How do we try to make cities livable?

One major way is by zoning properties.

Zoning laws are regulations that state

where homes and businesses can be located

Zoning is a powerful tool that can be used to control reckless use of land and

encourage growth

Mayor Rawlings-Blake is proposing that blocks of vacant property be re-zoned from residential to commercial.
