Sri Narendra D. Modi launched the flagship program, 'Saansad Adarsh Gram Yojana', a demand driven model for development of villages across the nation. Under this program, each Member of Parliament has taken up the responsibility of developing physical and institutional infrastructure in three villages by 2019. Under this program, the honorable PM has adopted the village of Jayapur in Uttar Pradesh and the work towards bringing development and prosperity in the village has started. Jayapur is a quaint, little village located in Block Arajiline in District Varanasi. There are 5 hamlets in the village, namely Jayapur, Imlitar, Darapur, Manikpur and Musepur.

Executive Summary

Goal : Employment generation through carpet weaving training to artisans in Jayapur village

Strategy : Providing practical training for weaving hand-knotted and hand-tufted carpets and follow-up support for their gainful employment.

During the last week of November 2014, CEPC conducted a Rapid Survey of Village Jayapur. The aim of survey was to determine the scope for the development of Carpet Weaving Activities through opening of weaving training centres in Jayapur village. Key findings of the rapid survey are summarized below-

Socio-Economic Profile

1. Majority of households in village Jayapur belong weaker section of the society / OBC.

2. CEPC through this training centre is providing artisans with stipend for training in carpet weaving @ Rs. 2400/-on monthly basis during the period of trainings. Those who have the skill but have resorted to other means of earning income must be supported with measures to increase sale and generate high returns through trade.

3. Un-employed youth & women of households are being encouraged to learn and adapt this unique skill for further employment in Carpet Weaving Sector.

Potential Trainees

While conducting the survey some residents showed their interest in receiving training in carpet weaving.

A conversation with the Gram Pradhan (Village Head) revealed that the monthly stipend of Rs. 2400/- is quite sufficient during the training for Carpet Weaving in both the segments. This was result in high interest among other potential trainees to opt for this traditional but dying art. CEPC is also paying the stipend @ Rs. 2400/- per month to all the trainees, through account payee cheques.

Potential Trainers

Potential trainers, in and around the village, have also been identified while conducting the survey who are skilled in weaving of Hand Knotted and Hand Tufted Carpets. Their expectations about remunerations ranged from Rs 6,000 to Rs 15,000 per month. When consulted, the representative (husband) of the Gram Pradhan (Village Head) expressed the opinion that a monthly fee of Rs. 7000/- will be adequate, which CEPC is paying to the trainer through accounts payee cheques.

The process selection of the probable trainees, trainers and landlord of the premises in Jayapur, Imlitar for the 1st batch of 12 trainees, 1 Trainer was completed in consultations with Gram Pradhan. While conducting the survey and selection of candidates for the training, the Council has enrolled all women batch of household togetherwith the Lady Trainer from the Jayapur Village itself.

The Carpet Export Promotion Council consented to open up the Training Centre in Jayapur Village of Varanasi on 25th December 2014 on “Good Governance Day” on the occasion of Birth Anniversary of former Prime Minister Shri Atal Behari Vajpayee Ji, which was inaugurated by the Village Pradhan Smt. Durga Devi in the presence of Govt Functionaries, CEPC Chairman, Vice Chairmen and Members of Committee of Administration and local inhabitants.

All the trainees and trainer got their stipends and remunerations for the 1 st two months through crossed cheques and the same have been credited into their bank accounts.

Before opening of this training centre in Jayapur, adequate publicity was given and copies of some of the press clippings are attached herewith.

The Council is further trying to open more training centres in the other helmets of Jayapur Village, preferably one training centre in each helmet.
