1.0 Machakos County
Machakos County, nicknamed ‘Macha,’ was the first capital city of Kenya and now, it is an
administrative county in Kenya. Machakos has eight (8) constituencies including Machakos Town,
Mavoko, Masinga, Yatta, Kangundo, Kathiani, Matungulu, and Mwala. Machakos Town is the
administrative capital of the county. Machakos County borders Nairobi and Kiambu counties to the
West, Embu to the North, Kitui to the East, Makueni to the South, Kajiado to the South West, and
Murang’a and Kirinyaga to the North West. Machakos County stretches from latitudes 0º 45’ South
to 1º 31’ South and longitudes 36° 45’ East to 37° 45’ East. The county has an altitude of 1000 -
1600 meters above sea level.
It has a Total Population of 1,098,584 people, 264,500 Households and covers an area of 6,208 SQ.
KM. The Population density is 177 persons per SQ. KM. The Akamba people are the dominant
habitants of Machakos County. The local climate is semi-arid with a hilly terrain covering most
parts of the county. The beautiful hilly scenery is perfect for tourist related activities such as
camping, hiking safaris, ecotourism and cultural tourism, dance and music festivals among many
more. A number of establishments ensure the region has a well-rounded hospitality industry.
Subsistence agriculture is practiced with Maize and drought-resistant crops such as sorghum and
millet being grown. However, the County also plays host to the open air market concept with major
market days where large amounts of produce are traded. Fruits, vegetables and other food stuffs
like maize and beans are sold in these markets. The county has been selected as the home to the
upcoming Konza Technology City due to its proximity to Nairobi, good infrastructure and

availability of massive chunks of land. Machakos County, Nairobi’s Eastern neighbor, is home to
important industrial and residential centers like Athi River and Mlolongo.
According to Kenya Population and Housing Census the population was 1,098,584 with a
population density of 177 people per Km2 and an annual growth rate of 2.47%. Age
Distribution was 0-14 years 41.7%, 15-64 years 54.8% and over 65 years 3.5%. The County
experiences erratic and unpredictable rains of less than 500mm annually, with short rains
in October through to December and the long rains in late March to May. The county has an
altitude of 1000 – 1600 meters above sea level.
As at 2007, the County had 850 Primary schools with an enrolment of 192,243 pupils and
154 Secondary schools with an enrolment of 31,577 pupils.
The main economic activities include livestock farming, fruit farming, sand harvesting,
mining and trade. Food crops grown include cereals. The County is well-endowed with
natural resources such as waters from rivers Athi and Tana, livestock, minerals, game,
tourists attraction sites, rangeland and pastures

1.2 Youth (15–29 years) in Machakos County
In 2009, the population of the youth was 312,378. It is expected to grow to 331,694 in 2012,
352,205 in 2015 and 366,579 in 2017. The youth forms 28.43 per cent of the total population in the
County. For purposes building and harnessing the potential of this age group, the County will
prioritizes projects and programmes skewed to vocational trainings, youth empowerment centres
and tertiary institutions to cater for this population. These projects and programmes will equip the
youths with necessary skills and knowledge for gainful employment and job creation. The County
will also put in place strategies aimed at ensuring that that youth get funds to establish income
generating activities thus addressing the issue of substance abuse and crime which are a result of
idleness and lack of income. The challenges and skill gaps faced by youth in Machakos County to

2.0 CAP Youth Empowerment Institute
CAP Youth Empowerment Institute has over the past six years demonstrated a solution to the
challenge of youth unemployment that not only works, but offers high potential for scale and
sustainability. CAP YEI is a Kenyan NGO started in 2010, as a signature program funded by the
MasterCard Foundation to bridge the existing gap between learning and earning in the Kenyan
youths (see www.capyei.org). The CAPYEI mandate is addressing youth unemployment by offering
skills training and support through its Basic Employability Skills Training (BEST) model.
BEST is a demand led model that works by closely linking employers, youth, mentors and other
stakeholders to delivers skills and support optimized to train youth with the right skills and
attitudes to perform at work and that employers will hire. The model plays equal emphasis on
providing technical skills as well as life skills. Every course offered by CAP YEI is based on a market
assessment that estimates employability potential for trained youth. Potential employers are
engaged at all levels, including curriculum delivery, mentorship, practical training and work

readiness. A post training support program and alumni network contribute to supporting youth as
they transition from training to the world of work.
Using the BEST model, CAP YEI has trained over 34,261 youth in Kenya directly and attained a
successful transition (from learning to earning) that averages 78%, one of the highest rates in
Kenya.
In 2014, CAP YEI embarked on a Capacity building program target Vocational Training Centers
(VTC’s) with the goal of teaching them to adapt some of the most important principles and
processes of the BEST to their programs. This program has now reached 96 VTC’s across Kenya and
indirectly helped to reach over 6000 youth. As part of the strategy, the BEST model program has
now been enhanced to include skills training and support in the Government mandate Competency
Based Education and Training Framework (CBET) which gives beneficiary VTC’s and youth an
important advantage as this program has only recently started. Sixty CAP YEI staff have been
trained in the Competency Based Education and Training (CBET) approach, which has subsequently
become an important part of BEST model delivery
CAP YEI’s has developed 18 courses under the BEST model, 6 of which have been accredited by
CDACC. CAP WDI and CAP YEI have existing staff complement of 154 representing most of the skills
and program carried out.
To properly handle the monitoring and evaluation of the programs and/or projects, CAP YEI/CAP
WDI developed an in-house Management Information System that is used to generate regular and

accurate data for project monitoring and management. In 2016 CAP YEI embarked on a process of
ISO certification primarily as a strategy for ensuring quality and standards across all the domains.
CAP YEI expects to be ISO certified by July 2018.
2.1 Eligibility to CAP YEI Training
The youth applying to join CAPYEI are not discriminated against on the basis of tribe, color,
gender, religion, socio-economic status, disability. CAPYEI is open to young Kenyans who
meet the following criteria but not in order of importance:
Unemployed: Our first call is to all unemployed youth between 18-25 years to train
them and then place them into employment or support them to venture into
entrepreneurship. These youth are vulnerable because with lack of a source of
income, and our intervention brings change by assisting them access employment
that translates to money in the bank. We help steer them from effects of systemic
poverty that may lead them to being radicalized or into unlawful means of income
generation.
Family Focus: We take only one youth per household for maximum reach out in the
community. This is because CAPYEI believes that reaching one youth per household
will translate to as many families reached.
Gender: The current gender ratio of male to female in CAPYEI programs is 40:60 in
percentage. The program targets to reach a minimum of 35% young women and
CAPYEI currently has reached 612 female students that constitute of 60% of the

youth in the program in Machakos. The Coastal region experiences a unique cultural,
religious, geographical and historical condition that makes it even harder for young
women to take part in CAPYEI.
School Dropouts: These youth could have dropped out of primary school or
secondary school because of various issues like they might have had no money to
support schooling, pregnancy and giving birth, radicalization, some might have
become caregivers, or were expelled due to drugs, or other misbehavior in school.
CAPYEI seeks to empower these youth through training and linking them to
opportunities to earn income.
Geographical scope: CAPYEI reaches the youth from the most geographically
disadvantaged areas in the Machakos communities.
Working with administration officials: CAPYEI works with administration
officials like chiefs as opposed to the Political leaders. This is because working with
chiefs has proven recruitment and retention and follow-up results. They know the
trainees families, homes and are respectable members of the society.
Orphanages: CAPYEI centers provide safe, family-style environment for orphans
and vulnerable youth that are targeted from orphanages. These could be due to loss
of parents or abandonment leaving them nowhere else to go.

3.0 CAP Youth Empowerment Institute in Machakos County
Machakos County plays Host of 3 CAPYEI centers located as listed below:
Machakos replication center located at Kithaayoni Vocational Training Center

Machakos GIZ center located at Massmart supermarket 3rd floor.
3.1 Machakos Replication Center
Prior to setting up the training program in 2014 which was funded by MasterCard foundation, a
market survey was conducted. The main objective of the market survey was to understand the
employment and the current socio-economic situation of youth aged between 18-25 years who are
in or at risk of unemployment.
The Specific objectives of the market scan were;
To identify the skill gaps and demand in Machakos county in each and every sector
To explore the various entrepreneurship opportunities that youth can venture into
To understand youth needs, aspirations growing capacity and livelihood patterns
To define the challenges, opportunities and viability of agribusiness
To assess the current training and vocational education and training (TVET) programs and
identify the gaps in the current system.

The survey used both open-ended and closed questions allowing the respondents to state
their views and provide a wealth of information about the various issues within their
industry. Some of the questionnaires were self-administered but some of them were face to
face. The Data collection techniques the survey used during data collection are Interviews, -
Questionnaires, Observation and Focus group discussion (F.G.D). The market scan team
used stratified and random sampling. Our sample size included at least 15 companies from
each sector and 45 youths.
The primary research aims to understand both the demand for and supply of manpower in
the various sector in the county. This will help to prepare for the placement of the trainees
post training from the program. The market scan team used questionnaires and one on one
interviews to collect data from different key personnel in the different operational levels.
These were our key data collection techniques. Phone interviews and Focus Group were
used to get feedback from the youth and companies.
After Market scan, the report suggested of the following sectors as most viable to help youth in
accessing employment opportunities

Automobile
The center has so far completed 5 batches for phase 2 and currently enrolled the 6th batch which is
ongoing with 70 trainees.

The center was established in March 2011through Funding from MasterCard foundation, after a
market scan was done with the main objective of finding out the employment opportunities that
suits the youth, this includes entrepreneurship opportunities too.

3.3 Machakos GIZ Model Center
In order to build the capacity of local people for the upcoming opportunities within the resource
sector and its supply chains, the UK’s Department for International Development (DFID),
Norwegian Agency for Development Cooperation (NORAD) and the German Federal Ministry for
Economic Cooperation and Development (BMZ) have established a multifaceted initiative in
Eastern Africa (Kenya, Mozambique, Uganda and Tanzania). The initiative is implemented by
Deutsche Gesellschaft fürInternationaleZusammenarbeit GmbH (GIZ).
CAPYEI has recently established training centers in Machakos County that will serve as the primary
venue for youth training. After a Successful Market scan, the two courses that were identified
