Effective October 2009, the organizational construct and business rules on CMS-ID (Interactive Detailing) will change as follows:

The Navy will change the Short Term Extension (STE) policy Oct. 1, affecting obligated service (OBLISERV)rules for enlisted personnel, According to NAVADMIN 242/09. Currently, a Sailor has to obligate for 12 months when they receive orders to sea duty, unless DoD area requirements are greater. The new policy will require 24 months of obligated service, with these exceptions:

* Sailors with less than 24 months until their high year tenure date must only obligate for the amount of time needed to reach that date.

* Sailors will obligate for the requisite time-on-station requirements for PCS orders to places that require less than 24 months, such as Diego Garcia and unaccompanied tours.

* All other obligated-service requirements will remain the same.

The maximum number of short-term extensions that a Sailor may now use will be two per contract. The length of an extension will be limited to 23 months, and the total of all extensions cannot exceed 24 months. Other rules include:

* Extensions counting against the Sailor's two-extension limit are those that help manage their careers or if they benefit to the Sailor. For example: Instead of reenlisting, a Sailor uses an extension to obtain OBLISERV so he/she can execute PCS orders.

* Extensions not counted are Navy-required ones, such as the PCS delay this past summer.

Sailors choosing not to obligate for the required 24 months but have more than 12 months of contract time left will be assigned based on the "needs of the Navy" or, if eligible, will be encouraged to voluntarily separate at end of obligated service {EAOS} or projected rotation date {PRD), whichever is closer. Those assigned "needs of the Navy" orders will not necessarily stay at their present command.

New Rules on OBLISERVE and Extension

•The enlisted continuation board will focus on retaining the Navy’s top performers to sustain a quality force that embodies the chief petty officers’ mission, vision and guiding principles.

• Quality performance is the priority.

• There are no quotas for the enlisted continuation board.

Approximately 6,000 personnel will be reviewed by the Senior Enlisted Continuation Board.

• About 70 board members are expected to convene 21 Sept. for a period of three weeks to conduct the FY 2010 board.

A LaDR guides Sailors in identifying current, and projecting future, enlisted training and education opportunities including rate training, Professional Military Education (PME), advanced education initiatives, professional certifications, etc. A Learning and Development Roadmap is just what the name implies - a roadmap through the Enlisted Learning and Development Continuum by which Sailors professional development is guided.

The Chief of Naval Personnel (CNP) released an update in NAVADMIN 236/09 on permanent change of station (PCS) orders indicating that some Sailors set to move in the first quarter of fiscal year 2010 (FY10) will receive their orders after Oct. 1.

The recent supplemental funding from Congress allowed Navy Personnel Command (NPC) to resume normal order writing for the fourth quarter this fiscal year. This followed a temporary hold initiated in April.

Although funds were restored for those receiving orders through September, the majority of PRDs that were shifted to FY10 will remain adjusted.

Current funding levels support all identified fourth quarter FY09 moves. However, a PCS obligation policy change that went into effect earlier this year means that PCS funds must be obligated when orders are released, instead of when the Sailor detaches. The result is that some of the FY10 orders cannot be released until the new fiscal year.

• As has been stated in the past, properly screening our Sailors for overseas duty is extremely important and one that every CMC/COB/CSC should be personally engaged in. As an aircraft carrier CMC, I reviewed and signed everyone as well as personally interviewed each Sailor. We have been stating that accountability for failure to screen properly was going to start in the future as there have been great losses in PCS dollars due to failure to comply with the screening process. When this occurs it affects the opportunity for other Sailors to execute orders. Attached you will see a sample message that will be sent to the transferring command when this occurs in the future. The first message has been sent to a command who will now have to justify their actions, or lack of action. I would expect that if this can not be fixed by growing awareness and proper execution of the policy, the next step may be to hold the transferring command financially responsible to capture the improperly executed PCS funding.

• I am seeking your assistance and leadership to ensure we are out in front of this. This can turn into a very embarrassing situation for a Commanding Officer and each of us if on the receiving end of one of these messages. My hope is that we never have to send another message like this again and I know that with the engagement of our CMC's, COB's, and CSC's that we will make this problem go away. Example (BAD):- You have 3 children (Alpha, Bravo, & Charlie) and a dependent spouse (Omega).- Using the Transfer of Education Benefits (TEB) website, you designate Alpha to receive all 36 months of your

benefits.- Using TEB, you designate Bravo, Charlie, and Omega to receive zero benefits.- You retire.- After your retirement, Alpha (for whatever reason) either doesn't use the benefits, or doesn't use all of them....RESULT: Your remaining benefits CANNOT be transferred to Bravo, Charlie, or Omega! OBLISERVE EXTENSION MATRIX FOR POST-911 GI BILLOBLISERVE EXTENSION MATRIX FOR POST-911 GI BILLYears of service, for the purposes of this chart, is the difference in years between ADSD and EAOS as extended/soft EAOS (SEAOS). Example: ADSD = Mar 15 1997; EAOS = Apr 20 2010; SEAOS = Apr 20, 2011This is

an over 14year Sailor This program does not allow a Sailor to remain on active duty if otherwise not eligible or recommended for retention. Any extension for the purpose of obtaining OBLISERV for this program requires NPC-81 approval. Long term extensions (over 23 months) are not allowed for this program. Extensions are not allowed when a Reenlistment can satisfy OBLISERV requirement.

After an extension is executed for this program, an additional short term extension for this program will not be approved. Requests are to be submitted to NPC-81 no earlier than 60 days of anticipated enrollment date.

Required OBLISERV is calculated from enrollment month. A Sailor shall not OBLISERV under or over the required amount which is 4 years unless limited by Navy policy. In cases where a Sailor is within 24 months of EAOS, and a short term extension will need to be executed in addition to the reenlist to obtain necessary OBLISERV, the Sailor can opt to perform just the short term extension and meet OBLISERV without reenlisting.

An E5 Sailor with an EAOS as extended is over 12 years and is denied a short term extension to HYT because the Sailor is in an overmanned rating zone (NAVADMIN 007/09), is eligible for this program without any additional OBLISERV. Sailors who are not able to OBLISERV for 4 years upon enrollment due to Navy policy, then become eligible (ie, due to paygrade advancement), must complete the 4 year obligation or the VA will be reimbursed for Any entitlements used.

LEADERSHIP. Through his direct engagement as Chairman of all CDBs, 9 of 10 Sailors have met PTS requirements, 7 of 8 (88%) E-5 were advanced to E-6 (Flt Avg 30%), and 4 of 6 (66%) E-6’s were advanced to CPO (Flt Avg 33%).

OUTSTANDING OS. Qualified as AAWC, normally an officer position. As a member of CSTT/STT, he was the key to qualifying 3 AICs and 2 CIC watch teams, developed complex combat systems scenarios and increased PQS accomplishment from 40% to 90% in five months. My best AAWC, he is the General Quarters AAWC because I trust him most to fight the ship if needed.

EXCEPTIONAL SUPERVISOR. As OPS department 3M assistant, he managed 7 work centers and accomplished 100% RAR And 95% SAR during the most recent 3M certification. Department achieved certification during initial assessment. COMMITTED MENTOR. Has taken on the role as mentor to seven Chief Petty Officers who had previously been struggling. As result, Engineering Department was able to certify EOC at ULTRA-E, freeing up 6 weeks of training time from a tight schedule. Hand selected by the CMDCM and myself to be on one of only three Chiefs (out of 18) to be a permanent member of all CDBs.

MISSION FOCUSED. Volunteered as Command PRT Coordinator. Reduced PRT failures from 14% to 3% in 6 six months.

UNLIMITED POTENTIAL TO EXCEL. Has my complete trust in all areas. Most strongly recommended for IMMEDIATE SELECTION To Master Chief Petty Officer and Command Senior Chief/CMDCM Programs!
