Mohawk Valley Water Authority C APITAL P ROJECTS C OMMITTEE - R EPORT January 23, 2012 Capital Projects Committee: There was no Capital Projects Committee meeting held in December. Tentative agenda for the January meeting includes; award of design services for new Southern Low Zone Tank, award of the next phase of Leak Detection Survey, and CIP 2013 discussion. A summary of anticipated CIP needs for 2013 through 2017, both Capital Reserve funded and bonded will be provided. Capital Projects Update: The Engineering Department staff is working primarily on project design and development. Construction has ceased on most projects due to weather. The progress on several of these projects is briefly noted below: PROJECTS UNDER CONSTRUCTION - Roof Projects (See Photos, Attachment 1): Work at the Kemble Street Storage Facility by Pulver Roofing is complete as is all work at Luke Road Pump Station and the WTP. Walker Road Pump Station: National Grid is currently installing the new service. The electrical contractor is installing a complete, new electrical system and the new pump variable speed drives. The new pumps and motors have been installed. Canal Crossing Mains: The two (2) 24” polyethylene pipes have been pulled across and are capped off. The project is shut down until spring 2012. Downstream Hydro Upgrades (See Photos, Attachment 2): The work including installation of a 24” PRV and other building improvements is underway by Henderson Brothers. The new double door has been installed. MVWA has bypassed the turbine and the new piping work should be complete within one week. WTP Flow Pacing: This project will permit flow paced chemical addition for improved efficiency and economics. MVWA staff has completed the necessary instrumentation and programming. Test phase will proceed once the Downstream Hydro is online. Kemble Street Security Upgrades: The new “EZ Pass” style new automatic gate operator is working well. Several additional exterior cameras to control and monitor yard access are being installed for purposes of monitoring the storage area across Kemble Street. Capital Projects Committee:

There was no Capital Projects Committee meeting held in December. PROJECTS UNDER CONSTRUCTION -

PROJECTS UNDER CONSTRUCTION CON’T -

Distribution System Upgrades by MVWA Forces: Engineering is now working with the City on the replacement of undersized mains in four (4) streets in West Utica by MVWA . Work on the first project, Andes Avenue is now complete with the services reconnected and a temporary winter pavement installed. New valves on the 20” main in Whitesboro Street will also be replaced/installed in the Spring.

PROJECTS UNDER DEVELOPMENT, APPROVALS, DESIGN & BIDDING -

SUNYIT Hydraulic Modeling: The MVWA Transmission System Hydraulic Model now includes all the new Tanks and Control Facilities. A draft Report model on system waterage has been delivered. Next model scope will include analysis to determine precise elevation data for the new southern low zone tank.

Southern Tank Design Update: A proposal for an updated design is in preparation by the original design team (now Shumaker Engineering), including Lead abatement of the old City firing range will be discussed at the next CPC meeting. Anticipate consultant award request at January Board meeting.

CIP and Engineering Report: The final Annual Engineering Report has been received. The FY 2013 CIP preparation is underway with Department meetings and input now complete. Draft CIP in early January and a preliminary memo regarding anticipated spending ranges will be provided to the Capital Projects Committee at the next CPC meeting.

Hinman Road & Oneida Street Roof Projects: Engineering is preparing RFP to A/E firms for design of the new roofs at the Hinman Road Meter Facility (>50 years old) and Oneida Street Pump Station (> 40 years old).

Mechanical Electrical (M/E) Upgrades at Various Facilities: Engineering is preparing RFP for M/E design service for small projects at various facilities.

WTP Clarifiers: The clarifier retention stainless steel screens were inspected by manufacturer’s rep. Recommendations for repair or replacement will be made.

Leak Survey: The next phase of the Leak Survey on approximately 1/3 of the Regional System has been quoted and recommendation for award will be made at the January Board Meeting.

MVWA HQ Emergency Power: A plan for wiring upgrades to Third Floor, City Hall has been completed and coordinated with the City of Utica Facilities Department. The City is considering a new building-wide emergency power supply.

Non-Capital Projects: Engineering, Distribution and Water Quality staff have a number of projects currently in the design or bidding phase for FY 2012 that are financed from the annual operations account. These include:

Asphalt Paving: FY 2012 project, Central Paving has all asphalt now complete.

Concrete Repairs: FY 2012 project, Cranesville Block Co./MVWA forces has all work complete.

Water Main Materials: Materials have been delivered and are used for Capital Projects and

Maintenance Projects.

Chip Fab: Main Extension by EDGE has been Bid for the nearly 3000 lf. of a 24” main extension to serve the Chip Fab site. Low bidder was Rifenburg Construction at $1,152,742. Rifenburg’s schedule for the work is Spring 2012.

Oneida County Business Park: The evaluation to determine the need to continue two separate

fire protection systems is complete and recommends elimination of the old high pressure fire system. This study will determine the scope of improvements for the Hanger Road Pump Station in the next CIP.

Town Culvert Repairs: Pleasant Street, New Hartford. MVWA is coordinating with Town Engineer

regarding possible relocation of water main for a new Culvert.

Other Water Main Extensions: The New Hartford Business Park, Clinton Street, the installation of

1,200’ of 12” main is now complete tested and in service. Burrows Contracting completed the work for the Town. MVWA has collected GPS record drawing data.

Yorkville Meter House: Distribution/Maintenance completed installation of a new 24” valve on

transmission mains just north of Oriskany Blvd. in Yorkville. This valve will facilitate, also using line stops, new 20 valves in Whitesboro Street this Winter/Spring.

High Voltage Maintenance: A quote package for high voltage maintenance at the hydro facilities

and Hanger Pump Station is in preparation.
