南网科研院简介

• 南方电网科学研究院（以下简称南网科研院）是南方电网公司控股子公

司，于2010年8月6日正式成立。是“国家认定企业技术中心”、“国

家能源大电网技术研发（实验）中心”和“昆明特高压国家工程实验室”

的依托机构。

• 南网科研院负责为南方电网发展规划、工程建设、安全、经济、优质运

行和信息化建设提供全方位、全过程的技术支持与技术服务，开展电网

基础性、共性、前瞻性核心技术研发，承担国家级、省部级、行业及学

术组织和南方电网公司系统重大课题的研究与实施。承担电网安全稳定

评估、系统安全运行评估与仿真分析、电网规划设计和技术咨询服务、

• 技术情报所（以下简称情报所）隶属南网科研院，成立于2010年8月，协劣

南网生技部进行竞争情报、技术情报的归口管理，担负着南方电网技术情报

中心的职责，是南方电网的“CIA”。

• 情报所是南方电网的知识传播、推广部门，是南方电网知识创新体系的基本

组成部分。

• 工作宗旨：进行情报信息的搜集、整理和开发利用，开展竞争情报与反竞争

情报工作研究，编译出版科技期刊、专辑，为南方电网科学发展服务。

• 发展目标：引进高水平专门人才，在“十二亓”末期建设成为南方电网的情

理转变。要在中央企业集团层面尽快明确知识产权工作综合协调机构，

进一步增强集团知识产权工作的管控能力。”

--国资发规划[2011]80号

《意见》强调，要全面提高中央企业知识产权工作水平，坚持科技创新与加强知识产权工作相结合，贯彻落实《国家知识产权战略纲要》，制定实施企业知识产权战略。专利质量显著提高，2015年中央企业发明专利授权量较2010年翻一番。

《意见》还强调，完善知识产权管理的运作模式和工作机制，推动专利、专有技术等知识产权的集中管理。保持专利数量快速增长，提高发明专利比重。在主导产业和关键技术领域形成一大批核心专利与自主知识产权成果。建立知识产权信息检索、侵权预警和风险防范制度，探索建立“专利池”，有条件的企业要研究专利布局策略。加强知识产权成果运用，重视知识产权转让和许可，提高知识产权成果的资本化运作水平。

(1) 制定统一规范的专利全生命周期管理体系，开发建设一体化管理系统，实

现公司总部对各分子公司的专利创造、保护、运用、管理的全流程集中管控。

(2) 建立专利规划体系，研究确定南方电网公司及各分子公司一定规划时期内

的专利申请数量和质量评价指标，以及重点专利分布技术领域，形成南方电网

南方电网专利管理的难点

1．流程信息的采集，官方审查文件（OA）目前很难实现

自劢获取，期限与设置等相关工作也难以展开；

2．公司内部系统平台较多，功能存在互相交叉，但兼容整

合空间有限；

3．探索建设适合于电力行业的多维分类体系，以奠定自劢

检索查新和评价的定性基础。

About China Southern Power Grid Co., Ltd.

• China Southern Power Grid Co., Ltd. (hereinafter referred to as CSG) was

established on December 29, 2002 after the power sector de-regulatory reform

in China. CSG is managed by the central government, with State-owned Assets

Supervision and Administration Commission (SASAC) of the State Council

performing duties as the investor.

• The Headquarters of CSG established 20 departments and offices and a Power

Dispatching Control Center and a Bid Inviting Service Center, and has 8

branches in provinces, as well as 5 wholly-owned subsidiaries like Electric

Power Research Institute, CSG., Finance Company, CSG, etc., with a

population of 330,000.

• CSG invests, constructs and operates power networks in Guangdong, Guangxi, Yunnan, Guizhou and Hainan provinces and regions.

About Electric Power Research Institute. CSG.

• Electric Power Research Institute, CSG. (hereinafter referred to as EPRI) is a wholly-owned subsidiary of CSG,

was established on August 6, 2010. EPRI is the supportive institution of “national-recognized enterprise

technology center”, “national technology R & D (experimental) center of energy power system” and “Kunming

national engineering laboratory of extra-high voltage”.

About Institute of Technical Services, EPRI, CSG.

• Institute of Technical Services (hereinafter referred to as ITS) is subordinated to Electric Power Research

Institute, CSG, was established in August, 2010, takes charge of assisting the production technology development

to sort out and manage competitive intelligence and technical intelligence. ITS undertakes the duty as technical

intelligence service of CSG, it is the “CIA” of CSG.

• ITS is the department of CSG to perform knowledge spreading and promotion, and it is the basic part of the

knowledge innovation system of CSG.

• Purpose: collect, sort out, develop and utilize intelligence; research competitive intelligence and anti-competitive

intelligence; compile and publish technical journal and album, in order to support the scientific development of

CSG.

• Development goal: introduce high-level professional personnel, and develop the institute towards the intelligence

resource sharing center, strategy planning and consulting center, intelligence application research center and

journal compiling and publishing centre of CSG at the end period of the 12th five-year plan.

Core Services：

• (1) Analyze and research patent and scientific and technological intelligence at home and abroad

around the central task of the company; provide comprehensive and strategic intelligence service to

relative departments; and collect and process important patent and scientific and technological

achievements of the company;

Pilot Guidance on Enhancement of the Work of Intellectual

Property of State-owned Companies

--SASAC [2009] certified: No.100

Excerpt in Article VII: establishing and perfecting the working mechanism and system for

the management and protection on intellectual property of state-owned companies shall be based on the

management and protection of intellectual property; comprehensive management system for intellectual

property of a company shall be promptly created and perfected so as to gradually promote the

decentralized management of intellectual property under subordinate company towards the centralized

management under group. Comprehensive coordination mechanism for the work of intellectual property

shall be defined to state-owned company groups as far as possible, so as to improve the management and

control ability of the group on the work of intellectual property.

National Macro-Policies Guideline

Advice on Enhancement of the Work of Scientific and

Technological Innovation of State-owned Enterprises

--SASAC [2011] certified: No.80The Advice focuses on the comprehensive improvement of the level of the work of intellectual property of

state-owned enterprises, the combining of the scientific and technological innovation and the enhancement

of the work of intellectual property, the implementation of the National Intellectual Property Strategy, and

the making and implementation of intellectual property strategy of enterprises. The patent quality shall be

obviously improved, and the quantity of licensed invention patents of state-owned enterprises in 2015 shall

be doubled that in 2010.

The Advice further focuses on the implementation of operation mode and working mechanism for the

management of intellectual property, and the promotion on the centralized management for intellectual

properties such as patent, proprietary technology and the like. The quantity of the patent shall be ensured

to quickly increase, and the proportion of invention patent shall be raised. A large number of achievements

on core patent and proprietary intellectual property rights shall be produced in the leading industries and

the key technical fields. The systems for intellectual property information searching, infringement early-

warning and risk prevention shall be established. “Patent pool” shall be explored and established.

Enterprises shall research patent layout strategy when conditions permit. The appliance of the intellectual

property achievement shall be enhanced; more attentions shall be given to the transferring and licensing of

intellectual property. And the capitalized operation level of the intellectual property achievement shall be

improved.

Requirements of China Southern Power Grid

Along with the development and expansion, CSG gives more and more attentions on the work

related to intellectual property. In Scientific and Technological Innovation and Talent HR Conference,

Chairman Zhao Jianguo emphasized the work of intellectual property at an unprecedented height.

Zhao Jianguo said that enhancing the works

of scientific and technological innovation and

HR is the responsibility and obligation of the

company served as a state-owned enterprise

during the 12th five-year plan, and it is also the

important guaranty for implementing medium

and long-term development strategy of the

company, as well as the active demand of the

sustainable development of the company.

has applied and published patents up to

2019. The quantity of licensed patents

was grown synchronous to the quantity

of application which is grown at a high

speed. CSG has gained 610 licensed

patents of various types, accounting of

59.3% based on the total quantity of

application.

(6) Establish patent training mechanism to implement senior executives, mid-level executives, research

personnel, forefront personnel based on classes, levels and stages so as to improve the consciousness of

personnel on patent as well as the whole management level.



Work Flow Engine

A set of efficient and flexible workflow frames is established based on an Activiti work flow

engine and in light of management concept on patent, including visible process design tool, process

management module and application program interface (APT). By using the engine, the branches can

freely configure patent management process according to the actual current situation of patent

management.

Patent Management Prospect of CSG

Between now and 2020, our goal is to basically

accomplish the establishment of the socialistic market

economy system and the national innovation system
