Title CASR - B Licence Exclusions E1/E4/E5 and/or E7 removal

Purpose of Course

This course provides a pathway for engineers wanting to remove CASR Part 66 B Licence exclusions. The course will provide basic knowledge training and CASR Part 66 acceptable examination against B licence knowledge requirements to lift exclusions E1/E4/E5 and/or E7

Target Group CASR Part 66 B Aircraft Engineer Licence Holders with the following Exclusions: E1- excluding Electrical Systems; and E4- excluding electrical sub-system of mechanical, power plant or structural systems. E5 Excluding Instrument sub-systems of mechanical, power-plant or structural systems; and E7 Excluding Instrument aspects of Avionic Systems – ATA 22, 27, 31, 34, and 42.

Regulatory requirements / Packaging Rules

Under CASR Part 66, a previously held CAR 31 licence was converted to a Part 66 licence. CASA applied “exclusions” to the transitioned Part 66 licence so that the privileges of the old and new licences match. Details of licence privileges, aircraft systems, designations, conditions and limitations, and other related information, can be found in the Part 66 Manual of Standards (MOS) and the associated acceptable means of compliance/guidance material documents. Subsequently predetermined Units of Competencies have been developed within the Aeroskills Training Package that when adequately delivered and assessed by an approved CASR Part 147 Maintenance Training Organisation (MTO), these exclusions can be removed. In accordance with the CASR Part 66 Manual of Standards (Appendix VIII), the units of competency required for the removal of an exclusion is dependent on the category and/or sub-category of licence held. Please see the below tables showing the associated competencies for E1, E4, E5 and/or E7 against the applicable category and/or sub-categories. Exclusions can be removed from a Licence once CASA has been provided with evidence that the relevant competencies have been met.

Assessment Method and Facility

To adequately assess that knowledge and application of knowledge, a theoretical assessment shall be conducted that aligns with the associated Unit of Competencies listed above. (See Annex A for a list of the CASR Part 66 basic knowledge modules) The Practical application of the required knowledge shall be assessed throughout a range of aircraft systems and/or components relevant to the required Licence. Both the theory and practical assessments will be conducted at Aviation Australia Part-147 Training Facility. (Remedial training programs are available to support Aircraft Engineer Licence Holders if they are unsuccessful on the day of assessment.)

Pre-course requirements / pre-requisite

CASR Part 66 B licence with exclusions E1, E4, E5 Licenced Aircraft Maintenance Engineers may apply for Recognition of Prior Learning (RPL) against part or all of the identified Units of Competencies and CASR Part 66 basic knowledge. Aviation Australia shall then make a determination based on the level of supporting evidence supplied, along with Licence(s) held, on the level of training and assessment deemed appropriate. The candidate shall then be informed as required.

Outcome • AQF Statement of Attainment for competencies achieved

• CASR Part 147 Certificate of Recognition for CASR Part 66 basic knowledge examinations passed at over 75%

• CASA Form 465 stating that the candidate has met the training requirements to lift exclusions E1, E4, E5 have been met (if all basic knowledge and practical competency training requirements are satisfied).
