABOITIZ PERSONNELS as reported in the latest issue of BANDO. #Albert Butangon

I n a a s a h a n n a a n g pagpapalabas ng warrant of arrest kontra sa pyramiding scam na umaabot sa daang-daang katao sa rehiyon ng Cagayan Valley at Cordillera A d m i n i s t r a t i v e R e g i o n .

Payo ng NBI, pag-a r a l a n g m a i g i a n g m g a negosyong pinapasok bago itaya ang pera at oras para rito. #Elvira M. Matabye
