Let the summertime fun begin! Summer months can be met with a the huge sigh of
relief from the kids, as they are able to sleep in past 7am. But as the weeks of “there’s
nothing to do mom,” go on and on, remember, in no time they will be clamoring to go
back to school. Most kids and families enjoy water fun and it certainly allows them to
expend all of their energy. Check out the YMCAs, your local recreation center and Dam
Neck beach for some fun in the sun.
Sunscreen is a must have for these summertime outings and below are some quick tips to
protect everyone in the family:
Plan outside sun activities mid-morning or late afternoon.
Wear long sleeve shirts and beach cover ups.
Get a hat to wear and apply sunscreen using at least SPF 15 and UVA, applying 30
minutes before going outside.
For more information on how to prevent sunburns and skin cancer, please visit
http://www.cdc.gov/cancer/skin/basic_info/children.htm
Have fun on the 4th of July and enjoy the long weekend!
Are families enrolled in the EFMP able
to be stationed overseas?
Yes. Overseas assignments require all
active duty personnel and family mem-
bers to be screened. If it is determined
sufficient care is NOT available at the
overseas duty location, the monitor/OCC field sponsor will
research other duty assignments, meeting the mission of
the Corps and the needs of the family member(s) enrolled
in the EFMP.

Born an Angel
By Briley Rossiter
"Born an Angel" captures the
inspirational story of two sisters de-
termined to overcome the obstacles
associated with learning of Ainsley's
extremely rare progressive genetic
nerve condition~ Infantile Neuroaxonal Dystrophy (INAD).
This inspiring true story was written by Briley, the loving, elev-
en year old, older sister of an amazing young girl confined to a
wheelchair, Ainsley. Having an innate desire to spend joyful
moments with her sister, Briley was introduced to Rick and
Dick Hoyt and road race running. This story of sibling love will
warm your heart and invigorate you to change someone's world
for the better.
This book is located the lending library at the EFMP office for

Quiet Signs of Drowning
Did you know drowning can happen quickly and silently? Drowning is not the violent, splashing call for
help that most people expect. Children ages 1 to 4 have the highest drowning rates. Unfortunately, a large
majority of children who drowned did so while under the care of an adult or a teenager. In many cases
drowning did not occur because of neglect. Often those watching don’t know what significant signs to look
for, because drowning doesn’t look like drowning.
1. Drowning victims are simply unable to call out for help. The respiratory system was designed for breathing. Speech is the
secondary or overlaid function. Breathing must be fulfilled before speech occurs. There isn’t time for the person to
2. exhale, inhale, and call out.
3. Drowning victims can’t wave for help. The body instinctively extends its arms to the sides and presses down to lift the
mouth out of the water; a child may extend their arms forward.
4. A drowning person remains upright in the water, with no evidence of kicking. The person can struggle for only 20 to 60
seconds before going under.
5. Eyes are glassy, unable to focus, or closed.
6. Hair may be over forehead or eyes.
7. Head is low in the water, with mouth at water level; head may be tilted back with mouth open. A child’s head may fall
forward.
8. Children playing in the water make noise. When they get quiet, you need to get to them and find out why.
With all that is stated above, this doesn’t mean that a person who is yelling for help and thrashing isn’t in real trouble, they are
experiencing aquatic distress and should be quickly attended to as well. To read more about this topic at the following
