Dear coach,

Following the success of our second football festival in 2015, we are pleased to announce that

our 2016 football festival will take place on 9th and 10th July.

This year’s festival will cater for all age groups in both mini and junior football. The format for the

weekend will be:

Saturday 9th July – Mini football festival

Morning session for the Under 7, Under 8 and Under 10 age groups. Registration at

8:45am.

Afternoon session for the Under 9 and Under 11 age groups. Registration at 1:00pm.

Sunday 10th July – Junior football tournament

Morning session for the Under 12, Under 14 and Under 15 age groups. Registration at

8:45am.

Afternoon session for the Under 13 and Under 16 age groups. Registration at 1:00pm.

Your club is cordially invited to enter teams in to any age group. Please refer to the

accompanying documents for further information on squad sizes and festival rules.

Further details will be confirmed with the teams entered.

We are again inviting teams from all over Wales, so entries will be accepted on a first come, first

served basis. We will be unable to accept entries on the festival weekend.

entries is Friday 27th May 2016. As last season’s mini football festival was fully subscribed, entry this year is on a first come, first

served basis. Your entry will be confirmed by Neil Startup upon the club receiving the correct payment.

Please ensure you gain permission to play from your respective County Football Association.

RULES AND REGULATIONS

Festival Rules

1. All teams must ensure they gain permission to play from their Football Association.

2. All age groups shall be as season 2014/2015.

3. All teams must be able to demonstrate registration of players. No players shall play for more than

one team.

4. Academy and Development Centre teams will not be accepted.

5. Duration of matches will be thirteen (13) minutes with no half time interval.

6. All players in each age group will receive a memento.

7. All Clubs must be affiliated to a parent County Football Association.

8. Any player, club official or spectator who is cautioned or sent from the field of play shall have their

name reported to their County Football Association.

9. The festival committee reserve the right to alter or amend the rules or format if they deem it

necessary. Any matters of dispute will be ruled over by the festival committee. The decision of the

festival committee is final in all such matters.

10. Neither Canton Rangers Football Club nor Cantonian High School accepts any liability for injury to

any persons, or loss or damage to personal effects (including vehicles) belonging to or used by any

competitor or spectator.

11. Overall behaviour is the responsibility of all coaches, parents and players of each team.

Playing Rules – Mini Section

There will be no winners or losers.

There will be no offside and no penalties will be awarded.

Substitutions will be a rolling basis, with no restriction on the number of changes.

Free kicks will be indirect.

Nearest player to be 5 yards away at kick off, free kicks and goal kicks.

Goalkeepers are allowed to pick up a back pass.

Under 8 and above: Goalkeepers cannot kick the ball from their hands. They must throw the

ball or kick the ball from the ground.

Every player must wear shin pads or they will be asked to leave the field of play.

Games will be thirteen (13) minutes with no half time. Games will be on a “round robin” basis.

Matches in sessions will start and finish based on timed “hooter”.

Normal rules of football will apply otherwise.

Final playing rules will be sent to teams in advance of the festival.

Playing Rules – Junior Section

Referees provided by Canton Rangers Football Club

Each team to consist of six players, plus up to two substitutes.

Games will be twelve (12) minutes with no half time.

The finals will be 14 minutes (7 minutes each way).

Substitutions will be a rolling basis, with no restriction on the number of changes.

Goalkeeper must return the ball into play with an underarm throw out. Goalkeepers cannot

kick the ball from their hands.

Goalkeepers are allowed to pick up a back pass. Goalkeepers can handle anywhere in the

goal area.

If the ball goes out of play for a throw in, the ball is returned into play with a kick-in.

In ‘open play’ the ball cannot be played above head height. This does not apply to

deflections. The referee’s decision on ‘head height’ is final.

There will be no offside.

All free kicks are indirect.

Nearest player to be 5 yards away at kick off, and at free kicks and kick-ins.

Penalties will be awarded if required.

Players can be sin-binned (for 2 minutes) or sent off. If a player is sin-binned or sent off, they

cannot be replaced by a substitute.

Normal rules of football will apply otherwise.

Final playing rules will be sent to teams in advance of the festival.

Tournament Format – Junior Section

Group games: 3 points for a win, 1 point for a draw.

If a team fails to appear, an automatic 1-0 win and 3 points will be awarded.

Group qualifiers will be decided in this order:

a) Highest points won.

b) Goal difference if teams are level on points.

c) Most goals scored.

d) Result between level teams in group games.

e) If teams are still tied the teams involved will play off (4 minutes each way).

If scores are level in a play-off, quarter final, semi-final or final. The winner will be decided by

sudden death with no goalkeepers and 3 outfield players per side. After 3 minutes teams must

changes ends and field 3 totally different players for another 3 minutes and carry on as above

until there is a winner. Goalkeepers can play outfield.

Values and Behaviours

Canton Rangers believe that football should be played in a fun, fair and inclusive environment. We

educate and develop our coaches, players and parents to ensure they are respectable and responsible

people and on and off the field.

For that reason (and many others) we would ask you to follow the following code of behaviour during

our festival:

A player should:

1. Set a positive example to others.

2. Avoid all forms of gamesmanship and time-wasting.

3. Show due respect to match officials and others involved in the game.

4. Not use inappropriate language.

Team officials should:

1. Set a positive example to others, particularly young players and supporters.

2. Avoid all forms of gamesmanship.

3. Show due respect to match officials and others involved in the game.

4. Not use or tolerate inappropriate language.

5. Accept the decisions of the match official without protest.

6. Enforce these positive behaviours and values within your own team.

Parents, Carers and Spectators:

The behaviour of parents, carers and spectators has a significant bearing on a child’s attitude and

behaviour towards other players, officials and spectators. We hope to ensure that parents, carers and

spectators are always positive and encouraging towards all children, not just their own.

We will encourage parents, carers and spectators to:

1. Applaud the opposition as well as their own team and think about how your support affects the

children of the opposing team.

2. Avoid coaching during the game.

3. Avoid excessive shouting and screaming.

4. Give attention and encouragement to each of the children involved not just the most talented.

CANTON RANGERS FOOTBALL FESTIVAL A REVIEW OF 2015

Eyelids were heavy after a late Friday night setting up tents,

cutting grass, painting lines, roping off safe areas, ensuring

portaloos were in place and checking the PA system. It was safe

to say that no stone

was left unturned

before our second

mini football

festival.

Despite the

tiredness, our

excitement was

mounting after the

many months of

planning.

Invitations had gone

far and wide; over 130 teams were attending from as east as

Newport and as west as Llanelli. Our second year of running the

event was also particularly exciting as we were also running a

junior festival on the Sunday.

When Saturday & Sunday comes…

Dawn had just broken when the festival committee, friends,

family and other volunteers gathered at the Registration tent at

Cantonian High School.

Little did the flock of regular seagulls know what was in store for

them, as they pecked away on the empty pitches under a slowly-

clearing sky. However, little did the committee also know what to

expect as high visibility jackets, walkie-talkies, bags of float

money, registration forms, car parking stickers and many other

items were handed out to key people. This year was bigger than

last with not only the normal Saturday mini festival but the added

excitement of a junior festival on the Sunday.

And so it began…

The morning registration opened at 8:45am, but by 8:30 nobody

had arrived. Worried frowns were etched on the faces of the

committee, but there was no need to fret. A few minutes later,

the on-site car park was already half full. Club coaches were

greeted by three volunteers on the registration tent to swiftly

complete the registration process.

Meanwhile, excited groups of boys and girls, aged between 5

and 10, used our safe area to change in to their club strips; all

eager to show off their footballing skills.

Owing to excellent planning by the committee all teams were

ready, with matches kicking off on time. Unlike our first year of sun

we were blessed with a traditional British drizzle. Still this didn't

dampen the mood of the excited children. Luckily on the Sunday

the sun came out to play.

2 days for all to remember…

Walking around, it was great to see so many families enjoying our facilities and the activities we provided. There

really was something for everyone; a bouncy castle, face painting, photograph sessions, a chance to have a

picture next to the World Cup, bric-a-brac stalls, sweets and cakes, and refreshment vans selling a variety of

food, drink and ice creams.

The final matches finished at 5.30 and, after the afternoon’s memento presentation, boys and girls with happy

faces climbed back into their cars to make their way home.

As the festival committee and stallholders packed everything away on the Sunday, the sun was going down

and shadows lengthened over the emptying fields.

Peace had returned, and so had the seagulls.

So what did we learn?

Everyone connected with our club was delighted with the 2 day and how it surpassed our wildest dreams. We

received excellent feedback from several teams during the day, all stressing how much they enjoyed taking

part and would like to attend the next festival.

This positivity was furthered by the messages received via social

media and email. We were also thrilled that Cantonian High School,

St John’s Ambulance and South Wales Police were very pleased

with the event too.

We could not have hosted our first festival without the vision and

hard work of the festival committee, our festival sponsors, Darlows,

and the school.

Most importantly, a huge thank you has to go to the 136

participating teams and 1,500 people that came on the day.

Now, on to 2016…

Festivals are an invaluable way of providing fun and enjoyable football over the summer. However, it also

enables us to generate much-needed funds, which are used to ensure our continued survival and the provision

of football to our 254 members.

We want more people to enjoy our next festival.

Our third football festival will therefore take place over the

weekend of Saturday 9th and Sunday 10th July. Make sure you

watch out for our Euro theme. We want it to cater for every mini

and junior team in our club.

The 2016 festival will therefore comprise a mini football festival

(Under 6 – Under 11) for boys and girls on the Saturday, followed

by our second junior festival (Under 12 – Under 16) for boys on

the Sunday.

We thank you for reading this, and hope you’ll join us – and the

seagulls – at Cantonian in July 2016.
