Scenario• In May 1970, Russian subs visited Port of Cienfuegos • Early September, U-2 photographs surfaced showing

a Soviet flotilla entering Cienfuegos• Kissinger went to Nixon

First Attempt• Diplomacy is the first attempt• US can’t appear too aggressive – Must appear firm

• USSR is not a threat as of now, but appears to be testing US reaction

• Meeting between Secretary of State Rogers and Foreign Minister Andrei Gromyko should be moved sooner

• Talks with the Soviets• Consequences will be listed• US will ask that the facility be dismantled immediately • US will ask that subs and military subjects not return to

Cuba• The Soviets will have until October 16th to comply

Second Attempt

• If the Soviets do not comply by October 16th then trade with Cuba will stop and if nothing is done within two weeks then trade will stop with the USSR.

• If the Soviets still have not complied then a nuclear base will be built in either Turkey or near the Black Sea, depending on the amount of US support given.

Fourth Attempt

• The final attempt is alerting the media– The US will try to avoid a 1962 fiasco

• With the help of the media, the base in Turkey will create more pressure throughout the world, causing the Soviets to fold and dismantle the base in Cuba.

Conclusion

• In real life, Kissinger alerted the media, when Nixon did not express much concern over the situation.

• Russia eventually agreed to cease construction of the facility in Cienfuegos.
