PRESENTERSIn addition to the following distinguished speakers, it is with great honor that we welcome Mr. Nuon Chanrith, GDCE’s Director or Planning, Technique and International Affairs, to present the opening remarks for our discussion on Cambodia Preferential Trade and Customs & Excise.

Samnang Chea, MscIFCustoms Regional Expert, GDCE

Samnang is an experienced customs and excise adviser who has an M.Sc in International Finance from the Ceram European Graduate School of Management, France. Prior to joining the Customs and Excise Department of the Ministry of Economy and Finance as a Customs Officer in 2010, Samnang was a researcher at the Economic Institute of Cambodia, specializing in regional and international free trade agreements. A published author, he was recently selected to be the ASEAN Secretariat’s Regional Expert on Customs Procedure and Clearances in ASEAN.

Formerly with Loyens & Loeff and a partner at DFDL, Edwin has 20 years of experience as a tax lawyer, academic, author and government adviser. He has worked 15 years in Southeast Asia. Edwin has assisted with structuring some of the largest acquisitions, investments and property deals in the region, including the US$4.2B petrochemical plant of SCG Chemical in Vietnam, the US$425M Mobitel acquisition in Singapore and Cambodia, and the US$275M listed property fund JSM Indochina.

He has taught international tax law at six different universities in Europe and Asia and published seven textbooks, some of which have won awards. He was an adviser to the Minister of Economy and Finance of Cambodia and provided training on tax issues to government officials in a number of Southeast Asian countries.
