PREFACE

AnumberofdifficultieshavebeenencounteredincompilingthisIndexwhichhavenotbeenresolvedinanentirelysatisfactorymanner.Localgovernmentboundarychangesintheearly1970sledtothecreationoftheClevelandandHumbersideCounties.ClevelandandadjacentconstituencieshavebeenincludedintheIndexfortheNorthEastRegion.HumbersideconstituenciescommencingwiththeGeneralElectionofFebruary1974areincludedintheYorkshireRegion.

Theregionhasbeenhometoanimpressivegalleryofpartypersonalities,severalofwhomreceiveextendedentries.ThespiritedindependencewithrespecttoLPOHQinLondonwhichtheYorkshireRegionalPartyhasoftenshown,andtherelativelystrongdirectionithasexertedoveritsconstituencyassociations,wouldaccountfortheformidablechallengemaintainedintheRegionatsuccessivegeneralelections,eveninthedirestyearsofpartyfortunes.Yorkshireappearstohavebeenratherlesswillingin1950toheedtothedictatesoftheMartellPlan(seearticlebelow)thanotherregions.Evenso,untilthe1970stherewereseveralLabour-heldminingandindustrialconstituencieswherethePartydeclinedtofight.Informationonmanycandidatesremainssparse.SDPcandidatesparticularly,over1983-87,seemtohavebeenananonymousbattalionindeed,fewifanyofthemleavingamarkonanyfieldofhumanendeavour.

THEMARTELLPLAN

TheMartellPlan,mentionedinpassingthroughouttheregionaldirectorieswastheelectoralstrategyadoptedbytheLiberalPartyfortheGeneralElectionof1950.ItwasfirstnamedafterEdwardMartellqv(GreaterLondon),aparty‘grandee’oftheimmediatepost-waryearswhoadvocatedthenominationofover150additionalcandidatesinconstituencieswhichhadlittleornoLiberalorganizationnorhistoryofLiberalactivityinrecentyears.Mostwereadoptedlessthantwomonthsbeforenominationday,manyattheeleventhhour,Martell’sobjectivebeingtoincreasetheLiberalchallengetoalevelatwhichthepartywouldbeenabledtoformagovernment,presumingenoughMPswereelected.

Martellandhissupporters,amongthemmanyyoungerpartymembersincludingJeremyThorpe,IsaacHyamqqv,believedthatasteadilygrowingnumberofadoptionsbeingannouncedinthemediawouldcreateamomentumofitsowninthemindsoftheelectorate.ThemajorityoftheconstituenciesinvolvedwereinurbanareasofGreaterLondon,theNorthWest,SouthEast,ScotlandandtheWestMidlandRegions,thoughotherregionswereinvolvedtolesserdegree.Quixotically,aconsiderablenumberoflargelyruralconstituencieswentuncontestedwhereaLiberalcandidatemighthavefaredreasonablywell,judginguponresultsobtainedatthe1945GeneralElection.Thefinalnationaltallyofcandidates,afairproportionofthemofdubiousLiberalpedigree,wasover450.Thepartylostover300deposits,thoughwithoutcontemporaryrecordsofLiberalassociations,orregionalparties,coveringtheperiod,itisnowimpossibletodifferentiatetechnicallybetweena‘MartellPlanCandidate’andacandidate,albeitinanunpromisingconstituency,adoptedfollowingmoreformalprocedures,wellinadvanceofnominationday.AnenormouspercentageoftheMartellPlancandidateswereamongthosetolosetheirdepositsof£150,thensetat121/2%ofvotescast.FortunatelyprovisionhadbeenmadeforsomemeasureofinsurancecoverwithLloydsintheCityofLondonagainstthiscontingency.

ThegoaloffightingeverymainlandconstituencyintheUKwasfinallyachieved25yearslaterundertheleadershipofJeremyThorpeattheGeneralElectionofOctober1974.Thebroadfrontwasreduced,marginally,atthefollowingelectionof1979.Inboth1983and1987theLiberalsandtheirallies,theSDP,eachcontestedroughly50%oftheUKparliamentaryconstituencies,avoidingcontestsagainsteachothersaveinahandfulofcases.Since1992theLiberalDemocratshavecontestedeveryconstituencyinmainlandUK,saveforthatheldbyTheSpeakerandahandfulofotherinstances,ateverysuccessivegeneralelection.Inrecenttimespartynomineeswhoarenominatedatthelastminuteinunpromisingconstituencies,simplytoshowtheflag,havecometobetermed‘papercandidates.’Virtuallyeverycandidateatrecentgeneralelections,however,hasbeenapprovedbytheparty’sparliamentarycandidates’committeeandadoptedaccordingtoformalprocedure.

ThescaleofdefeatfortheLiberalPartyinthe1950GeneralElection,inwhichnineLiberalMPswereelected,waseclipsedbythedebacleof2015whenonlyeightofthepreviouslyheld57constituenciesreturnedaLiberalDemocratMP.Nolessthan340of631depositswereforfeited,£170,000,atthecurrentrateof£500,withthethresholdat5%ofvotescast.NodepositshadbeenlostbythepartyattheGeneralElectionof2010.

Theresultofthesubsequent2010GeneralElectionhoweverwasagreatdisappointment.Somecriticswithinthepartyclaimedhisstyleofleadershipwaspartlytoblame.Supportintermsofvoteswasupapaltry1%andanetfiveseatswerelost.Negotiationsonthepossibilityofformingacoalitiongovernmentcommencedimmediately.ThearithmeticwasnotquiterightforacoalitionwithLabourbutaftersomedelay,anagreementwasreachedwiththeConservativesafterintensivenegotiation,asthelargestpartyintermsofseats,toformacoalitiongovernment.CleggbecamedeputyPrimeMinister,LordPresidentoftheCouncil,MinisterresponsibleforoverseeingConstitutionalandPoliticalReform.Therewereimmediatedefectionsofdissidentsoverhisdecision

totakethepartyintocoalitionwiththeConservatives.TheflagshippolicytoabolishStudentFeeshadtobeabandonedabruptlyleadingtopublicopprobriumparticularlyamongtheyoung.ThereferendumonPR,apreconditionofthepartyjoiningthecoalition,resultedinanoverwhelmingdefeatonafurtherkeyplankofpolicy.EarlyonitwassuggestedheshouldresignaspartyleaderwhileremainingdeputyPrimeMinister.

CleggmadeafightingspeechtotheLiberalAssemblyinBirminghaminSept2011inwhichherestatedtheparty’sroleinthecoalition,maintainingthatcoalitiongovernmentswouldbethefuturepatternofpoliticsinBritain.Setbackscontinuedtooccur;aclosecolleague,DavidLawsqv(SouthWestRegion)wasobligedtoresignfromthegovernmentafterjusttwoweeksinofficeoverexpensesirregularities.Partysupportfellalarminglyinby-electionsandmunicipalelections,thoughEastleighwasnarrowlyretainedin2013,inthewakeoftheChrisHuhneqv(SouthCentralRegion)scandal.As2014openedCleggwasfacedwiththeembarrassmentoftheaccusationsofsexualharassmentofHQemployees,madeagainstLordRennard,formerHeadofLPO.ThedownwardtrendinlocalgovernmentelectionscontinuedinMay2014,LiberalDemocratrepresentationonmunicipalcouncilsbeingdecimatedthroughoutBritain.Gainsmadeovertheprevioustwentyyearswerewipedaway,includingLiverpool,BirminghamandotherareaswheretheLibDemshadbeenchallengingLabour.RepresentationintheEuropeanparliamentwaslikewisereducedfromnineMEPstoone.

Clegg’spositionasleaderofaminorpartyinacoalitionwouldhavebeenextremelydifficultatanytimeandparticularlysoatatimeofgraveeconomiccrisis.Thisistotallyoverlookedbymanywithintheparty.InthemediahewasportrayedalmostuniversallyasashieldforthePrimeMinisterandanunconvincingandhesitantapologistforgovernmentpolicieswithwhichinanycasehewasoutofsympathy.Foranagonisinglyprolongedperiodleadinguptothe2015GeneralElectioncampaign,hewasuniversallyreviledinthemediaandfewcolleaguesorlocalconstituencypartiesstillconsideredhimapositivecampaignasset.Localpartyelectionleafletsgenerallyomittedmentionofhim.Thedebtthenationandthepartyowehim,however,isconsiderablethoughitwillbemanyyearsbeforeitisfullyappreciated.ImmediatelyaftertheroutinMay2015,Cleggintimatedthathewouldresigntheleadership,assoonashissuccessorhadbeenelectedbyapollofthepartymembership.HeattributedtheresultoftheGeneralElectionto‘grievanceandfear’onthepartoftheelectorate;hegaveaninspiredandwellreceivedspeechtoBournemouthAssembly,Sept2015;Sheffield,Hallam2005,2010,2015;MP2005todate
