    The Site

    The former Cat Hill Campus is located at the junction of Cat Hill and Chase Side.The site is approximately 4.9 hectares in area and contains approx 17,000sqm ofeducational buildings including the museum of Domestic Architecture. The university

    vacated the site in the summer and has relocated to purpose built facilities on theUniversitys Hendon Campus.

    The site contains a significant number of mature trees / woodland around theperimeter of the sites boundary as well as two ponds one at the north east andsmall pond in the wooded southwest corner. The site slopes down from the roads tothe southwest corner. The site is bounded by Oaktree School to the south, playingfields to the east on the opposite side of Chase Side and semi detached anddetached residential properties to the west and north.

    The site is currently accessed by vehicles and pedestrians from two points one atCat Hill and one on Chase Side. The site is within approximately 15m walking

    distance to two Tube stations, Cockfosters and Oakwood. The site is also located onthe boundary with the London Borough of Barnet.

    Proposal

    The proposal submitted involves the demolition of the existing campus buildings andthe redevelopment of the site to provide 272 residential units in a mix of flats andhouses. A total of 178 flats are proposed comprising of 5 six storey blocks, 2 threestorey blocks and one part 3/4 storey block. 94 terraced houses are proposedcomprising a mixture of 2 and 3 storey houses in a crescent formation. Privategardens are proposed for the houses together with communal amenity space areasand landscaped areas for the flats as well as childrens play areas.

    The proposal would retain the two existing vehicular access points off Chase Sideand Cat Hill. A network of internal estate roads are also proposed. A total of 308parking spaces are proposed, to be located at surface level or in basements belowthe 6 storey crescent blocks.

    The 272 Units are made up of the following mix:

    MAIN ISSUES RAISED THROUGH THE PUBLIC CONSULTATION

    TRAFFIC

    Increased volumes of traffic, congestion and traffic jams as well as impact onCat Hill roundabout.

    Insufficient parking provision for development on site resulting in overspillparking in surrounding residential streets etc.

    Impact on Highway safety.

    SCALE/ HEIGHT/ DESIGN/ DENSITY AND IMPACT ON CHARACTER OF AREA

    Development far too intense for the area nothing comparable in vicinity and

    proposals totally out of keeping in terms of height, density, scale, design andoverdevelopment etc.

    Height of 6 storey blocks (E to I) totally out of keeping with surrounding area. Extensive scale of development radically affect visual landscape of surrounding

    area. Impact on privacy of residents in Mansfield Avenue/Vernon Crescent.

    IMPACT ON TREES/ ECOLOGY/ BIODIVERSITY/ WILDLIFE ISSUES

    Impact on Ecological balance of area due to scale of development & loss oftrees & woodland areas.

    Site a thriving wildlife corridor, bordering Oak Hill Nature Reserve which shouldbe preserved.

    Impact on Protected species Bats and Great Crested Newts as well as wildlife.

    Proposal does not respect and enhance sites ecology and biodiversity.

    OTHER ISSUES

    Impact on local infra structure of East Barnet/ Cockfosters in particular schools,doctors, hospitals etc result in significant additional burden on already stretchedservices in sufficient capacity.

    Impact on Drainage/ flooding. Site should remain for educational use.
