HHSC CCBHC Certification Process
1) Submit Policies and Procedures (P&Ps)
2) HHSC Review, Feedback and Scoring
3) Revise and Resubmit (if applicable)
4) Approval of P&Ps
5) Certification Visit
Upon successful completion of the certification process,
site will be recognized by HHSC as a CCBHC (effective
for 3 years).

Policy and Procedures Submission
Additional Things to Consider‒
•Desk audit - assume the reviewer knows little if anything about
your organization
•Documentation should be organized and clearly address
requirement(s)
• P&Ps should be complete and not reference general documents
(e.g.UM Guidelines or Texas Administrative Code)
•Many items will be integrated into numerous P&Ps (e.g. person-
centered care, trauma-informed care)
• P&Ps should be current

•HHSC meets with site leadership and conducts
interviews with leadership, team leads, and front line
staff to assess organization-wide understanding and
implementation of new/revised P&Ps and the CCBHC
model of care
•Note that P&Ps should be part of the PDSA process
•Requires staff training/retraining
•Reflects operations
