To provide a basis for values in NEI 99-01 Revision 6 Emergency Action Level Table R-1, "Effluent Monitor Classification Threshold".

ASSUMPTIONS AND REFERENCES:

1. EIP-ZZ-0 1211, Accident Dose Assessment Revision 031 was used to perform calculations. 2. Stability Class "D" used based on RERP and Table 2.3-36 of Callaway FSAR. 3. Wind Speed 3.5 meters/second (7.8 mph) based on Table 2.3-17 of Callaway FSAR. 4. Release Duration 1 hour based on NER 99-01, Methodology for the Development of Emergency Action Levels for

Non-Passive Reactors. 5. Calculations are performed I hour after reactor shutdown. 6. Wind Direction is 180 degrees and does not affect calculation. 7. Trigger points are:

a. General Emergency = 1,000 mRem TEDE and 5,000 mRem CDE Thyroid b. Site Emergency= 10% of General Emergency values c. Alert = 1% of General Emergency values
