Background• Board Approved the Five-Year Plan in May of

2005 that contained expenditures for FY 2006/07.

• Each year the Program has remaining funds that may be reallocated to other projects.

• This year staff solicited Stakeholders for ideas on how these remaining funds might be spent.

at its February 2007 meeting to the following project:

• $60,000 - Augment San Francisco State University Contract IWM05051

• $120,000 - Rubberized Slurry Seal Investigation

• $1,895,000 - Tire Derived Product Grants• $50,000 - Cal/EPA Environmental Justice

separate actions:

1) Approve the FY 2006/07 proposed reallocation activities

2) Approve the Scope of Work for the County of Los Angeles Department of Public Works Rubberized Asphalt Concrete Performance Model

– $865,583 University of California Berkeley contract Technical Outreach Through the Institute of Transportation Studies

– $108,966 Printing expenses for Conservation and Pollution Prevention at a Shared Border Curriculum

– $1,200,000 California State University, Chico Research Foundation contract Pavement Outreach through the Pavement Preservation Center

– $725,000 – Augment R.W. Beck contract Tire-Derived Business Assistance Program to fund the BAP Grants – B List

Staff Recommends Funding The Following Projects:

• $500,000 Fund Solid Waste Disposal and Codisposal Site Cleanup Program Environmental Services Contracts (IWM05017 and IWM05067) to Fund Tire-Related Cleanup Activities.

• $25,000 Augment Air Resources Board Inter Agency Agreement (IA) to Purchase, Support, And Make Available Surveillance Equipment To Assist The Special Waste Tire Enforcement Program.

• $50,000 Augment IA with California Highway Patrol to Conduct Enhanced Enforcement, Security Assistance, Education, Training, Investigative Assistance, And Surveillance for the Waste Tire Compliance Program

Scope Of Work• Los Angeles County Department of Public

Works was awarded $150,000 for a Rubberized Asphalt Concrete Performance Model at the Board February meeting.

• Goal of this contract is to provide information to local agencies on the projected service life and performance of streets and roads surfaced with RAC over time.
