    Maritime Relevant Data Source

    • GHG emissions from Aviation and Maritime Shipping were excluded by theKyoto Protocol (1997) under Art. 2.2 which instead required ICAO and theIMO to “…pursue limitation or reduction of greenhouse gases…”

    • The Paris Agreement also did not directly address aviation and maritimeshipping, the text having been omitted just before signature by Parties.

    • Question: Who then should conduct MRV of data from internationalsailing ships? - The ship owner, or the flag state, or the port of call, all ofwhich will routinely be of different nationalities / jurisdictions?

    • To assist in the collection of emission data, the EU has taken a regionalapproach with the adoption of Regulation 2015/757/EU intended tomonitor, report and verify (MRV) the emissions from ships (5,000 grosstonnes and above), calling at EU ports by assessing their energy efficiency.

    Maritime Relevant Data Source

    • Verification of CO2 emissions involves assessing different parameters fromthe point of view of the ship’s functioning, date and port of departure,arrival at destination of journey, time spent on the sea (including the timein motion and at berth), fuel consumed, emissions consequently produced,nature of the cargo transported, etc.

    • Where there is compliance, the verifier issues a “document of compliance”that will have to be surrendered when calling at EU Ports.

    • The “document of compliance” will be mandatory after 30 June 2019especially when sailing in Maritime Sensitive Environmental Zones.

  • Kenya Maritime Authority (KMA)

    • Under the Kenya Maritime Authority Act, 2006, KMA ensuresthe protection of the marine environment by administeringprograms for prevention of ship-source marine pollution.

    • KMA maintains data on incidences of marine pollution

    • KMA is the “EU/IMO Accredited MRV Verifier” for emissionsfrom ships

    • KMA will therefore be receiving data on GHG emissions fromships (5,000 gross tonnes and above) mooring or docking atMombasa Port. This excludes innocent passage ships.

    • They maintain data on all ships that call at the Port of Mombasa

  • Kenya National Bureau of Statistics (KNBS)

    • Kenya National Bureau of Statistics (KNBS) is established under theStatistics Act, 2006

    • The mandate of the Kenya National Bureau of Statistics (KNBS) is thecollection, compilation, analysis, publication and dissemination ofstatistical information, and the co-ordination of the national statisticalsystem, and for connected purposes.

    • As part of its mandate of maintaining a National Socio-EconomicDatabase, KNBS launched KenInfo and Integrated Multi-SectoralInformation System (IMIS), systems which will ensure continuous accessof Kenya’s indicators at any time wherever one may be in the globe.

    • Under Section 20, KNBS has power to access informationfrom any person or establishment

    • Under Section 21, KNBS has power of entry to any vessel(ships included) for the collection of statistical information

    • The key component of the proposed National Performance & BenefitMeasurement Framework (NPBMF) is an “MRV+” system

    • Monitoring, Reporting and Verification system (MRV+) coversadaptation, mitigation and synergies between them

    • KNBS is proposed as the coordinator of the MRV+ data and QA/QCworking group

    • KNBS will lead the Indicators and Baselines Working Group

    • KNBS or NCCS will house the Climate Change relevant Data Repository(CCRDR).

  • Kenya Meteorological Department (KMD)

    • KMD has data on Mombasa Port City Weather (historical, current and forecasting)

    • KMD also keeps data on maritime meteorology

    • KMD has the capacity to test air quality

  • National Environment Management Authority (NEMA)

    • NEMA is the National Implementing Entity (NIE) for Kenya.

    • NEMA is implementing the Adaptation Fund Programme which is torun for three years.

    • NEMA has also been accredited to have direct access for GreenClimate Fund (GCF) funding.

  • Energy Regulatory Commission (ERC)

    • ERC was established under the Energy Act No. 12 of 2006

    • Core mandate is technical and economic regulation of the electricpower, petroleum and renewable energy sectors.

    • ERC regulates the importation, storage and export (includingbunkering) of petroleum products

    • ERC regulates the importation and production of renewable energy.

    • ERC regulates energy efficiency by prescribing the types of energyaudits for facilities which can be extended to ships

    • Enforcement is through licensing of operators, energy auditors, etc.

    • Emissions Data collection and management will influence Legislationand Regulations of Mombasa Port City

    • Mombasa Port City will benefit from better air quality and hencereduced incidence of health problems and premature deaths causedby air pollution

    • The initiative will stimulate low-carbon economic development

    • New jobs (climate change adaptation / mitigation related) whileimplementing the action plan

  • Gaps in data collection and management

    • Many databases in Kenya

    • Large volumes of data exist with different institutions.

    • The data has not been properly verified (QA/QC)

    • Databases are not linked

    • Main corporate Database is at KNBS

    • Access to data is still a slow process / limited by source

    • We need to build capacity to collect, analyze and manage data formonitoring, review and verification of transport GHG emissions

    • Support in updating the present National Action Plan to incorporate theMaritime Shipping Industry

    • Support in the development of technical capacity;

    • Support in the development / update of the baseline;

    • Assistance to set up systems for the monitoring of emissions withinMombasa Port

    • Support in collaborating research endeavors

    • Support in installation of fuel management systems for shipping lines

    • Support in supply and installation of shore power (cold ironing) systems atall berths within Mombasa Port

    • Support in the development of alternative fuels for ships
