In each category, products are listed with two percentages, “%RM” and “%PCC of RM”. The percentage of recycled material (RM) is the amount of the product comprised of recycled material, which may be from post-industrial discards. The percentage of post- consumer content (PCC) is a fraction of the amount of RM and is made from material that has already served its intended purpose and would have otherwise been discarded as solid waste. If the percentage of RM was not recorded by the company, “NIC” was placed in the %RM column.

When possible, the brand name of the product was included to help the consumer find the item at other large national retailers which may not be listed in the director-y. From the products section, company names are listed and further information regarding a particular company can be found in the company information section (starting on page 52). Three types of companies are listed: manufacturers, distributors and retailers. If a company is listed as a manufacturer, the consumer would need to contact the company to find out who distributes their product. For most large retail chains, the contact information available allows the consumer to find the nearest location to their home or business.

Some products listed in the directory are remanufactured or processors of the recycled material. Most pallets and printer toner cartridges are used items which are either refilled or repaired with new or used parts. A processor is a company that takes an old product and shreds or grinds it into a pellet which can be melted or manipulated by another company into a usable recycled product.

After some main category headings, the U.S. Environmental Protection Agency’s Comprehensive Procuremenf Guidelines are Iisted to help the consumer understand the typical amount of recycled content and post-consumer content which are being used in products through the federal government.

\Nhy Buy Recyckd? The familiar recycling symbol of three chasing arrows ís designed to represent the three stages of recycling:

1. Collection and processing, 2. Manufacturing, and 3. Buying recycled products.

All three of the activities must be completed in order to “close the recycling loop.”

Collection and processina of recycled materials: This first step is vital to begin the recycling process and often involves local curbside recycling programs. Communities most often participate in this stage.

Manufacturing of recvclable material into a new product: The second stage is where manufacturers reprocess these materials into new products. Contrary to myths about recycled products, many recycled products can be found easily and at prices competitive to ir-gin material products. Also, many recycled products have reached quality levels that meet or exceed that of products manufactured from virgin materials.

Buyina recvcled products: The third stage involves the consumer purchasing products manufactured with recycled materials. Buying recycled products helps establish demand and maintain markets for these items. As demand increases, more markets for the materials will develop and, in turn, collection programs will prosper.

EPA - Comprehenswe Procurement Guld&nes (CPG) ll/97

Through the Comprehensive Procurement Guidelines (CPG), the U.S. Environmental Protection Agency (EPA) designates items that must contain recycled content when purchased by federal, state, and local agencies or by government contractors using appropriated federal funds. EPA’s research shows that the items designated in the CPG are of high quality, widely available, and cost-competitive with virgin products. EPA also issues a non-regulatory companion piece - the Recovered MateriaIs Advisory Notice (RMAN) - that recommends levels of recycled content for these items.

To ehcourage the purchase of recycled products, the Resource Conser-vation and Recovery Act (RCRA) requires agencies to buy recycled products. In addition, President Clinton signed Executive Order 13101 in September of 1998, which called for an increase in the federal government’s use of recycled products and the post-consumer content included in such products.

Virgin materials:

This term is used for products that can be collected, separated, or otherwise recovered from the solid waste stream for use as raw material to manufacture a new product rather than being disposea as waste. Thls should not be confused with products that contain recycled material.

Recycled = Any product that is manufactured with materials diverted from the waste stream either during the manufacturing process (pre-consumer) or after consumer use (post-consumer).

%RM = The percentage of recycled material diverted from the solid waste steam and used to manufacture a product.

Those products generated by a business or consumer which have served their intended end uses, and which have been separated from the solid waste stream for the purposes of collecting and recycling. Post consumer material does not include manufacturing wastes. %PCC is a fraction of the percentage of recycled material.

Wastes ty’pically generated in the production stages of manufacturing. These materials have not reached the consumer and take the form of damaged products, material trimmings, or production overruns. This waste becomes a percentage of recycled material.

Any materials used in industrial processing or manufzcturing that were produced from a raw material and not been previously used.
