Cairns Regional Council’s approach to the development, planning, and acquisition of public art has been evolving since the adoption of Council’s first Public Art Policy in 2006, which was most recently updated in 2010 and 2017. These variations are consistent and in step with Council’s evolving corporate objectives and the changing cultural landscape of the city.

Other major influences on the delivery of public art across these years include:

From 2006-2015, the integration of

Public Art into Council’s corporate

strategies was facilitated by a Public Art

Advisory Committee (PAAC). The role

of the Committee was to provide

recommendations to Council and

oversee the production; management;

and the selection of artists, artistic works

and financial requirements relevant to

public art projects. Council acknowledges

the contribution of the many people

who have participated in the advisory

committee over these years, their

advice and expertise has been integral

to growing the city’s portfolio of artworks

and providing opportunities for artists

and creative specialists to take part in

shaping our city.

In 2012, Council endorsed a 5-year

Public Art Plan. The plan has

guided capital investment and the

implementation of a program of

permanent, temporary and event-

based public art, as well as processes

for promoting and maintaining public

art assets.

The core principles and objectives of the policy and planning cycle outlined in this review have aimed to:

Position Cairns as the arts and cultural

capital of Northern Australia and as a

vibrant and contemporary public art

city through a planned, decisive public

art program that reflects and promotes

the unique character and lifestyle of

the region.

Provide a strategic framework for

Cairns Regional Council’s public

art program and guidelines for the

commissioning, management,

maintenance, de-accessioning and

implementation of public art.

Promote the integration of public art into

Council’s capital works projects.

Demonstrate intent to work with local,

national and international arts and

creative practitioners to ensure a diverse,

contemporary and distinctive public art

program.

The Public Art Policy is designed to animate and facilitate an integrated public art program involving three strategically linked categories:

CATEGORY 1: NEW WORKSReferring to the acquisition of artworks

for public space and the contribution

of artists to the design of new

public spaces.

CATEGORY 2: COLLECTION MANAGEMENT Referring to existing Public Art assets in

Council’s ownership, care or on Council

controlled land.

CATEGORY 3: PUBLIC PROGRAMSReferring to the development of

programs, projects and activities that

encourage increased civic and cultural

identity, community awareness and

involvement in local area planning, and

public placemaking activities.

Cairns Regional Council’s commitment to culture and the arts is clearly demonstrated through our continued delivery of world-class programming and the infrastructure and resources that stimulate and support creative and cultural activity.

With community effort at its foundation, the city is rapidly earning a reputation as a

hot spot for culture, creativity and the arts. A key goal of Council’s Strategy for Culture

and the Arts 2022 aims to develop and endorse a new five-year Public Art Plan to

embrace placemaking, liveability and sustainability outcomes.

In accordance with the three strategic categories of the Public Art Policy, the following

quantitative review sets out and summarises key achievements and milestones

across the 2012/13–2017/18 financial years. The outcomes that have been achieved

will inform the development of a new planning cycle and an integrated approach to

the future acquisition and commission of new works, public programs, activities and

collections management.

The Review reflects solid and consistent progress in outputs and deliverables, along with an effective structure that has supported the

objectives and goals of Council’s Public Art Policy. The outcomes outlined in the review have been underpinned by a confluence of

contributing factors. Firstly, the recognition that culture, creativity and the arts enrich and stimulate the liveability and character of our city;

and also that artists and creative professionals play a vital role in interpreting and promoting the distinctive cultural vitality of our region.

Central to these guiding principles, Council has invested around $3.03m across the three strategic categories of the policy. This provided a

boost to the FNQ economy with approximately 86% of artworks and approximately 98% of project management/curation, manufacturing/

fabrication and installation completed by creatives and other industries based in the FNQ region.

Overall, the Review indicates:

135 new artworks were commissioned or

acquired for public space with a strong

curatorial emphasis celebrating First

Nation stories and heritage.

This diverse portfolio of works includes:

sculpture, installation art, painting,

mosaics, murals, lighting, digital

technology, streetscape and a variety

of design elements.

Integrated cultural programming has seen

public art as a key feature in around six

public festivals and events.

165 documented employment

opportunities have been created

for a diverse range of contributing

professionals, including: artists, project

managers, curators, fabricators,

engineers, and design specialists.

Restoration and repair has been

undertaken on seven significant public

art assets

The full collection of Cairns public art

(194 artworks across Cairns) has been

mapped, GIS-coded, catalogued and

promoted on the new Cairns Arts and

Culture Map.

$52,351 $50,000 funding received from Arts Queensland’s art+place Public Art Fund to develop concepts for the Master Plan.

30 community engagement and artists’ workshops were held throughout this project; and consultation was carried out with Yirrganydji and Yidinji Traditional Owner Groups and other local Indigenous artists to develop concepts and the Master Plan.

The project did not proceed to fabrication as anticipated funding was no longer available and Traditional Owner consensus in regard to the concepts contained in the Master Plan could not be achieved.

Learnings from this project informed the design and delivery of the Shields Street City Heart project.

Botanic Gardens Visitors Centre

$78,323 Funded by the State Government’s art+place Public Art Fund, the artwork was developed through an integrated and collaborative design process between the artist and architect. Art and architecture become indivisible with the artwork’s use of interlayered glass referencing the social and historical history of the area.

Nine Expressions of Interest were received.

$123,858 The project was initiated as part of the City Centre Alive project. The stainless steel artwork is reminiscent of conch shells found on the Great Barrier Reef and the heliconia, an exotic plant species found in tropical North Queensland.

$94,345 Construction of the Edmonton Leisure Centre was completed in March 2013. The $15m multi-use community facility also doubles as a purpose-built Storm Tide Cyclone Shelter. The graphic artwork was designed for the internal wall space of the Centre and represents sports and leisure activities conducted in the facility on a daily basis.

15 Expressions of Interest were received for this project. The commissioned artists also collaborated with a diverse group of stakeholders and users of the facility to develop the conceptual design.1

$1,855,441 The Shields Street Heart revitalisation project has been delivered in two stages: Stage 1 comprised Grafton to Lake Street, and Stage 2 stretched from Lake to Abbott Street. The integration of public art includes a substantial Indigenous art component showcasing the diversity and creativity of local and regional Aboriginal and Torres Strait Islander artists.

Artworks include: glass mosaics; galvanised steel sculptural forms; gobo light projections and etched granite tiles designed from original lino cut designs.

Project costs across the 2 stages of the initiative comprised: Artist fees, installation, materials, manufacturing, creative projection, consultation and project management.

Stage 1 of the project cost approximately $1,142,398 and Stage 2 cost approximately $1,002,215.

Consultation with Traditional Owners was carried out by David Hudson (Didgeralia).

$180,312 The commission was designed to celebrate the long-term partnership between Cairns Regional Council and James Cook University (JCU) through the development of two separate—but inherently linked—public artworks.

The large scale, laser cut steel sculptures featuring bold stylised shapes, patination and thick external plates present a bold and sophisticated entry statement to Munro Martin Parklands and a strong thematic link with the piece designed for the JCU Founder’s Green site.

The work was exhibited here in Cairns from December 2014 - March 2015 and has since travelled to Denmark, Melbourne, Perth and Sydney.

94 people—including approxmately 70 students and six teachers from 7 different schools—actively participated in workshops and the fabrication and design stages of the project.

The project was funded by the Commonwealth Games Festival 2018.

Pumped – A Water and Waste Art Trail

1 x Artist $128,291 The Pumped Water and Waste Project was designed to improve the visual amenity of seven Water and Waste infrastructure assets across the Cairns region. Nine sites were included and invitations were sought from artists to submit concept design for street art at these sites.

Each site is part of the Water and Waste infrastructure network.

The project aimed to engage the visual arts community to reimagine these vital urban utility sites and to celebrate art and culture in the community.

A public information session was included in this program.

The Sea Walls Australia event was a 10-day public art festival facilitated by PangeaSeed Foundation’s public art program in collaboration and partnership with Cairns Regional Council.

The foundation is an international non-profit organisation that collaborates through multidisciplinary creative mediums, connecting with members of the contemporary art and environmental communities to raise public awareness for the conservation of our oceans.

This project involved four public events across the 10-day program.
