Cambodian National Committee for Elderly (CNCE), founded in 1999, is an inter-ministerial body for implementation and coordination, honourable chair by SamdachPrime Minister, being in charge of ageing related issue such as to implement the policies, promote, develop and steer ageing sensitive policies and framework, maintain the spirit and celebration of the International Day for the older people and monitoring and evaluation. Currently the CNCE has 16 relevant ministries, institutions and NGOs as members at national level and 25 provinces-city at sub-national level. It has a secretariat, which is a vice-ministerial body and provincial department body.

Cambodia has The Constitutional of the Kingdom of Cambodia: in article 72 declared that The health of the people shall give full consideration to disease prevention and medical treatment. Poor citizens shall receive free medical consultation in public hospitals, infirmaries and maternities. The state shall establish infirmaries and maternities in rural areas.

During the forth legislature of the National Assembly, Cambodia was placing more emphasis on expending and strengthening its interventions in social development through increasing investment in social sector programmes/projects and strengthening cooperation with national and international organizations in improving opportunities, enhancing assistance and expanding welfare improvement for the elderly among other. 90 % of CNCE budget has provided to Older People Associations ( OPA).

Cambodia has been committed to implementing the MIPPA by taking many important measure to address the needs of Cambodian Elderly as highlighted in the policy on the elderly (2003), national health care policy and strategy for older people(2017), rectangular strategy, national strategic development plan (2014-2018) and national population policy (2016-2030), National Protection Policy Framework 2016-2025 .

Cambodia has Policy on Pension Fund for veterans and civil seven endorsed in 1987, and Health Insurance for Civil Servant endorsed in 2017 which totally covered 500000 servants. Ministry of Social Affair Veterans and Youth Rehabilitation implement the policy on pension fund to retired government official, and government official who are frail and according the national economic development.

Cambodia has set up the contributory Pension Schemes for employee and employer who are working in private sectors by providing basic health insurances system, working accident system and retirement pension which totally covered more than 1 million employer.

Cambodia has set up the contributory pension schemes for older persons who are the member of Older People’s Associations.

Cambodia has many humanitarian and disaster relief programmes implementing by local and international NGOs, private companies, universities including the urban and rural medical assistance, angle house, provisional measures for social assistance.

Cambodia has been replicated Older People’s Associations in nationwide, one commune one OPA. This year we will reached 1646 OPAs in Commune/Sangkat.

The development trend of population aging in Cambodia has been increasing rapidly. The situation requires much more undertakings and measurements. According to our culture and situation and the 2002 Madrid international plan of action on aging, the ageing cause development system should include old-age pension security system, contributory pension fund system, social assistance system.

Developing “ National Policy on Population Ageing 2017-2030 ( adapted by economic and financial policy committee since 6 of June, 2017.
