    DISTRICT+ Call for Sub-projects Proposals

    An interregional call for Sub-project proposals has been launched under "DISTRICT+" Interreg IVC project

    on 17th December 2010. Public bodies and bodies governed by public law, located in the regions of the DISTRICT+partnership (Tuscany, IT; Vastra Gotalands, SE; Lower Silesia,PL; Brasov County,RO; Sachsen Anhalt, DE and West

    Midlands, UK) are invited to submit their ideas no later than by 31st of March 2011.

    The sub-projects shall start no earlier than on 1st May 2011 and should end by 31st May 2013. An avarage budget of

    a sub-project is not envisaged to be higher than 300 thousand with 75% intervention rate. As result of this call it is

    expected that 6 - 8 sub-projects will be approved for funding. Proposals must involve partners from at least three

    different regions from six DISTRICT+ partners and need to address one of the following policy areas:

    1. internationalisation strategies directed to innovative clusters in industrial regions; identify, analyse anddisseminate good practice to support the competitiveness of European regions in emerging markets (e.g., China,

    India, etc) and attract foreign direct investments;

    2. clustering strategies directed to global value chains; identify, analyse and disseminate good practice torevitalise traditional/declining sectors supply chains through product innovation and interregional cluster

    strategies in different sectors;

    3. innovative business development identify, analyse and disseminate good practice to support knowledge-transfer and start-up mechanisms and services for the creation of new SMEs by young researchers and

    entrepreneurs (including risk capital, consultancy services, patents centres, etc.);

    4. spin-offs tools for industrial SMEs identify, analyse and disseminate good practices to support spin-offmechanisms and services for existing industrial SMEs (including different support schemes for different spin-offs,

    solving spin-off problems such as licensing, IP, etc.);

    5. development of technological incubators and R&D transfer centres identify, analyse and disseminate goodpractices for the creation and management of incubators and R&D transfer centres, including strategies to

    design/develop technological incubators and running technological parks to deliver effective innovative services

    to SMEs;

    6. eco-innovation in high-tech companies and clusters - share policy tools and methodologies to foster theinteraction between knowledge providers and enterprises with a special focus on eco-innovation and industrial

    cluster strategies in environment-friendly branches.

    In line with the overall methodology of the DISTRICT+ Project, sub-projects are required to identify, analyse and

    disseminate good practices that are relevant to the development of policy in their regions and to create the basic

    preconditions for the integration of outcomes into the partners development programmes.

    In the West Midlands the desired outcome of the current call will be 2-3 projects where the West Midlands is a lead

    partner and a minimum of 3 projects where the West Midlands participates as a partner supporting other regions.

    It is not the intention of the current call to encourage high value projects. Due to limited resources available under

    this call it is recommended that you work with a maximum of 6 partners. Please note that there will be up to approx

    120 - 130 thousand available for a lead partner and 40 - 60 thousand per partner for 2 years , subject to the

    number of partners in a project.
