Foreign Affairs Council

The Council, chaired by the EU High Representative for Foreign Affairs and Security Policy,

Federica Mogherini, will discuss the situation in Syria, taking into account the latest developments in

the country.

Over lunch, ministers will have an exchange of views on migration, as a follow-up to the Eastern

Mediterranean-Western Balkans route conference ( 8 October) and in preparation for the Valletta

Summit in 11-12 November.

The Council may adopt conclusions on both subjects. The Council will also address post-2020 relations with African, Caribbean and Pacific countries (ACP).

European Council

The European Council will focus on migration in its various aspects, taking into account the Commission's proposals and the conclusions of the Justice and Home Affairs Councils of 8-9 October 2015.

Heads of State and Government will continue preparations for the Valletta Summit to be held on 11-12 November and will examine the follow-up of the high-level conference on the Western Balkans route of 8 October.

The European Council is also expected to take stock of the work regarding the five Presidents report on completing the Economic and Monetary Union.

In addition, the President of the European Council will inform EU leaders about the state of play on the UK referendum and the process ahead.

Agriculture and Fisheries Council

Regarding fisheries issues, the Council will seek to reach political agreement on fishing opportunities for member states in the Baltic Sea for 2016. The aim of the proposal is to establish the maximum quantities of fish from specific stocks that can be caught in that sea - total allowable catches (TACs) -, as well as the fishing effort limits (number of days at sea) for Baltic cod stocks. The Common Fisheries Policy establishes that the exploitation of living marine biological resources shall restore and maintain populations above levels which can produce the maximum sustainable yield.

The Council will also hold an exchange of views on the annual consultations between the EU and Norway under their bilateral fisheries agreement, in particular as regards the jointly managed stocks in the North Sea and an exchange of fishing possibilities between the two sides.

The consultations will take place between 16 and 20 November in Copenhagen and from 30 November to 4 December 2015 in Bergen.

On agricultural issues, the Presidency will organise a debate on agriculture and climate, as part of the EU contribution to the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 21), which will take place in Paris from 30 November to 11 December this year.

In addition, ministers are expected to discuss some aspects of the proposal for a regulation on the controls in the food chain with a view to reaching an agreement on a Council position which would allow negotiations with the European Parliament to begin. The proposal aims to modernise and integrate the existing system of official controls and is part of a comprehensive package, which also includes major reviews to modernise the animal health and plant health EU legislation.
