DEFINITIONSFor the purpose of these rules and specialinstructions, the following definitions apply:

ADVANCE SIGNALA fixed signal used in connection with one ormore signals to govern the approach of amovement to such signal.

ADVANCED TRAIN DISPATCHING SYSTEMTrain contro l technologies that prov ideenhancements for protecting overlappingauthori t ies with abi l i ty to provide signalindications into protected track.

BLOCKA length of track of defined limits, the use ofwhich by a movement is governed by blocksignals.

BLOCK SIGNALA fixed signal at the entrance to a block togovern a movement entering or using thatblock.

CENTRALIZED TRAFFIC CONTROL SYSTEM(CTC)A system in which CTC rules apply.

CLEARANCE POINTIs the location beyond which any equipmentor track unit left, is clear of being foul.

CONTROLLED BLOCKA block in CTC between consecutive controlledlocations or points.

CONTROLLED SIGNALA CTC block signal which is capable ofdisplaying a Stop indication until requested todisplay a less restrictive indication by the RTC.

CONTROLLED LOCATIONA location in CTC the limits of which are definedby opposing controlled signals.

CONTROLLED POINTA signal location in CTC consisting of controlledsignal(s) in one direction only.

CROSSOVERA track joining adjacent main tracks, or a maintrack and another track.

NON-MAIN TRACK CROSSOVERA track connection between two adjacent non-main tracks which is intended primarily for thepurpose of crossing over between the twotracks and will hold no more than one standardrail car in the clear.

DAILY OPERATING BULLETIN (DOB)A document containing applicable informationfrom each GBO, inst ruct ions and otherinformation requiring compliance within limitsindicated in special instructions.

ELECTRONIC COMMUNICATIONS METHOD(ECM)A method for recording, verif ication andtransmission of authorities, instructions andin fo rmat ion a f fec t ing the opera t ion o fmovements or track units and for the protectionof track work, through electronic transmission.

ENGINEA locomotive(s) operated from a single controlor a cab control car, used in train, transfer oryard service.

EQUIPMENTOne or more engines and/or cars which canbe handled on their own wheels in a movement.

EXCLUSIVE TOPA TOP that provides exclusive occupancy ofthe track to one foreman. No more than twotrack units can operate within the limits of anExclusive TOP.

EXCLUSIVE TRACK UNIT SPEEDWhen a track unit is protected by an ExclusiveTOP, it is a speed that permits a track unit tostop short of a switch not properly lined.

FIXED SIGNALA signal or sign at a fixed location indicating acondition affecting the operation of a movement.

FOLLOW-UP TOPA TOP issued within limits of a movement(s)that has passed or will be identified by theforeman as having passed the foreman'slocation.

FOULINGIs placing or leaving equipment or track unitson the track close to a switch or within theturnout or on adjacent track preventing safepassage of equipment (including employeesriding the side of such equipment) passing iton another track or in the case of a publiccrossing at grade would prevent vehicular trafficfrom being able to operate over the crossingunimpeded.

When moving at RESTRICTED speed, be onthe lookout for broken rails. When a brokenrai l is detected, the movement must bestopped immediately and must not resumeuntil permission is received from the RTC orsignalman.

REDUCED AND RESTRICTED SPEED - RULECOMPLIANCE MONITORINGIn addition to all other requirements whileoperating at REDUCED or RESTRICTEDspeed, a movement must come to a controlledstop pr ior to pass ing the locat ion o f aFLASHING RED MARKER LIGHT, mountedbetween the rails, on the track upon which themovement is operating.

STATIONA location identified by a station name signand designated by that name in the time table.

SUBDIVISION TRACKA Non-Main Track so indicated in the time tablemethod of control column that is an extensionof the main track, and the through track at thatlocation, defined with subdivision mileagesigns. REDUCED speed is applicable to amaximum speed as indicated in the time table.

TABULAR GENERAL BULLETIN ORDER (TGBO)A document specific to a movement, containingappl icable in format ion f rom each GBO,instructions and other information requiringcompliance within l imits indicated in theTGBO.

TIME TABLEThe spec ia l ins t ruc t ion tha t conta inssubdiv is ion descr ipt ion informat ion andfoo tno tes re la t ing to the opera t ion o fmovements and track units. Time table maycontain information applicable on other tracks.

TRACK OCCUPANCY PERMIT (TOP)Authority issued for the protection of track unitsand track work.

TRACK UNIT (TU)A vehicle or machine capable of on-trackoperation utilized for track inspection, trackwork and other railway activities when on atrack.

TRACK UNIT SPEEDA speed that;

(a) permits a track unit to stop within one-half therange of vision of equipment or a track unit;and

(b) permits a track unit to stop short of a switchnot properly lined or any obstruction or trackdefect that may prevent safe passage.

Track units handling equipment must notexceed the authorized freight speed includingtemporary speed restrictions whichever is less.The delivery method for temporary speedrestr ic t ions wi l l be indicated in specia linstructions.

Foreman operat ing t rack uni ts handl ingequipment encountering Rule 43 signals mustnot exceed 10 MPH within the Rule 43 limitsunless the applicable speed restriction isobtained by verbal communication with theforeman responsible for placing the signals or,if unable to contact the foreman, from the RTC.

TRACK WORKAny work on or near the track that may renderthe track unsafe for movements at normalspeed or where protection against movementsmay be required for employees and machinesinvolved in track construction and repairs.

TRAILING ENDThe tail end of the last piece of equipment in amovement in the direction of travel.

TRAINA train:

(a) is an engine which is intended to operate atspeeds greater than 15 MPH;(i) without cars; or(ii) with cars and equipped with a TIBS or

Distributed Power remote controllocomotive or Distributed Braking Car/Container (DBC) at the Rear; or

(iii) with cars including a caboose occupiedby a crew member; or

(iv) with cars in passenger service,

(b) is a track unit when so designated.

Note: An engine in yard service that is requiredto enter main track in CTC to double over, takehead room or cross over a main track will notbe considered as a train or transfer other thanin the application of Rules 560-578.

TRAIN INFORMATION BRAKING SYSTEM (TIBS)A system with rear and front of train radiocommunication components capable of:

1. monitor ing and displaying brake pipepressure on the rear car;

2 . ca lcu la t ing and d isp lay ing d is tancemeasurement;

3. initiating an emergency brake applicationat the rear of the train from the head end; and

will be equipped with a red light and/or redreflectorized plaque at the rear of the train.

TRANSFERAn engine with or without cars operating onmain track at speeds not exceeding 15 MPHand need not be TIBS equipped.

The locomotive engineer or remote controloperator must verify that there are sufficientoperative brakes to control the transfer,confirmed by a running test as soon aspossible.

Except where block signals provide protection,transfers must have air applied throughout theentire equipment consist. The last three cars,if applicable, must be verified to have operativebrakes.

Remote control locomotives in transfer servicewill only be allowed on the main track whenequipped with two operative operator controlledunits (OCU).Note:(1) Transfers carrying dangerous goods musthave air applied throughout the equipment whenoperating within any method of control.(2) An engine in yard service that is requiredto enter main track in CTC to double over, takehead room or cross over a main track will notbe considered as a train or transfer other thanin the application of Rules 560- 578.

When operating on non-main track outside ofyard, movements other than trains must notexceed 15 mph.

Example: A switcher leaves the yard andoperates as a transfer on the main track (notexceeding 15 mph) to a switching locationfurther down the subdivision. The subdivisiontrack at this switching location has an allowablespeed of 20 mph. In this case, the switcher,operating as a transfer, must not exceed 15mph on the subdivision track.

YARDA system of non-main tracks, utilized to switchequipment and for other purposes over whichmovements may operate subject to prescribedsignals, rules and special instructions.

OCCUPATIONAL TERMS:

ASSISTANT CONDUCTORAn employee working under the supervision ofa conductor. May also be referred to astrainman or yardman.

CONDUCTORAn employee in charge of the operation of amovement.

CONDUCTOR LOCOMOTIVE OPERATOR (CLO)A conductor qualified to operate the engineunder the direct supervision of the locomotiveengineer.

EMPLOYEEA person qualified to regulatory and companystandards employed by the company. Appliesto contract employees and employees of othercompanies and railways operating and/orperforming other rules related duties on thehost railway trackage.

FOREMANAn employee in charge of the protection oftrack work and track units.

LOCOMOTIVE ENGINEERAn employee in charge of the operation of anengine from the control stand of a movement.

PILOTAn employee assigned to a movement whenthe locomotive engineer or conductor, or both,are not fully acquainted with the physicalcharacteristics or rules of the railway overwhich the movement is to be operated.

PROPER AUTHORITYThe rail traffic controller or the appropriaterailway supervisor.

RAIL TRAFFIC CONTROLLER (RTC)An employee in charge of the supervision anddirection of rail traffic and for the provision ofprotect ion for t rack work and track uni toperation on a specified territory.

REMOTE CONTROL OPERATOR (RCO)A conductor that remotely controls an engineused in yard or transfer service.

SIGNALMANAn employee in charge of an interlocking.

SWITCHTENDERAn employee that handles switches for otheremployees.

UTILITY EMPLOYEEAn employee who can be used as a temporarycrew member or perform other assigned duties.

GENERAL RULESA

Every employee in any service connected withmovements, handling of main track switchesand protection of track work and track unitsshall;

(i) be subject to and conversant with these rules,special instructions and general operatinginstructions;

(ii) have a copy of this rule book, the generaloperating instructions, current time table andany supplements, and other documentsspecified by the company accessible while onduty;

(iii) provide every possible assistance to ensureevery rule, special instruction and generaloperating instruction is complied with and shallreport promptly to the proper authority anyviolations thereof;

(iv) communicate by the quickest available meansto the proper authority any condition which mayaffect the safe operation of a movement and bealert to the company's interest and join forcesto protect it;

(v) obtain assistance promptly when it is requiredto control a harmful or dangerous condition;

(vi) be conversant with and governed by everysafety rule and instruction of the companypertaining to their occupation;

(vii) pass the required examination at prescribedintervals, not to exceed three years, and carrywhile on duty, a valid certificate of rulesqualification;

(viii) seek clarification from the proper authority if indoubt as to the meaning of any rule orinstruction;

(ix) conduct themselves in a courteous and orderlymanner;

(x) when reporting for duty, be fit, rested andfamiliar with their duties and the territory overwhich they operate; and

(xi) while on duty, not engage in non-railway activitieswhich may in any way distract their attention fromthe full performance of their duties.Except as provided for in company policies,sleeping or assuming the position of sleeping isprohibited. The use of personal entertainmentdevices is prohibited. Printed material notconnected with the operation of movements orrequired in the performance of duty, must not beopenly displayed or left in the operating cab of alocomotive or track unit or at any work placelocation utilized in train, transfer or engine control.

(xii) The use of communication devices must berestricted to matters pertaining to railwayoperations. Cellular telephones must not beused when normal ra i lway rad iocommunications are available. When cellulartelephones are used in l ieu of radio allapplicable radio rules must be complied with.

Note to (xi) and (xii) above: Except inmatters pertaining to railway operation,employees are prohibited from "texting" whileon duty. "Texting" refers to transmitting,receiv ing and/or reading text or emai lmessages on persona l e lec t ron iccommunications devices such as, but notl imited to, cel lular telephones, "smart"phones, "iPhones and iPads", netbooks,notebooks, computers, etc. These devicesmay only be used in matters pertaining torailway operation when so authorized forusage by a company supervisor. When notso authorized, they must be in a "poweredoff" position while at a company work locationincluding locomotive cabs, track units or atany work place locations utilized in train,transfer or engine control.

In the application of CROR General Rule A(xi and xi i) and all Special Instructionsrelating to same:Except as otherwise authorized, operatingcrews are prohibited from possessing on theirperson a l l communica t ing , persona lentertainment and other similar devices whileon duty.Employees bringing any of these devices totheir place of employment must leave thempowered off in their work bag or grip or leavethem in their personal vehicles, lockers orother location where they will not have accessto them while on duty.

BSpecial Instructions will be found in timetables, general operat ing instruct ions,operating bulletins or GBO. They may beappended to or included within copies of theCanadian Rail Operating Rules but do notdiminish the intent of the rule unless officialexemption has been granted.

CEmployees must;

(i) be vigilant to avoid the risk of injury tothemselves or others;

(ii) expect a movement, track unit or equipmentto move at any time, on any track, in eitherdirection;

(iii) not stand in front of approaching equipmentfor the purpose of entraining;

(iv) not ride the side or above the roof of movingequ ipment when pass ing s ide and/oroverhead restrictions;

(v) not be on the roof of moving equipment, oron the lading of a moving open top car;

(vi) not be on the end of a car while in motionexcept for the purpose of operating a handbrake; and

(vii) not ride on any car known or suspected tocontain a shifted load or damaged such thatits structure or components may not besecure, or any car trailing such car.

DEach employee must be acquainted with, andbe on the lookout for, restricted side andoverhead c learances. Where standardrestricted clearance signs are used, no otheradvice of restricted clearance will elsewhereor otherwise be given. If such signs are notprovided in a yard or terminal, the location ofthe restricted clearance will be shown inspecial instructions.

EOverhead and side c learance may berestricted on a track at a main shop, dieselshop or car shop. Where restricted clearanceexists on such track, it will not be markedby a standard restricted clearance sign norwill its location be elsewhere or otherwisegiven.

FEmployees must not ride on top or side ofequipment when on any main shop, dieselshop or car shop track, whether or not theoverhead and side clearance is restricted.

(a) This restrict ion includes the steps andfootboards of locomotives and applies on allshop tracks both inside and outside of shopbuilding facilities.

(b) Unless otherwise provided, in addition toother riding restrictions that may be in effect,employees must not ride on any moving carwhile inside any building structure whetheror not restricted clearances exist.

G(i) The use of intoxicants or narcotics by

employees sub jec t to du ty, o r the i rpossess ion or use wh i le on du ty, i sprohibited.

(ii) The use o f mood a l te r ing agents byemployees sub jec t to du ty, o r the i rpossession or use while on duty, is prohibitedexcept as prescribed by a doctor.

(iii) The use of drugs, medication or moodaltering agents, including those prescribedby a doctor, which, in any way, will adverselya ffec t the i r ab i l i t y to work sa fe ly, byemployees subject to duty, or on duty, isprohibited.

(iv) Employees must know and understand thepossible effects of drugs, medication or moodaltering agents, including those prescribedby a doctor, which, in any way, will adverselyaffect their ability to work safely.

HUnless otherwise specified, these rules areapplicable without respect to the number ofmain tracks.

IRules pertaining to the main track also applyto tracks specified as signalled sidings andother signalled tracks.

JWhen an Electronic Communications Method(ECM) is used, each transmission receivedmust be examined to ensure legibility. If thet ransmiss ion is no t leg ib le th is mustimmediately be reported to, and retransmittedby, the RTC. Illegible transmissions must notbe used and in the case of paper basedauthorities, must be destroyed.

KWhen the term "in writing" is used in theseru les, spec ia l ins t ruc t ions and genera loperating instructions, if the written permission,authority or instruction referred to is notreceived personally by the receiving employee,it must be copied by the receiving employeeand repeated back to the sender to ensure itwas correctly received.

(i) Where only one crew member is employed,operating rules and instructions requiring jointcompliance may be carried out by either thelocomotive engineer or conductor, and

(ii) in the absence of a locomotive engineer on acrew consisting of at least two members, theconductor will designate another qualifiedemployee to perform the rules required dutiesof the locomotive engineer.

TIME AND TIME TABLES

1. TIMEThe twenty four (24) hour system will be usedand will be expressed in four digits. The digits2359 or 0001 will be used to express the timeat midnight.

2. WATCHESEvery conductor, assistant conductor,locomotive engineer, pilot, foreman, snowplow foreman and such other employees asthe company may direct, shall, when on duty,use a reliable watch that indicates hours,minutes and seconds and shall;

(i) be responsible to ensure that it is kept inproper working condition so that it doesnot reflect a variation of more than thirtyseconds in a twenty four (24) hour period;

(ii) set it to reflect the correct time if it reflectsa variation of more than thirty seconds;

(iii) before commencing work, compare thetime on their watch with a railway approvedtime source. Where a railway approvedtime source is not accessible, obtain thecorrect time from the RTC or by comparingwith another employee who has obtainedthe correct t ime. Every crew memberassigned to train, transfer or yard serviceshall compare the time with one anotheras soon as possible after commencingwork.

The following are railway approved time sources.

(a) National Research Council (NRC) coordinateduniversal bilingual time signal 1-800-363-5409.

(b) Connecting to CN radio system and initiatingDTMF * 7899#.

Time is given in Eastern Time; employees mustensure that the hour factor of correct timeobtained is properly interpreted for their timezone.

3. TIME IN EFFECTSpecial instructions will indicate whetherStandard Time, Daylight Saving Time or otherdesignated time is in effect.

4. NOTICE OF TIME CHANGENotice of t ime change wil l be given byoperating bulletin and posted at least seventytwo (72) hours prior to the time change takingeffect. Notice will also be given by GBO atleast twenty four (24) hours prior to thechange and for not less than six (6) days afterit takes effect.

5. EMPLOYEES ON DUTY WHEN TIMECHANGESEach employee on duty when time changes,who is required to use a railway approvedwatch, must change time as follows:

(i) From Standard Time to Daylight SavingTime: At 0200 Standard Time, set the timeahead one hour to indicate 0300 DaylightSaving Time;

(ii) From Daylight Saving Time to StandardTime: At 0200 Daylight Saving Time, setthe time back one hour to indicate 0100Standard Time;

and immediately verify correct time accordingto Rule 2 clause (iii).

6. TIME TABLESEach time table, from the moment it takeseffect, supersedes the preceding time table.

7. NOTICE OF NEW TIME TABLE ORSUPPLEMENTNotice will be given by operating bulletin andposted at least seventy two (72) hours priorto a new time table or supplement takingeffect. Notice will also be given by GBO atleast twenty four (24) hours prior to the newtime table or supplement taking effect andfor not less than six (6) days after it takeseffect.Notice must also be communicated to allother affected employees.

8. SYMBOLS AND DIAGRAMS

(a) The following symbols when used in the timetable indicate:

SIGNALS - GENERAL11. FUSEES

(a) A movement approaching a red fusee burningon or near its track, or beyond the nearestrail of an adjacent track, must proceed atREDUCED speed to a point two miles beyondthe location of the fusee. If moving at otherthan REDUCED speed, the movement mustimmediately reduce to that speed.

(b) A fusee should not be placed on a publiccrossing at grade or where it may cause fire.

(c) When the fusee is located on the trackoccupied by an approaching movementoperating at REDUCED or RESTRICTEDspeed, a stop must be made before passingthe location of the fusee.

12. HAND SIGNALS

(a) Employees whose duties may require themto give hand signals must have the properappliances, keep them in good order andready for immediate use. Night signals mustbe used from sunset to sunrise and when daysignals cannot be plainly seen.

Note: The hand or a flag displayed in thesame manner as the lantern, which isillustrated in the following diagrams, gives thesame indication.

(ii) Swung in a circle at right angle to thetrack at a speed in proportion to thespeed required. MOVE BACKWARD

(iii) Raised and lowered at a speed inproportion to the speed required. MOVEFORWARD

(vii) Any object waved violently by anyoneon or near the track is a signal to stop.

(b) A signal given to move forward or movebackward must be given in relation to the frontof the controlling locomotive.

(c) A signal must be given in sufficient timebefore the requ i red ac t ion to permi tcompliance. It must be given from a pointwhere it can be plainly seen, and in such amanner that it cannot be misunderstood. Ifthere is doubt as to the meaning of a signal,or for whom i t is intended, i t must beregarded as a stop signal.

(d) Whenever practicable, when switching isbeing performed, required signals shall begiven directly to the employee controlling thelocomotive.

(e) When moving under the control of hand signals,the disappearance from view of either the crewmember or lights by which signals controllingthe movement are being given, must beregarded as a stop signal.

(f) A crew member, whose movement is clear ofthe main track, must not give an approachingmovement a hand signal to move forward.

(g) Where radio is used in lieu of hand signals,employees will be governed by Rule 123.1.

13. ENGINE BELL

(a) The engine bell must be rung when:

(i) an engine is about to move, except whenswitching requires frequent stopping andstarting after the initial move;

(ii) passing any movement standing on anadjacent track;

(iii) approaching, passing or moving aboutstation facilities or shop track areas; and

(iv) one-quarter of a mile from every publiccrossing at grade (except within limits asmay be prescribed in special instructions)until the crossing is fully occupied by theengine or cars. When engine whistlesignal 14(l) is sounded, the engine bellneed not be rung.

(b) Should the engine bel l fa i l on the leadlocomotive in the consist, repairs must bemade as quickly as possible. If repairs cannotbe made the movement may proceed to thefirst point where repairs can be made. Theengine bell if available on another locomotivein the consist will be rung continuously oroperated by another member of the crew, whenavailable, under the direction of the locomotiveengineer.

14. ENGINE WHISTLE SIGNALSNOTE:

(i) Wherever the words "engine whistle" appearin these rules they also refer to "enginehorn". Signals prescribed by this rule areillustrated by "o" for short sounds; "___"for longer sounds.

(ii) Engine whistle signals must be sounded asprescribed by this rule, and should bed is t inc t , w i th in tens i ty and dura t ionproportionate to the distance the signal isto be conveyed. Unnecessary use of thewhistle is prohibited.

(iii) Radio must not be used in lieu of enginewhistle signals for indications prefixed bythe symbol (#).

Note: A whistle post will be located 1/4 milebefore each public crossing where required.Movements operating at 44 MPH or lessmust sound whistle signal to provide 20seconds warning before entering thecrossing and continuing to sound whistlesignal until crossing is fully occupied.EXCEPTION: Engine whistle signal is notrequi red when manual protect ion isprovided, or shoving equipment other thana snow plow over a crossing protected byautomatic warning devices.

(ii) (#) At other whistle posts indicated inspecial instructions.

(iv) Special instructions will govern when suchsignal is prohibited in whole or in part.

(r) In case of engine whistle failure the engine bellmust be rung continuously;

(ii) approaching and passing station facilities,yards and public crossings at grade. Inaddition, the movement must not exceedtwenty five (25) MPH entering each publiccrossing at grade which is not protectedby automatic warning devices, until suchcrossing is fully occupied.

(t) When a snow plow is operated ahead of anengine, the employee in charge of the snowplow must sound engine whistle signals 14(f)and 14(l). All other engine whistle signals mustbe sounded by the locomotive engineer orremote control operator as prescribed by therule.

17. HEADLIGHT

(a) The full power of the headlight in the directionof travel must be used approaching each publiccrossing at grade until the crossing is fullyoccupied.

(b) When moving on main track, the headlightmust be displayed full power continuously tothe front of every movement and except asrequired by (a), may be dimmed or extinguishedwhen;

(i) approaching or being approached by anopposing movement;

(ii) on a passenger carrying train, approachinga location where a stop is to be made toentrain or detrain passengers;

(iii) facing oncoming vehicles at night whichmay be affected on adjacent roadways; or

(iv) weather conditions cause the vision of theoperating crew to be impaired.

(c) On non-main track except as required by (a),the headlight on a movement will be;

(i) displayed at the front and rear of an enginewhile moving, except the light may beextinguished on the end coupled to cars;

(ii) displayed at the front while moving forwardexcept when approach ing or be ingapproached by an opposing movement.

(d) If the headlight on a movement fails and repairscannot be made, ditch lights will be used inlieu of the headlight and the movement mayproceed.

(e) If all headlights and ditch lights have failed,such lights as are available must be usedproceeding to the first point where repairs canbe made. At public and private crossings atgrade not protected by automatic warningdevices, movements must not exceed 10 MPHunless the crossing is known to be clear oftraffic and will remain clear until occupied.

19. DITCH LIGHTS

A train must have ditch l ights displayedcontinuously in the direction of travel when theheadlight is required to be displayed full power.If ditch light(s) fail en route, the movement mayproceed to the next point where repairs canbe made.

26. BLUE SIGNAL PROTECTION

(a) A blue flag by day, and in addition a blue lightby night or when day signals cannot be plainlyseen, displayed at one or both ends ofequipment indicates that workmen are in thevicinity of such equipment. On a track whichpermits entry of a movement from one end only,a blue signal displayed between the equipmentand the switch permitting entry indicates thatworkmen are in the vicinity of such equipment.When such s igna ls a re d isp layed theequipment must not be coupled to or moved.The removal of the signal from one or both endsof equipment indicates that no workmen are inthe v ic in i ty o f the equipment and suchequipment may be coupled to or moved.

EXCEPTION: When repa i rs must beundertaken on a manned movement, theemployee in charge of the engine must benotified before repair work is commenced.When so notified, the movement must not bemoved nor the brakes applied or released untilthe workmen have advised that they are in theclear. When so protected, blue signals are notrequired.

(b) Other equipment must not be placed on thesame track which will block a clear view of theblue signal(s) without f i rst not i fy ing theworkmen. When equipment is placed on thesame track, the movement placing suchequipment must remain on that track until theworkmen have relocated the blue signal(s) toinclude the additional equipment.

(c) Each class of workmen will display the bluesignal(s) and the same class of workmen onlyare authorized to remove them.

(d) Special instructions will govern the use of otherapproved methods of protecting workmenperforming equipment repairs or inspections.

(e) Blue Flag Derails - these derails are used inconjunction with blue flags and will be in thederailing position only when protection forpersonnel is required. When protection is nolonger required, they will be locked in a non-derailing position.

27. SIGNAL IMPERFECTLY DISPLAYED

(a) Except as provided in paragraph (b), a fixedsignal which is imperfectly displayed, or theabsence of a fixed signal where one is usuallydisplayed, must be regarded as the mostrestr ict ive indicat ion that such signal iscapab le o f d isp lay ing . An imper fec t lydisplayed signal must be communicated to theproper authority as soon as possible.

(b) Where a b lock or in ter locking s ignal isobserved with one or more lights extinguished,and at least one light remains displaying eithergreen or yellow, movements may proceedreducing to SLOW speed through turnouts,when practicable, preparing to stop at the nextsignal.

EXCEPTION: If a solid yellow is displayed onthe bottom position and the remaining positionsare red or extinguished, the movement mustimmediately reduce to RESTRICTED speed.

(c) When a signal is known or suspected of beingdamaged, it must be regarded as displayingthe most restrictive indication that can be givenby that signal.

(d) When a block or interlocking signal displaysan indication that is in other than the normalprogression in relationship to the indication ofthe advance signal to that signal, the movementmust stop immediately consistent with safetrain handling practices and contact the RTCor signalman for further instructions.

(e) Repairs to damaged signals must not be madeby other than qualified employees. Signals thathave been knocked over must not be re-erected by other than an authorized employee.If i t is known or suspected that a signalbungalow has been damaged, such fact mustbe reported to the RTC immediately.

33. SPEED COMPLIANCEIf speed requirements for their movement areexceeded, crew members must remind oneanother of such requirements. If no action isthen taken, or if the employee controlling theengine is observed to be non-responsive orincapacitated, other crew members must takeimmediate action to ensure the safety of themovement, including stopping it in emergencyif required.

Speeds indicated are maximum authorizedspeeds between locations named, but do notmodify any rule or instruction that may requirea lower speed. Maximum speed must bemaintained to the extent possible, consistentwith safety and efficiency. Unnecessary delaysmust be avoided.

34. F IXED SIGNAL RECOGNITION ANDCOMPLIANCE

(a) The crew on the controlling engine of anymovement and snow plow foremen must knowthe indication of each fixed signal (includingswitches where practicable) before passing it.

(b) Crew members within physical hearing rangemust communicate to each other, in a clearand audible manner, the indication by name,of each fixed signal they are required toidentify. Each signal affecting their movementmust be called out as soon as it is positivelyidentified, but crew members must watch forand promptly communicate and act on anychange of indication which may occur.The following signals/operating signs must becommunicated:

(i) Block and interlocking signals;

(ii) Rule 42 and 43 signals;

(iii) One mile sign to interlocking;

(iv) One mile sign to hot box detector;

(v) Stop sign;

(vi) OCS begins sign;

(vii) Red signal between the rails;

(viii) Stop signal displayed by a flagman;

(ix) A switch not properly lined for themovement affected;

(x) Advance PSO Signs

(xi) Zone Speed Signs - Where there is areduction in speed from the previouszone.

(c) If prompt action is not taken to comply with therequirements of each signal indication affectingtheir movement, crew members must remind oneanother of such requirements. If no action is thentaken, or if the employee controlling the engineis observed to be incapacitated, other crewmembers must take immediate action to ensurethe safety of the movement, including stopping itin emergency if required.

35. EMERGENCY PROTECTIONThis rule does not authorize main trackoccupancy or track work.

(a) Any employee discovering a hazardouscondition, which may affect the safe passageof a movement, must by the use of flags, lights,fusees, radio, telephone, or other means, makeevery possible effort to stop and/or providenecessary instructions to any movement thatmay be affected. Flag protection must beprovided on main track unless or until otherwiserelieved of the requirement.

(b) A flagman must go the required distance fromthe condition, and in each direction whenpossible, to ensure that an approachingmovement will have sufficient time and distanceto be able to stop before the condition. Unlessotherwise provided, a flagman must go at leasttwo miles from the condition to a location wherethere will be an unobstructed view of theflagman from an approaching movement.When a movement is observed approaching,the flagman must display a stop signal usinga red flag by day or a lighted red fusee by nightor when day signals cannot be plainly seen.The flagman must continue to display a stopsignal until the movement being flagged has:

(i) acknowledged the stop signal with enginewhistle signal 14 (b) (two short);

(ii) come to a stop; or

(iii) reached the location of the flagman.

(c) A movement stopped by a flagman must notproceed until so instructed by the flagman.

(d) A flagman must be equipped with a red flagand eight red fusees. The presence of anunbroken seal ver i f ies that the f laggingequipment kit is properly supplied.

PROTECTION OF IMPASSABLE OR SLOWTRACK

40. GENERAL

(a) Special instructions will specify when Rules42, 43 and 849 are applicable on non-maintrack.

(b) When designated by Time Table footnotes orspecial instructions that TGBO and/or DOB areapplicable on a track that is non-main track,protection of impassable or slow track may beprovided as prescribed by Rules 42 and 43.

40.1 PROTECTION OF TRACK WORK ON NON-MAIN TRACK

When operating on non-main track;

(a) A movement approaching a red signal locatedbetween the rails of a track must be stoppedbefore passing it and must not proceed beyondsuch signal until it has been removed. Anemployee of the same class who placed the redsignal and/or special lock may alone remove it,but only when authorized by the foreman.

(b) Equipment must not be placed on the trackbeing protected which will block a clear viewof the red signals.

Note: Foreman must refer to Rule 840.1.

40.3 PROTECTION OF TRACK WORK ATAUTOMATIC INTERLOCKING

(a) A movement stopped at the entrance of anautomatic interlocking encountering a "40.3Protection" visible indicator or a special lockon the box marked "switches" must notproceed beyond the s top s igna l un t i linstructions have been received from theforeman.

(b) When track work is still ongoing, a movementauthorized by the foreman to proceed isrelieved of the requirements of Rule 611, excepttha t such movement must be made a tRESTRICTED speed to the next signal or BlockEnd sign.

42. PLANNED PROTECTION

Rule 42 signals must not be in place more than30 minutes prior to or after the times stated inthe GBO unless provided for in the GBO.

(a) A movement in possession of the Form Y mustnot proceed beyond the red signal located atthe mileage stated in the GBO, enter the tracklimits stated in the GBO, or make a reversemovement wi th in such t rack l imi ts unt i linstructions have been received from theforeman named in the GBO. When a specifictrack is to be used, instructions from theforeman must specify the track upon which theinstructions apply.

(c) When a signalled turnout is within two miles ofRule 42 protection which does not apply on alltracks, every movement must approach suchloca t ion prepared to comply w i th therequirements of Rule 42 until it is known whichroute is to be used.

43. SLOW TRACK PROTECTION

Form V GBO slow track protection will bemarked in the field by a green signal in eachdirection, immediately beyond the defect, tothe r ight o f the t rack as seen f rom anapproaching movement. When a Rule 43restriction is located at a single mile point,one green signal will be displayed to identifythe restriction and may be displayed to eitherside of the track. When the placement ofsignals as prescribed by Rule 43 is delayed,the following will be added to the Form V:"Signals may not be in place."

(a) A movement must not exceed the speedrequirement of the GBO while at/or betweenopposing green signals.

Note: Foreman must refer to Rule 843.

(b) When a signalled turnout is within two miles ofa speed restriction which does not apply onall tracks, every movement must approachsuch location prepared to comply with thespeed restriction until it is known which routeis to be used.

44. UNUSUAL TRACK SIGNAL CONDITIONS

(a) In the absence of any of the signals prescribedby Rule 42, between the times stated in a FormY, a movement must be governed as thoughthe signals are properly placed. Such conditionmust be communicated to the RTC as quicklyas possible.

(b) (i) A movement that encounters a yellowover red signal, outside the times statedin the Form Y, may proceed on theinstructions received from the foremannamed in the GBO. If the foreman cannotbe contacted, the movement must beprepared to stop at a red signal and, ifno red signal is encountered at thelocation stated in the GBO, the RTCmust be advised.

(ii) A movement that encounters a red signal,outside the times stated in the Form Y,must stop, unless authorized to proceedon the instructions received from theforeman named in the GBO. I f theforeman cannot be contacted, themovement must communicate with theRTC as quickly as possible and begoverned by instructions received.

(iii) A movement that encounters a yellowover red signal or red signal, withoutbe ing in possess ion o f a Form Yrequiring the placement of such signal,must s top . A c rew member mustcommunicate with the RTC as quicklyas poss ib le and be governed byinstructions received.

(iv) I f the TGBO/DOB system and theengineering supervisor for the territoryindicate that Rule 42 is not or will notbe in effect within the limits of the signal,the RTC may authorize the movement toresume normal speed. The engineeringsupervisor will arrange for removal of thesignals that may include having the crewon a movement pick up the signals.

(c) A movement within the track limits of a FormY, at the time such protection takes effect,must be stopped unless a crew member isotherwise instructed by the foreman named inthe GBO.

(d) In the absence of one or more of the signalsprescribed by Rule 43, the movement will begoverned by the requirement of the Form V.Such condition must be communicated to theRTC as quickly as possible.

(e) A movement that encounters a yellow or greensignal without a GBO requiring the placement ofsuch signal, must reduce speed to ten (10) MPHand immediately communicate with the RTC. Themovement will be governed by instructionsreceived from the RTC. If the TGBO/DOB systemand the engineering supervisor for the territoryindicate that Rule 43 is not or will not beimminently in effect within the limits of the signal,the RTC may authorize the movement to resumenormal speed. The engineering supervisor willarrange for removal of the signals that mayinclude having the crew on a movement pick upthe signals.

(f) When a rail break has been detected by anengineering employee and it is safe to operateover the break at a speed less than postedspeed, the RTC will provide GBO protection toaffected movements stating the authorizedspeed over the break and how such location ismarked in the field, by either a Rail Break Signor foreman, at the break. Signals required byRule 43 will not be in place.

(g) The regular placement of signals as requiredby Rule 43 must be utilized after twenty four(24) hours if the defect is continuing.

80. MAIN TRACK AUTHORIZATION

A movement must not foul or enter a main trackwithout authority.

Authority is conveyed in:

CTC By signal indication, RTC permissionor written authority.

81. DESIGNATION OF MULTI-TRACK

(a) Where two main tracks are in service, unlessotherwise directed in special instructions, theymust be designated as;

Time Table Direction East and West North and South

(b) Where more than two main tracks are in servicethey must be numbered. Unless otherwisespecified in the time table, where time tabledirections are eastward and westward, trackswill be numbered from the north as, "No 1track", "No 2 track" and so on; where timetable directions are northward and southward,tracks will be numbered from the east as, "No1 track", "No 2 track", and so on.

82.LIMITS OF AUTHORITYSpecific limits contained in written authoritiesmust be defined by identifiable locations. Thesemay include station names, station name signs,switches, signals, mile posts and other signs orinfrastructure that are identified with a specificmileage.

(a) When a switch or signal is used to define thelimits, the authority extends only to the foulingpoint of the switch or to the signal location.

(b) When mile posts or specific mileages are usedto define the limits, the authority extends only tothe specific mileage indicated.

(c) When station names are used to define the limits,the authority does not include the use of the maintrack between the siding switches at either stationnamed. Where there is no siding, authorityextends to the station name sign.

83. OPERATING BULLETINS

(a) Operating bulletins will be issued by the properauthor i ty and in the prescr ibed format .Employees respons ib le fo r pos t ing ordisplaying operating bulletins must record oneach bulletin the time and date it is posted ordisplayed. Operating bulletins will only containinformation or instructions pertaining to theoperation of movements. Duplicate bulletinnumbers must not be in effect at the sametime.

(b) Before commencing work at their home locationwhere operat ing bul let ins are posted ordisplayed, every employee responsible for theoperation or supervision of movements mustread and understand the operating bulletins thatare applicable to the territory that they willoperate on.

(c) A Summary bulletin, containing the number,date and contents of, or reference to, eachoperating bulletin remaining in effect, will beissued the first of February, May, August andNovember. Operating bulletins of a previousdate, which are not included or referred to inthe Summary bulletin, become void. Summarybulletins may also contain full content ofoperating bulletins that take effect on or afterthe effective date of the Summary bulletin andwill not be posted or displayed. All employeesresponsible for the operation or supervision ofmovements must have a copy of the currentSummary bulletin accessible while on duty.

84. REPORTING DELAYS

The conductor must ensure that the RTC ispromptly advised of any known condition whichmay delay their train or transfer.

85. TRACK RELEASE REPORTS

(a) The conductor will ensure the RTC is promptlyadvised of the time their movement has arrived,left or cleared a location or at a time specifiedby the RTC or after clearing the limits of thelast proceed clearance for that subdivision.

(b) Prior to making such report, the conductor mustconfirm with other crew members the accuracyof the track release report and that the entiremovement has arrived, left or cleared thatlocation.

(c) When a track release report is transmitted tothe RTC, the RTC must, as it is transmitted,verify the movement identification and recordthe locat ion and t ime into the computerassisted system. If correct the employeecontrolling the engine of a movement mustconfirm correctness of the report to the RTC.

(d) If an errant report results in the movement nothaving authority to occupy the main track, themovement must be stopped and an emergencyradio broadcast init iated on the standbychannel and then to the RTC and protectionas required by Rule 35 initiated.

101. PROTECTION AGAINST EXTRAORDINARYCONDITIONS

(a) A movement must be fully protected againstany known or suspected condition that mayinterfere with its safe passage.

(b) A movement must stop at once and be fullyinspected when it is known or suspected tohave struck any object that may interfere withits safe operation. The RTC must be notifiedas quickly as possible.

(c) When a portion of a movement is left on themain track, precautions must be taken by thecrew to protect the remaining portion againstthe return move.

(d) Protecting wide traffic - When the dimensionsof traffic require that special arrangements bemade to permit moving past other trains andtransfers, the wide traffic will be protected bythe RTC against other main track movements.Advice of such protection will be provided tothe crew in writing or verbally.

Example: " 5748 West with wide traffic willbe protected by the RTC against other maintrack movements between Zephyr and Aurora."

The RTC must, by the use of signal blockingdevices, clearances or other control methods,prevent other movements from occupying maintracks adjacent to the track upon which thewide traffic is being handled. The RTC will notprovide protection against equipment on non-main tracks. The crew handling the wide trafficmust protect it from such equipment.

101.2 EQUIPMENT LEFT ON MAIN TRACK

Equipment may be left on the main track underthe following conditions:

(i) when protected by clearance; or

(ii) when protection has been provided byForm T.

Communication to the RTC must include thelocation of the equipment and the outer limitsof the Form T protection must be expressed inwhole miles or by other identifiable location. InCTC and controlled interlockings, once the RTChas been advised, Form T protection need notbe provided. The RTC must inform eachmovement, required to enter the occupied track,of the location of the unattended equipment.

102. EMERGENCY STOP PROTECTION

(a) The crew of a movement stopping as a resultof an emergency brake application, or otherabnormal condition, which may cause anadjacent main track to be obstructed, must:

(i) immediately transmit a radio broadcast onthe standby channel in the followingmanner:

"EMERGENCY, EMERGENCY,EMERGENCY, (movement ) on(designated track), stopped (stopping) inemergency between mile _______ andmile_______ (subdivision)";

(ii) as soon as possible, advise the RTC ofthe movement's emergency stop location,indicating whether adjacent tracks andtracks of other railways are liable to beobstructed;

(iii) repeat the emergency broadcast outlinedin ( i ) at intervals not exceeding 90seconds until advised by the RTC that allaffected movements on other tracks havebeen secured, stopped or advised of theemergency stop, or it is known thatadjacent tracks or tracks of other railwaysare safe and clear for movements;

(iv) if unable to comply with (i), (ii), (iii), theadjacent track must be protected as perRule 35(b) EMERGENCY PROTECTION.

(v) When tracks of other railways may beobst ruc ted the emergency rad iobroadcast must be transmitted on theirstandby channel if practicable.

(b) Other movements must;

(i) stop at once if closely approaching theloca t ion s ta ted in the emergencybroadcast; or

(ii) stop prior to reaching the location statedin the emergency broadcast; and

(iii) after stop has been made, proceedprepared to stop short of an obstructionuntil it is known that the track is safeand clear.

(c) The RTC must:

(i) immediately secure and advise affectedmovements on other t racks of theloca t ion o f the movement in anemergency stop;

( i i ) by use of a dedicated emergencycommunication system, alert the RTCcontroll ing adjacent tracks of otherrailways liable to be obstructed, providingthe location of the emergency stop;and(iii) advise the crew of the movementinvolved in the emergency stop when allother affected movements have beenadvised of the condition.

(iii) advise the crew of the movement involvedin the emergency stop when all otheraffected movements have been advisedof the condition.

(d) Rule 102 is applicable to a movement operatingon a main track that is adjacent to a sidingwhere siding control territory rules (SCT) areapplicable.

103. PUBLIC CROSSINGS AT GRADE

(a) Where a railway track and a public road sharethe same roadbed and there is no fence or otherbarrier between them, moving rail cars notheaded by an engine or when headed by aremotely controlled engine must be protectedby a crew member on the leading car or on theground, in a position to warn persons standingon, or crossing, or about to cross the track.

(b) When required by special instruction or whencars not headed by an engine, snow plow orother equipment equipped with a whistle andheadlight, are moving over a public crossingat grade, a crew member must provide manualprotection of the crossing until the crossing isfully occupied.

EXCEPTION: Manual protection of the crossingis not required provided the crossing isequipped with automatic warning devices anda crew member is on the leading car to warnpersons standing on, or crossing, or about tocross the track. This exception does notmodify the application of Rule 103.1 (a).

(c) Crew members must not give vehicular traffica hand signal to proceed over a crossing.

(d) Except at those public crossings indicated inspecial instruction, no part of a movement maybe allowed to stand on any part of a publiccrossing at grade, for a longer period than five(5) minutes, when vehicular or pedestrian trafficrequires passage. Switching operations atsuch crossing must not obstruct vehicular orpedestrian traffic for a longer period than five(5) minutes at a t ime. When emergencyvehicles require passage, employees mustcooperate to quick ly c lear the involvedcrossings.

(e) Equipment must not be left standing within 100feet of the traveled portion of a public or privatecrossing at grade, except where it is necessaryto leave such equipment for loading orunloading.

(f) Before switching or operating a remote controllocomotive over an unprotected public crossingat grade where the view of the crossing by theemployee controlling the locomotive is obscured,arrangements must be made for a crew memberor other rules qualified employee to be in positionto observe the crossing and give signals andinstructions to the employee controlling thelocomotive as necessary.

(g) When providing manual protection of a crossing,a crew member or other qualified employee mustbe on the ground ahead of the movement, in aposition to stop vehicular and pedestrian trafficbefore entering the crossing. A hand signal byday and a light or a lighted fusee by night will beused to give a signal to stop vehicular andpedestrian traffic over such crossing. Themovement must not enter the crossing until asignal to enter the crossing has been receivedfrom the employee providing the manualprotection.

When the crossing is known to be clear of traffic,and will remain clear until occupied, manualprotection need not be provided.

103.1 PUBLIC CROSSINGS AT GRADE WITHWARNING DEVICES

(a) When a movement passes over any publiccrossing at grade equipped with automaticwarning devices, it will be necessary, beforereversing over the crossing, for a crew memberto provide manual protection of the crossing.

(b) Unless otherwise directed by special instructions,a main track movement over a public crossing atgrade, equipped with automatic warning devices,which;

(i) has stopped or is switching, on the main trackin the vicinity of the crossing; or

(ii) is entering the main track in the vicinity ofthe crossing; or

(iii) has been authorized to pass a block orinterlocking signal indicating Stop which islocated within three hundred (300) feet of thecrossing; must not exceed ten (10) MPH hourfrom a distance of three hundred (300) feetfrom the crossing until the crossing is fullyoccupied by the movement. In addition, unlessmanually protected, the crossing must notbe occupied until the warning devices havebeen in operation for at least twenty (20)seconds.

Note to item (iii): At all other crossingswithin the block, movements must notexceed fifteen (15) MPH entering thecrossing unless the warning devices areknown to be operative for at least twenty(20) seconds prior to occupancy.

(c ) Un less o therw ise d i rec ted by spec ia linstructions, a movement on non-main trackover a public crossing at grade, equipped withautomatic warning devices, must not exceedten (10) miles per hour from a distance of threehundred (300) feet until the crossing is fullyoccupied.

Note: Not applicable on Subdivision Track.

(d) At a public crossing at grade where specialinstructions require that warning devices beoperated by pushbutton, or other appliances, orthat movements stop at stop signs, movementsaffected must not foul the crossing until thewarning devices have been operating for at leasttwenty (20) seconds. Pushbutton boxes must beclosed and locked when not in use.

(e) Equipment must not be allowed to stand so asto cause the unnecessary operation of warningdevices.

(f) When advised by special instructions thatrusty rai l or other condit ions may exist,occupancy of cross ings wi th automat icwarning devices must be manually protectedunless or until it is known that warning deviceshave been operating for at least twenty (20)seconds.

(g) At crossings equipped with automatic warningdevices indicated in special instructions,movements must not accelerate by more thanfive (5) MPH unless automatic warning devicesare known to be operating for at least twenty(20) seconds.

(h) Employees observing the improper operationof any automatic warning device must notifythe RTC as soon as possible. The RTC mustimmediately notify those charged with repairand/or responsibility.

A movement following another movement within1500 feet may not properly activate crossingwarning devices and therefore, must notobstruct any public crossing at grade equippedwith automatic warning devices until:

- the warning devices have been operating forat least 20 seconds;

- gates, if any, are in horizontal position; or

- a crew member has prov ided manualprotection of the crossing.

SWITCHES

104. HAND OPERATED SWITCHES

General(a) Operation of Switches - semi-automatic, spring,

dual control or auto-normal switches operatedby hand are considered hand operatedswitches, and all rules governing hand operatedswitches apply.

(b) Except while being turned, each switch mustbe secured with an approved device. When aswitch has been turned, the points must beexamined and the target, reflector or light, ifany, observed to ensure that the switch isproperly lined for the route to be used.

(c) A switch must not be turned while any part of acar or engine is between the switch points andthe fouling point of the track to be used, exceptwhen making a running switch or in theapplication of the exception to Rule 114.

(d) Handling Of Main Track Hand OperatedSwitches By Other Than A Crew Member.

When arrangements are made for a qualifiedemployee to take charge of a switch(es), themovement must not leave the location of theswitch until verbal confirmation has beenreceived from the employee in charge of theswitch that the switch has been restored tonormal position. The employee taking chargeof the switch must remain at the switch locationuntil the movement has cleared the switch.

When an approaching movement has madearrangements for other than a crew member toreverse or restore to normal a switch for theirmovement, the approaching movement mustnot act on such information unless advised thatthe employee is at the switch and will remainin charge of the switch.

Verbal advice of switch posit ion may beprovided to a movement by a rules qualifiedemployee who must remain at the switchlocation until the movement arrives.

Note: Not applicable to dual control switchesin hand position and semi-automatic switches.

(e) If it is known or suspected that either of thepoints or any part of a switch is damaged orbroken, the switch must be protected until itcan be made safe for use. A report must bemade to the RTC or employee responsible forthe territory by the quickest available means.

(f) When a switch point lock is provided, it mustbe locked when the switch is left in normalpos i t ion . Employees must fami l ia r i zethemselves with the location of switch pointlocks.

(g) Speed through a turnout must not exceed fifteen(15) MPH unless otherwise provided by signalindication or special instructions.

Main Track Hand Operated Switches

Notes:

(i) A main track hand operated switch mustdisplay a reflectorized target, or light andtarget except in CTC or on a subdivisionspecified in special instructions.

(ii) At an electrically locked hand operatedswitch, instructions posted at the switchor in special instructions, will govern theoperation of the switch and entry to themain track or interlocking route.

(h) Un less o therwise spec i f ied by spec ia linstructions, the normal position for a maintrack switch is for the main track route. Exceptas provided in paragraph (i), main trackswitches must be left lined and locked innormal position.

(i) Left in Reverse PositionA main track switch may be left in the reverseposition when;

1. directed by GBO, clearance or specialinstruct ions, and protect ion has beenprovided against all affected movements,

2. attended by an employee, who must bein position to restore the switch to normalbefore it is occupied by an approachingmovement on the main track,

3. occupied by equipment,

5. in OCS;

(i) equipment is left on the main track,

(ii) the equipment is le f t as c lose aspractical to the switch, and

(iii) operat ion over the same switch isrequ i red when re tu rn ing to suchequipment,

6. in CTC, equipment is left within the samecontrolled block. When this cannot be done,RTC permission must be obtained.

Notes:

( i ) Except when switching, main t rackswitches when left in the reverse position,must be left locked.

(ii) Unless authorized to leave a main trackswitch in reverse position or so instructedby the RTC, an employee encountering amain track switch in reverse positionmust res tore the swi tch to normalpos i t ion and comply w i th therequirements of (iii).

(iii) An employee encountering a main trackswitch in normal position after having awarning that the switch is in reverseposition must;

Communicate to other crew members orrules qualified employee that the switchis restored to normal, and

Report to the RTC from the location ofthe switch i.e. physically situated at orhaving the switch in sight, or the switchat the time is occupied by a portion ofthe movement.

If the RTC cannot be contacted, theemployee may leave that location, leavingthe switch lined and locked in the normalposition.

(iv) The RTC must not act on any report ofswitch position that was not received fromthe switch location. Additionally, the RTCmust not remove protection for the reverseswitch until it can be confirmed that thereare no other movements authorized toleave the switch in the reverse position.

(j) Except when switching, when a movement isclosely approaching or passing over a maintrack switch, other than a dual control switch,employees must keep at least twenty (20) feetf rom the swi tch stand, and must, whenpracticable, on single track, stand on theopposite side of the track.

(k) On single track, a crew member of a movementstopped on the main track to meet or to bepassed by another movement, will, whenpract icab le , reverse the swi tch for theapproaching movement and protect it unlessrel ieved by a crew member of the othermovement.

(l) Unless o therw ise d i rec ted by spec ia linstructions, the normal position for a maintrack junction switch is when set for throughmovement on one subdivision.

(m) When a movement diverges from a main track,the switch used must not be restored to normalposit ion unti l the fouling point has beencleared.

(n) The switches at both ends of a crossover arenormal when set for a through movement onthe other tracks. When a crossover is to beused, the switch in the track on which themovement is standing must be reversed first.Both switches must be reversed beforecrossing over. Before either switch is restoredto normal position the movement must be clearof the crossover.

Hand Operated Non-Main Track Switches

(o) Unless otherwise specif ied by specialinstructions, non-main track switches, whenequipped with a lock, must be lined in normalposition and locked after having been used.

Non Main Track Crossovers

Unless otherwise specif ied by specialinstructions:

(a) the switches at both ends of a NMT crossoverare normal when set for a through movementon each track;

(b) when a NMT crossover is to be used, theswitch in the track on which the movement isstanding must be reversed first;

(c) both switches must be reversed beforecrossing over;

(d) before either switch is restored to normalposition the movement must be clear of theNMT crossover

A NMT crossover must never be left lined withone switch reversed and the other normal.

EXCEPTION:

Switches on a NMT crossover may be left out ofcorresponding position when one end of the NMTcrossover must be lined to prevent access onaccount of:

· Blue Signal Protection in accordance withCROR 26

· Protection of Track Work on Non Main Trackin accordance with CROR 40.1/840.1

Switches must be immediately restored tocorresponding position after protection is no longerrequired.

Main Track Switches in OCS Territory

(p) Unless or until the switch is seen to be in normalposition, movements approaching a main trackhand operated switch in a facing point directionin OCS territory, unless otherwise governed bysignal indication, must not exceed the followingspeeds from one-quarter of a mile of the switch;

(q) The employee handling a main track hand operatedswitch in non-signalled territory must, from thelocation of the switch, communicate with anotherrules qualified employee to confirm the position inwhich the switch has been left, lined and locked.The employee receiving this report must repeat itback to the employee who handled the switch.Communication may be achieved by personalcontact, radio or telephone. A lone employee unableto communicate with any employee other than theRTC, must communicate with the RTC.

104.1 SPRING SWITCHES

(a) A spring switch will be identified by a springswitch sign bearing the letters "SS".

(b) Employees must keep clear of the switchhandle while it is being lifted or released.

(c) When trail ing through a spring switch, amovement that stops must not be reversed,nor slack taken, until the switch has beenproperly set by hand.

(d) When ice or snow conditions warrant, allmovements must stop before trailing througha spring switch and examine the switch points,cleaning them if necessary.

(e) When a movement is required to operate overa spring switch in the facing point direction atRESTRICTED speed, a stop must be madebefore the leading wheels are on the switchpo in ts , and the swi tch po in ts must beexamined from a position on the ground.

(i) If the points are found to be properly closedthe movement will be governed by theindication of the signal, if any.

(ii) If the switch points are not properly closedand cannot be closed by use of the switchhandle, the points must be spiked in theproper position and the movement will begoverned by the indication of the signal, ifany.

After operating over a spiked spring switch,the spike must be removed and the RTC oremployee in charge notified as quickly aspossible.

104.2 DUAL CONTROL SWITCHES

(a) Except as required by rule, a dual control switchmust not be placed in hand position withoutpermission from the RTC or signalman.

When necessary to operate a dual controlswitch in "hand" position, crews must not useexcessive force on the hand throw lever. Shouldunusual force be required:

(i) the switch must be securely spiked,

(ii) movement over the switch must be madewith extreme caution, not exceeding four(4) MPH,

(iii) the entire movement must be clear of theswitch before the spike is removed andbefore the selector lever is restored topower position and locked.

(iv) All such incidents must be reported to theRTC or signalman.

1) Obtain permission from RTC to occupymain track.

Restoring Switch to Normal if Not Required:

Push "NORMAL" push-but ton , wa i t 20seconds. Switch will move to normal positionand light will so indicate.

A movement leaving the main track must stopwithin 75 feet of the switch points and will linethe dual control switch for the route to be used,by means of a push button located in a boxnear the switch. Lights are provided to indicateswitch position. If the light is not lighted forthe requested position within one minute, theswitch must be placed in "hand" position inaccordance with the provisions of Rule 104.2(b).

After the movement has occupied the switchpoints, close and lock door of box.

A movement entering the main track will, aftercomplying with Rule 568 (a), line the dualcontrol switch for the route to be used, bymeans of a push button located in a box nearthe switch. Lights are provided to indicateswitch position. If the light is not lighted forthe requested position within one minute, theprovisions of Rule 568 (b) must be compliedwith and the switch must then be placed in"hand" posi t ion in accordance wi th theprovisions of Rule 104.2 (b).

A movement entering the main track under theprovisions of Rule 568 (a) must approach thenext signal prepared to stop, unless or untilthe track is seen to be clear to the next signaland such signal displays a more favourableindication than Stop or Stop and Proceed. Amovement entering the main track under theprovisions of Rule 568(b) must move atrestricted speed to the next signal.

When a train or engine is required to move overan Auto- Normal switch under a RestrictingSignal indication, a Stop and Proceed Signalindication, or a Stop Signal indication, or ifswitching is to be performed over this switch,movement must not be made until such switchhas been p laced in "hand" pos i t ion inaccordance with the provisions of Rule 104.2(b).

A Rule 564 authority given to pass a stop signalwhere Auto- Normal switches are present inthe block, and stat ing that dual controlswitches "Must Not" be placed in hand positiondoes not rel ieve the employee from therequirement of placing an Auto-Normal switchin hand position as outlined above.

Track units operating under the directionof a conductor in accordance with Section2 of "Track Units" Items 2.3;

or

Engineer ing Foreman operat ing inaccordance with Rule 815,

When making a through movement on the maintrack, if the light is not lighted for the requiredposition within one minute, the conductor orforeman must operate such switch in the"hand" position and not restore it to the "power"position until all track units have moved off theswitch. When making a movement to or fromthe main track, the conductor or foreman mustoperate such switch in the "hand" position andnot restore it to the "power" position until alltrack units have cleared the switch points.

(b) When a movement is required to operate overa dual control switch under a Stop indication,unless relieved of the responsibility by the RTCor signalman, the movement must not proceeduntil;

(i) the selector lever is placed in "hand"position;

(ii) the hand throw lever is operated until theswitch points move in both directions withthe action of the hand throw lever; and

(iii) the switch is lined by hand for the route tobe used. The selector lever must berestored to "power" position and locked,but not before the movement has occupiedthe switch points.

(c) The RTC or signalman may relieve a crew ofthe requirements of paragraph (b) whenautomated office control devices confirm thatdual control switches are properly lined for theroute generated on the authority that will beissued to the movement.

(d) When switching is to be performed over a dualcontrol switch, in conjunction with Rule 577.1,the switch may be operated by hand afterauthority has been obtained as prescribed by Rule577. The selector lever must be placed in "hand"position. The hand throw lever must be operateduntil the switch points move in both directionswith the action of the hand throw lever. Theselector lever must be left in "hand" position untilswitching is completed. The RTC must be advisedwhen the selector lever has been restored to the"power" position and locked.

104.3 POWER-OPERATED SWITCHES AT ASTOP SIGNAL

When the crew of a movement is authorized topass a stop signal to move over a power-operated switch, a crew member must observethat the swi tch points are l ined for theauthorized route.

104.4 SEMI-AUTOMATIC SWITCHES

(a) A semi-automatic switch will be equipped withreflectorized targets.

(b) When ice or snow may affect the ability of theswitch points on a semi-automatic switch toclose properly when operated by wheel flange,a member of the crew must manually line theswitch and ensure the points are properly linedbefore a trailing move is commenced over theswitch. Movements operating in a facing pointdirection must observe the position of thepoints in addition to the target indication beforeproceeding over a semi-automatic switch.

(c) After coupl ing to equipment at a semi-automatic switch, or when reversing directionthrough such switch, a facing point move mustnot be made, unless one unit of equipment hastrailed entirely through the switch, or it isknown that the points are properly lined for themovement.

104.5 DERAILS

(a) The location of each derail will be marked by asign, unless otherwise directed by specialinstructions. Employees must be familiar withthe location of each derail.

(b) A movement or track unit must stop short of aderail set in the derailing position.

(c) Each derail must be left in the derail ingposit ion. When so authorized by specialinstructions, a derail may be left in the non-derailing position only when stored equipmentis not present.

Special Derails: A derail that may be left in non-derailing position will be indicated in the time tableor special instructions as: SPECIAL DERAIL.

The following requirements govern their use:

- Equipment to be left must be coupledtogether.

- When such track is clear of equipment thederail must be left in the non-derailing positionand secured with a lock.

- Crews setting out or lifting equipment areresponsible for ensuring proper positioning ofthe derail(s) on completion of work at suchlocation.

- These SPECIAL DERAILS will be switch standoperated and be identified in the field with areflective red letter "D" on a reflective yellowtarget, or a sign indicating "Special Derail"which will be visible when in the derailingposition.

- On signalled track, when SPECIAL DERAILSare in derailing position they will affect thesignal system whether or not equipment ispresent.

Movements required to move at RESTRICTEDspeed on a track where a SPECIAL DERAIL islocated must in addition to the requirements ofRESTRICTED speed, approach such derailprepared to find it in the derailing position.

(d) All derails must be left secured with a lockingdevice.

(e) Where switch point derails are in use, employeesare governed by the provisions of Rule 104 HandOperated Switches.

105. SPEED ON NON-MAIN TRACK

Special instructions will indicate when this ruleis not applicable on a specific track.

Unless otherwise provided by signal indication,a movement using non-main track must operateat REDUCED speed and be prepared to stopshort of the end of track or the red signalprescribed by Rule 40.1.

(a) In CTC, movements may only enter a siding bysignal indication or with permission from the RTC.

(b) Unless otherwise provided by signal indicationor special instructions, movements operating onnon-main tracks must not exceed fifteen (15)MPH.

105.1 EQUIPMENT LEFT ON SIDING

Unless otherwise provided, when equipment isleft on a siding the RTC must be advised. TheRTC will notify other movements affected assoon as practicable.

106. CREW RESPONSIBILITIES

All crew members are responsible for the safeoperation of movements and equipment in theircharge and for the observance of the rules.Under conditions not provided for by the rules,they must take every precaution for protection.

A utility employee becomes a crew memberwhen working with any movement.

To ensure proper compliance, EXCEPT whenother duties require, where there is sufficientcrew seating in the cab of the controllinglocomotive on a movement, ALL crew memberswill ride in the operating cab.

The following exceptions are applicable:

1) The conductor on a cabooseless train ortransfer must be stationed in the cab ofthe controlling engine. Where seating willnot accommodate all crew members in thecontrolling engine, a trailing unit may beused to accommodate other employeesrequired to operate the train or transfer.

2) A Company Of f icer /Superv isor or aTransport Canada Inspector r iding acabooseless train or transfer wi l l beaccommodated in the controlling engine.

3) When an eng ine serv ice o f f i cer i sevaluating a locomotive engineer trainee oris required to operate the locomotive forother evaluation purposes, the locomotiveengineer may be deployed to a trailing unit.Under these circumstances, the engineservice officer will assume the normalresponsibilities of the locomotive engineer.

PEER-TO- PEER COMMUNICATIONS BETWEENCREW MEMBERS

Crews must communicate between themselvesto ensure that there is a proper understanding ofthe critical switching tasks to be performed.

SHOVING MOVEMENTS

Plan the Movement:

1. Conduct a job briefing with all crew membersand agree on exactly how the shoving movewill be made. Remind your colleagues of therules and application. Repeat briefings as theworkload changes. When appropriate, involveother crews working in the immediate area.

2. Determine the type of point protectionrequired (e.g. crew member on the point,yardmaster, camera, etc.)

Communicate During the Movement:

1. Engineer or Belt pack Operator confirms whois protecting the leading end of the movementand where the point protection is located.

2. Crew members repeat information andinstruct ions to ensure thoroughunderstanding. I f in doubt, stop themovement.

3. Be alert to other movements in the immediatearea. Communicate with them whennecessary. Always be aware of your ownspecific location.

SWITCHES

Plan the Movement:

1. Ensure the intended route is clear.

2. Visually check the switch target(s) to confirmthe switch(es) are lined for the intendedroute. If in doubt also confirm the position ofthe switch points.

3. When a switch is lined by hand, confirm boththe position of the points and the target.

Communicate During Movement:

1. Communicate with other crew members theswitch position and track designation, priorto the movement. eg…"CN 5226, the switchis lined into Track CF 45, bring them ahead10 cars. "

2. Another crew member must repeat thisinformation and any other instructions.Employee initiating will confirm with "5226,that is correct," before movement begins.

DERAILS

Plan the Movement:

1. Always confirm the derail is in the non-derailing position (off) prior to the intendedmovement and restored to derailing positionand locked when no longer in use.

1. Conductor (before setting cars off, in jobbriefing with other crew members): "We aresetting off 20 cars in track 2. Need 4handbrakes to hold it and since it runsdownhill from this switch, will apply themon the far end of the cut. Will need to pushthem to test their effectiveness".

2. Locomotive Engineer (to employee whoper fo rmed the task a f te r se t o f f i scompleted):" Did you apply 4 handbrakesto hold those 20 cars? And were they puton the low end of the track? "

3. Conductor: "That is correct, 4 handbrakesapplied at the low end of the track and itwas a successful push test."

These are examples and the principles ofPEER TO PEER and can, and must be appliedto all critical switching rules to ensure thatproper compliance occurs.

107. RESTRICTIONS AT PASSENGER TRAINSTOPS

Unless otherwise directed by special instructions,a movement must operate with extreme care whenpassing along side a train carrying passengersthat is discharging or receiving traffic. It mustnot pass between such train and the station orplatform, unless the movement is properlyprotected.

Passengers shall be allowed to entrain anddetrain only after positive protection has beenprovided against movements approaching on anymain track they must cross when moving betweenthe station and the train.

"Positive protection" referred to will be as follows:

A member of the crew of the passenger carryingtrain will be required to communicate with theRTC prior to arriving at the station and; receiveconfirmation that protection has been providedagainst other movements and advise the RTCpromptly when the protection is no longerrequired. or;

will be instructed by the RTC of other trainmovements in the vicinity which they must maketheir own arrangements with as to the protectionto be provided.

Such instructions from the RTC must includethe locomotive number and train identificationof the other movement(s) in the vicinity andthis information must be repeated back to theRTC to ensure correctness.

108. PRECAUTIONS WHILE SWITCHING

When switching is performed, precautionsmust be taken by crew members to preventunintended rollbacks and/or fouling of othertracks and equipment.

110. INSPECTING PASSING TRAINS ANDTRANSFERS

(a) When duties and terrain permit, at least two crewmembers of a standing train or transfer and otheremployees at wayside must position themselveson the ground on both sides of the track to inspectthe condition of equipment in passing trains andtransfers. When performing a train or transferinspection, the locomotive engineer will inspectthe near side. When a group of waysideemployees is present, at least two employeesmust perform the inspection.

EXCEPTION: Crew members of passengert ra ins a re exempted f rom the aboverequirements except when standing at meetingpoints in single track territory. However, everyeffort must be made to stop a train or transferwhen a dangerous condition is noted.

(b) Employees inspect ing the cond i t ion o fequipment in a passing freight train or transfermust, when possible, broadcast the results ofthe inspection.

(c) Every effort must be made to stop a passingtrain or transfer if a dangerous condition isdetected. Each crew member of a train ortransfer must be alert at all times for a stopsignal or communication given by an employee.The report to the train or transfer beinginspected must state only the location of thedangerous condition and what was observedand not speculate as to the cause.

(d) When a crew member is located at the rear ofa train or transfer, a front crew member must,when practicable, notify the rear crew memberof the location of employees in position toinspect their train or transfer.

111. TRAIN AND TRANSFER INSPECTION

(a) The crew must know that equipment in theirtrain or transfer is in good order before startingand inspec t i t whenever they have anopportunity to do so.

Equipment added to a train or transfer en routemust be inspected with extra care to ensure itis in good order.

(b) When crew members are on the rear of amoving train or transfer they must inspect, atevery opportunity, the track to the rear forevidence of dragging or derailed equipment.

(c) All crew members on a moving train or transfermust make frequent inspections of both sidesto ensure that it is in order.

(d) On completion of crew-planned inspections andat locations where inspection is required byspecial instructions, crew members will, whenpossible, voice communicate to each other theresults of such inspections.

(e) The conductor first arriving at a meeting pointwill arrange for a walking inspection of theirfreight train or transfer, inspecting as much astime and conditions permit.

112. SECURING EQUIPMENT

(a) When equipment is left at any point a sufficientnumber of hand brakes must be applied toprevent it from moving. Special instructions willindicate the minimum hand brake requirementsfor all locations where equipment is left. Ifequipment is left on a siding, it must becoupled to other equipment if any on such trackunless it is necessary to provide separation ata public crossing at grade or elsewhere.

(b) Before relying on the retarding force of the handbrake(s), whether leaving equipment or ridingequipment to rest, the effectiveness of the handbrake(s) must be tested by fully applying thehand brake(s) and moving the cut of carsslightly to ensure sufficient retarding force ispresent to prevent the equipment from moving.When leaving a cut of cars secured, and aftercompletion of this test, the cut should beobserved while pulling away to ensure slackaction has settled and that the cars remain inplace.

All crew members must confirm through radiocommunication or personal contact the numberof handbrakes applied, their location and theresult of the handbrake efficiency test, toensure compliance before leaving the locationwhere equipment has been secured by ahandbrake application.

(c) Application of hand brakes must not be madewhile equipment is being pulled or shoved.

When a movement separation occurs, beforerender ing repai rs and or reconnect ion,employees will first secure the separated rearportion as follows:

If it is seen or known that the separated rearportion is intact;

(i) and the separated portion is 9 cars or less- secure with 2 handbrakes.

(ii) and the separated portion is 10 cars ormore - secure as per GOI 7.12(i) - airbrakes applied in full service or emergency,angle cock remaining fully opened, is noton a grade in excess of 1.5%; and will notbe left in excess of 2 hours. If it cannot bedetermined that the separated rear portionis intact or, the requirements of Item (b)above cannot be met;

(iii) Secure according to the handbrake chartin GOI 7.12 (a) PLUS one addit ionalhandbrake. i.e. 10 cars - 3 handbrakes,20 cars 4 handbrakes, etc. to a maximumof 6 handbrakes.

As it is physically impossible to comply with Rule112(b) testing effectiveness of the handbrakes,the minimum handbrake requirements have beenincreased by one.

The locomotive engineer must be cognizant ofany unintended movement of equipment on thetrain as indicated on the IDU and immediatelyinform the other employees of such movement.

The employee proceeding to the separation mustif practicable, advise the locomotive engineerwhen arriving at the separation and the locomotiveengineer must reinforce with the employee thatthe separated portion will be secured as per thisinstruction. Similarly when continuity has beenrestored, the locomotive engineer will ensure theother employee has released all handbrakes thathave been applied.

Note: This instruction is not applicable when theseparated portion is inaccessible, ie. multi-levelson a bridge not equipped with walkways, In suchcircumstance, the employee making repairs mustbe extra vigi lant against any unintendedmovement of the separated equipment.

113. COUPLING TO EQUIPMENT

(a) Before coupling to equipment at any point, caremust be taken to ensure that such equipment isproperly secured.

(b) Unless otherwise specif ied in specialinstructions, before coupling to or movingequipment being loaded or unloaded, all personsin or about such equipment must be notified.Vehicles and loading or unloading devices mustbe clear.

(c) Before coupling to or moving service equipment,employees occupying such equipment must benotified and any attachments secured.

(d) When occupied service equipment is placed ona siding, a GBO will be issued specifying thelocation of such equipment. If the switches ofthe siding are locked with special locks, the GBOwill so state.

(e) When coupling to equipment for any purposeexcept when humping or flat switching where carsare intentionally let run free, the coupling mustbe stretched to ensure it is secure.

A stretch following a coupling must be made witha locomotive, track unit or other mechanicalmovement to ensure the coupling was successful.

The use of slack action, gravity, or inertia is notacceptable.

(f) To prevent by-pass couplers when coupling toequipment on other than tangent track, a stopmust be made not less than six (6) nor greaterthan twelve (12) feet from the coupling andextreme caution must then be used, ensuringcouplers are properly aligned prior to couplingbeing made.

(g) After coupling, the equipment must be checkedfor applied hand brakes as may normally beexpected to be present.

(h) To prevent damage to equipment and injury topassengers, when coupling to passengerequipment a stop must be made not less thansix (6) nor greater than twelve (12) feet fromthe coupling and a speed of two (2) MPH mustnot be exceeded.

114. FOULING OTHER TRACKS

(a) Equipment must not be allowed to move foulof another track unless properly protected.

(b) A movement must not foul a track until theswitches connected with the move are properlylined, or in the case of semi-automatic orspring switches, the conflicting route is knownto be clear.

EXCEPTION: A movement may foul a trackconnected by a hand operated switch providedthat:

(i) neither the track occupied nor the track tobe fouled are main tracks;

(ii) the conflicting route is known to be clear;and

(iii) the switch is properly lined before themovement passes over it.

(c) Equipment must not be left foul of a connectingtrack unless the switch is left lined for the trackupon which such equipment is standing.

115. SHOVING EQUIPMENT

(a) When equipment is shoved by an engine or isheaded by an unmanned remotely controlledengine, a crew member must be on the leadingpiece of equipment or on the ground, in aposition to observe the track to be used andto give signals or instructions necessary tocontrol the move.

EXCEPTION: A crew member need not be sopositioned when the portion of the track to beused is known to be clear. However, equipmentnot headed by an engine must not approachto within 100 feet of any public, private or farmcrossing unless such crossings are protectedas described in Rule 103 paragraph (b) or (g).

(b) Known to be clear is defined as seeing theportion of the track to be used as being clearand remaining clear of equipment and as havingsufficient room to contain equipment beingshoved. This determination must be made bya qualified employee who can observe the trackand has radio contact with the employeecontrolling the movement. Where a track thathas been seen to be clear and no access tothat track is possible by another movement,the track may be considered as "known to beclear".

Note: When it can be determined that othermovements are not on duty or will not beperforming work in the track to be used, therequirement of "known to be clear" can beconsidered to be fulfilled continuously.

(c) On main track, when equipment is shoved byan engine or is headed by an unmannedremotely controlled engine, unless protectedby a crew member as described in paragraph(a), this move must:

(i) have the required authority;

( i i) not exceed the overal l length of theequipment;

(iii) not exceed 15 MPH; and

(d) Unless the route is known to be clear, whenreversing with a locomotive consist and visibilityis restricted, a member of the crew must be onthe leading end and in position from which signalsnecessary can be properly given.

Material In Flangeway

Operating crews and track unit operators mustbe particularly vigilant where flangeways may becontaminated with snow, ice, or other foreignmaterial, or trackage is covered by excessiveamounts of snow, ice or foreign material. Wherenecessary operating crews must ensure thelocomotive is first carefully operated through theflangeway or over such track, and if in doubt,detrain and walk ahead clear of the equipmentuntil beyond the condition.

116. RUNNING SWITCH

Before making a running switch, crew membersaffected must understand the move to be made.It must be known that the switch and hand brakesare in working order before the move iscommenced. A running switch must not be made;

(i) with or onto occupied equipment, orequipment placarded to indicate it containsor contained dangerous goods;

(ii) where the switch to be used is a dualcontrol, power-operated or spring switch;or

(iii) within interlocking limits of a drawbridgeor railway crossing at grade.

(iv) A minimum of 3 qualified employees mustbe utilized when performing a runningswitch.

RADIO

117. RELIABILITY TESTS

The crew of a movement when equipped withradios must carry out an intra-crew test of suchradios before leaving their initial terminal,change-off or starting point. When a movementis equipped with a single radio, it must be voicetested as soon as practicable after the crewcommences duty.

118. DEVICES USED IN LIEU OF RADIO

When a communication device is used in lieuof a radio, all radio rules are applicable.

119. CONTINUOUS MONITORING

(a) When not being used to transmit or receive acommunication, receivers must be set to theappropriate standby channel and at a volumewhich will ensure continuous monitoring. Whenrequired to use another channel to performother du t ies , a t leas t one rad io , whenpracticable, should be set to the designatedstandby channel to rece ive emergencycommunications.

(b) The volume of a radio receiver should be keptat a level that will avoid annoyance to the publicin passenger cars and station facilities.

(c) Foremen named in Form Y GBO, TOP or OCSclearance must set their radio to "scan mode"when not being used to communicate withanother employee and must otherwise havetheir radio set to monitor the applicabledesignated standby channel.

120. RADIO TERMS

(a) In radio communication the following termswhen used will denote:

"STAND BY" - Monitor this channel for my nexttransmission.

"OVER" - Transmission is ended and aresponse is expected.

"OUT" - Transmission is ended and noresponse is expected.

(b) Except when radio communication relates toswitching operations, when a transmission iscomplete and a response is expected orrequired, the transmitting employee must endeach transmission with the spoken word "over".

121. POSITIVE IDENTIFICATION

(a) The person initiating a radio communication andthe responding party must establish positiveidentification. The initial call must commencewith the railway company initials of the personbeing called.

In addition, when a non-railway company personis calling on a company's channels, they mustuse their company's name to identify themselveswithin the initial transmission.

(b) The person initiating the radio communicationmust end the initial call with the spoken word"OVER."

(c) Each party to a radio communication must endtheir final transmission with the spoken word"OUT."

(d) When an authority is requested from the RTCor signalman, communication must include theinformation required for the issuance of theauthority. E.g. name, location, movementdesignation, required limits, signal numberand/or track(s) to be used or entered.

122. CONTENT OF RADIO COMMUNICATIONS

Radio communications must be brief and tothe po in t and conta in on ly essent ia linstructions or information.

123. VERIFICATION PROCEDURES

(a) When necessary, a repet i t ion ,acknowledgement or other response requiredfrom a crew member may be checked andconfirmed to the RTC by another crew member.

(b) When GBO, clearances, other authorities orinstructions, required to be in writing, arereceived by radio, they must be verified by theprocedures prescribed by their specific rules.

(c) Except when transmitted by an automateddevice, or as otherwise provided, when verbalinstructions or information affecting the safetyof a movement are received by radio, suchinformation must be repeated to the sender.

123.1 RADIO OR HAND SIGNALS

Before changing between radio or hand signals,a definite understanding as to the method ofcommunication must be established betweencrew members giving or receiving instructions.In case of an emergency, either method may beused in addition to that previously arranged.

123.2 SWITCHING BY RADIO

When radio is used to control switching, and afterpositive identification has been established, thefollowing procedures are required:

(i) direction in relation to the front of thecontrolling locomotive must be given in theinitial instruction and from then on wheneverthe direction is to change;

(ii) distance to travel must be given with eachcommunication;

Note: Increments of less than two carlengths need not be repeated.

(iii) when the movement has travelled one-halfthe distance required by the last instructionand no further communication is received,the movement must stop at once;

(iv) the indication of block and interlockingsignals affecting their movement, must becommunicated between crew memberswhile switching;

(v) doubt as to the meaning of an instructionor for whom it is intended must be regardedas a stop signal; and

(vi) when car lengths are used to communicatedistance, unless otherwise arranged, thedistance referred to is fifty (50) feet per carlength.

125. EMERGENCY COMMUNICATIONPROCEDURES

(a) An employee w i l l t ransmi t the word"EMERGENCY" three times at the beginningof the transmission to indicate the report of;

(i) an accident involving injury to employeesor others;

(ii) a condition which may constitute a hazardto employees or others;

(iii) a condition which may endanger thepassage of movements; or

(iv) a derailment which has occurred on, or isfouling, a main track.

(b) When an emergency communication, which isdirected to a specific person or movement, hasnot been acknowledged, any other employeehear ing i t wi l l , i f pract icable, re lay thecommunication by any means available. Otheremployees must not interfere with suchcommunication.

(c) An emergency communication has absolutepriority over other transmissions.

126. RESTRICTED USE OF RADIO

In addition to the restrictions in Rules 14 and602, radio must not be used to;

(i) give advance information with respect tothe indication of a block or interlockingsignal; or

(ii) give information which may influence acrew to consider that speed restrictionsare diminished.

127. CONDUCTING EMERGENCY RADIO TEST

(a) In order to ensure emergency communicationchannels are in operation, and to ensureemployees are familiar with the emergencyprocedures, the RTC may contact a crewmember of any movement or an engineeringfield employee and direct them to initiate anemergency test call on their respective RTCchannel.

(b) These tests wi l l be made randomly andemployees rece iv ing a reques t fo r anemergency test will initiate it on the applicableRTC channel, using the following example forwording:

"Emergency test, Emergency test, Emergencytest. ABC 1234 East at mile 12 Canada Sub,testing the Emergency call."

(c) Upon completion of the test, the RTC will informthe employee if the test was successful.Employees will then return to their designatedstandby channel.

GENERAL PROCEDURES

131. RECORDING

(a) The RTC must maintain indelibly in a bookprovided for the purpose, or a computer assistedsystem, a complete record of each GBO,clearance, TOP, authority, instruction and otherinformation that is required to be in writing.

The record must be made prior to or during thetransmission and never from memory ormemoranda, and if required to be sent again, itwill be transmitted from the original record. Suchrecords must include original date of issue,complete time(s) and acknowledgement(s), whenapplicable.

(b) When issuing by voice communication, if an erroris detected in the record of a GBO, clearance,TOP, or other authority, and before the completetime has been given to any employee, the RTCmust direct that all copies be immediatelydestroyed. The record must be marked void. Ifre-issued, those which require numbering mustbe given a new number.

(c) In copying and recording, the spelling of eachstation name must be exactly as shown in thetime table. The RTC, when recording addresses,may use standard station identity letters.Underscoring will be recorded except whenverified by a computer assisted system.

(d) Where a computer assisted system is not inuse, all movements authorized by a clearanceand all TOP limits must be recorded on a trainsheet.

131.1 ELECTRONIC TRANSMISSION

When a GBO, clearance, TOP, other authority,instruction or information is transmitted using anECM and not by voice communication, it will notbe repeated to the RTC. When transmitted in thismanner, the word complete, the time and theinitials of the RTC will be generated by the ECM.

132. BREVITY, CLARITY, PRONUNCIATION ANDRETENTION

(a) A GBO, clearance, TOP, authority, instruction andits record shall contain only essential information.It must be brief, but clear in its meaning, in theprescribed form when applicable, and withouterasure or any condition which may render itdifficult to read or understand.

(b) In transmitt ing and repeat ing by voicecommunication, all words and numbers must beclearly pronounced. When the communication isrequired to be in writing, numbers will bepronounced in full, then repeated stating eachdigit separately. Numbers represented by asingle digit must be pronounced, then spelled.

(c) The employee transmit t ing or repeat ingcommunications required to be in writing mustregulate the speed of transmission to allowcompliance with this rule.

(d) When an accident or incident occurs, allauthorities, GBO or written instructions mustbe retained until relieved of this requirementby a supervisor.

(e) When a clearance, TOP or other writteninstruction or authority is fulfilled, cancelledor superseded, an "X" must be immediatelydrawn across it to avoid further use. Whereapplicable other employees must be advised.

After a TOP has been cancelled, the foremanmust draw an "X" across the TOP to avoidfurther use and advise employees who havebeen made aware of the contents of the TOPof such cancellation. Also applicable whencancelling an individual item(s) of a TOP.

133. NUMBERING

Except where numbering is controlled bycomputer, each RTC desk in a multiple desk officeand desks controlling adjacent territories will usea separate series from other desks for numberinga GBO, clearance, TOP, authority, instruction orother information which requires numbering.Unless otherwise provided each series must benumbered consecutively using whole numbers.All numbers in a series may be preceded orfollowed by a letter(s). Duplicate numbers mustnot be in effect at the same time.

134. DESIGNATION OF MOVEMENTS

(a) GBO, clearance or other authority, will beaddressed to those who are to execute andobserve them. Addresses will be clear andconcise and leave no doubt as to whom they areaddressed.

(b) In the body of a GBO or other authority wherepositive identification is required, the enginenumber must be included in the designation.

(c) When the locomotive number is used in thedesignation, it must, when practicable be theleading locomotive. The number lights of thedesignated locomotive only will be illuminated atall times.

135. EMPLOYEES ADDRESSED

A GBO, clearance or other authority addressedto a movement must be regarded as beingaddressed to the conductor and locomotiveengineer or remote control operators and alsoto the pilot or snow plow foreman, if any. Acrew member copying a GBO or clearance mustensure that those addressed receive a copy.

Note: A single copy may be made when all crewmembers are located in the same operatingcab and such au thor i ty i s v is ib le andaccessible to all crew members.

A crew member of a train or engine copying aGBO, clearance, authority or permission fromthe RTC requ i red to be in wr i t ing andtransmitted by means of a telephone mustensure that at least one other crew member isprovided access to the written form to ensureproper compliance with route and l imitsgoverning the movement.

136. COPYING, REPEATING, COMPLETING ANDCANCELLING

(a) The employee copying a GBO, clearance, TOPor other author i ty f rom the RTC or thecancellation of same, must copy as it istransmitted and repeat from the copy receivedall applicable written and pre-printed portions.The spelling of each station name must beexactly as shown in the time table.

(b) GBO, authorities or instructions must not becopied by the employee operating movingequipment or track units, if it will interfere withthe safe operation of such equipment or trackunit.

(c) The RTC must verify each written word anddigit each time it is repeated. If correct, theRTC will respond "complete", the time and theinitials of the RTC, which will be recorded andacknowledged by the employee copying. Theemployee copying must acknowledge thecomplete time by repeating the complete timeand the initials of the RTC to the RTC.

(d) When transmitted by voice communicationdirect to the crew of a movement, the completetime must not be given until each crew membercopying has correctly repeated it.

139. BECOMING EFFECTIVE

A GBO, clearance, TOP or other authoritytakes effect at the moment the complete timeis given by the RTC. However, the RTC mustnot take further action if there is a restrictioncontained therein until the complete time hasbeen acknowledged by the employee copying.

140. CHANGES AFTER COMPLETION

Changes must not be made to a GBO,clearance, TOP or other authority after thecomplete time has been given by the RTC,except;

(i) when an address is added to a GBO, thenumber and the applicable portion of theGBO address must be repeated to andverified by the RTC;

(ii) when a time or location to call the RTC isindicated on a clearance, TOP or otherauthority, such time or location may bechanged as required. When so changed,the employee copying must draw a linethrough the previous time or location;

(iii) when a computer assisted system is usedto issue GBO, the effective time and/ordate may be removed from the GBO in thesystem after the effective time, and in theapplication of Rule 43 instructions in theGBO stating "signals may not be in place"may be removed after the foreman confirmsthat signals have been placed.

141. MAKING ADDITIONAL COPIES

(a) When additional copies of a GBO, clearance,TOP or other authority are required, they maybe received from the RTC or made from onepreviously completed. Such copies must berepeated to the RTC from the new copy exceptwhen received from an ECM or reproduced bya duplicating device.

(b) An employee producing or reproducing a copyfor delivery to another employee must checkeach copy to ensure legibility.

142. UNDERSTANDING BETWEEN CREWMEMBERS

(a) Every conductor, locomotive engineer, remotecontrol operator, pilot and snow plow foremanmust read and have a proper understanding ofall GBO and clearances as soon as possibleafter they have been received. Each must bemade available to other crew members, assoon as practicable, ensuring that each crewmember has read and understands them and,when required, the arrangements for protectionbetween crews and between foremen andcrews.

(b) Crew members within physical hearing rangeare required to remind one another of therestrictions contained in GBO and clearancesin sufficient time to ensure compliance.

All crew members of a train or transfer, otherthan the employee(s) who copied an OCSclearance, must confirm their verification ofthe copy that they have read by initialing thefollowing:

(i) Item 7-protect against restrictions ifissued.

(ii) Item 8-switch warnings if issued.

(iii)The bottom of the OCS clearance without exception.

147. TRANSFER BETWEEN CREWS

(a) When a conductor, locomotive engineer or bothare changed off, or relieved, all GBO, DOB,clearances, authorit ies, TGBO and otherwr i t ten ins t ruc t ions and a l l necessaryinformation still in effect must be transferredpersonally to the relieving crew. The transferof information must be known to be understoodby the relieving employee(s).

(b) When it is not practicable to carry out apersonal transfer, crews relieved of duty on linemust contact the RTC as to the disposition ofall documentation and authorities held for theirmovement. If documentation is to be left at anypoint for the relieving crew, a list of the itemstransferred must be prepared and signed bythe crew member(s) going off duty. The relievingcrew must compare all pertinent informationwith the RTC before proceeding.

(c) The relieving crew of a movement that has beentied up on line must contact the RTC to ensurethat there are no restrictions against movingany portion of their movement. In addition whentaking control of a movement occupying a CTCcontrolled track, if unable to ascertain the lasts igna l ind ica t ion fo r the i r movement ,RESTRICTED speed applies to the next signal.

(d) Verbal instructions received from a foremanmust not be transferred between crews. Therelieving crew must contact the foreman andobta in the necessary au thor i t y and/orinstructions.

148. PERSONAL TRANSFER BETWEEN RTC

(a) Where an ECM is used or where a computerassisted system generates a list as defined inparagraph (b), the relieving RTC must sign intothe system in the presence of the on-duty RTC,and receive verbal and/or written transfer ofother necessary instructions and information.

(b) Except as prescribed in paragraph (a), beforebeing relieved, an RTC must make an indeliblelist in a book provided for the purpose, of GBO,TOP, clearances, and other authorities in effect:

(i) Each such record must have been read,understood and initialed by the relievingRTC.

(ii) Other necessary ins t ruc t ions andinformation must also be transferred.

(iii) Both RTC must sign the transfer and therelieving RTC will record the time thetransfer is completed.

GENERAL BULLETIN ORDER (GBO)

151. IDENTICAL MEANING TO ALL

The body of each GBO must be given in thesame words and figures to each employee andmovement addressed.

152. DELIVERY OF GBO

The RTC must ensure that movements affectedby a GBO are issued a copy of the GBO, orare otherwise secured.

153. CONFIRMATION TO A FOREMAN

Confirmation of protection must not be givento a foreman until all movements affected havereceived a copy of the GBO or are otherwisesecured.

154. REMAIN IN EFFECT

GBO remain in effect for the entire tour of dutyunless cancelled. GBO must be retained ataway from home locations to be available, ifrequired, for the return trip.

155. CANCELLING GBO

(a) To cancel an item of a GBO , the RTC will usethe following:

(b) To cancel a GBO, the RTC will use the following:

(c) When the cancellation has been correctlyrepeated, the RTC will respond "complete", thetime and the initials of the RTC.

156. DAILY OPERATING BULLETIN (DOB)

(a) Except as provided for in paragraph (b), amovement must not occupy the main(s) or othertrack(s) within DOB limits unless it is inpossession of the current DOB.

Over lapping DOB and TGBO Limi ts - Amovement may occupy any track within DOBl imi ts where DOB is app l icab le , i f inpossession of a TGBO which is applicablewithin the limits or portion of the limits of theDOB over which the movement will operate.

(b) The DOB will take effect at the time specifiedand will remain in effect until the same timethe following day. A crew of a movement withinDOB limits unable to clear the limits beforethe DOB expires, or unable to obtain a copy ofthe next current DOB, must contact the RTC.In such circumstances, the DOB may beextended by the RTC with any necessarychanges. If unable to communicate with theRTC, the movement must be stopped.

(c) The RTC will ensure that the information orinstructions contained in each GBO, pertainingto track or other conditions within such limits,is correct and placed in the appropriate DOB.

(d) DOB Verification: All crew members must verifythat the DOB is properly dated, and it containsthe correct number of pages.

DOB Verification: All members of the trainor transfer and engine crew are required tosee that the DOB is properly dated and thatthe number of pages and the number of itemsin the DOB compare with that shown on thelast page of the DOB. To indicate that thecomparison has been undertaken, each crewmember will sign the last page and initial allother pages of the copy of the DOB that theyhave checked.

157. TABULAR GENERAL BULLETIN ORDER(TGBO)

(a) A movement must not occupy any track whereTGBO is applicable, unless it is in possessionof the current TGBO.

Over lapping TGBO and DOB Limits - Amovement may occupy any track within DOBlimits or portion of the DOB limits where TGBOlimits overlap and are included in the applicableDOB limits over which the movement willoperate. Movements required to operate outsideof DOB limits must operate their entire trip witha TGBO addressed to them unless authorizedby the RTC or by special instructions.

(b) A crew of a movement within TGBO limits witha TGBO that includes an item that cancels theTGBO at a specific time, must communicatewith and be governed by instructions of the RTCbefore the exp i ry t ime. I f unab le tocommunicate with the RTC and unable to clearTGBO limits, the movement must be stopped.

(c) TGBO Verification: All crew members mustensure that thei r movement is proper lydesignated on their TGBO, it contains thecorrect number of pages and that the limitscover the specific routing. If an incorrectlydesignated TGBO is received or there is noTGBO for that movement the RTC must becontacted immediately.

TGBO Verification: All members of the trainor transfer and engine crew must ensurethat their train, transfer or engine is properlydesignated on their TGBO, that TGBOcompare with that shown on the last pageof the TGBO and that the "APPLICABLE ON"portion covers the specific routing for theentire trip. To indicate that this check hasbeen undertaken, each crew member will,on the copy of the TGBO for their train ortransfer that they have checked will initialeach page except the last page, initial the"APPLICABLE ON" portion, initial the trainor transfer designation and sign the lastpage.

(d) When des ignated us ing the movementidentification number, the train journal, list orother acceptable document may be used forverification. If the designation on the TGBO isincorrect, a change of designation must beissued by the RTC. If the designation of thetrain journal, list or other acceptable documentis incorrect while the TGBO designation iscorrect, the designation on the train journal,list or other acceptable document may bechanged when authorized by the RTC, acompany officer or other employee who hasaccess to the correct information.

When a train journal, list or other acceptabledocument is not available, a member of thecrew may obtain the correct designation of themovement for comparison to the TGBO fromthe RTC, Company Supervisor or otheremployee who has access to this information.

FORMS OF GBO

The following examples of GBO will be usedwhere applicable. Times, mileages and speedsshown in MPH will be in numbers only.

FORM S - MAIN TRACK OUT OF SERVICE

(1) Main track out of service between sidingswitches at Hunter. Switches lined and securedfor siding. Movements will operate throughsiding in accordance with Rule 105.

(2) Main track out of service between main trackswitches at mile 11.3 and mile 12.1 CanadaSub, Baker Industrial Track. Switches lined andsecured for Baker Industrial Track. Movementswill operate through Baker Industrial Track inaccordance with Rule 105.

When a foreman has received confirmation inwriting that the GBO is in effect, impassablemain track, between the switches of the sidingor other tracks, may be protected in the mannerprescribed by Rule 840.1. Before Form S isissued, any derail on such track must besecured in the non-derai l ing posit ion orremoved from the rail.

FORM T - EQUIPMENT LEFT ON MAIN TRACK

(1) Work 5748 (9460 East) leave unattendedequipment on main (No 4) track between Mile9 and Mile 11 Maple Leaf Sub.

When so instructed, the crew of the movementnamed may leave equipment between thedesignated points.

(2) Unattended equipment occupying main (No 4)track between mile 9 and mile 11 Maple LeafSub.

Example (2) will be used to protect equipmentoccupying the main track.

(3) Derailed equipment obstructing main (east)track (No 1 track and No 2 track) between mile28 and mile 29 Beaver Sub.

Example (3) will be used to protect derailedequipment on the main track or obstructing amain track.

The crew of a movement receiving examples(2) or (3) must proceed prepared to stop shortof such equipment.

FORM V - SPECIFYING SPEED

(1) Due to track conditions, do not exceed 10 MPHbetween mile 15 and mile 20 (at mile 19.4) (oneast track) Canada Sub. This example will beused with Rule 43 protection, or for otherconditions requiring a reduction in movementspeed not covered by example (2), (3) or (5).When required, the GBO must specify thetrack, or tracks, upon which the restrictionapplies and the cause of the condition.

RTC must maintain protection untiladvised that the defect has been corrected. Ifnot corrected within twenty four (24) hours ofinitial advice, Form V GBO must be issued.

OCCUPANCY CONTROL SYSTEM (OCS) RULES

301. APPLICATION AND SUPERVISION

(a) On subdivisions, portions of subdivisions orother tracks specified in special instructions,movements will be governed by OccupancyControl System (OCS) Rules.

(b) The RTC will supervise OCS territory by meansof c learances , TOP, GBO and o therinstructions as may be required.

302. CLEARANCE REQUIRED

(a) A train or transfer must be authorized by aclearance to foul or enter a track where OCSrules are applicable.

(b) A clearance will be sent direct to the crew ofthe train or transfer addressed. Before theclearance is acted upon the conductor andlocomot ive eng ineer or remote cont ro loperators must, as soon as possible, ensurethat each is in possession of the clearanceand the i r t ra in o r t rans fer i s cor rec t l ydesignated.

Engine number must be verified visually toensure correctness.

302.1 CLEARANCE IN EFFECT

A clearance remains in effect until fulfilled,superseded or cancelled.

Clearances that authorize a train or transferto proceed, unless cancelled, must be fulfilledin the order in which they are issued on thatsubdivision.

302.2 SUPERSEDING A CLEARANCE

(a) A clearance may be issued superseding aclearance already in possession of the crewof the train or transfer addressed.

(b) When superseding a clearance that includeslimits the train or transfer is occupying, thesuperseding clearance must include thatsection of track.

(c) The superseding clearance must not include arequirement to wait until the arrival of anopposing train or transfer.

(d) If a superseding clearance restricts the limitsof authority already in possession of the trainor transfer addressed, the RTC must not takefur ther ac t ion un t i l the conductor andlocomot ive eng ineer or remote cont ro loperators have acknowledged the completetime.

302.3 CANCELLING CLEARANCE

(a) Before a clearance is cancelled, the train ortransfer addressed must be;

(i) clear of the limits of the clearance;

(ii) protected as prescribed by Rule 101.2; or.

(b) When a c learance is cance l led , thecancellation does not take effect until it hasbeen correctly repeated and acknowledged bythe conductor and locomotive engineer orremote cont ro l opera tors . They mustacknowledge by repeating the cancelled timeand initials of the RTC to the RTC.

303. PROTECTION AGAINST FOLLOWINGTRAINS OR TRANSFERS

(a) A combination of trains or transfers to alimit of two may each be authorized to proceedin the same direction, within the same limits,provided that each is instructed on its clearanceto protect against the other. Before eithermoves within the limits stated, crew membersof the two must have a thorough understandingas to each o ther 's opera t ions and thepro tec t ion to be prov ided. These andsubsequent arrangements must be in writingbefore being acted upon. If communication failsbetween the trains or transfers affected, nomoves shall be made other than those whichwere last arranged.

304. RESTRICTION BEFORE LEAVING

When a train or transfer has been restrictedby clearance, such train or transfer must notleave the point named until it is positivelyknown that the opposing trains or transfersnamed on the clearance have arrived.

A train has not arrived until its designatedengine and TIBS or tail end remote locomotivehas arrived.

Trains or transfers operating without TIBS or atail end remote locomotive have not arrived untilconfirmed by direct communication with amember of the crew of such movement.

Note: If unable to observe the arrival of a trainor transfer, or unable to communicate with amember of the crew, the RTC must becontacted.

304.1 STOPPING CLEAR OF FOULING POINT

A train or transfer required to stop at a meeting,clearing or waiting point, or at the end ofauthority, must be stopped clear of the routeto be used by another train or transfer.

305. BEFORE ISSUING CLEARANCE AUTHORITY

Before issuing clearance authority, the RTCmust provide protection against all conflictingtrains, transfers and TOP within the limitsstated.

306. TRACK USE

In multi-track OCS, a clearance must specifythe track(s) to be used.

308. WORK CLEARANCE AUTHORITY

(a) When authorized to work by clearance a trainor transfer may move in either direction withinthe limits named in the clearance.

(b) A work clearance remains in effect unti lsuperseded or cancelled.

308.1 CHANGING DIRECTION - PROCEEDCLEARANCE

Unless otherwise provided by rules or specialinstructions, when authorized to proceed byclearance, a train or transfer must move onlyin the specified direction.

Provided that the trailing end has stoppedwithin 300 feet of the switch or signal, aproceed train or transfer may:

(i) reverse into interlocking limits on signalindication or permission of the signalman;

(ii) reverse into CTC on signal indication orwritten permission of the RTC; or

(iii) reverse to enter non-main track at a handoperated switch.

Note:

1) A train or transfer operating under the aboveprovisions must not have released the track tobe operated over.

309. MOVING THROUGH WORKING LIMITS

(a) To enter or move within the working limits ofone or more trains or transfers, a train ortransfer must be restricted by its clearanceas follows: "Protect against Work 5748 (andWork 9460) between Exeter and Jasper."

(b) A train or transfer must not enter nor movewithin the working limits until a thoroughunders tand ing is es tab l i shed w i th theconductor and locomotive engineer or remotecontrol operators of each work train or transfer.Such understanding must be in writing andinclude information with respect to the specificoperation of each train and transfer and theprotection to be provided.

Such protection must be provided until the trainor transfer has left the working limits.

310. MULTIPLE WORK AUTHORITIES

(a) Two or more work authorities may be issuedwithin the same or overlapping limits. Each trainor transfer must be restricted by its clearanceto protect against each other.

(b) Conductors and locomotive engineers orremote control operators authorized to workmust have a thorough understanding, in writing,as to the specific operation of each work trainor transfer and the protection to be provided.

311. TRAINS OR TRANSFERS ENTERING TOPLIMITS

(a) A train or transfer must not be authorized toenter or move within the limits of a TOP until ithas been restricted as follows:

"Protect against foreman (name) between(location) and (location)."

(b) The train or transfer must not enter, nor movewithin, the TOP limits until instructions havebeen obtained from the foreman named on theclearance.

These instructions must be repeated to andacknowledged by the foreman before beingacted upon.

Inst ruct ions f rom the foreman must berecorded " in wr i t ing" except when theinstructions permit unrestricted operationthrough the entire work limits.

(c) Except as provided by this rule, the RTC mustnot authorize any train or transfer to enter ormove within TOP limits until the foremannamed in the TOP has reported clear and theTOP has been cancelled.

312. FOULING OCS WITHOUT AUTHORITY

If a movement fouls OCS without authority, itmust be stopped and an emergency radiobroadcast initiated on the standby channel andthen on the standby channel for the RTC andprotection as required by Rule 35 initiated.

315. RADIO BROADCAST REQUIREMENTS

(a) A member of the crew on all trains and transfersmust initiate a radio broadcast to the airwaveson the designated standby channel 1 to 3 milesfrom the next station or interlocking. Thisbroadcast must include the next requirementto protect against another train, transfer orforeman if the restriction is between theupcoming station and the next station orinterlocking.

(b) A member of the crew located on other thanthe engine must conf i rm that the radiobroadcast has been made in accordance with(a). If unable to contact the engine crew toascertain this information, immediate actionmust be taken to stop the movement before itwill reach the next point of restriction.

SIDING CONTROL TERRITORY (SCT) RULES

360. APPLICATION

Where specified by special instructions, theuse of non-signalled sidings within CTC willbe governed by the Siding Control Territoryrules.

361. SUPERVISION

Movements, protection of track work andoperation of track units will, unless otherwiseprovided, be supervised by the RTC who willissue instructions as may be required.

362. CLEAR OF EQUIPMENT

(a) Sidings will be considered as clear ofequipment unless otherwise informed by theRTC.

(b) Before permitting a movement to enter asiding occupied by other equipment, the RTCmust advise a member of the crew that otherequipment occupies such siding.

363. HAND OPERATED SWITCHES

Hand operated switches in sidings may beconsidered lined for the normal position unlessadvised otherwise by the RTC, GBO or specialinstruction.

364. PROTECTION OF TRACK WORK ANDOPERATION OF TRACK UNITS

A foreman must be in possession of a TOP forthe protection of track work and operation oftrack units. Rule 40.1 is not applicable.

GENERAL DESCRIPTION AND LOCATION OFFIXED SIGNALS

401. LOCATION

Wherever practicable, fixed signals other thanswitches will be located above, or to the rightof, the track they govern. Where circumstancesrequire that signals be otherwise placed, suchconditions will be indicated by GBO or specialinstructions.

EXCEPTION: A block or interlocking signal thatis required to be placed to the left of the trackit governs need not be indicated by GBO orspecial instruct ions, provided that suchlocation does not place the signal to the rightof another signalled track.

401.1 SIGNAL DISPLAYED

The indicat ions displayed on block andinterlocking signals govern operation to thenext signal or block end sign. Except asotherwise specified in special instructions, asignal to leave the main track to enter non-main track applies to the block end sign oruntil the movement has passed entirely throughthe controlled location and entered non-maintrack.

A signal to leave the main track to enter non-main track applies to the block end sign oruntil the leading end of the movement haspassed entirely through the controlled locationand entered non-main track.

Speed requirements protecting turnouts mustbe complied with until the entire movement hascleared the turnout.

401.2 NO ADVANCE SIGNAL

At locations where there is no advance signalto the signal governing movements into CTCor movements are re-entering CTC from asiding, all movements must approach thegoverning signal preparing to stop until it canbe observed as displaying a more favourableindication than Stop.

402. POSITIONING

Where conditions allow, block and interlockingsignal heads will be positioned with respect tothe tracks on which they affect movements.Bridges, cantilevers, dummy masts and otherstructures will be used and must be illustratedin company instructions to ensure properunderstanding or signal intent.

403. APPEARANCE OF COLOUR LIGHTSIGNALS

(a) Block and interlocking signal aspects will bedisplayed by the colour, position, flashing oflights, or combinations thereof.

(b) The indications of any such signal may bequalified or modified by an attached arrow and/orplate(s).

The attached plate(s) may have permanentlettering, and/ or illuminated (flashing or solid)lettering. Where illuminated lettering plates areused, modification to the indication of the signalapplies only when lit.

(c) Lights may be attached to either side of thesignal mast and number plates may be providedfor the purpose of identifying the location.

403.1 STOP SIGNAL PASSED WITHOUTAUTHORITY

Whenever any part of a movement passes a blockor interlocking signal indicating Stop withoutauthority;

(i) the portion of the movement which haspassed the signal must be protectedimmediately in the manner as prescribed byRule 35;

(ii) an emergency radio call, giving warning ofthe situation, must be made at once; and

(iii) the RTC or signalman must be notified asquickly as possible, who will, if necessary,issue instructions.

(iv) If the instructions include the authority toproceed or reverse direction, any dual control,power-operated or spring switches within thelimits governed by the signal must beexamined to ensure that the switch pointsare properly lined for the route to be usedand no part of the switch is damaged orbroken.

Unless relieved of the requirement by theRTC or signalman, Rule 104.2(b) must becomplied with at dual control switches.

Note: the movement may be moved beforethe dual control switch is operated by hand,but only sufficient distance to clear the wheelsfrom the actual switch points.

404. STANDARD INDICATIONS

The illustrations in Rules 405-440 are standardaspects and indications. Other signal aspectsand indications necessary will be illustratedin special instructions.

CENTRALIZED TRAFFIC CONTROL SYSTEM(CTC) RULES

560. SUPERVISION AND APPLICATION

CTC is applicable in limits specified in the timetable or special instruct ions and wi l l besupervised by the RTC. Block signals willgovern the operation of trains or transfers. TheRTC will issue instructions as required.

564. AUTHORITY TO PASS STOP SIGNAL

(a) A train or transfer must have authority to passa block signal indicating Stop.

(b) The RTC may authorize the train or transfer topass the signal but before doing so must:

(i) ensure that there are no conflicting trainsor transfers within, or authorized to enter,the controlled block affected (other thanone authorized by Rule 577); and

(ii) provide protection against all opposingtrains or transfers.

(c) When signal blocking devices are used, theymay be removed after the authorized train ortransfer has entered the controlled blockaffected. The RTC must not permit anyopposing trains or transfers to enter thecontrolled block until the authorized train ortransfer has cleared such block.

(d) The train or transfer so authorized need notstop at the signal but must positively identifythe signal by number; operate at RESTRICTEDspeed to the next signal or Block End sign,and must be governed by Rule 104.1 at springswitches, Rule 104.2 at dual control switches,Rule 104.3 at power operated switches andRule 611 at automatic interlockings.

(e) When a known condition prevents clearing ofcontrolled signals into an affected block, theRTC may authorize operation at REDUCEDspeed to the next signal or Block End sign.The train or transfer will be advised whether ornot equipment is present in the block.

REDUCED speed remains applicable unlessthe block is known to be clear of equipment.REDUCED speed commences when theleading piece of equipment has passed entirelythrough the controlled location.

The train or transfer must approach the nextsignal prepared to stop and there be governedby the indication displayed.

(f) The authority granted and instructions receivedmust be in writing and, where applicable,specify the route to be used. The locomotiveengineer or remote control operator must bemade aware of the route to be used beforemoving.

567.2 ENTERING FOREMAN'S LIMITS

Trains or transfers may be authorized to enter ormove within the limits of a TOP.

(a) Each time a train or transfer is so authorized, thetrain or transfer must be restricted as follows:

"PROTECT AGAINST FOREMAN (NAME)BETWEEN (LOCATION) AND (LOCATION)".

(b) No entry into TOP limits may be made until boththe conductor and locomotive engineer or remotecontrol operator are aware of the authority andlimits granted and have received specificinstructions from the foreman named in theauthority. Such instructions must be repeated toand acknowledged by the foreman before beingacted upon.

Instructions from the foreman must be recorded"in writing" except when the instructions permitunrestricted operation through the entire worklimits.

568. SIGNAL OR PERMISSION TO ENTER MAINTRACK

(a) A train or transfer must not foul or enter a maintrack, nor re-enter one after having cleared it,except by signal indication or until permissionhas been received from the RTC.

(b) When entry to the main track is to be made at anon-electrically locked hand operated switch, orat a switch where the seal on the electric switchlock is broken, such permission from the RTCmust include the direction and route to be takenand must be in writing. The locomotive engineeror remote control operator must be made awareof the circumstances before moving.

Before issuing such permission the RTC must;

(i) ensure that there are no conflicting trains ortransfers within, or authorized to enter, thecontrolled block affected; and

(ii) block at Stop all devices controlling signalsgoverning trains or transfers into the affectedcontrolled block.

(c) The RTC must maintain signal blocking and notpermit any opposing train or transfer to enter thecontrolled block until the protected train ortransfer has cleared the controlled block. Signalblocking against following trains or transfers mustnot be removed nor may following trains ortransfers be permitted to enter the controlledblock until the conductor or locomotive engineer,of the train or transfer being protected, hasreported that the train or transfer has entered themain track and is moving in the authorizeddirection.

EXCEPTION: Permission is not required whena train or transfer is to enter or re-enter themain track when the train or transfer isauthorized by Rule 577.

569. CANCELLING AUTHORITIES

(a) Authority or permission granted by Rules 564or 568 may be cancelled provided the train ortransfer has not entered the controlled blockaffected.

(b) When authority granted by Rules 564, 567.2or 577 or the permission in writing granted byRule 568 is cancelled, the cancellation doesnot take effect until it has been correctlyrepeated and acknowledged by the conductorand locomotive engineer or remote controloperator of the train or transfer affected. Theseemployees must acknowledge the cancellationby repeating the cancelled time and initials ofthe RTC to the RTC. Other members of thecrew must immediately be advised of thecancellation and all copies of the cancelledauthority must be destroyed. Rule 567.2 issuedto a train or transfer authorized to move in onedirection only may be considered fulfilled whenthe train or transfer has exited the TOP limits.

570. ENTERING BETWEEN SIGNALS

(a) A train or transfer that has entered a blockbetween signals at a hand operated switch,equipped with an electric switch lock, mustapproach the next signal prepared to stop, unlessor until the track is seen to be clear to the nextsignal and such signal displays a more favourableindication than Stop or Stop and Proceed.

(b) When entry to a block is made at a switch notequipped with an electric switch lock, or onewhere the seal on the electric switch lock isbroken, a train or transfer must operate atRESTRICTED speed to the next signal, unlessor until the track is seen to be clear to the nextsignal, and the indication of such signal permitsoperation at other than RESTRICTED speed.

(c) A train or transfer that has entered a block, whereit has been necessary to activate the emergencyrelease of an electric switch lock, must move atRESTRICTED speed to the next signal.

ELECTRIC SWITCH LOCK INSTRUCTIONS:

To enter main track:

(i) Before opening the door of the box,permission must first be obtained from theRTC

(ii) Move the operating handle to "Request"position and wait for the banner to show"Unlocked".

(iii) When "Unlocked" is obtained, move theoperating handle counter clockwise to"Release" position. The switch may then beopened.

To leave main track:

(i) Movement must be stopped within 100 feetof the switch.

(ii) Move the operating handle to "Request"position and wait for the banner to show"Unlocked".

(iii) When "Unlocked" is obtained, move theoperating handle counter clockwise to"Release" position. The switch may then beopened.

Emergency Release:

(i) Permission must first be obtained from theRTC to break the seal.

(ii) Break the seal, hold down the emergencyrelease lever and move the operating handleto the "Unlocked" position. the switch maythen be opened. After use of electric switchlock is complete: When all movementthrough the switch has been completed andthe switch restored to normal position andlocked, the operating handle must be restoredto normal position, the door closed andlocked and the RTC advised.

571. RESTORING SIGNALS TO STOP ANDCHANGING ROUTES

(a) Signals must not be restored to indicate stopwhen the train or transfer for which signals werefirst cleared is less than three blocks distant fromthe first of such signals, unless the locomotiveengineer or remote control operator hasacknowledged that they are stopped or able tostop their train or transfer without passing thecontrolled signal to be restored.

(b) In case of emergency, a signal may be restoredto stop at any time.

(c) No part of a route may be changed, nor signalscleared for a train or transfer on a conflicting route,when the train or transfer for which the route wascleared is less than three blocks from the locationwhere the route will be changed unless thelocomotive engineer or remote control operatorhas acknowledged that they are able to complywith the new routing.

573. REVERSING DIRECTION

(a) A train or transfer, having passed beyond the limitsof a block, must not back into that block untilthe RTC has been informed, and such train ortransfer is authorized by;

(i) the indication of a block signal, other than aRestricting Signal equipped with a platedisplaying the letter "R", or a Stop andProceed Signal;

(ii) Rule 564; or

(iii) Rule 577.

NOTE: (iii) does not dispense with therequirements of Rule 564 at a Stop Signalexcept in the application of Rule 577(f).

(b) When a train or transfer has entered a controlledlocation on signal indication, and stops with itstrailing end within such controlled location, it mayonly move in the opposite direction as prescribedby paragraph (a), clause (iii).

(c) Provided it will not re-enter a block it has cleared,a train or transfer may reverse direction within ablock without Rule 577 protection as follows:

(i) to reverse a distance of 300 feet or less, a crewmember must take up a position to see thesection of track to be used is clear and willremain clear of equipment or a track unit; or

(ii) to reverse a distance greater than 300 feet,a flagman must take up a position beyondthe farthest point to which the train or transfermay extend. Stop signals must be given bythe flagman from a point where they can beplainly seen from an approaching train ortransfer from not less than 300 yards.

574. CTC SUSPENDED

When all or part of the CTC is withdrawn fromservice, trains and transfers will be governed byspecial instructions.

576. SWITCHING AT A CONTROLLED LOCATION

(a) Signal Indication - The preferred method ofswitching at a controlled location is with the useof the signal system by having the RTC signalthe train or transfer over the controlled locationwith directional signals. If unable to clear thecontrolled location when switching is completed,the RTC will authorize departure by issuing a Rule577 to the train or transfer. If the first move intothe block was authorized by Rule 564, operationto the next signal must be made at RESTRICTEDspeed.

Exception: When trailing end is not within thecontrolled location. Rule 577 would not berequired when the RTC verbally authorizes thetrain or transfer to pull ahead to the next signalwhere there are no dual control switches to beencountered.

(b) Switching Signals - A member of the crewwil l request the switching signal so thatmultiple moves may be made through thecontrolled location on a specific route. Whenswitching is completed, the RTC must beadvised to ensure the signal will be cancelled.Before doing so, the member of the crewrequesting the cancellation must advise allo ther c rew members and rece ive the i rassurance that they are and will remain clearof the switching signal limits. If unable to clearthe controlled location, the RTC will verballyauthorize departure. The RTC will then cancelthe switching signal. The train or transfer maythen proceed to the nex t s igna l a tRESTRICTED speed.

To avoid having to proceed at RESTRICTEDspeed, trains or transfers should attempt toback clear of the switching signal on the finalmove and leave on a more permissive signalindication.

(c) Rule 577.1 Signals Suspended - The train ortransfer must be signalled into the controlledlocation. When the train or transfer hasaccepted the signal and entered the controllocation, Rule 577/577.1 authority will beissued by the RTC. If the train or transfer isunable to be clear of the limits when switchingis completed, they must advise the RTC beforeleaving the location. If Rule 564 authorized thefirst move into the block, the train or transfermust opera te to the nex t s igna l a tRESTRICTED speed.

(d) Taking Head-Room - Provided that the trailingend remains within non-main track territory, atrain or transfer may accept a signal to entera controlled location, where the intent of themove is to subsequently reverse direction soas to be completely in the clear in the non-main track territory. The RTC must be informedof the intended head-room move when thesignal is requested.

The crew may request one or more head-roommoves but each time the signal provides apermissive indication, it is for one head-roommove only.

577. WORK AUTHORITY

(a) A train or transfer may be given work authorityin writing which permits moving in eitherdirection within specified limits. Before issuingsuch authority, the RTC must:

(i) ensure that there are no other trains ortransfers within, or authorized to enter, therequired limits, and;

(ii) block at Stop all devices controlling signalsgoverning other trains or transfers into suchlimits.

(b) Other trains or transfers may be authorized towork within the limits of one or more trains ortransfers authorized to work provided suchtrains or transfers are restricted on theirauthority as follows:

"PROTECT AGAINST WORK (NUMBER)BETWEEN (LOCATION) AND (LOCATION)"

(c) When so authorized, a signal indication may beprovided to a train or transfer to allow entry intothe limits. When such authority is issued, thetrain or transfer must be stopped at the signal orwithin the controlled block prior to the signal. TheRTC must ensure that the authorized train ortransfer is the only one that will encounter thatsignal indication to proceed within the limits.

(d) Trains or transfers so authorized as outlined inparagraph (b) must not enter or move withinthe work ing l im i ts un t i l a thoroughunders tand ing is es tab l i shed w i th theconductor and locomotive engineer or remotecontrol operator of each train or transfer. Thisunderstanding must be in writing, includeinformation with respect to the intendedoperation of each train or transfer and remainin place until the affected train(s) or transfer(s)have left the working limits.

(e) The RTC must maintain signal blocking againsttrains or transfers and must not authorize anytrain or transfer, other than one authorized asoutlined in paragraph (b), to enter the affectedl imits unt i l the work author i ty has beencancelled. Each train or transfer must be clearof the affected limits before its work authorityis cancelled .

EXCEPTION: If the work authority remains tobe cancelled to only one train or transfer, itmay be cancelled while that train or transferis within the affected limits. In such case, theconductor or locomotive engineer must informthe RTC of the intended direction of operation.The RTC must maintain signal protectionagainst opposing trains or transfers until theprotected train or transfer has cleared thecontrolled block.

The locomotive engineer or remote controloperator of a train or transfer so authorizedmust be made aware of the track limits beforemoving.

A track warrant may be issued superseding aRule 577 Work Authority already in possessionof the crew of the train or transfer addressed.

The following must be complied with when usingthe "Superseded" section of a Track Warrantto reissue a work authority:

(i) The superseding track warrant mustinclude that section of track that includeslimits the train or transfer is occupying,

(ii) If a superseding track warrant restricts thelimits of authority already in possessionof the train or transfer addressed, the RTCmust not take further action unti l theconductor and locomotive engineer orremote cont ro l opera tors haveacknowledged the complete time.

(iii) The RTC must not supersede a workauthority when a train or transfer is withinthe limits of a "protect against" restrictionor when another train or transfer has a"protect against" within the limits.

(f) Controlled signals within the limits other thanthe entry and exit signals of the authority thatare indicating STOP may be considered asindicating "proceed at RESTRICTED speed".

Rule 577 (f) not applicable at signals governingmovements through automatic interlockings orat controlled interlockings that are controlledby a foreign railway.

Rule 104.2 (b) is not applicable when advisedby the RTC that dual control switches withinthe limits are properly lined for the routegenerated.

577.1 SIGNAL INDICATION SUSPENDED WHILESWITCHING

(a) A train or transfer may be authorized tomanually operate specific dual control switchesat a controlled location as prescribed by Rule104.2, paragraph (d). Such authority must beincluded with work authority, as prescribed byRule 577. The indications of signals governingopera t ion over such swi tches may beconsidered suspended while switches are inthe "hand" position, but only while switchingis being performed at the designated controlledlocations.

Note: Verbal permission may be given tomanually operate specific dual control switcheswithin the limits of Rule 577 authority that didnot include Rule 577.1 authority for thoseswitches.

(b) When switching is to be performed over a springswitch, which is included in the limits of a workauthority prescribed by Rule 577, the indicationof the signal governing operation over suchswitch may be considered suspended if theswitch is properly lined.

(c) When switching is to be performed at acontrolled location that includes ONLY a handoperated switch, which is included in the limitsof a work authority prescribed by Rule 577,the indication of the signal governing movementthrough the contro l led locat ion may beconsidered suspended but only when switchingmovements are being made through thatswitch.

578. RADIO BROADCAST REQUIREMENTS

(a) Within single track, a member of the crew onall trains or transfers must initiate a radiobroadcast to the airwaves on the designatedstandby channel stating the name of the signaldisplayed on the advance signal to the nextcont ro l led locat ion, cont ro l led po in t orinterlocking.

(b) A member of the crew located on other thanthe engine must conf i rm that the radiobroadcast has been made in accordance with(a). If unable to contact the engine crew toascertain this information, immediate actionmust be taken to stop the train or transferbefore it will reach the next controlled location,controlled point or interlocking.

INTERLOCKING RULES

601. APPLICATION

A movement will be governed by interlockingrules within interlocking limits.

Interlocking signal indications govern the useof the routes wi th in in ter lock ing l imi ts .Instructions may be issued by a signalmanwhen necessary.

602. PROPER SIGNAL INDICATIONS REQUIRED

(a) Except in case of emergency, radio or handsignals must not be used when the properindication can be displayed by the interlockingsignals.

(b) A movement stopped by the signalman, otherthan by means of signal indication, whileapproaching, or within an interlocking, mustnot move in either direction until the propersignal or instructions have been received fromthe signalman.

(c) When a movement stops with its trailing endwithin interlocking limits, it must not reversedirection without the proper interlocking signalindication, or permission from the signalman.

604. ESTABLISHING AND CHANGING ROUTES

(a) Signals must not be restored to indicate stopunless the locomotive engineer or remotecontrol operator has acknowledged that theyare stopped or able to stop their movementwithout passing the interlocking signal to berestored.

(b) In case of emergency, a signal may be restoredto Stop at any time.

(c) No part of a route may be changed, nor signalscleared for a movement on a conflicting route,unless the locomotive engineer or remotecontrol operator of the movement for which theroute was cleared has acknowledged that theyare able to comply with the new routing.

605. DELAYED IN TIMING CIRCUIT

A movement approaching an automat icinterlocking, equipped with a timing circuit,must approach the interlocking signal preparedto stop if occupying the t iming circuit inexcess of the t ime speci f ied in specia linstructions.

At automatic interlockings not equipped witha timing circuit, a movement occupying thetrack between the advance signal and theinterlocking signal in excess of 5 minutesmust approach the interlocking signal preparedto stop.

608. MANUAL INTERLOCKING

Movements operating through the limits of amanual interlocking will be governed by specialinstructions.

609. STOP SIGNAL LOCALLY-CONTROLLEDINTERLOCKING

(a) When a movement is stopped by a locally-controlled interlocking signal indicating Stop,and no conflicting movement is evident;

(i) the s igna lman may au thor ize suchmovement to pass the signal, but beforedoing so, the signalman must providepro tec t ion aga ins t a l l con f l i c t ingmovements ; and

(ii) the movement so authorized must move atRESTRICTED speed to the next signal orBlock End sign and will be governed byRule 104.1 at spring switches, Rule 104.2at dual control switches and Rule 104.3 atpower operated switches.

(b) Before moving, the locomotive engineer orremote control operator must be informed ofthe situation

(c) When the signalman is off duty at a locally-controlled interlocking, a movement stoppedby an interlocking signal indicating Stop willbe governed by special instructions.

610. STOP SIGNAL REMOTELY- CONTROLLEDINTERLOCKING

(a) A movement must have authority to pass aremote ly -cont ro l led in te r lock ing s igna lindicating Stop. The signalman may authorizethe movement to pass the signal but beforedo ing so must ensure that there is noconflicting movement in the route to be used,and that a l l devices contro l l ing s ignalsgoverning conflicting movements are blockedat Stop. The authorization must specify theroute to be used, and must be in writing.

(b) The movement so authorized must move atRESTRICTED speed to the next signal or BlockEnd sign and will be governed by Rule 104.1at spring switches, Rule 104.2 at dual controlswitches and Rule 104.3 at power operatedswitches. If there is a railway crossing at gradeequipped with a box marked "switches" withinthe interlocking, the provisions of Rule 611apply.

(c) The locomotive engineer or remote controloperator must be made aware of the route tobe used before moving.

611. STOP SIGNAL AUTOMATIC INTERLOCKING

(a) When a movement is stopped by an automaticinterlocking signal indicating Stop, and no othermovement or application of Rule 40.3 is evident;

(i) a crew member, after opening the boxmarked "switches", will observe panellights, where provided. If those of theconflicting route(s) are lighted and noconflicting movement is evident, the crewmember will open the knife switch and maythen allow the movement to proceed;

(ii) (MULTI -TRACK) in the box marked"switches" where lights are provided toindicate the approach of a movement, ifthose of the conflicting route and those ofthe same railway on the adjacent track arelighted and no other movement is seenapproaching, the crew member will openthe knife switch and may then allow themovement to proceed;

(iii) where lights are not provided, or wherethose of the conflicting route(s) are notlighted, the crew member, after opening theknife switch, must wait five minutes, unlessa greater period is specified in specialinstructions and posted in the box marked"switches", before permitting the movementto proceed;

(MULTI-TRACK) - When the lights of thesame railway on the adjacent track are notlighted and no other movement is seenapproaching, the crew member will contactthe RTC before opening the knife switch,to ascertain whether or not a movement isclosely approaching on that adjacent trackto prevent displaying STOP indications tosuch movement.

(iv) after complying with (i), (ii) or (iii) themovement must then opera te a tRESTRICTED speed to the next signal orBlock End sign; and

(v) after the movement has occupied thecrossing, the switch must be closed andthe box marked "switches" locked.

(b) Where a pushbutton is provided, to enable areverse move to be made over the crossing,the crew member will open the box, depressthe pushbutton and be governed by signalindication. If the signal fails to clear, theinstruct ions contained in paragraph (a),clauses (i), (ii), (ii i), (iv) and (v) must becomplied with.

(c) A movement required to switch within or intoautomatic inter locking l imits must, af tercomplying with (a)(iii) leave the knife switchopen until switching is completed. When theknife switch is in the open position, signalsgoverning the switching may be consideredsuspended but only while switching.

612. STOPPED FOUL OF SIGNAL

When a movement, which has accepted anindication of an interlocking signal permittingi t to proceed, s tops before the leadinglocomotive or car has completely passed suchsignal, it may then proceed only after receivingpermission from the signalman or under theprovisions of Rule 611.

613. APPROACHING INTERLOCKING LIMITS

At a location not protected by an advancesignal, a movement must approach interlockingl imi ts prepared to comply wi th a s ignalindicating Stop.

614. LEAVING INTERLOCKING IN CTC

When an interlocking is located in CTC, theindication of the last interlocking signal, in thedirection of travel, also governs the movement tothe next signal or Block End sign. If necessaryto pass such signal in accordance with Rule 609,610 or 611, unless otherwise specified in specialinstructions, Rule 509 or 564 also applies beyondthe interlocking limits.

615. SINGLE UNIT OF EQUIPMENT RESTRICTED

A single unit of equipment must not be lefts tanding on the movable por t ion of anin te r locked drawbr idge or w i th in theinterlocking limits of a railway crossing atgrade.

616. DAMAGE TO INTERLOCKING

When it is known or suspected that:

(i) a derailment has occurred; or

(ii) track, appliances or signals are damagedor malfunctioning; the signalman must blockall controls for signals governing movementsover the affected routes at Stop. No move maythen be permitted until the signalman hasestablished that they may pass safely.

617. DISCONNECTING TRACK PARTS ORLOCKING DEVICES

Before any movement is permitted to pass overany movable track part or locking device whichhas been disconnected, all movable track partsaffected must be spiked or secured in therequired position and their controls blocked toprevent them from being operated.

618.1 MOVEMENTS ENTERING FOREMAN'SLIMITS

Movements may be authorized to enter or movewithin the limits of a TOP.

(a) Each time a movement is so authorized, themovement must be restricted as follows:"PROTECT AGAINST FOREMAN (NAME)BETWEEN (LOCATION) AND (LOCATION)".

(b) No entry into TOP limits may be made untilboth the conductor and locomotive engineeror remote control operator are aware of theauthority and limits granted and have receivedspecific instructions from the foreman namedin the authority. Such instructions must berepeated to and acknowledged by the foremanbefore being acted upon.

Inst ruct ions f rom the foreman must berecorded " in wr i t ing" except when theinstructions permit unrestricted operationthrough the entire work limits.

619. TRANSFER BY SIGNALMEN

When relieved of duty, a signalman must makea transfer in a book or on a form provided forthat purpose, of TOP and other authorities ineffect. The transfer must include the time andother necessary information and must besigned by both the relieved and the relievingsignalman.

620. NON-INTERLOCKED DRAWBRIDGES ANDRAILWAY CROSSINGS AT GRADE

A movement must stop before any part of itpasses the governing stop sign at a non-interlocked drawbridge or at a non-interlockedrailway crossing at grade. If no conflictingmovement is evident and the route is properlylined, the movement may resume. Specialinstructions will govern when there is anattendant in charge.

Protection of Track Units and TrackWork

NOTICE

Wherever the term RTC appears herein, it alsoapplies to signalman.

A fo reman must adv ise and /o r ob ta inpermission from the RTC before commencingany track work that will interfere with the signalsystem.

In addition, foremen must keep informed as tothe location of movements and must not opena main track switch or perform any work whichcould cause a block or interlocking signal todisplay a more restrictive indication to amovement.

When a track unit that affects the signalsystem is being operated in signalled territorythe RTC or signalman must be advised.

Foreman operat ing t rack uni ts handl ingequipment encountering Rule 43 signals mustnot exceed 10 MPH within the Rule 43 limitsunless the applicable speed restriction isobtained by verbal communication with theforeman responsible for placing the signals or,if unable to contact the foreman, from the RTC

Portable Derails:

When track work is being protected under aform of positive protection, for example TOP,Rule 840.1, Rule 842, or OCS Clearance, andprotection against movement of unattendedequipment into the work limits is required,portable derails may be used as additionalprotection under the following conditions:Foreman in Charge must ensure:

(i) Portable derails are located within theprotected limits.

(ii) Employees pro tec ted or conf l i c t ingforemen are informed of their placementand location and recorded in job briefingbooks.

(iii) Derails are removed or placed in the non-derailing position and locked, BEFORE amovement is permitted into the work limits.If still attached to the track, permission toenter the work limits must include deraillocation and position.

(iv) Derails are removed from the track beforeprotect ion is cancel led, removed orexpired.

801. OCS CLEARANCE IN LIEU OF TOP

806. AUTOMATIC INTERLOCKINGS - RAILWAYCROSSINGS AT GRADE

(a) Track Work: Rule 840.3 applicable.

(b) Track Units:

If no conflicting movement is evident, the trackunit may proceed but must stop clear of theconflicting route, where the foreman must thenunlock the box marked "switches", and openthe switch at the interlocking. The switch mustnot be closed until the track unit has clearedthe conflicting route(s).

EXCEPTION: A track unit that affects the signalsys tem must s top be fore pass ing theinterlocking signal.

Before permitting the track unit to proceed theforeman must wait five minutes or such greatertime as may be posted in the box or indicatedin special instructions. The required waitingperiod need not be observed when occupancyindication lights on the conflicting route(s) areilluminated.

MULTI-TRACK - When the lights of the samerailway on the adjacent track are not lightedand no movement is seen approaching, theforeman will contact the RTC before openingthe switch, to ascertain whether or not amovement is closely approaching on thatadjacent track to prevent displaying STOPindications to such movement.

808. LOCALLY-CONTROLLED INTERLOCKING - DRAWBRIDGES

(a) Track Work:

TRACK UNITS OPERATING OVER POWER-OPERATED AND DUAL CONTROL

SWITCHES

814. POWER-OPERATED SWITCHES

When a track unit(s) is required to move overa power-operated switch;

(a) the switch must be lined by the RTC, exceptwhere the RTC gives permission to the foremanto have it operated by a qualified employee;and

(b) when a power-operated switch is operated bya qualified employee, and after the track unithas cleared the switch points, the foremanmust immediately advise the RTC.

815. DUAL CONTROL SWITCHES

When a track unit(s) is required to move overa dual control switch;

(a) the switch must be lined by the RTC, exceptwhere the RTC gives permission to the foremanto operate such switch in the "hand" position;and

(b) when a dual control switch is operated by theforeman in the "hand" position, and after thetrack unit has cleared the switch points, theforeman must ensure that the selector leverhas been restored to the "power" position andlocked and immediately advise the RTC.

When a foreman requests that the RTC line adual control switch to move a track unit overit, the foreman must receive verbal confirmationfrom the RTC that it is lined and locked for therequested route.

816. FOREMAN REQUIREMENTS - IDENTIFYINGARRIVAL AND/OR DEPARTURE OFMOVEMENTS

When a foreman has been authorized toperform track work behind or has authorized amovement(s) to pass through working limits,the foreman must not enter the track at alocation within the limits until it has beenpositively ascertained that the movement(s)have arrived and/or left that location. Suchinformation may be received from the RTC orby identifying that a train has arrived byvisually identifying the designated engine andTIBS or tail end remote locomotive. Movementsoperating without TIBS or a tail end remotelocomot ive must be ident i f ied by d i rectcommunication with a member of the crew ofsuch or through the RTC.

Note: This requirement is also applicable toan employee providing arrival and departureinformation to the RTC from a field location.

840.1 PROTECTION OF TRACK WORK ON NON-MAIN TRACK - RULE 40.1

Note: Before starting any track work on asiding, the RTC must be advised.

Before starting any track work on a yard track,the employee (if any) responsible for the yardtracks, must be advised.

Before any track work is started, the foremanwill provide protection as follows:

(i) each switch must be locked with a speciallock in the position which will prevent amovement from operating on the portion oftrack where work is to be performed; or

(ii) place a red flag by day, and in addition, ared light by night, or when day signalscannot be plainly seen, between the railsin each direction from the working point.When practicable such signals must beplaced at least 100 yards from the workingpoint and where there will be a clear viewof them from an approaching movement of300 yards if possible. Where there isequipment on the track which prevents aclear view from an approaching movementof 300 yards the red signals must be placedto include such equipment.

Protection may be provided by using acombination of the requirements of items(i) and (ii).

(iii) Before starting any track work at anylocation where the work will be protectedby the use of the prescribed red signals,foreman must ensure the signals will bevisible to all movements operating orswitching within the limits.

840.3 PROTECTION OF TRACK WORK ATAUTOMATIC INTERLOCKING - RULE 40.3

When the foreman is in possession of otherprotection encompassing all routes within theinterlocking limits, protection as per Rule 840.3is not required.

Track work may be performed within the limitsof an automatic interlocked railway crossingat grade after protection has been provided asfollows:

(a) Permission must be obtained from the RTC ofboth railways (where applicable).

(b) After permission has been obtained and beforeany track work is started, the foreman mustopen the box marked "switches", open theknife switch and must wait five minutes or suchgreater time as may be posted in the box. Theswitch must be left open until track work iscompleted.

(c) In addition, a visible indicator marked "40.3Protection" or special lock must be securedto the box marked "switches" to indicate thattrack work is ongoing.

(d) After track work is completed the RTC of bothrailways (where applicable) must be notified.

842. PLANNED PROTECTION - RULE 42

(a) When protection is required, the request mustbe in writing and on the prescribed form. Whenprotection has been provided, the track andtime limits must be confirmed in writing priorto the foreman named in the GBO arrangingfor the display of the prescribed flags asfollows;

(i) place a red flag at each location stated inthe GBO to the right of the track as seenfrom an approaching movement; and

(ii) place a yellow over red flag at least twomiles outside the track limits defined bythe red flags, to the right of the track asseen from an approaching movement.

(iv) Rule 842 flags must not be in place morethan 30 minutes prior to or after the timesstated in the GBO unless provided for inthe GBO.

(v) Rule 842 limits must not be overlapped.

(b ) When a spec i f i c t rack is to be used,instructions from the foreman must specify thetrack upon which the instructions apply.

In CTC, when Rule 842 protection is in effecton more than one track or when signalledturnouts are within the limits there must be aclear understanding in writing between theforeman and the RTC as to what route(s)movements a re to use . The fo reman 'sinstructions to the movement must be identicalto the routing arrangement with the RTC.Should the foreman require operation on aspecific track when the arrangement with theRTC was for more than one route, the foremanmust make a new arrangement with the RTCbefore authorizing the movement.

843. SLOW TRACK PROTECTION - RULE 43

(a) When slow track protection is required therequest must be in wr i t ing and whenpracticable on the prescribed form, and afterGBO protection has been provided, the speedrestriction and limits must be confirmed to theforeman in writing who will arrange to:

(i) place a yellow flag at least two miles ineach direction from the defect, to the rightof the track as seen from an approachingmovement; and

(ii) place a green flag in each direction,immediately beyond the defect, to the rightof the track as seen from an approachingmovement.

(b) The GBO must indicate the location of flagstha t cannot be p laced a t the d is tanceprescribed by Rule 843.

(c) When the placement of flags as prescribed byRule 843 is delayed, the RTC must be advisedand the following must be added to the FormV: "Signals may not be in place." The flagsmust be placed as soon as possible and theGBO changed accordingly.

(d) When a Rule 43 restriction is located at a singlemile point, one green signal will be displayedto identify the restriction and may be displayedto either side of the track.

(e) When a rail break has been detected by anengineering employee and it is safe to operateover the break at a speed less than postedspeed, the RTC will provide GBO protection toaffected movements stating the authorizedspeed over the break and how such location ismarked in the field, by either a Rail Break Signor foreman, at the break. Flags required by Rule843 will not be in place.

(f) The regular placement of flags as required byRule 843 must be utilized after twenty four (24)hours if the defect is continuing.

845. SIGNAL PLACEMENT MULTI-TRACK

Except on a subdivision designated in specialinstructions, signals required by Rules 842 and843, must be placed to the outside of theoutermost track(s) and not between the maintracks.

846. MOUNTING OF SIGNALS

(a) Signals displayed for protection of impassableor slow track must provide an unobstructedview of them as seen by the crew of anapproaching movement. They will be of theprescribed colour, size and shape.

(b) When a day signal cannot be plainly seen, eachflag must be reflectorized or equipped with are f lec tor ized lens , ta rget o r d isc , o r areflectorized sign may be used instead. In theapplication of Rule 840.1, the required lightmust be displayed.

(c) Red, Yellow, and Yellow over Red flags maydisplay those colours only in the direction ofan affected approaching movement. Green flagsmust display that colour in both directions.

TRACK OCCUPANCY PERMITS

849. BEFORE ISSUING TOP AUTHORITY

Before issuing TOP authority, the RTC (orsignalman within an interlocking) must;

(a) ensure there is no conflicting movement within,or authorized to enter, the TOP limits to begranted unless such movement has beenrestricted in accordance with Rule 311, 567.2, or618.1; and

(b) in CTC and controlled interlockings, block at Stopall devices controlling signals governing the entryof movements into the limits to be granted. Signalblocking applied to protect a TOP must bemaintained until the TOP is cancelled to theforeman.

(c) Notwithstanding the requirements of Rule 849(b),a signal indication may be provided to a movementthat has been authorized in accordance with (a)above, to allow entry into the TOP limits. Whensuch authority is issued, the movement must bestopped at the signal or within the controlledblock prior to the signal. The RTC must ensurethat the authorized movement is the onlymovement that will encounter that signal indicationto proceed within the TOP.

850. SAME OR OVERLAPPING TOP LIMITS

The RTC (or signalman within an interlocking)must not authorize a movement to enter TOPlimits when such limits are the same as oroverlapping other TOP limits.

852. TOP ENCOMPASSING CONTROLLEDLOCATIONS

When authorized by a TOP to occupy a trackwithin a controlled location, the authority includesany track within the controlled location thatconnects to that track but only to a point on theconnecting track where occupancy would requireseparate TOP authority.

(a) read the TOP a loud to the employeesaccompanying the track unit; and

(b) require those employees who hold a validcertificate of rules qualification to read andinitial the TOP.

855. MULTIPLE TRACK UNITS AND/OR TRACKWORK - FOREMAN REQUIREMENTS

Before acting under the authority of a TOP, aforeman in charge of the protection of trackwork or in charge of more than one track unitmust;

(a) read the TOP aloud to at least one otheremployee involved in the work who holds a validcertificate of rules; and

(b) when conditions permit, require those to whomthe TOP is read aloud, to read and initial theTOP.

Special instructions will indicate additionalprocedures for protection of multiple workgroups.

856. COMMUNICATION BETWEEN EMPLOYEESAND FOREMEN

An employee who has been made aware of thecontents of the TOP must remind the foremanof the contents in sufficient time to ensurecompliance.

857. MULTIPLE TOP

Special instructions will indicate additionalprocedures for protection of multiple workgroups.

CONFLICTING TOPS

The following special instructions will apply toTOP and OCS Clearances.

Where limits of TOPs or OCS Clearancesoverlap or partially overlap, only the originalForeman and two conflicting Foremen will beallowed within the l imits of an authority.Visiting foremen are not permitted. Eachforeman must have their own TOP or OCSClearance. At the time a Foreman requestsauthority to occupy the track(s), the RTC mustprovide information regarding the presence ofany other Foremen with a TOP/OCS Clearancewithin the proposed limits of the authority tobe issued and the names of other Foremanho ld ing permi ts /c learances w i th in o roverlapping within the requested limits.

Note: If there are no other Foremen authorizedwithin the limits the RTC will indicate that thereare no conflictions.

The Foreman must copy onto the TOP or OCSClearance form the information provided by theRTC and repeat it for accuracy.

Prior to entering any conflicting limits theForeman must:

- Contact all other foremen holdingpermits within the overlapping limits.

- Obtain a definite understanding inwriting as to each other's movementsand the protection to be provided.

Each foreman must maintain a written recordof the understanding. All new and follow-upunderstandings must be in writing.

Examples of written understandings are asfollows:

"I am in the clear at Able, okay through mylimits with no restrictions, call me when youclear the limits."

"I am working east of mile 16, do not passmile 16 without contacting me."

The understanding must be repeated to thesender to ensure correctness.

If communication fails after an understandinghas been made, no movement other than thatlast arranged may be made.

Regard less of understandings betweenForemen, the provisions of TRACK UNITSPEED must be complied with at all times.

Immediately upon leaving the limits of anauthority, or cancell ing an authority, theforeman shall advise all other Foreman holdingpermi ts wi th over lapping l imi ts of suchdeparture and/or cancellation.

The requirements of an understanding to be INWRITING will not apply to a single foremanwith several machines or track units operatingunder his DIRECT supervision. In such casesa comprehensive JOB BRIEFING is requiredwith all Track Unit/Machine Operators underthe Foreman's jur isdict ion pr ior to workcommencing or the provisions of ProceduresFor Protecting Separated Work Groups mustbe utilized.

Procedures for Protecting Separated WorkGroups

Whenever possible, an employee requiringprotect ion should obta in the necessaryauthorization issued to himself individually.

When operating conditions will not allow this,the employee in charge of the separated workgroup must comply w i th the fo l low inginstructions:

(i) The employee in charge of the separatedwork group must be rules qualified.

(ii) Before allowing any work to commenceunder the authority of a TOP, clearance orRule 42, the foreman named on theauthori ty must provide a copy of, ortransmit the contents of the authority, inexactly the same form as it was receivedfrom the RTC to the employee(s) in chargeof the separated work groups.

(iii) The employee copying this informationmust repeat it back to the foreman, whowil l check and underscore i t as i t isrepeated back to him.

(iv) If repeated correctly the foreman will advisethe employee that it was repeated correctlyand they will compare time.

(v) Before allowing any work to commenceunder the protection of the authority, theemployee in charge of the separated workgroup wi l l app ly Ru le 855 wi th anyemployees accompanying him.

(vi) When the employee in charge of theseparated work group no longer needsprotection, he will advise the foreman.

(vii) The foreman named on the authoritymust enter the names of the employees incharge of the separated work group(s) inthe space provided for that purpose on theauthority.

(viii) Before permitting a train, transfer orengine to enter the working limits, theforeman must:

- enter the designation and location ofthe train, transfer or engine on theclearing record;

- advise the employee(s) in charge of theseparated work group that a train,transfer or engine wil l be passingthrough the work limits;

- rece ive conf i rmat ion f rom theemployee(s) in charge of the separatedwork groups that all employees andmachines are clear of the track;

- place a check mark in the box whosenumber corresponds with that of theseparated work group;

- record the time the train, transfer orengine was authorized to enter thework limits as well as the authorizedroute/speed, on the clearing record.

(ix) Before allowing a separated work group torecommence work within the limits, theforeman must ensure that any train,transfer or engine authorized has departedthe limits or work location. This must beachieved by means of personal observationor radio contact with the involved train,transfer or engine and the time the traincleared the limits or work location mustbe indicated on the clearing record.

(x) Before cancelling the authority or beforethe time limits have expired on a Rule 42,the foreman must contact the employeesin charge of separated work groups andreceive confirmation that all employees andmachines are clear of the track.

EXCLUSIVE TOP

858. EXCLUSIVE DESIGNATION

When an Exclusive TOP is issued, it must beindicated in the appropriate section of the TOP.

859. EXCLUSIVITY

Before an Exclusive TOP is issued, the RTCmust verify that no other TOP, Form Y or FormT is in effect within the limits to be covered bythe TOP.

An Exclusive TOP must not be issued as aFollow-Up TOP.

860. AFTER ISSUING AN EXCLUSIVE TOP

Within the limits of an Exclusive TOP, the RTCmust;

(a) not issue another TOP;

(b) not issue a Form T or Form Y;

(c) not issue a Rule 311, 567.2, or 618.1authority to a movement.

861. EXCLUSIVE TOP - TWO TRACK UNITS

When a second track unit is occupying thelimits, both track unit operators must have athorough understanding in writing as to theoperation of each other.

FOLLOW-UP TOP

862. RTC REQUIREMENTS

When one or more movements remain withinthe limits to be covered by a TOP, the RTCmay issue a Follow-Up TOP to a foreman,provided such movements are authorized toproceed in the same direction and have leftthe location where the foreman will enter thelimits of the TOP. The RTC;

(a) may only issue the TOP to the foreman whenthe foreman is at the location where theforeman will enter the limits of the TOP;

(b) must no t i ssue the TOP i f any o f themovements are authorized to reverse within thelimits; or

(c) authorize any of the movements to reversewithin the limits; and

(d) before issuing the TOP, verify that eachmovement has left the location where theforeman will enter the limits; and

(e) in the TOP, include the designation, time andlocation that the last movement has left.

863. FOREMAN REQUIREMENTS

When a Follow-Up TOP has been issued to aforeman and one or more movements remainwithin the limits of the TOP, the foreman, orany employees for whom the foreman isresponsible, must;

(a) not enter the limits of the TOP except at orbehind a locat ion which the designatedmovement has left;

(b) not pass the designated movement within thelimits of the TOP.

TOP CANCELLATION

864. FOREMAN REQUIREMENTS

Before a TOP is cancelled the foreman must;

(a) (i) ensure that any employees or trackunit(s) for which the foreman is responsibleare clear of the track; and

(ii) ensure that the track within the limitsof the TOP is safe for movements at normalspeed, or is protected as prescribed byRule 843; or

(b) ensure all track units or track work for whichthe foreman is responsible within the limits ofthe TOP are protected as prescribed by Rule842; or

(c) be issued a new TOP to include the trackaffected by the track work or occupied by thetrack unit(s); and

(d) promptly advise the RTC, stating the foreman'sname, TOP number and the limits of the TOPto be cancelled.

865. RTC REQUIREMENTS

When a TOP is no longer required;

(a) the limits of the TOP to be cancelled must beverified by the foreman and the RTC;

(b) the RTC will cancel the TOP by stating to theforeman the TOP number, the cancellation timeand the initials of the RTC;

(c) the foreman must acknowledge the cancellationby repeating the TOP number, the cancelledtime and the initials of the RTC to the RTC;and

(d) the cancellation takes effect once it has beencorrectly repeated and acknowledged by theforeman.
