events, or on outreach and education materials

• COGs•In accordance with §361.014(b), Texas Health and Safety Code, and 30 TAC §330.649(d), MSW Rules, a project or service funded under this contract must promote cooperation between public and private entities and may not be otherwise readily available or create a competitive advantage over a private industry that provides recycling or solid waste services. Under this definition, the term private industry includes non-profit and not-for-profit non-governmental entities.

FUNDING STANDARDS

•100% solid waste use •Funded Local Enforcement or Cleanup programs must coordinate efforts with TCEQ•Equipment and controlled assets must be maintained on local and regional inventory•Project expenses must be incurred within grant period•Progress and results reporting is required during and for one year after project contract period has ended

• HHW Collections, Illegal Dumping Clean-up, and Community Collection Events are exempt from Follow-up Results Reporting

FUNDING PRIORITIESFunded projects must be consistent with the goals and objectives of the CAPCOG Regional Solid Waste Management Plan (available on CAPCOG website)§361.014(b), Texas Health and Safety CodePrioritized projects include:

• HHW collection programs• Programs and/or initiatives that encourage recycling, diversion and market development

for scrap tire management• Community clean-up events and bulky item collection• Illegal dumping and enforcement• Recycling services, programs and market development• Projects that are regional or sub-regional in nature• Projects requesting grant funds for “seed” money to start new programs or to expand

existing programs• Projects that encourage public-private partnerships• Start-up or expansion projects• Projects that will be self-sustaining beyond the grant period

Note: Matching funds or in-kind services are not required, but are strongly considered !!!

•Projects selected by SWAC for funding will be reviewed by CAPCOG Executive Committee and TCEQ for final approval•Target contract period for approved FY 16 SW contracts will be 10 months

• (March 1, 2015 through January 31, 2017)•Target contract period for approved FY 17 SW contracts will be 10 months

• (September 1, 2016 through June 30, 2017)



SELECTION PROCESS

•FY16/17 Request for Applications was issued on November 3, 2015• Application will be available for downloading from CAPCOG web site• Hard copies will be distributed upon request

•Grant application workshop will be offered today November 18, 2015•Applications will be due by COB Thursday, December 17, 2015•SWAC will score applications at January 22, 2016 SWAC Meeting•Applicants will be required to make a brief presentation on their project•Eligible projects may receive full or partial funding•Projects scoring below 70 of 100 points will not receive funding•Eligible projects for which there is not sufficient funding may be placed on a contingency list

PRIVATE INDUSTRY – APPLICANT RESPONSIBILITIESCategories required to provide private industry notice are Source Reduction & Recycling, New Citizens Collection Stations, or Education & Training Demonstrations

•Applicants MUST contact private industry regarding recycling and waste management grants (HHW and LE grants are exempt)

• Please contact us if you would like a list of private industry service providers

•Applicants MUST identify private industry representative contacted and are encouraged to provide documentation of response•Private industry notification MUST be completed before application submission•Private industry will be notified grant application submission and review timeline

• Applications will be available for review by private industry • (Posted on CAPCOG website 3/31/14 through 4/10/14)

• Private industry may offer comments on proposed projects



• If concerns are identified, private industry is STRONGLY ENCOURAGED to contact applicant at earliest opportunity to attempt a solution

• If concerns are not resolved, private industry is encouraged to provide applicant with as much time as possible to review and respond to concerns

• CAPCOG requests that concerns be submitted no later than 2 days prior to the scheduled January 22nd scoring meeting

• Projects for which private industry concerns exist may be denied by SWAC
