tvr'ith the help of Akbayan's Rep Risa Hontiveros, a meeting was held wiment of Health Undersecretary for Policy Atty. Alex Padilta to seek the

DOH's position of support on the issue of aerial spraying since it affectse s health and safety. He promised to give a position paper since manydoctors (from the Davao Medical Society and National poison Control and

nt Center) are supportive of the ban position already.

L6l February, instead of a position paper, Usec. Padil la gave the Office of Rep.lbndveros a copy of a DOH contracted study done on an aerial spraying affected

There were many othef alafming results. Oneof the

The cover lettef of Usec. Padilla, however said the DOH Executive Committeev/ould stil l meet to discuss the resLtlts and fecontntendations of the stud!.

l lealth and Environmental Assessment of Sit io Camocaanllagonoy, Davao del SurF.epared by TIrc Phitippine Society af Clinical and OccLtpatonal Toxicology and The*2lional Paison and Matlagenent atld Cantrol Centet'... The Det aftment of Health Republic of the Philippines

Backgrcund lnformation

i.e stLrdy was conducted in 2006 in response to complaints by residents of Sitioaamocaan, Brgy Aplaya, Hagonoy, Davao del Sur, wh ch is adjacent to Lapandayaanana plantation where aeria spfaying has been a practice for many years now Thisras commissioned by DOH to document the health and environmental conditronsaristing in Camocaan in order to address the issLles raised in the much earlier'^restigations conducted by Dr Romeo Q!ri jano, a toxico ogist from University of thePlilooines. l\,4anila and connected with the Pesticide Action Network Asia and theEacif c; and Nisperos et al in 2000 and 2003 respectively.

Results of earlier medical investigations showed a var ety of pesticlde-reLated health:fects such as delayed mental developmenl in children, decreased Tes stance to:.n'rmunicable diseases thyroid cancer, blood dyscrasias and ' endocrine/| ']eLlrologic:./sfunction" Residents attribti led their health conlplalnts to their exposure to pesticldes-sed by banana plantation adiacent to thelf commun ty. The stLldy uii l ized two:cn]pafable communities if teflt ls of socio-economic and demographic proii le -

:amocaan and Baliwaga. The differcnce is Can'locaan is ad.Jacent to a banana. antation which aerial sprays pesticides while Baliwaga is 15 km away from the nearestlanana plantation but it is 1.5 knl away frorn two mango plantations

Major findings of the study are as follows:

. Premature births in Caf'rocaan was 3x the rate in Baliwaga

. With regafds to neurologic findings, more Camocaan children were delayed inneurodeveloprnental aspects than Baliwaga children Two most significantdifferences from Baliwaga childfen are ofthe 16 childlen assessedl

., half coulcl not walk a few steps withoLlt holding on at the age of 15 monthsland

.r all could not draw a cifcle at the age of 3 5 years old.. lvlental status examination of Camocaan adults showed a significantly lower mean

score than Baliwaga adults.' Presence of profound neLrrodevelopmental delays among children in Camocaan

such as global developmental delay and an assessment of motor developmentoelay.

. Unusual condrtions were obseNed in Camocaan group. whlch were not present inBaliwaga group. These inc ude 3 unusua cases of deranatologLc condltion: 2 .-asesof chloroacne and one case of cutaneous lupus erythematosus, all are bananaplantation wo&ers. (There is another plantation worker with chloroacne but wasexclLrded because he has l ived less than 15 yrs in the area)

. Chloroacne is clearly l inked to exposure to organochlorine pesticides

Page 33: Campaign to Ban Aerial Spraying

. RBC cholinesterase levels were depressed in 57 T % of sLlbjects in Camocaan The

researchers assumeo exposllre Io pestlcides used in the adjacent plantation as the

reason fo' they have no ro-e peslic,de etpoSL'e unllke n Baliwaga g'OUp,

. EiU a metaUotite of the EBDCS (group of fungrcides) was detected In the blood of

34 3olo people l l was also'o.rnd in Lne alr and in the so FTu s p esence il thesa ?

n'redia was assumed to come from aerially spfayed fungicides. ETU s presence in blood, alr and soLl in Baliwaga was attributed to the presence of

manoo olantation in the alea. The ievels of found ETU In blood air and soil samp es from Camocaan were all

Hormone than the Baliwaga group which coulcl be attributed to the pfesence of ETU

n blood. air and soil samples in Camocaan. Th;2 cases of thyroid abnormalit ies n the study came from the Camocaan group

. 81 6% of the respondents in Camocaan were exposed to a yellow powder being

aerially sprayed and majority experienced symptoms rmmedrately aftel,::p:sure. t ' l"turd oi"ytpto, rls were ophthalmologic (eye paln redness tearng rtchness and

uluii ing or;i"i int, neLrrologic (headach; d zzrness) dermatologic (skrn itchiness and

discoloration and nail changes), and pulr' l 'ronary (cougn). The presence of these syn]ptonls among Can'locaan group was the most prorninent

finding in the study alld was solely attributed to aerlal pesticide exposure. Reoeited exposu;es to pesticides, absence of personal protective eqLlipment and

iire-aeriai spiav metnod of pesticide appl cation increased the risk of the Camocaan

residents to Poisoning.. nnoitrer aeriatty spraied fLrngicide, chlorothalonil was found in all soil sanlples but at

a significantLy nigher level in Camocaan than in Baliwaga samples

Conclusion

Based on the above findings, the researchers came out with the following conclLrsLons:I--ei"/" ot responaents fr6m Camocaan were indirectly exposed to aefially sprayed

oesiiclOes,'SZyo ot wtrom experienced eye paln eye tearlng' headache eye redness'

!v"-i[r,t4,i"" ,f"t i""ss and skin itchlness. which are consistent of acLrte effects of

p;sticides. These were not observed among fesidents in Baliwaga'. iamocaan residents had lower rnean scofes for mental statLis examlnatlon ano

childref are delayed in developrl1ent compafed to Baliwaga

More unusual neurologic and dennatologlc condlt ions observed among Camocaan

o.olrD that was not se;n in the Baliwaga g.oup These were severe developmental

i . iavs. cfrtoracne anct cutaneous lupus erythenratosus thyroid gland disorders which

are warning cases of long{enn exposures to pesticides

Mean blooi ethylenethioitrea was more elevated and nlean TSH leve s higher

anrong Camocaan residents conlparecl to that jn Baliwaga group- which can be an

effect;f ETU (a metaboli te of the fungicide mancozeb)

Levels of fungicide chlorothalonil and ETU if soi l were higher in Canlocaan

The farther th; residence is fronl banana plantat on the h gher the ETU level in ihe

soiL but the nearer the residence is, the hlgher the ETU level in the alr ' I r l ls proves

that pesticide drif ts to community causing cl inical manifestations among the resldents

in Camocaan.

Page 34: Campaign to Ban Aerial Spraying

mendations

on the above conclusions, the researchers came out with the fo lowingendations:

Health surveil lance should be established to detect chronic effects of pesticidesrvfi ich should include among others,

.r more detai led neurodevelopmental assessrrent of chi ldrenJ fol low up of previously diagnosed condit ions-, screening for thyroid gland abnormalit ies and l iver cancerc periodic screening of biomarkels of pesticide exposufe among residents

Systematic ancl periodic screening of pesticide residues and n'retaboli tes in theenviaonrnent not only in Camocaan but also in other communit ies adjacent to bananaprantalronsGovernment agencies with the industry to .eview the guidelines for protectlngcornmunit ies from pesticide contamination from large plantationsAerial spraying of pesiicides should be stopped and a shift to organic farmingtechniques should be considered.
