THE POSITIONChief, Departmental Operations – Real Estate is an unclassified position that reports to the DeputyDirector of Asset Management within the Department of General Services and has the followingresponsibilities:• Leads and manages the administrative and operational activities for the Real Estate Services Division

which oversees acquisition leasing to support County functions, revenue leasing and management of existing property, acquisition of property to support County projects, disposal of excess property, appraisals, and survey and mapping support

• Supervision of 22 staff within the property management, acquisition and relocation, valuation, and survey sections, including eight direct reports

• Prepares and reviews documents for decision makers, including written analyses outlining complex real estate issues and Board of Supervisors agenda items

• Performs legislative analysis and advises on the impacts on department activities• Identifies project execution issues and risks and formulates appropriate solutions• Works closely with the Deputy Director and the Chiefs for Facilities Planning and Strategic Programs

to plan and implement organizational goals • Aligns program/project objectives with County and department initiatives and creates opportunities for

integrating services for internal clients• Interacts effectively with other governmental officials and counterparts, boards, internal departments,

citizen groups, special interest groups, and/or members of the public in soliciting input and communicating a variety of department matters

MINIMUM QUALIFICATIONSA bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalencyAND five (5) years of experience which demonstrate the ability to perform the essential functions of theclassification, OR a combination of education and/or experience as stated above.

Notes: A master's degree or higher may substitute for a total of one (1) year. In order for education tosubstitute for work experience as stated above, college level coursework must demonstrate progresstoward a degree and may be substituted on a year-for-year basis.

SALARY & BENEFITS

The anticipated hiring salary range for this position is $110,000 - $125,000 annually. Placement within thisrange is dependent upon the qualifications of the successful candidate. Annual salary reviews areperformance based and goal oriented. Other benefits include:

DEPARTMENT OF GENERAL SERVICES

The Department of General Services (DGS) is an internal service department within the County of SanDiego. DGS ensures that other County departments have the necessary facilities, workspaces, services andvehicles to accomplish their business objectives. These services include management of over 400 realestate leases and 48,000 acres of County-owned property; management of major maintenance and capitalimprovement projects; facility maintenance, security and mail management services; and management ofthe County’s vehicle fleet, including maintenance and fueling. DGS is also a committed leader in energy andsustainability and has been recognized for its efforts in conserving energy resources while promotingexpansion of renewable sources of energy in the County. To ensure these critical services are provided,DGS has a staff of 395 and a budget of $228.5 million. As a critical function of General Services, RealEstate Services is experiencing a surge in volume and complexity within its portfolio.

• Extensive experience with complex real estate transactions including initiation, negotiations, coordination, escrow, and/or lease execution

• Exceptional written and verbal communication skills• Demonstrated ability to establish and maintain effective relationships with internal and external clients,

leaders, and stakeholders• Knowledge and experience with the legal and policy framework that governs the acquisition and

disposition of County real property• Experience with business process reengineering, including developing policies and procedures that

enhance efficiency and improve the customer experience• Familiar with public sector contract procurement and administration• Ability to stimulate and actively initiate organizational change• Commitment to improving performance with challenging goals• Problem solving skills that anticipate events and consequences and result in achievement of overall

objectives• Situational leadership skills with emphasis on coaching and mentoring direct reports and succession

planning• Strong negotiation and consensus-building skills while maintaining and growing long term relationships
