Central Valley Floor (CVF)

• The CVF encompasses approximately 400 acres of the site will be used as a park .

• The county park will be a high intensity reuse.• The original remedy selection was a surface

clearance only. • This original decision was based on several

invalidated characterization and data studies.• These were compilations from previous studies that

concluded a minimal amount of MEC would be present.

Ecology’s decision is to require a sub-surface clearance within the CVF is based on the

following facts• Area will be used for the Clark county Regional park with

heavy human interaction .• Over ¾ of the MEC/MD found to date on site has been

found in the CVF/future County park.• The MEC items found to date in the CVF show little to no

homogeneous distribution pattern.• The specific MEC items found to date are impossible to

determine if they are live fired or practice without performing a corrective action, the counties (Tech 1) trained employees will not legally be able to make this determination.

Direct and Indirect fire weapon’s • Direct fire: These are projectiles that were fired at a

specific target or target area. Examples at CB are 155mm and 105mm artillery. 4.2 inch, 81mm and 60mm mortars these were fired from fixed artillery and mortar firing positions into the (CITA).

• Indirect fire: These consisted of mobile weapon system’s that fired projectiles as training for crews etc, they have been found all through out CB especially in the CVF (County Park) with little or no logical pattern. Example’s include: Shoulder fired rockets, projectiles, rifle grenades, hand grenades, trip flares, booby trap simulators etc.

MEC categories• Live Rounds: These are projectiles that were fired at a specific

• Example’s at CB include: Shoulder fired rockets, projectiles, rifle grenades, hand grenades, trip flares, booby trap simulators etc.

• NOTE: Most of these items have live fuzing, spotting charges, contain incendiaries and other energetic materials, are impossible to identify without a corrective action.

Pertinent MEC characteristics• Fuzing condition: Most Important feature, ordnance is

armed once it is fired through a series of mechanical actions derived from the energy of the firing seqence. If it did not function as designed (detonate) it than has a high probability of detonating upon contact.

• Explosive Filler: Certain fillers decompose to a certain degree others like black powder (used mainly in training rounds) become unstable and increase sensitivity.

• Firing system’s: Fixed firing positions are more predictable however as evidenced by the 3 different expansions of the CITA and large artillery MEC and MD findings far from consistent. Mobile firing systems

• Penetration Depth: One of the methods used in determining depth estimates for ordnance, studies have been used to develop an accurate spatial depth estimate. variables include: size, weight, velocity and soil type. Data is utilized in determining clearance methodology and instrument selection.

• Accuracy: This variable can be used to estimate clearance methodology certain direct and indirect weapon systems have a limited (accurate) range which once it has been reached causes a wider area dispersion pattern. Data is used to determine scope of clearance (acreage).

• Range: Determines maximum range of a particular projectile data is also used to determine scope of clearance (acreage).
