    C1 Initial Environmental Examination

    The scope of services under the IEE study is as follows:i. Selection of 2 possible alternative sites and recommend one site which involves

    minimum aricultural land! minimum habitats to be displaced!minimum"avoidin

    hilly area! use maximum #overnment land $if available% and develop suitable layouts.ii. &and ac'uisition plan from the office of the (eputy Commissioner)s office.

    The scope of services under the EI0 study is as follows:

    i. Carry out environmental and social impact assessment identifyin the maximumeneration capacity capable of bein installed $not less than 1788 ,/% that will

    satisfy the applicable environmental re'uirements! includin the laws and bylaws of

    -anladesh and /orld -an* #roup)s health and safety uidelines.

    ii. Carry out hydroloical investiation9 evaluate the necessary coal supplyin system

    and power evacuation facilities re'uired.

    iii. Elaborate pro+ect description and desin and the activities at preconstruction!

    construction and postconstruction phases.0ppendix

    iv. Establish environmental and social baseline condition in respect of water resources!land resources! ariculture! fisheries! ecoloy and socioeconomic condition.

    v. Carry out meteoroloical! noise level and air 'uality investiations for the proposed

    power plants and the necessary additional transmission lines.vi. Select environmental and social components li*ely to be impacts by the proposed

    coalfired power plants.

    vii. Identify suitable control measures to minimie C62! S62! 62etc. emission from the

    power plants! if any! that should be re'uired the developer under the re'uest ofproposals.

    viii. Identify exhaust stac* re'uirements applicable to each plant so that concentration of

    S62and particulate matter in the surroundin area is uniform and minimum.

    ix. Thermal plume modelin will be completed considerin the proposed power plantincludin nearby industrial installations $if any%.

    x. 0bility for the developers of the power eneration pro+ects to satisfy all nationalreulatory re'uirements and international obliations related to health and human

    safety and the environment in the construction! operation! and maintenance of

    imported coal pro+ects of the anticipated sie at the identified sites.xi. 0bility to dispose efficiently and in a manner that complies with all national

    reulatory re'uirements and international obliations related to the ash eneration

    by the power eneration facilities $and the development of a recommended plan for

    doin so%.xii. Social"infrastructure facilities to be re'uired.

    xiii. 0ssess and evaluate the ability of each of the pro+ect $and any expansion pro+ects at

    the site% to comply with all health and safety and environmental laws of -anladeshand the re'uirements of the /orld -an* roup. Identify any restriction that should

    reasonably be imposed on the developers of the power eneration pro+ects to ensure

    that expansion pro+ects can be desined! constructed and operated in compliancewith all such laws! reulations and re'uirements and also international obliations.

    xiv. Evaluate the impact on environment in line with -anladesh and"or /orld -an*

    re'uirement for the coal power plant and transmission line to ensure that the power

    eneration facilities and transmission facilities can be desined! constructed andoperated in compliance with all applicable environmental re'uirements.

    xv. 5reparation of Environmental ,anaement 5lan $E,5%! which shall include

    mitiationmeasures! enhancement and continency measures and compensation.

    xvi. 0s per T64 approved by the (6E! produce an EI0 report which shall form the basis

    of obtainin environmental clearance from the (6E for implementation of the coalfiredsteam power eneration facilities of 2 x ;88
