STATEMENTS OF POLICY Reports to Presbytery

o All committee reports requesting presbytery action are to be made to the presbytery in writing. A copy of each motion is to be handed to the Recording Clerk before it is made.

o All papers for distribution at presbytery meetings are to be placed on the registration table at least 30 minutes before the meeting starts. No papers are to be distributed during the meeting without presbytery's permission. If, for particular reasons of understanding, a committee deems it advisable to withhold the distribution of a paper till the time of presentation and discussion, it may do so. Such procedure will be used only to facilitate understanding.

o Promotion of programs and projects at presbytery meetings should be kept at an absolute minimum.

Distribution of Papers All papers intended for distribution at presbytery meetings are to be cleared through related committees of presbytery. If time does not permit, or if papers do not relate to a committee, permission must be obtained from the Moderator and the Stated Clerk before the papers are distributed.

PRELIMINARY BUSINESS Report of the Stated Clerk – The Rev. Doris Arnett Whitaker § A quorum was declared and on motion/second, the roll was formed by signatures obtained during

registration showing an attendance of seventy-one (71) ministers of Word and Sacrament, forty-four (44) elder commissioners (representing thirty-eight (38) churches), and eleven (11) elder members of presbytery: a total of one hundred and twenty-six (126) voting members. Also present and not otherwise registered were zero (0) alternate commissioners, one (1) candidate, one (1) corresponding member, three (3) staff members of the presbytery, and sixteen (16) registered visitors for a total registered attendance of one hundred and forty-seven (147).

§ On motion/second, the docket was adopted as amended. § On motion/second, the minutes of the stated meeting on September 12, 2006 were approved as corrected. § On motion/second, the Rev. Arobindo Mondol (Church of Calcutta, India) was seated as a corresponding

member. § Correspondence report (Appendix A) § Reports from Judicial Cases: § # 2005-01 – The PJC met on September 28, 3006 and accepted the mutual agreement as closure for

this case. § # 2006-01 – An appeal has been filed with the General Assembly Permanent Judicial Commission by

the complainants in the case. § # 2006-02 – On September 28, 2006, the PJC received the report on the request for review and adopted

the recommendation that the Investigating Committee performed according the Rules of Discipline D-10.0202. This decision of the PJC closes the case.

Hospitality Report – Rev. Eric Laverentz, Pastor for Kirkmont Presbyterian Church, Beavercreek, Ohio. REPORT OF THE COORDINATING COUNCIL – Richard Culp Consent Agenda – The following actions were approved by voice vote after the presbytery was given the opportunity to pull business:

From the Trustees/Finance Committee: o Authorize the Trustees to temporarily deposit the money from the recent sale of the former Gettysburg: Mt.

Pleasant property into the checking account with the actual use of the proceeds to be determined by the presbytery by June 2007.

o Approve the annual financial report as performed by the firm of Clark, Schaefer, Hackett and Company. (Appendix E)

Update on “Brown Bag Lunch” Discussion

o Council is putting a plan in place for continuing theological dialogue, including sensitive issues facing the church. More details to be announced later.

Report of the Design Team – Elder Tom Milligan

o The presbytery was reminded of the mission statement and goals approved by the presbytery at the June 2006 stated meeting. Some background information was shared on process to date.

o Members of the design team presented four different models of structure through the use of four smaller groups. The goal of the small groups was to seek broad dialogue to take the design team into the final stages of the tasks assigned.

o Feedback sheets were distributed and asked for return by the end of the meeting. o Full-group discussion included: concern about the timeline; possibility of open hearings to be held by the

design team prior to the next meeting; “be quick, but don’t hurry.” o Design team requested the prayers of the presbytery throughout this process. Prayer shawls presented to

members of the design team. SIXTY-SECOND ANNOUNCEMENTS GREETING OF OUR NEIGHBORS

• New pastors, church staff members, elder commissioners and guests introduced. • One half of Hunger Offering designated for the support of family in Eritrea and one half to the PCUSA

• Spreadsheets of Asset & Liability Balance and Financial Report, both dated October 31, 2006, were presented.

o Total receipts $850,031 and disbursements $958,634 with net difference of -$108,603. o Total Liabilities and Net Worth $3,392,306.

FY 2007 Budget – Rev. Richard Culp

• FY 2007 Budget presented for action (six month January through June 2007) o Issues raised during discussion: future of Kirkmont Center; personnel issues related to 6 month

budget; information regarding Hispanic Ministry grants. o Motion/second – To increase budget supplement for Kirkmont Center by $10,000 for the first six

months of FY 2007 with additional presbytery expense coming from presbytery reserves.

CHURCH PROFESSIONALS MISSION UNIT Committee on Certified Christian Educators – Elder Pat Youther

• The Certified Christian Educators (CCE) Committee Effective Christian Education Classes, which meet on the third Saturday of the month, are going well.

• The CCE Committee will review the Committee on Ministry’s policy on Pastoral Companions and Mentors to adapt it for those working in educational ministries in the local church. The COM policy covers those who are Certified Christian Educators and Associate Certified Christian Educators.

• The educators of the Presbytery meet for a brown bag lunch at the Presbytery Resource Center on the fourth Thursday of the month (except in December). Anyone serving in the education ministries of the church is very welcome to attend. For more information, call Pat Youther, CCE chair, at 426-8292 or e-mail [email protected].

• The CCE Committee requests that the Presbytery pray during this season for all those who so faithfully share the Good News by serving as Sunday School teachers.

Committee on Preparation for Ministry – Rev. Tom Ramsey For information, the committee reports the following action taken on behalf of the presbytery:

• Conducted annual consultation with Inquirer Jacqueline Nowak and approved her continuance in the preparation for ministry process.

Committee on Ministry – Rev. Bill Philips For information, the committee reports the following action taken on behalf of the presbytery:

• Carlisle: New Jersey – Approved the request to elect a Pastor Nominating Committee. • Dayton: College Hill – Approved temporary presbytery membership for the Rev. Francisco Javier Pelaez-

Diaz while serving at Dayton: College Hill. • Dayton: Memorial - Approved the part-time Interim Pastor covenant with the Rev. David Foubert for 12

months, beginning Oct. 1, 2006, at 20 hours per week. Total compensation $33,000, allocated as follows: Salary $0; Housing and Utilities $29,500; Professional expense reimbursement $2,100; Study leave including costs of Week One interim training $1,400. pension or health insurance provided by agreement. 4 weeks vacation leave; 2 weeks study leave.

• Fairborn: First – Approved the Administrative Commission to install the Rev. Tom Harmon on November 19, 2006, 4 pm. Commission members: Elders Jeanne McIver (Moderator of Presbytery), Rev. Brian Maguire, Rev. Megan Collins, Rev. Joshua Long, Elder Arthur Lewis (Fairborn: First) and Elder Cindi Cook (New Carlisle: Honey Creek).

• Springfield: Northminster – o Approved the amended CIF for posting on the Church Leadership Connection web site. o Approved the Parish Associate relationship with the Rev. Ginny Carlisle, on an as needed, as

available basis, with no remuneration except for pulpit supply duties. • COM Policy documents –

From Kirkmont Center - Kirkmont Center is excited about the possibility of working with Third Planet Windpower, LLC as they develop a wind turbine park in Logan County. The construction of one (no more than two) turbine on Kirkmont property would have both economic and educational benefits. The 285’ turbine would be incorporated into our environmental education ministry and would be beneficial in introducing students and campers to clean energy technologies. Third Planet has offered to provide technicians and engineers to participate in our educational programs several times during the year. Peace to you as we enter a new year full of opportunities for us all. The busy Christmas season is behind us and before long Easter will be upon us. In this respite the Miami Presbytery Commissioned Lay Pastor Committee would like to invite you to consider an opportunity of service you may feel one or more of your members may be called to.

Over the past years the CLP program has graduated three classes of CLP pastors.

These members serve the presbytery in a variety of roles. These include Commissioned Lay Pastors installed in a particular congregation to providing pulpit supply. These people are also available to serve as Christian educators and in other staff positions. This is an important ministry within the church today.

The commissioned lay pastor is an elder in the Presbyterian Church (U.S.A.), who is

granted a local commission by the presbytery to lead worship and preach the gospel, watch over the people, and provide for their nurture and service. Such an elder is selected by and receives training approved by the presbytery in Bible, Reformed Theology and Sacraments, Presbyterian Polity, preaching, leading worship, pastoral care, and teaching. At the conclusion of all course work, candidates are examined by the appropriate committee of presbytery as to personal faith, motives for seeking the commission, and the areas of aforementioned instruction.(G-14.0801)

We are planning to begin a series of classes for the CLP program in September this

year. The sequence of courses will take two years. Classes will be led pastors from the presbytery and educators from the local seminary. The cost of the classes will be kept to a minimum to cover the costs involved.

Candidates will be asked to submit an application (see attached forms), three

letters of recommendation and a recommendation from their Session and Pastor. As the first class will begin in September please pass this information and applications to members of your congregation that may be interested. We would like to have applications in by May so we can begin interviews in June for this next class. 1. Belle Center – Approved the interim pastor covenant with the Rev. Kathy Clark for one year beginning December 18, 2006; and to request her ministerial credentials from the Presbytery of Lake Michigan. 4. Springfield: Northminster – Approved the renewal of the interim covenant with the Rev. Thomas Martin for one year beginning November 1, 2006 at the current terms of compensation.

Statement of Faith Rev. Susan Hamilton

My belief in a loving and ever-present God is the anchor and foundation of my life. I experience this holy one as wondrous creator, healing redeemer, and guiding sustainer. My deepest desire is to grow in Godly wisdom and in love and in turn help others respond to gifts of divine grace. Understanding one’s identity as a beloved creature of God is life changing. Empowered lives bring healing and hope to a needful world. I believe in God the creator, who brought everything that is into being. God pronounced creation good and entrusted humankind with its care. However, humanity, not satisfied with paradise given, turned from God and became lost in futile striving and isolation. Upon seeing the world lost from intended blessing, God called forth the people of Israel to make this vision plain once again. Yet, even these called out ones, led by prophets, priests and kings wandered in and out of faithfulness. Later, in the fullness of time God came in human form, in the person of Jesus of Nazareth. Unlike any other, this Jew from Nazareth forgave sinners, healed the sick, fed the hungry and freed the oppressed. Those in authority feared his goodness and he was put to death. But the vision was stronger than the grave. Resurrection glory transformed Jesus and human history. I believe in Jesus Christ, healing redeemer, who reconciled humanity’s brokenness and faithlessness with God’s holy love through his death on the cross. Through this sacrificial act our sins, our wanderings, have been forgiven. By his words and example we have been shown how to love and to live. I believe in the Holy Spirit, the sustaining and guiding presence of God, who leads us to repentance, instructs us in the ways of love and empowers us to live free and joyful lives in service to others. I believe in the church, the covenant community gathered, where all are welcomed, nurtured and instructed in the faith. In worship, the community listens for God’s word and seeks to respond by faithful living. I believe each child of God is given gifts, not for personal recognition or grandeur, but for the building up of Christ’s body the church, and the fulfilling of Christ’s mission to the world. When these gifts are realized and shared, the church ministers with greatest authenticity and transforming power. I believe the scriptures to be the inspired Word of God written, and a reliable means for discerning God’s purpose in all matters of faith and practice. The Scriptures provide a unique and authoritative account of God’s revelation in Jesus Christ, conditioned by the times and culture in which they were written, yet inspired by the illumination of the Holy Spirit. In accordance I accept the witness of the church’s confessions and tenets of the reformed faith. I believe the sacraments of Baptism and the Lord’s Supper are a physical expression of God’s goodness and unending grace. In baptism, we witness the miracle of new birth, of restored relationship with God in Christ. The waters of baptism place upon us a seal of blessing, highlighting not privilege but identity, with the prayer that we might grow in understanding of who and whose we are. When we commemorate the Lord’s Supper we recall the meal Jesus shared with his disciples on the night he was betrayed. As our lips taste the bread and savor the cup we express thanksgiving for the spiritual presence of Christ that nourishes the soul and calls us forth to new life, exhibiting a spirit of reconciliation in daily living. I believe in the mystery of faith, recognizing I know only in part, yet trusting some day I will know fully, even as I have been fully known.

STATEMENT OF FAITH Rev. Kathy Clark

I believe that all things came into being by the will of God "who reigns from heaven above in

wisdom, power, and love." Yet, this God is present with us. God is present in the life, death, and resurrection of Jesus, fully human and fully divine, who speaks to us as urgently as He spoke to the people of Palestine 2000 years ago. God is also present in the Spirit who dwells within us. There are three persons, yet one substance, one Lord.

It is through God's great love that our souls are cleansed by the blood of the Son, Jesus the Christ, in whom we also have died and through whose resurrection we have eternal life.

We have each received the Spirit who leads, instructs and reveals the heart and will of God to us. The Spirit also empowers us to live our lives in the love of God and according to the will of God, rather than by our own desires, expectations and wisdom or those of the world around us. Through the Spirit we are united with Christ and are one with Him, as He is one with the Father.

Written by the inspiration of the Spirit, the Bible is God's revelation and the record of the relationship between God and the world; past, present and future. The Word of the Lord is eternal. It stands firm in the heavens. His statutes are my heritage forever; they are the joy of my heart. “Thy Word is a lamp to my feet and a light for my path.” (Psalm 119:89, 111 & 105)

I believe the church is the body of Christ, His presence in the world. It is through the church that Christ's presence is anchored in the world. The life of a community of believers is where His message is revealed and lived out and where the kingdom of God opens its gates to the world.

God blessed Abraham and Sarah and all their descendants by establishing a covenantal relationship with them. As believers in Jesus the Christ and the Father who raised Him from the dead, we are inheritors of God's grace and covenantal promises.

Just as circumcision set the people of Israel apart from the world as God's chosen, so baptism sets us apart as the body of Christ, members of the one holy catholic apostolic church; participants in the new covenant that is Jesus the Christ. We are members of God's covenantal community, sealed by our baptism. This sacrament is not simply "the thing you do with babies," nor the hurdle to membership in a church. It is the entrance into a way of life and a particular community. It is a new identity. The community, the church, provides the active nurture and guidance that enables our lives to reflect this holy identity.

Baptism is a holy Sacrament, given to us by our Lord. "In Baptism, the Holy Spirit binds the Church in covenant to its Creator and Lord (W-2.3003)." This act of binding is solely an act of God's grace.

In the Lord's Supper we remember Jesus' last supper with the disciples, His crucifixion and resurrection, and the banquet yet to be served. It is a celebration of the already and the not yet. We share it in communion with the living and ever-present Lord. Through this holy Sacrament we look forward to the great banquet when we shall be reunited with our Lord. It is around the table of the Lord where the baptized truly represent the Body of Christ. There are no differences among us here. The kingdom of God is unified throughout time and space and we are all one in the Lord. "Each time they gather at the table, the believing community. . . commits themselves afresh to love and serve God, one another, and their neighbors in the world.@ (W-2.4006)

I believe that in addition to all of this, God continues to bless us immeasurably, often beyond our own ability to perceive it. God fills my life with a joy that soars with the chorus of angels and often spills into the world around me. Our God is an awesome God and my life's goal is "to glorify God and to enjoy Him forever.@ (Answer 1, Westminster Shorter Catechism)
