II. General Information of Hong Kong, China

The Hong Kong Special Administrative Region of the People’s Republic of China is located at

the southern part of China, close to Macau and the Guangdong Pearl River Delta region. It is

one of the Special Administrative Regions of China and has an area of 1,104 km². With around

7.2 million permanent residents of various nationalities, Hong Kong is the world's fourth most

densely populated territory in 2016.

The city is known as the "Pearl of the Orient" for its iconic cityscape around Victoria Harbour,

the intersection of different cultures and styles, and the combination of modern architecture

with the traditional temples. It is a financial, logistics, freight, transportation and cultural hub

at regional and international level.

Hong Kong has been the venue for various major rowing events, including the 1st Asian

Rowing Championships in 1985, the 2003 and 2008 Asian Rowing Junior Championships and

the 2009 East Asian Games Regatta and 2013 Asian Rowing Cup II. Other major international

sporting events held in Hong Kong have included the Equestrian events of the 2008 Beijing

Summer Olympic Games and the 2009 East Asian Games and most recently the 2017 UCI

Track Cycling World Championships and the 2017 ICF Canoe Ocean Racing World

Championships.

III. Competition Venue

The competition venue will be Victoria Harbour, Hong Kong; a Race Village will be set up on

the adjacent shoreline based at the Royal Hong Kong Yacht Club in Causeway Bay. It is also the

venue for the 2019 World Rowing Coastal Championships.

2. Access to the competition venue

Public transportation is available for daily transport to locations within walking distance of the competition venue. In addition, taxis are convenient and relatively inexpensive.

Walking

The venue is located at the harbourfront in Causeway Bay. Within walking distance from Causeway Bay, Wan Chai and Fortress Hill.

MTR

The closest MTR metro station to the venue is Causeway Bay. MTR lines cover most parts

of Hong Kong. It is easy and convenient to explore the city with the MTR. You can plan your trip easily by using the Train Trip Planner.

3. Internet and WiFi

Free Wi-Fi is available at the venue (Wi-Fi network: RHKYC_member). In addition free

public Wi-Fi is available in many major shopping centres and other public facilities

throughout Hong Kong.

4. Food and beverage

Food and beverage, including breakfast, are available for purchase in the competition

venue. Please see information at Information Desk for RHKYC restaurant hours. Payment

should be made by Octopus card* which will be accepted upon showing your 2018 ARCC

accreditation card. Cash is NOT accepted. There are many restaurants in nearby

Causeway Bay and Wan Chai, which accept cash and credit cards.

* “Sold Tourist Octopus” is specially for visitors. It costs HK$39 (~US$5) without initial stored

value (to be added and topped up by user) and no deposit is required. Remaining value can be

refunded but the Octopus card will be deactivated. They are available at the airport: 7-Eleven or

China Travel Service (Counter A4, Arrival Hall, Terminal 1), Or any 7-Eleven / Circle K Stores in

Hong Kong. (Alternative is local Octopus Card which requires HK$50 deposit but is fully

refundable.) Before departing Hong Kong, visit any MTR Customer Service Centre (there is a

Centre at the Arrivals Level of Hong Kong International Airport) to request a refund of the

remaining value on your Octopus card. A refund handling fee of HK$9 will be levied if it is

returned within 90 days after the date of issue. Octopus card can also be used in most of the

public transportation in Hong Kong (including MTR, buses, ferries and trams etc).

5. Bag Drop and Lost & Found

Bag Drop and Lost & Found counter is open during official venue hours and will be

located in the area adjacent to the swimming pool. Teams are encouraged to leave all bags

at the Bag Drop each day and not to leave belongings unattended. All bags must be

collected each day before venue closing. The Organising Committee will not take

responsibility for any bags left overnight.

6. Changing Rooms, Showers and Toilets

These are located in the main RHKYC building. All ARCC participants are reminded to keep these areas clean and tidy and to respect the use by Club members.

4. Events

5. Race Format

(a) The race format will be a 4 kilometers course around a number of buoys with up to 12

boats in each race, starting together, with no designated lanes. See Race Course Plan at

page 21-22.

(b) Racing will be run in accordance with the FISA Coastal Rowing Competition Regulations

(FISA Rule Book Appendix 22) and ARF Statutes and Regulations for ARF Regattas.

(c) The start and finish will both be on water.

(d) Teams should note that the race format is the "endurance" version of coastal rowing and

not Beach Rowing Sprints (the format used at 1st ARCC 2017).

(e) The progression system will provide a maximum of 2 heats up to 12 crews in each heat,

with up to 6 crews from each heat proceeding to the Final A which will have a maximum

of 12 crews. The remaining crews from the heats will race in Final B.

(f) Events with 12 or less entries will have a Preliminary Race which will be optional for all

crews. All crews from the Preliminary Race will progress to the Final.

(g) Heats and Preliminary Races will be on 24th November. Finals will be on 25th November.

(h) Please note: If any crew withdraws later than 3 hours before the draw until the end of the

regatta (except for medical reasons), it will be subject to penalty in accordance with FISA

rules.

(i) Special Alert:

i) Buoy B4 on the race course. Buoy B4 is a major mooring buoy located about 200

metres after the start and on the northern side of the course. Crews must be alerted to

avoid this buoy. It is outside of the course and is surrounded by red warning buoys.

ii) Ferry route. SPECIAL COURSE RULE FOR AVOIDANCE OF FERRY BOATS DURING

RACE. All crews must note and strictly follow this special course Rule.

Hong Kong Star Ferry Route – this scheduled ferry route crosses the racing course at

Wan Chai, close to the Hong Kong Convention & Exhibition Centre (Buoy 7). The

approximate ferry route is shown on the course map. ALL CREWS are prohibited from

passing in front of the Star Ferry when it is crossing the course at this point. All crews

must only pass BEHIND the ferry.

A marshal boat will be present during all races to control this crossing point and will

be in close contact with Star Ferry to ensure minimal disruption to races. However, it is

the crews’ responsibility and crews not following this rule or crews which create

danger for themselves or others may be immediately disqualified from the event.

Marshal boat might also stop the racing boat at that point to avoid any danger.

iii) Other Motorised Vessels. All crews should note that Hong Kong Harbour is a working

harbour with a number of motorized vessels using the water space. Crews must at all

times be aware of other vessels and must not put themselves or others in dangerous

positions with regard to other vessels at any time.

6. Boat Stickers

All boats are required to display stickers on both sides of the bow as follows:-

(a) OC stickers will be permanently displayed on each boat showing the Boat Number;

(b) Country/region stickers and numbers must be applied by each crew to their boat before

going on the water to race. These stickers will show the 3-letter code for the

country/region plus a number to indicate which crew, if more than one crew from that

country/region is in that event, e.g. HKG 01; HKG 02. Crews are responsible to collect and

attach these stickers before their race.

7. Uniform

All competitors must wear the official competition uniform of their National Federation

(for national team crews) or club (for club crews). Identifications on racing uniforms

should comply with FISA Regulations.

8. Accreditation & Registration

Accreditation is required to enter the competition venue.

Registration Crews must confirm their entries in person at the Venue Registration &

Team Information Desk by 10:30am on 23rd November 2018.

Boat stickers must be collected for each crew at Registration & Team Information Desk at

the time of registration.

9. Coxswains Weighing

Weighing of coxswains will take place in the Control Commission area not more than 2

hours or less than 1 hour before their race.

10. Crew Changes

FISA Rules and ARF Regulations will apply to crew changes. Any crew changes after the

Team Captains Meeting must be done by completing an official Crew Change Form at the

ARF Regatta Office.

11. Ergometers

A number of ergometers are provided for team use at the elevated Sundeck Area adjacent

to the swimming pool.

12. Team Captains Meeting

Will be held at 11:30am on 23 November 2018 at Regatta Room, RHKYC. One member of

each crew must attend. Important information on the racing course, local navigation

rules and special rules for the competition will be explained in this meeting. Information

will be provided in English.

13. Start Lists and Results

Results will be announced through “PikaPage” (https://www.pikapage.com/arcc). You

can download the App for checking out the real time result.

V. Boats and Equipment

The Official Boat Supplier is Swift International Limited. All boats and other equipment shall

comply with FISA Rules of Racing. The Organizing Committee (OC) will provide boats for rent.

All boats will be shared between teams. Teams are permitted to use their own oars, but the OC

will provide oars for rent. Crews must use the boat allocated to them by the Organising

Committee. If any crew has questions or problems concerning the allocated boat, they must

report to the Boat Pool Supervisor. Under no circumstances are crews allowed to touch or

take other boats or remove any parts or equipment from any boats.

1. Rental Equipment

Sculling oars will be available for rental at the cost of USD10 /pair/day. Rental sculling

oars will also have to be shared and will be allocated to boats.

2. Boats allocation

Upon arrival and registration, please check in at the Boat Pool tent and check for your

training time! Crews should inspect, check and report damage (if any) of the allocated

boat before any action with the boat. Any equipment failure caused by technical or other

errors by the crew is the responsibility of the crew. Decisions on such cases shall be taken

by the Jury in accordance with the Rules of Racing. Crews are responsible for the repair

costs of any damage caused during their use of equipment.

Life jackets will be provided for all rowers. They are required to be stored on board for

each member of the crew. In coxed boats, the coxswain must wear a life jacket. Life

jackets must not be removed from the boat.

Crews are allowed to change the setting or rig the boat before the race but are required

to restore the original setting after use. All pool boats, oars and life jackets must be

returned to the assigned place by the crew after every use.

Volunteers will be available to assist with moving boats but it is each crew’s

responsibility to collect and replace their boat before and after use.

3. Payment

Full payment should be made in Boat Pool tent before usage. Rental fee is not refundable.

VII. Environment – Go Green

Waste: NO single-use plastic bottle in the venue.

Water dispenser for refillable water bottles is available onsite - please bring your water bottle!

We do not sell bottled water. We also encourage you to bring your own refillable “travel mug”

for coffee/drink. Help to cut down on the amount of garbage.

Leave the venue clean and free of waste at the end of each day.

Minimize use of paper (as well as printing ink); go digital wherever practical.

Respect the natural environment and marine life. Do not throw bottles or other waste into the

sea.

Reduce your Carbon footprint: The venue is within easy walking distance from Wanchai/Causeway Bay.

2. Transportation to/from Hong Kong

(a) Arrival through Hong Kong International Airport

You can take Airport Express train, public buses, taxis or hotel coaches from Hong Kong

International Airport to the city.

i) Airport Express

It takes 24 minutes from airport to Hong Kong Station by using the Airport Express train.

Trains depart at about 12-minute intervals daily. It costs 15 USD/single trip or 26

USD/round trip. Ticket can be bought at Airport Express Customer Service Centre.

Discount ticket at US$9.6/single trip can be bought online (check the following:

https://www.klook.com/activity/71). There are free shuttle buses to certain hotels from

the City Airport Express Stations. The Shuttle Bus stops at many major hotels in Hong

Kong / Kowloon and runs about every hour. Please enquire from your hotel.

ii) Public Buses – Cityflyer

The bus stops of the Cityflyer routes are nearby many major hotels and also provide

overnight bus services. The Cityflyer Airport Services to Hotel costs between US$5 to $7

per single journey. The Airport Bus Terminal is located near the right-hand ramp outside

the Arrivals Hall.

iii) Taxis

Taxis offer a door to door service to and from Hong Kong International Airport. Arriving

passengers can catch a taxi at the Taxi Station, located near the left-hand ramp outside the

Arrivals Hall. You can take the Urban Taxis (red) from airport to Wan Chai or Causeway

Bay at a cost of approximate US$50 or US$60 respectively per single journey.

Approximate taxi fares from airport to different destination can be checked online.

iv) Hotel Coaches

If you are staying at a major hotel, the hotel coach will deliver you directly to your hotel at

a cost of US$19 per person (single trip). You can book a seat on a hotel coach by

approaching the Commercial Services Counter in Arrivals Hall B, Terminal 1.

(b) Arrival by Ferry

Hong Kong is linked to a number of ports in Macau and Mainland China by high-speed

ferries servicing Hong Kong Island, Kowloon and Hong Kong International Airport (off

Lantau Island). For more information, check the ferry services.

(c) Arrival from Mainland China

i) By Express Rail Link (High Speed Rail)

The new Express Rail trains run from the Station in West Kowloon, heading north to the

Shenzhen/Hong Kong Boundary, to Futian, Shenzhen north and Guangzhou South.

There are convenient connections to many Chinese cities on the High Speed Rail system.

ii) By MTR East Rail Line (To/From Shenzhen, China via Lo Wu and Lok Ma Chau)

Coming from Shenzhen in Mainland China via the Lo Wu and Lok Ma Chau checkpoints

passengers can take a local MTR train into the city after passing through Hong Kong

iii) By Intercity Passenger Services (Beijing / Shanghai / Guangdong Through Train)

This service runs between Changping, Guangzhou East or Foshan of Mainland China and
