Preface

Civil Aviation Authority of Bangladesh (CAAB) is mandated for

providing aeronautical services including air traffic control,

aeronautical telecommunication operations and engineering,

aerodrome and airport operations, aviation security. Civil

Aviation Training Centre is CAAB’s own training organization

that conducts required training courses to develop CAAB’s

human resources to efficiently provide the services of CAAB.

CATC is one of the most vital training organization for the nation

to run aviation in the country. There is no other organization

that creates air traffic controllers, or CNS engineers, or Aviation

Security screeners. Aviation security training systems and

methods have undergone immense transformation in recent

years. As such, not only the quality of training is demanding, so

also is the required volume.

CATC prepared its Training Calendar for the financial year 2020-

21 to meet the required training volume and quality of services

in all its operational areas, as well as, to build leaders in

organizational affairs.

About CATC

Introduction

Civil Aviation Training Centre (CATC) is the apex training organization

of Civil Aviation Authority of Bangladesh (CAAB) and one of the most

important units of it. The name itself indicates its functional

importance. CAAB is mainly responsible for safe operation of civil

aircraft, and efficient and expeditious flow of air traffic within the

Flight Information Region (FIR) bounded by the international

geographic boundary of Bangladesh. CATC trains CAAB’s employees of

all levels in the fields of Air Traffic Control, Communication,

Navigation, Surveillance, Crash Fire and Rescue, Aviation Security and

Aerodrome Engineering, Administration and Accounts adopting the

standards set by the International Civil Aviation Organization (ICAO).

CATC was established in Dhaka in 1975 through the assistance of

ICAO/UNDP. The CATC is situated at Kurmitola near Hazrat Shahjalal

International Airport. CATC conducts about 08 long courses for newly

inducted employees, and about 40 short courses. CATC is 98 man-

power strong, headed by the Principal/Director (CATC).

CATC is an integral part of CAAB, which functions as a separate

directorate of CAAB Headed by Principle/Director who is responsible

to the Member (Operations and Planning).

Vision

CATC builds patriotic and competent professionals to ensure safety-

security, efficiency and regularity in air traffic movements and airport

operations.

Mission

Developing competent human resource for Civil Aviation Authority

by conducting quality training programs that fosters and

professional knowledge, skill and attitude to a satisfactory level

against required performance standards.

Conducting research in the fields of training program development

including training standards, quality control and risk management.

Establishing effective co-operation with national and international

training organizations with the aim of developing CATC’s

organizational capacity.

Promoting patriotism in all employees of CAAB in light of the spirit

of Liberation War 1971.

Promoting a culture of continuous learning in CAAB employees to

serve the nation with enhanced capacity.

Ethics and Values

Discipline: CATC maintains discipline of highest order in every step of

its activities, duties and responsibilities in order to cultivate beautiful

behavior from its employees and trainees. It is intended to mean

adherence to organization’s vision, mission, objectives, procedures,

employment contract and training programs in order to maintain

smooth functioning of CATC and create a healthy work environment.

Cleanliness: CATC maintains high standard of physical cleanliness

inside and around of its working complexes. Each employee will act in

such manners that will ensure maintaining of the clean environment.

Cleanliness is also intended to include neatly placing of furniture,

cabinets, files, documents etc.

Care: Each employee endeavors for highest care for colleagues,

trainees, and assets belonging to CATC. This involves having a genuine

concern for others, as well as a sense of compassion with fairness and

respect. Senior management remains caring, benevolent and kind to

both employees and trainees, and seek to reach their goals while

causing the least amount of harm and the greatest amount of good.

Timeliness: Utmost efforts are taken for timeliness in all activities of

CATC, including realization of Annual Course Plan, course events,

evaluations, research events, initiation of TPM revisions and

amendments, attendance etc.

Self-learning and Learning for Results: CATC imparts training for

results so that what is received in classrooms will be realized in the

work fields. CATC perpetually pursues the follow up actions to

evaluate post training utilization and impact of trainings in order to

stay relevant and up-to-date. CATC values and maintain a creative

environment for life-long self-learning and continuous learning both

for trainees and trainers.

Ethics & Values:

Leadership: CATC upholds “leadership” as a principle to be followed

by the top-level managers. Leadership qualities include being positive

in viewpoint, approaching with a focus on listening, always being open

to compromise for the sake of justice and wellbeing of employees and

organization, ability to come up with timely decisions and choices.

Leadership is also intended to include being open in all circumstances

and honestly advise superiors on one’s own initiative and team spirit.

Location

The CATC is located at Kurmitola, Dhaka, near the Airport Bus Stand,

just south of the CAAB Headquarters, around five hundred meters

north of Hazrat Shahjalal International Airport (HSIA) Terminal
