TEAM OVERVIEWThe Francis Team within CBRE Capital Markets Debt & Structured Finance is an integrated production team, providing expertise across all property types and capital structures while concurrently offering clients the benefits of specialization within each property sector. Our multi-disciplined team is comprised of nine highly experienced production professionals with a track record of efficiently meeting clients’ debt, equity and structured finance requirements.
We carefully review client objectives for each financing opportunity and serve our client as a trusted capital advisor. We focus on maximizing the value of our clients’ real estate investments by not only achieving the best financing available in the marketplace, but also by presenting capital solutions customized specifically to meet our clients’ short-and long-term strategic goals and objectives.
As a part of CBRE, the team also has access to the vast resources of the CBRE platform, including investment sales, marketing, valuations, research, property management, and leasing. POSITIVE LEVERAGE WITH FULL TERM INTEREST ONLY
CBRE engineered a financing vehicle that would provide maximum positive leverage for the Borrower with an asset that was purchased at the lowest cap rate in the Inland Empire. We maximized competition between more than 50 Lenders and ultimately achieved the most competitive financing structure available with interest only payments for the entire 12 year fixed rate loan term with a mid-3% interest rate.

MULTIPLE STAGE FUNDING THROUGH STABILIZATION
A prominent developer built a Class A industrial building and leased 58% of the building by the time they engaged CBRE to advise on competitive debt solutions. Leveraging trusted relationships, CBRE identified a Life Company correspondent and negotiated a two stage funding with an additional earn-out upon full stabilization of the property. The interest rate was fixed for 20 years at 3.50% for both the initial and secondary funding.
MULTI-FAMILY ACQUISITION BRIDGE FINANCING
CBRE arranged bridge financing for the acquisition of this pre-stabilized Class-A multifamily asset; the property was less than 30% leased upon loan funding. The 75% loan-to-purchase loan featured interest-only floating-rate debt, with a built-in interest reserve, to provide the buyer with sufficient time to complete the stabilization of the asset prior to obtaining permanent financing. The loan provided full prepay flexibility after 12 months of minimum interest.

SINGLE-TENANT OFFICE ACQUISITION FINANCING
The Property serves as the World Headquarters for the Apollo Group, the largest for-profit educational organization in the world. In the face of fierce competition, the Apollo Group (APOL) was experiencing significant enrollment and revenue declines and was consolidating locations. We arranged a floating rate interest only loan at the leverage level requested by the Borrower that was swapped out to a fixed rate loan to hedge interest rate risk.

HISTORIC REDEVELOPMENT CONSTRUCTION/PERM FINANCING
CBRE recently secured a three phase construction-to-perm financing solution that will fund the redevelopment costs over a 9 month period while this historic downtown Phoenix property is redeveloped into creative office. This solution provided the Borrower with flexibility during the redevelopment and also locked their 15 year fixed perm loan 9 months prior to the Property being ready for occupancy.
MULTI-FAMILY AND OFFICE CONSTRUCTION/PERMANENT LOAN
This mixed-use property was to-be-constructed in walking distance to the rail station serving the CBD of a desirable suburb. Our client was highly sensitive to the possibility of both recourse and potential interest rate increases during construction that could impact the cash flows during their intended long-term holding period. We identified the few life companies capable of providing a speculative construction/perm and had great success meeting those client objectives. The result was non-recourse, fixed-rate financing for 20 years with a 30 year amortization.

45% GROCERY-ANCHORED CENTER
A major tenant had backed out of its previously agreed upon lease at this Hispanic grocery anchored retail center, rendering the asset unstable at 45% occupancy. We arranged a Life Insurance Company loan for an initial fixed interest rate funding and built into the loan documents the ability to upsize the loan as the property leased up. As a result, the Borrower was able to hedge interest rates while the Property reached stabilization.

AVION AT SUNRISE MOUNTAIN
FULL TERM INTEREST ONLY CASH OUT REFINANCE
CBRE refinanced an existing CBRE originated loan. The Sponsor was looking for a cash out refinance that included as much interest only as possible. CBRE was able to accommodate the request with a 10 year fixed interest rate loan with 10 years of interest only. The Sponsor will use the excess funds for ongoing capital improvements at the Property.

PROFESSIONAL EXPERIENCE
In his current position as a Vice Chairman for CBRE Capital Markets, Mr. Francis arranges and places debt and equity on commercial real estate projects across North America, including Hawaii. He also is the Western Region Manager for CBRE’s Debt and Structured Finance Division which includes the offices located in Seattle, Portland, San Francisco, San Jose, Sacramento, Los Angeles, San Diego, Newport Beach, Salt Lake City, Las Vegas, Phoenix, Tucson, and Albuquerque. Mr. Francis has a broad range of experience in the origination, structuring, placement, closing, and servicing of commercial real estate debt and equity for life insurance companies, pension funds, banks, government sponsored enterprises (Fannie Mae & Freddie Mac), and Wall Street sources (CMBS). He has been actively involved with debt and equity financing since 1983 and has been a multi-year Top Producer and Top-10 Producer for CBRE Capital Markets Debt & Structured Finance Division, and is a multiple year recipient of the Colbert Coldwell Circle Award of CBRE. Bruce was also the recipient of the Capital Markets Debt and Structured Finance Division President’s Award in 2014, recognizing his contributions to the Debt and Structured Finance Division and the Capital Markets Group as a whole. Mr. Francis is a member of CBRE’s Institutional Properties Group and is also the designated representative of CBRE Capital Markets for several of the company’s life insurance company relationships.
Mr. Francis joined Eberhardt Company in the summer of 1997 as part of Eberhardt’s acquisition of Kennelly Mortgage & Investment, Inc. where he eventually became a Principal and its President (1987-1997), responsible for originating, packaging and supervising the closing of permanent, construction, and equity financing of commercial real estate.
