• Countries: Antigua & Barbuda, Bahamas, Dominica, Grenada, Saint Kitts & Nevis, Saint Lucia, and Saint Vincent & Grenadines

• Overall objective: Address market conditions for the development and use of

renewable energy and energy efficiency systems by mitigating the barriers to their implementation and use

• Project Partners: OAS, CARICOM Secretariat, CARILEC, Renewable Energy and

Energy Efficiency Partnership (REEEP)

• Project Duration: 48 months (October 2008 – October 2012)

• Project Funding: €1.4MM (EU) plus €0.570MM (partners in-kind)

Phase I: Policy Framework Formulation

Antigua and Barbuda

– First draft National Energy Policy submitted on October 2010

– In March 2011, Final NEP was presented in a National Consultation

– Final NEP pending approval by Cabinet.

By 2030 Antigua & Barbuda will meet the needs of the present generation

while safeguarding the environment and enabling future generations to

meet their own energy needs.

Phase I: Policy Framework Formulation

The Bahamas

– In October 2010 was held a stakeholder workshop to present potential

RE/EE options and the regulatory changes as part of the NEP. (lead by

Inter-American Development Bank)

– A National Consultation to get feedback is planned for November 2011

– Pending approval by Cabinet.

The ultimate goal is to protect gross domestic product, foreign

exchange and reserves while simultaneously minimizing energy

consumption and increasing energy efficiency and security.

Commonwealth of Dominica

– First draft National Energy Policy presented on July 2009

– Final draft NEP presented to Cabinet on June 2010. The Cabinet

suggested a NEP revision and update the SEP.

– In October 2011, CSEP is hiring a consultant to make the revision of the

Final NEP and update/Final SEP.

The philosophy which underpins the National Energy Policy is the

exploitation of renewable energy resources and conservation

Grenada

– First draft National Energy Policy presented in July 2010

– Final draft NEP was presented to Cabinet in August 2010.

– The Cabinet approved the Final NEP in early 2011.

Ensure access to affordable, equitable, and reliable energy sources

and services to drive and secure national development, and to

improve the quality of life for all of its citizens.

Saint Kitts and Nevis

– First draft National Energy Policy presented in April 2010.

– Multi-sector meetings were held in Nevis and St. Kitts (1) the Final

NEP (2) Energy Sector Digest, and (3) the Energy Action Plan.

Become a twin-island nation with a sustainable energy sector where

reliable, renewable, clean and affordable energy services are

provided to all its citizens

Saint Lucia

– National Energy Policy was submitted to the Government in January

2010 (six years of work supported by CREDP-GIZ and final stages by

CSEP/OAS)

– Ministerial Cabinet approved the NEP in June 2010.

The Government will ensure the development, and/or exploitation, of new

and RE resources as an important measure in its efforts to establish Saint

Lucia as a “Sustainable Energy Demonstration Country.

Saint Vincent and the Grenadines

– National Energy Policy was approved by Cabinet in February 2009 (Lead by CREDP-GIZ)

– Energy Action Plan was approved by Cabinet in April 2010 (Lead by CREDP-GIZ and final stages by CSEP/OAS)

Energy plays a major role in the diversification efforts of the country’s economy and in the pursuit of poverty reduction.

Saint Kitts and Nevis: Draft Power Purchase Agreement for the development of wind energy in Nevis (2010).

Dominica: Geothermal Resource bill and environmental and planning regulations for RE electricity generation(2010-2011) (sponsor by World Bank).

• Caribbean Renewable Energy Forum (2009/2010/2011)

Two trainings directed for other key stakeholders:

• Workshop for Caribbean Educators -> awareness and education and revision of educational materials (2011).

Strengthening Local Institutions

Support Energy Desks for the promotion, selection, and management of SE programs/projects including:

• Establishment of the National Energy Task Force in Antigua and Barbuda

• Strengthening Energy Desk Offices in Dominica, Grenada, Saint Kitts and Nevis, Saint Lucia and Saint Vincent and the Grenadines

• Establishment of the Regional Coordinating Unit in Saint Lucia
