tives and income tax incentives.

Jamaica

The Government of Jamaica offers the follwing broad incentives to encourage

foreign investment:

• Tax holidays for business located in free-trade zones and special development areas.

• Tax holidays for industrial enterprises, tourism projects and agricultural activities.

• Double taxation treaties exists with major developed countries.

• Duty exemptions on capital goods, raw materials and building materials for ap-

proved investments.

• Low establishment and production and operational costs.

Under the Jamaica Free Zone Act investors are allowed to operate solely with foreign

exchange in specific activities such as warehousing, manufacturing, processing, refining,

assembling, packaging and service operations such as insurance,

banking, and professional services. Many goods produced in

Jamaica enjoy preferential access to EU, USA and Canada

and CARICOM.

St Lucia

The Government of St. Lucia encourages local and foreign investment in its main

economic sectors including manufacturing, tourism, agriculture and services.

Incentives include:

• Tax holidays up to 15 years

• Waiver of import duty and Consumption tax on imported plant, machinery and equipment

CARIBBEAN FACTS

The Convention Establishing the Association of Caribbean States (ACS) was signed on 24 July1994 in Cartagena de Indias, Colombia, with the aim of promoting consultation, cooperation andconcerted action among all the countries of the Caribbean, comprising 25 Member States and three

Associate Members. Eight other non-independent Caribbean countries are eligible for associate membership.

The ACS was established to promote economic cooperation among its members and to encourage acoordinated approach to trade, tourism, transportation, health, science and technology, education, cul-ture and environmental protection. Taken as a group the ACS countries can be considered the world’sfourth largest trading bloc, after the European Union, NAFTA and the Association of South East AsianNations (ASEAN).

ORGANIZATION OF EASTERN CARIBBEAN STATES—The Organization of Eastern Carib-bean States (OECS) is a grouping of seven islands in the Windward and Leeward chain. These areAntigua and Barbuda, Dominica, Grenada , Montserrat , St. Kitts and Nevis , St. Lucia and St. Vincentand the Grenadines . The British Virgin Islands and Anguilla are associate members. The organizationwas established in June 1981 under the Treaty of Basseterre ( the capital of St. Kitts/Nevis) to promotecooperation and economic integration among its members and to pursue joint initiatives in foreignpolicy, trade and investment promotion, finance, planning, education and legal affairs, civil aviationand sports, among others. There is an OECS Secretariat based in St. Lucia an Eastern CaribbeanCentral Bank (ECCB) in St. Kitts, an Export Development and Agriculture Diversification Unit(EDADU) in Dominica and an Investment Promotion Service (ECIPS) based in Washington, DC.There is a single Eastern Caribbean Supreme Court and a single Eastern Caribbean currency for theseven islands. The exchange rate of the EC dollar is $2.71 to one US dollar.

The Caricom Single Market and Economy is intended to benefit the people of the Caribbean by provid-ing better opportunities to produce and sell our goods and services and to attract investment. In recentyears allowances have been made for the subsequent inclusion in the Revised Treaty, by way of addi-tional Protocols, new issues such as e-commerce, government procurement, trade in goods from freezones, free circulation of goods, and the rights contingent on the free movement of persons. It will createone large market among the participating member states. The main objectives of the CSME are: full useof labor (full employment) and full exploitation of the other factors of production (natural resources andcapital); competitive production leading to greater variety and quantity of products and services to tradewith other countries. It is expected that these objectives will in turn provide improved standards of living,work and sustained economic development. Key elements of the Single Market and Economy include:Free movement of goods and services - through measures such as eliminating all barriers to intra-re-gional movement and harmonizing standards to ensure acceptability of goods and services traded. Rightof Establishment - to permit the establishment of CARICOM owned businesses in any Member Statewithout restrictions. A Common External Tariff - a rate of duty applied by all Members of the Market toa product imported from a country which is not a member of the market. Free circulation - free move-ment of goods imported from extra regional sources which would require collection of taxes at first pointof entry into the Region and the provision for sharing of collected customs revenue. Free movement ofCapital - through measures such as eliminating foreign exchange controls, convertibility of currencies(or a common currency) and integrated capital market, such as a regional stock exchange. A Commontrade policy - agreement among the members on matters related to internal and international trade and acoordinated external trade policy negotiated on a joint basis. Free movement of labor - through measuressuch as removing all obstacles to intra-regional movement of skills, labor and travel, harmonizing socialservices (education, health, etc.), providing for the transfer of social security benefits and establishingcommon standards and measures for accreditation and equivalency.
