Carisbrooke Elementary Emergency Preparedness Emergencies can come on all forms and sizes, some are easily within our ability to manage, others may overwhelm normal abilities and be defined as a disaster. It is difficult to know what an emergency will look like, but we do know that the number one priority is the safety and care of the Carisbrooke students and staff. As a school we would like to be as ready as possible for any of these events. The School Emergency Plan provides direction during an event, but supplies and equipment are essential for successful implementation. The Carisbrooke PAC and School has developed a 5 year plan for the purchase of emergency supplies and equipment to support an evacuation, as well as care for our students once evacuated. We are currently nearing the end of year 2.

Carisbrooke Elementary Emergency Preparedness

Emergencies can come on all forms and sizes, some are easily within our ability to manage, others may overwhelm normal abilities and be defined as a disaster.

It is difficult to know what an emergency will look like, but we do know that the number one priority is the safety and care of the Carisbrooke students and staff. As a school we would like to be as ready as possible for any of these events. The School Emergency Plan provides direction during an event, but supplies and equipment are essential for

successful implementation.

The Carisbrooke PAC and School has developed a 5 year plan for the purchase of emergency supplies and equipment to support an evacuation, as well as care for our students once evacuated.

We are currently nearing the end of year 2.

The School and PAC Emergency Preparedness Committee have worked closely together over the last two years to plan, purchase and fund the required supplies and equipment.

Next Steps

• This year- Stand at the upcoming Science Fair, Thursday 20th, and presentation to the PAC on

Monday 24th. - Complete collection of Tools through Donation drive, Canadian Tire Money Collection

or purchase with PAC funds- Complete Online Survival Kit Fundraiser- Undertake Store Donation Drive - Socks/gloves/hat and Games Donation Drive

• Next Year- Take Inventory and Restock Grab and Go Bags- Retrieve Comfort Kits, deliver to classes. Check and restore in the Container once

The Evacuation Plan has colour coded stations set up on the school field.

Tents, supplies and equipment are stored by station and can be quickly distributed when needed.

Incident Command Station

The Incident Command Station is set up when a command center is required to coordinate station activities and is the main communication point between the school and external parties such as First Responders, Emergency Workers and Disaster Management Officials) and is managed by the Incident Command Manager.

Station Equipment includes

• 1 Black Incident Command Tent, table, hard hats, ponchos, spray paint, cable ties, caution tape, ductape, whistle, Command Vest, Radios, Solar Flashlight, flashlight and batteries, clipboards & Stationary etc.

• 2 way radios, Megaphone and Air horn which will taken during from the office during evacuation along with relevant student information.

Equipment and Supplies Management

A shipping container is located at the far end of the school field, and goes easily unnoticed. The water tight container houses the school’s emergency equipment and supplies. - The container is laid out in line

with probable emergency evacuation events - items needed immediately are located at the front of the container and items needed later on are further back.

- A detailed inventory of all items is maintained and a copy kept in the container. Use-by dates are included in the Inventory to aid in restocking.

- A laminated layout of the container with list of items per station as well as a map of a possible field layout are immediately on hand.

Grab and Go Bags

- 21 Yellow Grab and Go bags are located in the school building and can be found in all classrooms as well as in other students’ rooms such as the library, art room, music room, gym, and computer room.

- 3 Smaller Red Grab and Go bags are located in the LAC classrooms and the Photocopy room.

- A solar powered flashlight is mounted on the wall on the emergency exit route.

Contents of Grab and Go Bags

• First Aid: Bandages, gauze pads, icepack, pressure bandages, saline solution, tweezers, scissors, SAM splints.

• Survival: Hybrid solar Flashlights, Masks, Workman gloves, garbage bags, pen, pencils, notebook, safety glasses, whistle, reflective vest, Help/OK sign.

Grab and Go bags contain vital First Aid and Survival Items and, if possible, will be taken with the teacher when evacuating or retrieved from the building if safe.

Operations

- A Search and Rescue Backpack is located at the entrance to the Container and contains various search and rescue equipment.

- A Tool Bag with a variety of tools is stored to aid in any search and rescue operation as well to support an extended stay on the school grounds.

• Backpack, hardhats, workman gloves, flashlight, N95 Particulate masks, whistle eye goggles & safety glasses.

• Tools including sledge hammers, mallets,shears, crowbars, saws , hatchets, shovels,screwdrivers, wrench and pliers, claw hammers, metal cutters, pick ax, and hammers.

• The tool bag also includes rope, workmans gloves, ducktape, cable ties, bundgee cords and extracto knives.

Operations covers search and rescue, should students or teachers need to be assisted in exiting the building.

Student Release Station

- A Student Release Station, consisting of three White Tents, will be set up at the school gates to manage the release.

- Student records and information will be taken from the front office during evacuation.

Student Release Station Equipment includes

• 3 White Tents, 4 (2) tarpaulins, tables and chairs from school, garbage bags, cable ties, ducktape, stationary including clipboards, pens, paper, markers, notebooks etc.

In an emergency, it is crucial that the school maintain control over the release of students to their appointed guardians.

First Aid Station/Trauma

A First Aid station will be set up should any injuries occur prior or during evacuation. - A box of First Aid Supplies is located in the container and, if necessary, will be

supplemented with supplies from any Grab and Go Kits taken from the school. - A trauma station may be added in the future with 1 red trauma tent

• Bandages, gauze pads, icepack, pressure bandages, saline solution, tweezers, scissors, SAM splints

• 2 (1) Red First Aid Tents, tables and chairs from school, 2 Red Medic Vests, Glowsticks, Flashlights, workmans gloves, blackbags.

• Stretcher, 1 trauma tent & 2 tarpaulins

Student Supervision

- The Student Holding area will have 8 tents and 8 tarpaulins as shelter in case of bad weather.

- A box of survival items is stored in the container and will be supplemented with items from any grab and go kits retrieved from the school.

- A collection of games/book of games will be stored in the container to keep the students occupied.

Student Supervision Station Equipment and Supplies include

• 8 Blue Tents, 8 tarpaulins (1 tent 4 tarpaulins), tables from school• Field marking equipment such as stakes, mallet, rope, twine, spray paint,

caution tape.• Survival items such as N95 Particulate Masks, workman gloves, glowsticks,

flashlights from Grab and Go bags. • A collection of games/book of games

Once evacuated, students will gather on the school field in a Student Holding Area waiting for release.

Latrines

- A tent with sides and dividing sheet will function as a two unit toilet.

• 2 (1 tent) Green Latrine tents with sides

• 2 bucket toilets, 2 folded toilets, 2 sets (1) plastic bags for toilets, toilet paper, paper towels, rubber gloves, glow sticks, hand sanitizer.

• Cable ties, Ducktape, garbage bags

During a release, if the school bathrooms cannot be accessed and students will be on the school grounds for a period of time, latrine tents will be set up.

Immediate Care and Shelter

- Comfort Kits have been provided by each parent and are stored in the outside container. These will be handed to the students to provide comfort should the situation require it.

- Should the students and staff be evacuated during bad weather conditions, students will be located in the Student Holding area with tents and tarpaulins and will be provided with ponchos and space blankets.

- Sock/glove and hats will be collected later this year.

• Comfort Kits: Letter, game/toy and family photo.

• Ponchos & Space Blankets.• Socks/Gloves/Hats

Long Term Care and Shelter

- Emergency Water rations will be provided to students pending release to their guardians. Emergency Food rations have also been purchased.

- Food Preperation, Hygiene supplies and Tools are also provided.

Long Term Care and Shelter Equipment Supplies include

Emergency drinking water, washing water, rain collection barrel and Emergency food rations.

Knives, cutting boards, rubber gloves, water purification tablets, 20 buckets (10 buckets), plastic bags, tissues, disinfectant, liquid soap, washing cloths, hygiene wipes, foil, rubber gloves.

2 supply tents, 5 crank lanterns, 6 flashlights and batteries, 4 headlamps and mini flashlights &.glowsticks.

In an emergency where students cannot be released to their guardians within a couple of hours following evacuation, the school has made provision to provide care and shelter for a number of students for up to a period of 3 days.

Long Term Care and Shelter

Person Size Food Bar/1200 Water 125 ml Sachets

Small 1/2 a Ration 4 x 125ml per day

Medium 3/4 of a Ration 4 x 125ml per day

Large 1 Full Ration 4 x 125ml per day

Food and Water rations were calculated by assuming 50% of the staff and students remain for 24 hours, 25% for 36 hours and 12.5% for 48 hours.
