The development of a Business Case on behalf of the Construction, Plumbing and Services IRC was initiated, which included a technical analysis of the quality and relevance of the eleven high risk work licence (HRWL) units of competency. The Business Case was submitted to the Department of Education and Training on 24 September 2016 for the (Australian Industry and Skills Committee) AISC to consider. The Business Case was approved and the Activity Order was signed on 31 January 2017. Two activity orders were provided to Artibus Innovation by the Commonwealth Department of Education and Training to review and update:

• eleven HRWL units of competency (Activity Order TPD/2016-17-002)

• five high risk work qualifications and their associated units of competency to reflect the Standards for Training Packages 2012 (Activity Order TPD/2016-17/004).

The requirements set by the AISC are to:

• update identified Training Package components to meet industry needs

• develop any new Training Package components to the Standards for Training Packages 2012

B. Description of work and request for approval

This Case for Endorsement presents evidence of broad-based industry support for the proposed training package components as outlined in the Training Package Development and Endorsement Process Policy. This Case for Endorsement responds to the policy to align Training Package components to the Standards for Training Packages 2012. In complying with this policy, Artibus Innovation established an open and inclusive consultative approach with industry and key stakeholders through the developmental stages and final validation of the project. The consultation approach aimed to gather industry feedback from a range of stakeholders to ensure the Training Package components met industry expectations and skilling requirements.

Feedback was sought from:

• safe work regulators

• industry contractors

• technical experts through the Technical Advisory Group (TAG) and working groups

• peak industry associations

• the Construction, Plumbing and Services IRC

• other IRCs impacted by the activity

• registered training organisations (RTOs).

This Case for Endorsement also responds to the activity order to review and update the eleven HRWL units:

• CPCCLDG3001A Licence to perform dogging

• CPCCLHS3001A Licence to operate a personnel and materials hoist

• CPCCLHS3002A Licence to operate a materials hoist

• CPCCLRG3001A Licence to perform rigging basic level

• CPCCLRG3002A Licence to perform rigging intermediate level

• CPCCLRG4001A Licence to perform rigging advanced level

• CPCCLSF2001A Licence to erect, alter and dismantle scaffolding basic level

• CPCCLSF3001A Licence to erect, alter and dismantle scaffolding intermediate level

• CPCCLSF4001A Licence to erect, alter and dismantle scaffolding advanced level

• CPCCLTC4001A Licence to operate a tower crane

• CPCCLTC4002A Licence to operate a self-erecting tower crane. This review was undertaken in the context of the high-risk work qualifications in the CPC08 Construction, Plumbing and Services Training Package, including:

• CPC30511 Certificate III in Dogging

• CPC30711 Certificate III in Rigging

• CPC30911 Certificate III in Scaffolding

• CPC31111 Certificate III in Steelfixing

• CPC32912 Certificate III in Construction Crane Operations.

The project commenced in August 2016 as a response to the Strategic Industry Audit (SIA) into Units of Competency that lead to High Risk Work Licences in Western Australia produced for

the Western Australian Training Accreditation Council in March 2016. The SIA Report identified a high level of non-compliance by RTOs in the delivery of these units and highlighted the need for the units to be expressed as clearly and concisely as possible to encourage high-quality and consistent training and assessment. A meeting was held with Safe Work Australia in September 2016 to discuss the relationship between the eleven HRWL units and the Safe Work Australia national assessment instruments (NAIs) for high risk work licensing. A key factor in the discussion was alignment between the NAIs and the HRWL units. The finalisation of this project is timely because one of the activities that Safe Work Australia is committed to undertake in 2019–2020 in support of strategies outlined in the Safe Work Australia Corporate Plan 2019–2023 is ‘finalising the review of the National Assessment Instruments for high risk work licensing’. A TAG was established in February 2017 to oversee the development and update of the eleven HRWL units and to provide key advice about the Safe Work Australia NAIs. The TAG was later approved by the IRC to oversee the review of the five high risk work qualifications. The project combined two activity orders to:

• update the eleven HRWL units of competency to the Standards for Training Packages 2012

• ensure that these units of competency and their assessment requirements provide clear and concise information that could underpin consistent and high-quality training and assessment provided by RTOs.

Project page

With the commencement of the project, a project page was developed on the Artibus Innovation website. The project page was kept updated throughout the duration of the project. It provided stakeholders with information about national forums, workshops, the status of the project and opportunities to provide input into draft components. The project page received 1,865 page views.

Technical advisory group establishment

The Construction, Plumbing and Services IRC endorsed the TAG established for the review of the eleven HRWL units and the five high risk work qualifications, to provide strategic input on, and oversight of, the review of these Training Package components throughout the project.

TAG membership included representatives of employers, employees, industry associations, training providers, businesses and regulators.

TAG membership:

Subject matter experts were also included for the review of scaffolding components:

• Adam Oswald, K.J. Industrial Scaffolding Pty Ltd, NSW

• Michael Stewart, Cogent Scaffolding, QLD.

The TAG met either in person or by videoconference eight times to analyse the existing Training Package components, identify areas for improvement and develop draft components. At each meeting the TAG reviewed and discussed industry feedback and agreed on amendments to the Training Package components to ensure they reflected industry needs.

Industry consultation was key in guiding the TAG in its recommendations, this was informed by forums and industry surveys at key stages of the development.

At its meeting in November 2019 the Construction IRC reasoned that the addition of the CPCCWHS1001 Prepare to work safely in the construction industry unit of competency to the core of the qualifications did not change the equivalency status as the job outcomes are unchanged.

IRC Consultation The Construction, Plumbing and Services IRC was appointed by the AISC to represent the industry and is made up of people with experience, skills and knowledge of the construction industry. The role of the IRC is to ensure that the Construction, Plumbing and Services Training Package meets the needs of employers. The IRC is the formal point through which industry requirements for skills are considered and defined in the CPC Construction, Plumbing and Services Training Package. Membership of the IRC and consultation methodology is available at Appendix B. In April 2019, the Construction, Plumbing and Services IRC recommended the inclusion of the unit CPCCWHS1001 Prepare to work safely in the construction industry as an entry requirement for specific qualifications in the CPC Construction, Plumbing and Services Training Package. This approach was rejected by the AISC at the August 2019 meeting. Considering this rejection, the IRC determined that because the ASIC would not support CPCCWHS1001 Prepare to work safely in the construction industry as an entry requirement for qualifications, then this unit should be included in the core of the high risk work qualifications to ensure all graduates of the high risk work qualifications achieve this unit of competency . This change of approach was discussed at national forums and webinars held in November 2019. The findings of the forums and webinars is available at Appendix C.

Industry surveys

At key junctures, industry surveys were distributed to receive feedback and advice on the draft components. Six industry surveys were published to enable industry stakeholders a platform to provide feedback on the development of the training package components throughout the different consultative stages of the project. The surveys were made available publicly on the Artibus Innovation website to offer opportunities for interested parties to participate. TAG members also encouraged their networks to participate. Respondents were able to download the draft materials and provide feedback on the qualifications and individual units of competency. The feedback through the surveys covered:

• units applicable to the core of the qualifications and any missing skills or knowledge

• units applicable to the elective lists of the qualifications and any missing skills or knowledge

• the opportunity to comment on proposed new units and how well they meet industry needs.

Further to this, feedback on the packaging of the qualifications was considered by the TAG. The packaging rules of each qualification were amended to reflect industry’s feedback on what the most suitable packaging would be to address required skills and knowledge.

State/Territory Training Authorities

Active consultation with State/Territory Training Authorities (STAs) was established at the commencement of the project. Ongoing STA feedback was key in addressing the impact of the endorsed components on industry and enterprises. Consultation with the STAs and key regulator and industry stakeholders was vital in assessing the currency of qualifications and units of competency, and ensuring the quality and relevance of these Training Package components.

Summary of industry consultation and feedback

In May 2017, a round of national forums was held to discuss the Training Package components and to seek industry input on the first draft of the qualifications and units of competency. These forums were also complemented by one-on-one meetings with industry stakeholders who could not attend the forums.

The following feedback from these forums was noted:

• a Certificate III qualification in high risk work, which was proposed in the early stages

of the project, was not supported by the vast majority of stakeholders

• for the CPC30711 Certificate III in Rigging:

o combine dogging and rigging qualifications

o whether 'soft skill' units should be removed from the qualification

o consider entertainment rigging

Feedback was sought at key project milestones through industry surveys, distributed through newsletters and via IRC networks. In total six industry surveys were distributed yielding 131 responses. Each response was recorded in the project register, and reviewed and responded to by the TAG at each meeting. See Appendix A for a full list of respondents. The Training Package components were put out for industry validation from 4 June 2019 to 18 June 2019.

D. Industry expectations about training delivery

Advice about industry expectations of training delivery

The proposed Training Package components have been updated to align with the Standards for Training Packages 2012. The four proposed qualifications supersede and are equivalent to their preceding qualifications. The proposed units of competency supersede and are equivalent to their preceding units of competency. The impact of the changes of the proposed endorsed Training Package components is as follows:

• RTOs will be notified by training.gov.au of the changes in the units of competency and their

assessment requirements, and the qualifications

• RTOs will be required to adapt all aspects of training and assessment in structure and

content to reflect the changes in the units of competency and assessment requirements.

RTOs can expect a series of changes. RTOs will be required to:

• assess and implement the mandatory delivery and assessment requirements specified in the

endorsed Training Package components

• adjust their training and assessment strategies

• review their delivery and assessment resources

• address and enhance supporting material and resources to align with the assessment

requirements.

IRC recommendation on traineeships and apprenticeships

The IRC has suggested these qualifications are suitable for traineeships rather than apprenticeships as they are not trades.

E. Implementation of the new training package components

Advice on occupational and licensing requirements

High risk work is subject to licensing across all jurisdictions. The proposed endorsed Training Package components are aligned to regulatory and jurisdictional occupational and licensing requirements. The eleven HRWL units of competency are subject to different licensing and regulatory requirements across state and territory jurisdictions.

Implementation issues of note and strategy for management

Industry can expect an upskilled workforce that meets industry demands. The skills and knowledge embedded in the units of competency will support consistency in national training and assessment. Industry can, therefore, expect consistent learner outcomes. The endorsed Training Package components have been developed to align with the Standards for Training Packages 2012 and support the approach of the Standards to develop qualifications that are accessible in content, format and logic. The internal consistency across units of competency, in relation to the intention of the units and their specific job outcomes, facilitates training and assessment. Job roles for the new training components are:

• CPC30720 Certificate III in Rigging: o Rigger o Dogger

• CPC30920 Certificate III in Scaffolding: o Scaffolder

• CPC31120 Certificate III in Steelfixing: o Steelfixer

• CPC32920 Certificate III in Construction Crane Operations: o Licensed Crane Operator.

The impact for enterprises is expected to be a positive one. The proposed endorsed training Package components will provide enterprises with a workforce that can apply relevant skills and knowledge within and across sectors. By aligning the proposed endorsed Training Package components to the Standards for Training Packages 2012, industry and enterprises will also have a clearer basis for improved training and assessment. The proposed endorsed Training Package components meet the requirements of the Standards for Training Packages 2012 and have been uploaded in pre-publishing mode onto the National Register through the Training Package Content Management System (TPCMS).

Advice on downstream effects of the changes

As has been anticipated by Safe Work Australia, their NAIs will need to be updated to reflect the changes proposed in the eleven HRWL units.

Generally, the structure of the information for the four AQF qualifications complies with the qualification template. All mandatory fields are used. The qualification template states that under the packaging rules, the qualification: ‘Lists all core and elective unit codes and titles, including prerequisite units where they apply.’ (page 6 of the Standards for Training Packages 2012) Under the packaging rules for the four qualifications, the following is provided: ‘Prerequisite units of competency An asterisk (*) against a unit code below indicates that there is a prerequisite requirement that must be met. Prerequisite unit/s must be assessed before assessment of any unit of competency with an asterisk. All prerequisite requirements are packaged in the qualification.’ It is my opinion that the ‘structure of the information for qualifications’ does not comply with the qualification template because the prerequisite units that apply are not listed, they are only identified by an asterisk and there is no evidence that they are available in the qualification other than the statement ‘All prerequisite requirements are packaged in the qualification.’ The reader is expected to trust the SSO on this point. This opinion has been provided to the SSO.

Standard 10: Credit arrangements existing between Training Package qualifications and Higher Education qualifications are listed in a format that complies with the credit arrangements template.

Artibus Innovation has provided a document that indicates that at the time of endorsement, no credit arrangements exist between the CPC Construction, Plumbing and Services Training Package Release 5.0 qualification and higher education qualifications.

I have not had access to the Training Package developer’s policies and procedures so, consequently, I can neither confirm nor deny the following:

And I am not sure where I would need to start and what I would need to do to make a comment about this incredibly expansive statement. The NSSC Training Package Products Policy does not define flexibility. It would appear to me that the Training Package developers have followed the required development, consultation and endorsement processes, and have supported industry involvement in ensuring that the training products being submitted for endorsement reflect the flexibility industry has told them it requires for its vocational education and training (VET) products. To me, this is confirmed by the Construction, Plumbing and Services Industry Reference Committee (IRC) supporting the submission of the Training Package components put forward in the Case for Endorsement (CfE) and the signing of this support by the appointed Deputy Chair of the Construction, Plumbing and Services IRC, Alan Waldron. Reference to reasonable adjustment can be found in the Companion Volume Implementation Guide for the for the CPC Construction, Plumbing and Services Training Package Release 5.0. This text discusses ‘reasonable adjustment’ in the context of the Disability Standards for Education 2005 and refers Registered Training Organisations (RTOs) to this document as well as the Disability Standards for Education Guidance Notes, for further information.

So, if one’s definition of minimising prerequisite units where possible is to only have prerequisite units that are essential, then yes, this has been achieved.

The CVIG covers access and equity considerations, and reasonable adjustments, and explains how the units of competency comply with the foundation skills field in the template.

This answers a very different question to the one asked in this report template i.e. are the foundation skills explicit and recognisable within the training package and do they reflect and not exceed the foundation skills required in the workplace (with my emphasis)? To answer this question the Training Package developers would need to have based their processes on this question at the beginning of the development process. And I can neither confirm nor deny that his happened, not being involved with the project at the time. ‘Recognisable within the training package’ could mean within the unit of competency, the elements, and/or within the assessment requirements i.e. performance evidence and/or knowledge evidence. The question is broader than just the performance criteria, which is the only aspect of the unit of competency referred to in the text provided in the Standards for Training Packages 2012. So, focusing on the performance criteria only, there are examples of the foundation skills being explicit and recognisable where they are not specifically stated in the foundation skills field. For example, CPCCLDG3001 Licence to perform dogging covers a range of foundation skills through the following:

• PC1.1 Review task instructions, seek clarification as

required, and obtain relevant workplace information.

• PC1.2 Obtain all information, including safe work method

statement (SWMS), required to ensure that activities are

performed in compliance with workplace-specific and safe

The CfE outlines the consultation and validation processes undertaken, including the establishment of a Technical Advisory Group (TAG) to oversee the project, industry forums held, and industry surveys conducted. These processes are fit for purpose and are commensurate with the scope of the project. The estimated impact of changes has been identified in the Case for Endorsement. QA has questioned the equivalency of CPC30711 Certificate III in Rigging with CPC30720 given the superseded qualification can be achieved with no rigging or dogging electives. may have been identified by the IRC in their deliberations of equivalency. Two qualification are proposed for deletion with 2018 enrolments in the Certificate III in Dogging, but limited corresponding completions suggesting the inclusion of the dogging units in the combined Certificate III in Rigging and Dogging may impact RTOs with current enrolments but enable transition to the revised industry approved qualification. The CfE indicates direct consultation with Safe Work Australia and of their awareness of the need to update National Assessment Instruments (NIAs) for the 11 HRWL units, although it is not confirmed whether these instruments will be ready at time of endorsement and there is no specific information in the components themselves or CVIG about their use with the endorsed components, although they are additional to the endorsed components of the national framework.

The TAG and IRC approval of these components in the CfE following QA concerns raised assumes industry/developer agreement/acceptance that the AQF specifications for the qualification type within this industry are met as they have been presented.

The decision being sought from the AISC will support the COAG Industry and Skills Council (CISC) reforms to training packages by endorsing components that have been developed to ensure they reflect the following principles:

3. Ensure the training system better supports individuals to move easily from one related occupation to another.

The qualifications have been designed to strengthen the AQF alignment to offer pathways into the industry and beyond.

4. Improve the efficiency of the training system at unit level.

The units have been developed to ensure applicability across a range of workplaces. The units were developed with close consideration for Safe Work Australia’s NAIs, as well as relevant sections of the Australian Standards and the National Construction Code (NCC).

Appendix B: IRC consultation methodology

The Construction, Plumbing and Services IRC members advise that each uses a multitude of different communication strategies and methodologies to engage with their members and stakeholders to provide feedback on matters relating to training package development.

Each industry occupation and qualification presents with a unique set of conditions that involve deliberation and discussion about how best to engage in order to maximise industry feedback and response.

The IRC members work closely with countless stakeholders from all levels of the Australian construction industry, which they represent very broadly, to achieve a workable compromise in all qualifications. The majority of IRC members represent national associations who each have state and territory networks and formal training development committee structures that work to fully represent sector requirements. Networks consist of industry members; RTOs, builders, contractors, manufacturers, suppliers and group training schemes that provide advice on specific issues in relation to the CPC Construction, Plumbing and Services Training Package

To provide cohesion between the IRC and TAGs, the IRC appoints a member of its committee to Chair each TAG and that Chair reports back to the IRC meetings by way of a project briefs and verbal reports. TAG members are chosen in accordance with terms of reference that reflects employer representation and subject matter experts. Members of TAGs are recommended and selected because of their expertise in specific trades and their connections with industry. No more than two RTOs are recommended on each TAG.

IRC members employ a range of strategies to engage their networks, including engagement with:

• industry strategy groups

• major employers

• industry associations

• various industry boards

• commercial construction site personnel: o site managers o tradespersons o foremen safety managers o apprentices

• RTO based personnel

• schools: o students o apprentices

• regulators

• group training schemes. Forms of engagement to provide input into construction projects include face-to-face meetings, telephone calls, emails, formal meetings, conferences, professional development seminars, website articles, LinkedIn posts, online meetings and forums.

Construction, Plumbing and Services IRC members encourage their networks to participate in industry surveys, online sessions and industry forums.

Contentious issues are discussed in depth at IRC meetings and, where consensus is not reached, a vote is held to determine the way forward. It is rare that consensus is not found.

HIA represents over 40,000 builders, contractors, manufacturers and suppliers. HIA is a national body that has been in business for over 70 years and has 22 offices across Australia. Membership ranges from small two-person enterprises right through to major employers, including for example Henley, Metricon and McDonald Jones homes.

HIA has a significant and robust committee structure. All 9 regions have a Regional Training Committee made up of industry. HIA also engages with industry through its regional membership, professional development, technical and policy committees. These feed through to HIA National Service Committees and National Policy Congress. HIA runs two events annually involving committee members to consider issues raised through the committee structure. All up there are over 250 industry representatives on HIA committees at any one time.

Ken Gardner Master Plumbers Master Plumbers and Mechanical Services Association of Australia (Master Plumbers) was established in 1891 and is the industry’s representative voice on safety, standards and training.

Michael McLean Master Builders Master Builders Australia is structured as a federation comprising 8 state and territory Associations, collectively comprising over 30,000 members. These members are businesses from a broad range of stakeholders, from the commercial/industrial, civil engineering and residential sectors of the building and construction industry. These members are usually builders, special contractors, suppliers or professional organisations with high and low turnovers. Most of these businesses, however, are small businesses that employ less than 5 staff.

Paul Baxter Australian Metal Workers Union

The Australian Manufacturing Workers' Union (AMWU) fights for a fair deal for Australian workers – both at work and in the community. The AMWU believes in a fair and equal society for all, with the provision of public social services, including education, health care and dignity in retirement.

The AMWU represents tens of thousands of workers in all areas of manufacturing around Australia.

Robert Berryman Construction Training Fund WA

The Construction Training Fund (CTF) is a statutory authority that assists Western Australia’s building and construction industry to meet its demands for skilled workers. The Board also carries out the role of a Construction Training Council, which works closely with industry stakeholders and provides advice to the Government and State Training Board to ensure that training meets the needs of one of Western Australia’s biggest and most diverse industries.

The Australian Workers’ Union (AWU) is the nation’s oldest and largest blue-collar trade union representing over 100,000 working men and women and their families. All members of the AWU are part of the seven Branches which constitute the AWU.

Appendix C: CPCCWHS1001 Prepare to work safely in the

construction industry

CPCCWHS1001 Prepare to work safely in the construction industry and CPC Construction, Plumbing and Services Training Package qualifications The Safe Work Australia model Code of Practice: Construction Work states:

‘Any person who is to carry out construction work, for example managers and

engineers, foreman [sic], supervisors, surveyors, labourers and tradespersons must

successfully complete general construction induction training before starting work.’

(page 33)

General construction induction training provides basic knowledge of construction work, the

work health and safety laws that apply, common hazards likely to be encountered in

construction work, and how the associated risks can be controlled.

General construction induction training must be delivered in Australia by an RTO and cover the content set out in the specified VET course for general construction induction training. CPCCWHS1001 Prepare to work safely in the construction industry covers this requirement. In April 2019, the Construction, Plumbing and Services IRC recommended the inclusion of the unit CPCCWHS1001 Prepare to work safely in the construction industry as an entry requirement for all proposed updates of the Certificate I, II, and III qualifications in the CPC Construction, Plumbing and Services Training Package. Four Cases for Endorsement were forwarded to the AISC in August 2019 for endorsement with CPCCWHS1001 Prepare to work safely in the construction industry listed as an entry requirement. These cases were not approved and the AISC requested:

• further evidence of industry support

• the IRC consider how work health and safety (WHS) is covered in existing units

• that the IRC reconsider the entry requirement.

In October 2019 following the AISC’s request, the Construction, Plumbing and Services IRC determined that CPCCWHS1001 Prepare to work safely in the construction industry be a core unit in these qualifications and all other forthcoming CPC Construction, Plumbing and Services Training Package Certificate I, II and III qualifications. The IRC acknowledges that achievement of the unit of competency can result in the issuance of a White Card and views the addition of this unit of competency in the core of qualifications as a way of guaranteeing that candidates:

• have successfully completed workplace construction induction training – as outlined in

the model code of practice

• have demonstrated knowledge of personal protective equipment and workplace

health and safety practice.

When making this recommendation the Construction IRC considered issues raised relating to:

• perceived (rather than actual) duplication of WHS content in the qualification

• regulatory (Safe Work Australia) requirements relating to issuing the White Card

• Administrative burden for RTOs with credit transfer arrangements

• limited online options for the delivery of the unit of competency (due to Safe Work

Australia requirements)

• Administrative burden in extending scope of delivery to include CPCCWHS1001

Prepare to work safely in the construction industry.

Given the anticipated change to the packaging rules the IRC requested that Artibus Innovation undertake a national round of consultation to inform stakeholders and obtain their feedback about this change on the updated packaging structure of the qualifications. The industry engagement strategy consisted of national face-to-face forums, webinars and an online poll. National Forums National forums were held in Adelaide, Bendigo, Brisbane, Canberra, Darwin, Geelong, Hobart, Launceston, Melbourne, Newcastle, Perth and Sydney. Attendees were informed of the history to date and of the proposed addition of the unit to the core of each high risk work qualification (and future CPC Construction, Plumbing and Services Training Package Certificate I, II and III qualifications). Attendees were also offered the opportunity to instantly undertake an electronic poll, either in support or against this packaging. A diverse mix of industry stakeholders attended the forums, these included industry employers, training fund authorities, VET is training providers, both public and private training providers, industry regulators, members of the Australian Industry and Skills Committee (AISC), Project TAG members, IRC members and trade practitioners. The following lists indicate the registrations received and those highlighted in yellow indicate who attended. There were 208 attendees at the forums.

Online surveys Across three online surveys, the majority preference has been to include CPCCWHS1001 Prepare to work safely in the construction industry as a core unit in CPC Construction, Plumbing and Services Training Package Certificate I, II and III qualifications. An online survey of national forum attendees yielded 61 responses drawn from RTOs (40), Industry Employers (7), Associations (7), and Regulators (5), of which 57% approved of the inclusion of the unit of competency as a core and 43% disagreed. A targeted employer poll was also distributed yielding 14 responses, with 71% supporting the inclusion of the unit as a core. A further independent survey was also undertaken by the Industry Skills Advisory Council NT (ISANCT), which asked respondents for their preference between keeping CPCCWHS1001 as an entry requirement or making it core. The majority, and all 4 industry employers surveyed, supported CPCCWHS1001 as a core.

Summary of key issues Whilst there was an overall understanding by industry of the IRC’s approach to include the unit in the core, industry raised a range of concerns regarding this approach. Key issues raised at the national forums, webinars and online poll were:

Most qualification have CPCCWHS2001 Apply WHS requirements, policies and procedures in the construction industry as a core unit. This unit is also a prerequisite across a large portion of CPC AQF level III units of competency. Under this context, industry perceived duplication between CPCCWHS1001 Prepare to work safely in the construction industry and CPCCWHS2001 Apply WHS requirements, policies and procedures in the construction industry.

Whilst there are two WHS units in the core of CPC qualifications, both units offer different workplace outcomes and support WHS training and assessment.

Training and assessment delivery

High administrative burden for RTOs (challenges relating to credit transfer arrangements for learners possessing a White Card but not being in possession of their Statement of Attainment). This feedback was particularly strong from training provided in NSW, VIC, ACT and QLD.

RTO scope change challenges, in some states and territories inclusion of this unit of competency automatically triggers an audit and/or requiring approval of Safe Work Australia.

The model WHS Legislation does not mandate that any individual who already holds a White Card be retrained to the new unit. The White Card holder is only required to be retrained if they have not carried out construction work in the preceding 2 years.

In all states and territories other than Western Australia and Tasmania, RTOs can have scope with ASQA to deliver CPCCWHS1001 nevertheless, they must seek approval from the State or Territory WHS regulator to issue a White Card to students on completion of the training.

All states at present, except Western Australia and Tasmania, require the training to be delivered face-to-face for the outcome of a White Card being issued to students. In Queensland students are also required to provide evidence of the method of training delivery to prove their eligibility for a card. This is a requirement of Safe Work Australia and is therefore a challenge for online providers who would no longer be able to delivery solely through this medium.

Overseas students not expecting to work in the Australian construction industry and therefore not requiring a white card.

WHS training within the context of each qualification should be afforded to all candidates.

Given that the previously recommended entry requirement strategy was rejected, adding the CPCCWHS1001 Prepare to work safely in the construction industry is the only other available method of mandating this training within the qualifications. In conclusion, the Construction, Plumbing and Services IRC recognises that there will be an

added administrative duty on training providers and regulators. However, as the

representatives of the construction industry, it considers that candidates enrolled in CPC

Construction, Plumbing and Services Training Package qualifications should undertake

mandatory work health and safety training, which promotes personal awareness and

knowledge of workplace health and safety practices, in order to work safely and prevent injury

or harm to self and others.

National webinars In addition to the Nation forums, online webinars were facilitated to support stakeholder participation. The webinars followed the same approach of the national forums. A total of eight national webinar were held. The webinars were designed to provide industry with project specific updates, as well as to consult about the inclusion of CPCCWHS1001 Prepare to work safely in the construction industry to the core.
