About Caltex Manufacturing

Caltex Lytton Refinery and Terminal have produced and distributed fuels and other products for Australia since 1965. The Refinery and Terminal are located in Lytton, approximately 15km east of the Brisbane CBD.

Crude oil is delivered to the Refinery by ship and pumped into large tanks. It is then treated by various processing units to produce a number of products including petrol, diesel, jet fuel and liquefied petroleum gas (LPG). The finished products are stored in tanks before being distributed to our customers via pipeline, ship and tankers. On an average day, more than 150 tankers pass through our Terminal to be loaded with products for delivery around Queensland and Northern New South Wales.

The Refinery and Terminal are classified as a Major Hazard Facility (MHF) under the Queensland Work Health and Safety Act 2011 because the site stores, processes and produces large volumes of dangerous goods including petrol, diesel, jet fuel and LPG.

Caltex is committed to delivering a safe environment for our workforce, our community and our environment. In accordance with the Work Health and Safety Act 2011, this flyer provides safety and emergency information for our local community.

Safety Case

The Work Health and Safety Act 2011 requires all MHFs to have a current Safety Case which documents the hazards and risks at an MHF that may lead to a major incident. The Safety Case describes the control measures which are in place to minimise the likelihood, and potential impact, of such an incident. It demonstrates the adequacy of these controls that ensure the safe operation of the MHF.

The Safety Case is periodically submitted to, and reviewed by, Workplace Health and Safety Queensland, and is linked to Caltex Manufacturing’s Licence to Operate.

Workplace Health and Safety Queensland monitors MHFs through regular audits to ensure the hazards and risks associated with their operations are appropriately managed.

Safety Management System

A Safety Management System (SMS) is a comprehensive and integrated system for the management of all aspects of controlling the risk of major incidents at a MHF. Caltex Manufacturing conducts extensive studies to understand its operational risks, including the impacts of a potential incident and its likelihood of occurring. To minimise the risk of major incidents, Caltex has multi-layered protective systems and procedures in place as part of the SMS. The SMS is regularly reviewed to ensure it remains in line with best practice.

Emergency Alarm

The Refinery emergency alarm is a 1-minute alternating pitch on the electronic siren, and is tested each Friday at 12pm. The Terminal emergency alarm is a continuous siren, and is tested each Friday at 2pm.

If the emergency alarm is sounded outside of testing, Caltex will contact Emergency Services who will then take action to inform our community if there is any requirement to act.

In the Event of an Emergency

In an emergency, Caltex will work with Emergency Services to determine safe exclusion zones and determine whether a community evacuation is necessary. Until notification of an evacuation is given, local residents should:

• Go (or stay) inside and close doors and windows

• Turn off air conditioners

• Monitor television and radio news bulletins for updates

No attempt should be made to approach the site of the incident. Where possible, please keep surrounding roads clear for use by Emergency Services vehicles. Emergency Services will inform the community when the emergency is over.
