Some time ago, early in the war (1 mean the W orld W ar this time) when the U . S. government had stopped all public works, and therefore Ocean Avenue couldn’t have been paved at the time if there’d been a majority in favor of it, 1 attended a sort of mass meet­ing where all us common people who don't understand crowded in­to an assembly of the Trustees to speak out what we thought we wanted in the way of street im ­provement. T h e Trustees ex ­pressed themselves as perfectly willing to give it to us if they only knew exactly,what it was.

They must have been sincere. They are intelligent men. They were selected by the votes of a majority, their acceptance of office was a pledge that they will carry out the will of that majority. I do not believe I hat they would sub ­stitute for that will private opinion or prejudice, much less anything like spile. That’s why we were asked to shout right out iu this, meeting and tell what it was we wanted most. W e did. W e yelpod iu a confiding chorus that we wanted streets. I remember that when it came my turn I even went so far as to say that I would circu­late auy petitions needed for streets where I was concerned.

W e go and drive or walk on them when we liave’nt the time to spare, and they’re not taking us in the direction we need to go. They roused the hope that we might have roads enough to actually get to our homes iu a l­most any quarter of town without wallow ing through sand sloughs orsbiim ping over exposed roots. Public spirited property owners on Carmclo, Dolores and T h ir ­teenth circulated petitions for those streets. Everybody said the time to move in the matter was when the eont-acfor was here, and at work.

But the rest of a petition is get­ting someone to receive it. The head of our Board was out of town. At a regular meeting of the True tees the question of streets ivas held over until lie should return. Time pressed, however, and a special meeting was urged There are five members of our Board. It takes three for a quorum. But our Chairman had said before he left that if there was any doubt of the Board being able to assemble three members at a special session to consider this important matter, he would himself return to Carm el for the occasion. For some reason the two members of the Board who are in favor of stieet improvement, and wanted this petition read and passed upon, got the assurance that the other members would be able to attend, and there seemed no reason for putting him to the trouble and expense of coming back for it.

The night arrived— but not the members of the Board, outside of the two who were trying to get the street petition passed upon. They were there. Other people were there. There was no great distance or rag ing torrent to account, for it.. The situation stood simply that two members of the Board known to be iu favor of street improve­ment were present; two not known

The hollers of these giants on wheels are about 9% feet in diameter. Each holler contains 381 two and a quarter- inch tubes, which, jilaced end to end, would reach almost two miles; also seventy 5%-inch flues, having a total length of more than a quarter of a mile. The fire boxes are 15 feet long and 9 feet wide.

The shipment of these large locomo­tives from the point o f construction to the point o f service presented an unusually peculiar and difficult prob­lem requiring great care and attention, for the reason that the tracks and bridges of the varfons railroads over which they had to move were not, in all cases, built to withstand such tre­mendous weights. They were shipped in a partially knocked-down condition and approximately two weeks were re­quired to move them from Schenectady,N. Y., to Princeton, W. Va. Three cars were necessary to carry the loose and detached parts belonging to each locomotive. /
