It is with sadness
that I formally an-
nounce the death of
Thomas Chalmers
Chilcote, the twelfth
mayor of the Town of
Palm Beach Shores,
on Sunday, February
20, 2011.
Mayor Chilcote
served the second
longest tenure as
mayor of Palm Beach
Shores, holding office
for twelve years from 1988 until 2000. He also served
as a commissioner for six years prior to serving as
Mayor. His steadfast leadership afforded our Town
many tranquil and prosperous years. During his tenure
he provided the oversight and vision for the much
needed expansion of our Town Hall complex, while at
the same time preserving the facility’s historic and
quaint appearance that we have all come to enjoy. He
was also responsible for the modernization of one of
our Town’s major public utilities.
Born in 1920 in Fannettsburg, Pennsylvania, Tom
Chilcote devoted his life to public service. He served
for many years as principal of Spring-Ford High
School in Royersford, Pennsylvania. He and his wife,
Esther, later relocated to Palm Beach Shores and he
served as a professor at Palm Beach Community Col-
lege, now Palm Beach State College.
We pause to pay tribute to a man who gave of him-
self in service to his community. His life and legacy
points us to the calling that each of us has as American
citizens - to serve one another. May we honor his mem-
ory with admiration and respect for a job well done.

We recently evicted several pigeons that had made the Community Center their home. They were nesting in the gutter above the entrance to the building. Their drop-pings were making a mess of the balcony and the walkway below. The gutter edge was sealed with caulking material, nesting debris was removed and chicken wire was installed to prevent future nesting. Do not feel bad for the birds because as we were packing up the ladder and our tools we noticed the birds bathing in the gutter on the
west side of the building.
These tracks on the beach were reported on Febru-ary 21, 2011. It looked like a trac-tor had driven out of the water onto the beach how-ever; it was a sea
turtle coming onto the beach to nest. The turtle was approxi-mately 7-1/2’ wide and was a leatherback. Turtle nesting sea-son starts March 1st so it was extremely early to see a nest on
the beach. Remember – lights out starting March 1st.

We have been asked about a few laws that pertain to the parkway and other items. By Town Ordinance no bicycles are allowed on the parkway between sunset and sunrise. Scooter, skateboards, quadracycles (4 wheeled bikes) and any type motor vehicle is not allowed at any time on the parkway, according to
ordinance.
By Florida State Statute the only type of scooter or electric vehicle that can be on a road in the state are those that can be issued a Tag/License plate, so to be safe if you cannot get it reg-istered you cannot put in on a street, except of course for wheel chairs, personal mobility devices.
By Florida Statute all bicycles must have a light used at night time and be equipped with an audible device, horn, bell etc.
For a scooter if it is 50CC or LESS you do NOT need a mo-torcycle license, just a regular license. If greater than that you DO need an endorsement from DMV.
For Go-Peds, motorized skateboards etc, according to Flor-ida statute 322.56 they cannot be on a public street.
Also on the parkway, the other day I was driving my patrol car down Bravado and got to the Parkway. Thankfully I was going very slowly, when a man threw a ball to his dog and overshot the parkway. The dog somehow got under the car. When I stopped he got out from under and ran. Thankfully he received only road rash, but it could have been much different if I was going faster or did not stop immediately. Please put a leash on the dog, I know it’s not fun but neither was what I described for me or the dog.
The Annual Easter Egg Hunt will be the usual day before Easter on Saturday April 23rd. We went through 2,200 hundred eggs last year and will up it to 3,000 this year due to so many people attending. This means stuffing each of the 3000 with candy. Each year with so many volunteers it usually takes us about 40 minutes, I’ll let you know the date if you can lend a hand.

Fire Departments, Police Departments, Emergency Medical
Service, the United States Post Office, building officials,
plumbers, electricians, and delivery services all have one
thing in common…they find you by using your home ad-
dress. Town code requires address numerals at least 3 to 6
inches high, in contrasting colors, be displayed directly
above or beside the principle entrance to the dwelling. Cur-
rently there are 43 homes with no address numbers at all,
and numerous homes have numbers incorrectly posted,
above the garage door, on mail boxes, in the front lawn,
and various other locations. In the dark of night when sec-
onds count and you or a loved one needs help, having your
address in large numbers above or next to your principle
entrance will help us find you quickly. Please help us, help
you in your time of need by complying with Town code
that exists for your protection.
George L. Fitz (BUSTER) joined our fire department in
1981 and has been volunteering as a firefighter since 1977.
He was recognized by our members at our February asso-
ciation meeting for his years of service to the town. Buster
and all the volunteer members of your fire department work
hard throughout the year as dedicated public servants to the
residents of Palm Beach Shores.

Meet your Neighbor
We recently lost a neighbor. Helen J. Casey, late wife of
Edward Casey and long-time resident of Bravado Lane was
laid to rest with full military honors at the South Florida
National Cemetery in Lake Worth on January 11, 2011.
Helen served her country as an army nurse and was
awarded the World War II Victory Medal in 1945.
NOTES FROM THE CLERK
Once again, the Town will not have a local
election this year. Two candidates, Dr. Scott
McCranels and Roby DeReuil qualified for two
Commission seats, so there is no need for an election
on March 8th. Congratulations to Scott and Roby,
and thank you for your continuing service to the
Town of Palm Beach Shores. Just a reminder that
the Town Commission ‘reorganizes’ at the annual
Organizational meeting scheduled for March 28,
2011.
Enforcement of the new vegetation/hedge
codes is winding down. To date, over 70 properties
have come into compliance. Notices of Violation
have been sent out via certified mail to the remaining
14 property owners, giving them 10 days to correct
their violations. Any properties that are not compli-
ant at the end of that time will be sent their Notice of
Hearing for the March 15th Code Enforcement Spe-
cial Magistrate hearing. Please remember that these
new codes are the result of over a year of review and
discussion, are much less restrictive than the previ-
ous codes, and were formulated to ensure safety.

The sand transfer plant
located at the east point of
the jetty is a unique part of
our Town and one of the
tools instrumental in main-
taining the Lake Worth
Inlet. The Town of Palm
Beach built the plant in 1958 to mitigate the loss of sand
they suffer because of the interruption of currents caused by
the initial and continued dredging of the inlet. In addition,
The United States Army Corps of Engineers has a perma-
nent easement for the land adjacent to the Inlet to maintain
the inlet, i.e. dredging, replacement and repair of the riprap,
etc.
As you may recall major renovations were done to the
plant after the 2004/2005 hurricanes, to repair and upgrade
the internal mechanics. During phase I of the renovations,
minor improvements were made to the exterior of the plant.
At that time we were assured that Phase II would include
more substantial exterior aesthetic renovations in conjunc-
tion with additional upgrades needed to enhance the opera-
tions of the plant. Palm Beach is currently in the permitting
process of Phase II, and they are formulating preliminary
conceptual plans for aesthetic enhancements to the roof and
exterior of the plant. Palm Beach staff members will meet
with Mayor Workman and me for a preliminary review of
their ideas, and it is anticipated that their conceptual plans
will be presented to the Commission at the March 21st meet-
ing.
Additionally, as most of you have noticed (I know be-
cause I’ve heard from many of you _), the annual inlet
dredging has been taking place. Although the Army Corps
has been responsive to our inquiries and requests related to
the impact to our Town, the maintenance of the inlet is a
critical necessity to maintain the inlet and will always be a
full time operation. As always I will continue to monitor all
of the activities and plans for this project, and will keep you
posted.
