There is a prevalence of respiratory diseases particularly:

There is a relatively high rate of infant mortality in the area especially among children below
4 years old. About 47% of the total number of deaths in this year is in this group.
Medical care services are inadequate in CESTOU.
Most deliveries in the area are performed at home by hilots rather than midwives, nurses
and doctors.
CESTOU has no hospital. Seriously sick persons have to be transported to a neighboring area
hospital some 32 kilometers away.

III. Production Activities and Potentials
Fishing is the second most important primary production activity in CESTOU, followed by limestone
extraction.
The tourism sector of CESTOU is a high potential but underdeveloped sector.
The areas covered by forests occupy 25% of the total area. Increasingly the forested area is being
cleared by stash and burn system or the kaingin system.
Modern industrial technology for agricultural products is absent in CESTOU. Farmers reply on the
traditional copra making. Marketing system is costly and inefficient, because of the inadequate
transport and infrastructure systems. The middle marketing system is further aggravated by some
unscrupulous practices of middleman.

B. ANALYSIS
STRENGTH WEAKNESSES SOLUTIONS/PROPOSALS
The Physical land of the Cestou Area is suitable to different kinds of livelihood developments
Livelihood from agriculture and fishing contributes a lot to the communitys economy
Medical care services are inadequate
No existing hospital
Modern industrial technology for agricultural products is absent
Inadequate transport and infrastructure systems
High cost of feeds, vaccines and transportation
Low percentage of labor force
Provide medical care facilities on center of the municipality
Provide several developments that will give job opportunities to the unemployed population
Improve road networks along the city as well as the connections with the adjacent city/municipality
OPPORTUNITIES THREATS SOLUTIONS/PROPOSALS
27 km beachfront coastline is scenic and rich in minerals and shell. It has a potential for beachfront developments.
Rich in mineral resources such as limestone, shale and sandstone.
The area is a flat land which makes it flexible for different developments

C. DEVELOPMENTS AND PROPOSALS
Elevated Housing and Walkways
Knowing that Cestou is frequently visited by typhoon and prone to flooding, we came up with the
proposal of elevated walkways and housing. This disaster resilient strategy aims to provide security
and protect the residents during calamities. Therefore making Cestou area a safer and disaster-
resilient liveable community.
Proposed Community Plaza
The development is to include government offices, as well as retail and residential components to
enhance the economy, provide job opportunities and attract tourists, consumers and investors. The
Plaza will be located in the heart of Cestou Area and directly facing the city's Oldest Catholic church.
The design will consists of a main plaza, surrounded by buildings; the town square will be a place for
the community to gather, a place for live music, and dancing on holidays, and for children to splash
in the many water features on warm summer season.

Proposed Beachfront Resort Beachfront developments like resorts along the 27 km coastline will be help to the overall
development of the community. This will aim:

enhance the economy
promote the municipality thru its physical wonders
attract investors

Proposed Hospital in the Forest
The Cestou area is a municipality which has 1500 hectares(24%) forest. Using this existing situation
as an opportunity, we came up with a proposal of a Hospital in the Forest which will primarily aim
to solve the citys inadequate medical care services and will promote the municipality as well. The
proposed hospital will be accessible directly from the national road making it accessible to the
poblacion and to the adjacent municipalities as well.
Present day, in hospital settings, biophilic design has been tested and proven to decrease patient
recovery time and stress levels, decrease medical complications and accidents, decrease patient
depression, and increase employee productivity. All in all, visual and physical connections to
nature - via natural light, green walls, visible vegetation, and even art/wallpaper/carpet - provide
a positive and inviting environment for the patients, family and staff of the hospital.
This will aim to give patients a new and lively experience through overlapping the man-made
environment into the green living system.
