As we say goodbye to Scott, we say welcome to J. T. King who recently started as our Lodge Manager. J. T. has a BBA from the University of North Texas and experience as a restaurant entrepreneur. He has already demonstrated a high level of commitment and caring for our community. We will certainly miss Pat Greenlee in the Lodge, but are thrilled that she will be back in the LKPOA Office. Within two days of receiving Scott’s resignation, the Board approved and funded a search committee to find his replacement. This committee, comprised of two current board members, Peggy Padgham, Chairman, and Lee Skinner, along with two former LKPOA Board Presidents, Bob Bergbower and Bob Wickersham, immediately placed advertisements on three Web sites and in two industry newsletters. Resumes are being received until Jan. 1, 2007. Please note that the LKPOA office will be closed on Friday, Dec. 22, and Monday, Dec. 25, in celebration of the Christmas Holiday. The Lodge will be closed on Sunday, Dec. 24 as well as on Christmas Day. The Nov. 20 board meeting was well attended and included a variety of updates: J. B. The Board also heard recommendations from the Golf Committee for a master plan for the driving range. A big THANK YOU is extended to the board nominees who have expressed their willingness to serve our community. Thanks are also offered to everyone who participated in the preparations for the Christmas Lighting Celebration, those who transformed our Lodge with festive holiday decorations, and the Public Works staff for their extra efforts clearing debris after the recent windstorm. It is with real regret that we announce the resignation of our Community Manager, Scott Campbell, who resigned his position in order to accept an opportunity as the City Manager of Sunnyvale, Texas. We sincerely thank Scott for his outstanding leadership during his employment with the LKPOA and wish him the very best in his future personal and professional endeavors.

As we say goodbye to Scott, we say welcome to J. T. King who recently started as our Lodge Manager. J. T. has a BBA from the University of North Texas and experience as a restaurant entrepreneur. Youth Action Club member Mary Ewing recruited some of her husband Roy’s Winstar co-workers to provide the teens an opportunity to play with the Pros. YAC member Danielle Howeth’s husband, Shane, along with John and Lisa Averill, rallied behind the idea and came on board to make it fun and educational. Barrett Plier conducted the tournament in the Southwest Room, and the top five chip leaders received prizes.

Center Stage Circle is a theatre guild organized to promote quality theatre and artistic and educational programs at Butterfield Stage through fundraising and volunteer service. Butterfield Stage is in the process of reviving the Center Stage Circle, and you are invited!

Public Works would like to take this time to say THANK YOU to Scott Campbell for his time as our leader and his direction in improving Lake Kiowa and its operations!!

Public Works will be involved in preparations for the holiday lights and decorations. Official lighting ceremonies are scheduled for Saturday, Nov. 25, at 6 p.m. at the front gate.

The Fall Clean-up event for property owners is over. A large number of property owners participated even though the event was only for four days.

PARKS AND LAKEThe lake remains at record low

levels. The lake elevation is at 696.7

with 700.00 being the spillway normal level. One and a half inches of rain was recorded on Nov. 5, but the dry ground doesn’t leave much run-off water.

The tennis court has been resurfaced with a blue playing area and green surrounding area. The playing lines are marked in white.

ROADS AND BRIDGERoad stripe painting has been

discontinued until warmer weather. Additions of fill dirt along roads with sharp drop-offs are scheduled to begin after the Thanksgiving Holidays. Materials that were ground off the roads during the paving project will be used for the fill.

As many of you are already aware, this will be my last report as your Community Manager. I have recently submitted my resignation to assume the duties of Town Manager for the Town of Sunnyvale. While I was not actively seeking a new position, I was contacted about this possibility and after Amber and I evaluated the opportunity at length, have decided it is a positive career move for the entire family. I have really enjoyed my job and life at Lake Kiowa, as it has been a wonderful and rewarding experience for my entire family. As you may be aware, the Town of Sunnyvale is a growing, progressive city with many challenges for its management team. The Town is on the cusp of significant

growth and is looking for a manager to help them properly plan and control the anticipated growth. I feel being a part of these challenges will be very beneficial for my long-term career goals.

It is of paramount importance to me that you know how much I appreciate the opportunity to serve this community. I strongly believe there is no other place like Lake Kiowa and I am proud to say I was a part of it, even though it was for a shorter time than I had anticipated. I wish everyone here the very best and, again, would like to say “thank you” for what was a great experience and opportunity!

She was taken to the Independence Equine and Animal Clinic where Dr. Shelly Gomulak treated Mae for heartworm, bathed her daily over months, and gave her two skin grafts. CASA WINTER TRAINING SCHEDULED

FOR EARLY DECEMBER

Cooke County, Texas – Court Appointed Special Advocates, a non-profit volunteer agency will be training volunteers to become CASA Guardians Ad Litem for children in the care of the State of Texas due to abuse and/or neglect. Appointed by the District Judge, CASAs (Court Appointed Special Advocates) are trained volunteers who befriend the child and speak on his behalf in Court and within the foster care system.

Training will take place the first week of December.

In order to become a CASA volunteer, an individual must have a clean criminal history, a clean record with CPS, have good references and be over the age of 21. Individuals must then complete 30 hours of training provided by CASA and be selected to be sworn as a Guardian Ad Litem for the children.

It’s hard to pick out the best highlight, but I think most would agree that the costume contest was special. Jan and Jack Thies and Scott Sundbye had a tough job with so many outstanding costumes. Age 5 and under winners were: 1st: Sasha Barletta; a tie for 2nd: David Brooks and Tyler Scott; Age 6 and Up 1st: Clarissa Brooks; and a tie for 2nd: Cora Bower and Tanner Thurman.

The funds our Club raised at our Fall Carnival and the 4th of July Celebration allows us to purchase equipment and conduct events throughout the year at either no or low-cost to participants. It is our goal to have a family or individual who is willing to sponsor an event with their leadership, and the Youth Action Club team will rally around that event to make it a great success. As it is with all clubs, if just a handful of people work year after year to provide leadership, the “energy well” will soon run dry. We understand people with busy lives are hesitant to become involved and over-committed, that’s why we are asking for one-time event commitments. Our special interest is creating a support network drawn from grandparents or adults without kids/grandkids who are willing to help out when needed. I wish to thank all the folks that participated in the signing of the petition to the State for the widening and resurfacing of State Farm Road 3092. We have over 200 signatures, plus the individual letters that were written to the local TxDOT office. Mr. Hallum assured me that these efforts and concerns will be presented at the regional meeting in Wichita Falls the first week in December. I requested that I be kept informed. We are hopeful that this matter will be considered and action taken. (If not, maybe we can go to a higher level!)

As a matter of information, I was told that work on State Farm Road 902 from Lake Kiowa east to the Grayson County line has been approved. And, I asked why 902 west could also be considered?

Father Patrick Murphy, Pastor of St. Mary’s Catholic Church, Gainesville, offered Holy Mass at Lake Kiowa Lodge on Oct. 30, with approximately sixty people in attendance. Father Pat greeted everyone with warm words of welcome and appreciation for the support and generosity extended by the people of Lake Kiowa to St. Mary’s Parish Community over the years. He noted the many volunteer programs supported by Lake Kiowans and thanked everyone for their efforts in this regard. During the Homily, he encouraged open discussion of questions regarding Church policy, procedures, and/or beliefs. He stated that he was always available to talk to anyone on these matters.

Following the Mass, a delicious potluck dinner and lots of friendly conversation were enjoyed by everyone. It was a lovely evening made special by Father Pat’s jovial, congenial presence. Plans are being made to have another Mass at Lake Kiowa in the spring.

The Quarterly Business Meeting and potluck dinner will take place in the Lodge on Dec. 4. Bring a dish and your utensils at 6:15 p.m. A business meeting will follow along with the Chapel Choir singing some of their Christmas music.

Election of new Chapel Board Directors will take place at the Dec. 3rd service. There will be four positions to fill: two directors that will serve for two years, and two filling one-year terms. The results of this election will be announced at the Quarterly Meeting on Dec. 4.

Chapel services are regularly scheduled at 8 a.m. every Sunday in the Lodge assembly room. Rev. John Hare and Rev. J. L. Williams are the pastors delivering their messages on alternate Sunday mornings. Rev. Williams’ message Dec. 3 will be “God’s Christmas Gift ‘To’ You” with text from Galatians 3:15-22. Rev. Hare will deliver the message on Dec. 10 entitled “Scent Of A Savior” with text from Isaiah 40:1-11. Rev. Hare will deliver the message on Dec. 24 entitled “Jesus Eyes” with text from Isaiah 9:2-7. Rev. Williams will administer Holy Communion on Dec. 31.

The Chapel Choir will be performing their Christmas Cantata on Dec. 17. They normally sing on the third Sunday of each month and anyone interested in singing with this group is encouraged to join them. Practice is on Monday mornings at 7:45 a.m.

V.I.S.T.O. is the recipient of food contributed on the third Sunday of

every month. All packaged groceries are appreciated but each month a special need is identified if you are shopping specifically for it. In December their special need will be holiday items along with backpack items for the many children who do not have a supportive home environment on weekends and school holidays. However,

they are grateful for any contributions that are made including monetary.

The Lake Kiowa Chapel meets regularly every Sunday morning from 8 to 8:30 a.m. in the Lodge. All residents and guests are welcome. This is an interdenominational service that may precede your regular church service or a round of golf. Casual dress is always welcome. Please come and share this time with your friends and neighbors on Sunday morning at 8 a.m.

The Lake Kiowa Kiwanis Club is working to make a very Merry Christmas for special needs families of the Callisburg Independent School District. Twenty families will receive $100 in food. During the second session held in November, Lake Kiowa Leadership IV students broadened their understanding of Lake Kiowa Property Owners’ Association governing documents, internal structure and committee structure to help community members effectively utilize them in decision making. Joan Carroll and Gwen Mullins led the November session.

The group of twelve delved into the covenants, by-laws and the rules, plus made a visit to the Water Department

sites to gain insight into where and how we get our water and how it is distributed. Later on, Community Manager Scott Campbell and his department heads explained how their departments work and the key projects in which they are involved.

The next session of Leadership Lake Kiowa IV will take place at 9 a.m. on Dec. 1 at the Lodge.

This next year will bring several evolutionary changes to the personal computer environment. Here is a brief overview:

• Vista – Microsoft’s new operating system for PC. No, you do not need to upgrade. Your old system is just fine since Window’s XP will be viable for many years. As a matter of due course, I advise you to sit on the sidelines and wait for the bugs to shake out. I will be giving a review of Vista in detail in next month’s article.

• Microsoft Office 2007 – A new version of the popular office suite of products that includes Outlook, Word and PowerPoint. In fact, if you are using the 2000 or 2003 version of Office, you will be fine. The average person will probably never need to use the new features in the 2007 version. My advice: save your money and do not upgrade.

• Intel Duo 2 Core chips – The prevalent chipmaker has introduced a new set of higher-performance CPUs to replace the Pentium line. If you want the latest, greatest, and fastest and are willing to spend the premium to move up to a new system, there will be plenty from which to pick next year.

• Media Savvy PCs (PCs that act as the control center for audio and video systems) – They are already here, but will become more commonplace in the future. This PC, along with a streaming-capable home network, will let you enjoy games, video and audio throughout your home and even when you’re away from home. This is a new area with yet-to-be determined standards.

• New Remote Security Suites – A new popular trend is having technology installed on your machine so that a remotely located person can inspect your PC. This has the advantage of being able to tap into a large database of information to help keep your machine up to date. My concern is this: if they can look at the inner workings of your computer, what else might they be examining that is stored on your machine?

As new technologies evolve, the Lake Kiowa Computer Club will do its best to keep you informed and up to speed. To find out more, attend a meeting on the second or fourth Thursday of the month at the Lodge.

What to Expect in 2007

Peekaboo, Kangaroo!Just a few short months after arriving

at the Frank Buck Zoo earlier this year, zoo staff speculated that one of the female red kangaroos was about to become a mother for the first time. Female red kangaroos reach maturity at just 15-20 months, while males become mature when they are two years old. The gestation period of the kangaroo is very short; it is just 33 days.

“We began to expect something was up when several of the zoo staff witnessed the male kangaroo peering into the female’s pouch. A female will begin to clean out her pouch several days before she gives birth,” explained Zoo Director, Susan Kleven. Baby Red Kangaroos, are called “joeys.” The joey is tiny, hairless and blind when it is born and averages only one inch long. As soon as a joey is born, it crawls up the mother’s fur, into a pouch on the mother’s stomach and immediately attaches itself to a nipple inside the pouch. There are different nipples in the pouch that are designed for a joey to use during each stage of its growing process. “We didn’t want to take any chance of stressing her out, so we simply waited and watched,” said Kleven.

By July the female had a growing bulge that could only be a developing joey. In August the zoo staff often witnessed vigorous movement within the pouch, and by September zoo visitors were sometimes treated to get a quick glimpse of a toe or the tip of a tail poking out of mother’s pouch. By mid September the joey had started to peek its head out.

At about five months of age, a joey begins to venture out spending less and less time in the pouch, mainly using it to sleep, eat and to hide in. The joey will continue to enter the mother’s pouch for close to a year.

“The zoo staff has enjoyed the ‘baby bump’ watch, that resulted in a highly anticipated healthy joey. Currently, zoo staff usually shares at least one joey update a day over the staff radios,” shares Kleven.

KIOWA WOMAN’S CLUB NEWS

The holiday season is here. Everyone has so many things to do and so many places to go this month. In addition, we all have the shopping and decorating that needs to be done at our own homes. As I mentioned at the November meeting, now is the time to take your vitamins, keep your nail and hair appointments, consult your calendar, and join us for all the exciting events that will take place in December.

Our November program by Lois Whitson was absolutely delightful. Lois shared with us moments from her life while encouraging us to write our life story as a legacy to our children and grandchildren. Visiting the event were Lois’s daughter, Carol, and two granddaughters and a great granddaughter. Lois was kind enough to let us videotape her program. Thanks to Dave Bowman for doing the taping for us. We will have a copy of Lois’s program available for all of you who missed the event.

We want to give a “thank you hug” to our Kiowa Woman’s Club Lodge Decoration Committee for the transformation of the Lodge to its lovely holiday setting. Mary Bingham, Chair and Committee Members Audrene Robison and Marilyn Wickersham

were responsible for this huge task. These enterprising ladies approached the POA and the Friends of the Lodge to raise more money for updating the Christmas decorations. Thanks also to the volunteers that helped with the decorating plan. I know all of you will enjoy spending time with your families at the Lodge this holiday season.

The Christmas Lighting Ceremony was held on Saturday, Nov. 25. The two new additions to the Nativity, the shooting star and the camel, were unveiled prior to the lighting ceremony. Hot chocolate and cookies supplied by the Kiowa Woman’s Club Board of Directors were enjoyed by the children as they awaited the arrival of Santa. The two new pieces purchased by the Kiowa Woman’s Club are in honor of the past presidents of the organization. Joe Spencer was the driving force in getting the Nativity started at Lake Kiowa.

Nancy Spencer said she knows Joe is looking down and is so pleased with how beautiful it looks. The Nativity is now complete with the exception of the Three Wise Men. Hopefully, these pieces can be added in the near future.

Don’t forget the Christmas Tour of Homes on Sunday, Dec. 3 from 1 p.m. to 5 p.m. Tour Chairs Linda Fite and Pat Jessee have done an outstanding job in organizing this fund-raising event. The tour includes five beautiful homes on all sides of the lake. Refreshments will be available in the Southwest Room at the Lodge from 12:30 p.m. to 3 p.m. We will have a photographer available to take pictures for our Kiowa Woman’s Club Pictorial Directory. You will also be able to pick up the Kiowa Woman’s Club Cookbook for holiday gifts there as well. We hope you will all come and enjoy viewing these homes decked out in their holiday finery.

The Kiowa Woman’s Cookbook is for sale at our Woman’s Club meetings each month, as well as at the Kiowa Pharmacy. It is also available at various gift shop locations in Gainesville. Remember, this makes a wonderful holiday gift for friends and family. The price is $15 and all proceeds go to the 2007 Kiowa “Rally for a Cure®.”

Judging of the Christmas Lighting Contest will take place from Dec. 7 through Dec. 10. Please remember to have your lights on from 6 p.m. to 9 p.m. each of these four nights. Four winners will be selected.

The Kiowa Woman’s Club will be entertained at our Dec. 14 meeting by

our Lake Kiowa “Hearts of Harmony” singing group. Please plan to join us as we take a few moments during this hectic time of the year to enjoy some of our holiday favorites. We will even get a chance to join in the singing. The twelve Mid-Continent states of Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio, South Dakota and Wisconsin will be our region to be celebrated. It should be a fun time where you can forget about all the things on your to-do list and be pampered for a couple of hours.

Dec. 14 is the last date to have your picture made for the Kiowa Woman’s Club Pictorial Directory. If you are unable to make any of the photo shoots, please send us a picture of yourself with your name on the back to KWC, 901 Kiowa Drive West, Lake Kiowa, TX 76240. We want to get as many as possible of our members in this directory. We are pre-selling the directory for $5. It will be available at our March meeting.

This holiday season please take time to remember our friends who are alone. Try to include them in some of the activities here at Kiowa. I hope all of you have a wonderful Christmas surrounded by family and friends. Please travel safely.

Greetings to all the ladies in Lake Kiowa. Arts & Crafts had a wonderful turnout in October. We will be meeting Dec. 5 at 10 a.m. in the Lodge. Our craft will be a Hanky Angel. We will be making this Angel a little different ly from the Angel we had on display at the November luncheon. This Angel will hang, so that we can put her on the Christmas tree. The hanging Angel will be much easier to make. I believe you will be proud of your work and will display your Angel with pride for all to see.

Please call Becky at 665-1079. The Arts & Crafts class needs to order

the “hankies” and we must have an approximate number of participants so that everyone will have one. So, please let me know as soon as possible if you will be coming to the class.

We will be meeting in the large dining area for this class. I hope to see you there!

The Kiowa Woman’s Club Bridge Department just finished their first marathon this year. The first place winners were By Jo Mansfield and Allene Johnson. Second place was Juhree Prater and Jeanie Foster. Third place was Helen Cowan and Marge Tittsworth and fourth place, Dee Magee and Jonnie Hall. Everyone had a fun session. November - time to travel to the South Atlantic region to enjoy the food of Florida, Georgia, the Carolinas and Virginia. Out-to-Lunch groups again set out in various directions. Three groups headed south - Group 1 going to Rock Fish in McKinney for an excellent meal. Group 2 went to Joe’s Crab Shack in Plano, and following lunch, split up into two groups - one going to Collin Creek Mall to shop and the other to the Allen Outlet. Group three enjoyed the Backstage in Gainesville, as did In-Home Group 8. Group 6 also went to Gainesville to the newly opened Edelweiss Tea Haus on the Square where they were treated to a luncheon prepared especially for them - Crab Cakes with Sweet White Corn-and-Tomato Relish, Marinated Green Beans and Okra Salad, Hoppin John Salad,

Peppered Cheddar Muffins and a choice of Bread Pudding or Buttermilk Pie. Group 4 headed north to Two Frogs in Ardmore. Group 5 went south to Dallas’ North Park Shopping Center to dine at The Bistro in Nordstrom’s. In-Home Group 7 met at Jaylene Smith’s home. Heart Healthy met at Julia Mayo’s, and enjoyed a delicious heart healthy meal. They also learned more about foods to help maintain a healthy heart and how to recognize the symptoms of a heart attack and what to do. Culinary Gourmet chose to go out to lunch at The Pub in Gainesville. Whatever direction they traveled, all groups agreed that the food was delicious and the shopping fun.

Gourmet Group 3 Out to Lunch dined at the Backstage Cafe in Gainesville. We were treated to a wonderful Down-Home style lunch for Florida, Georgia, N. Carolina, S. Carolina and Virginia. Five Homes Announced for Annual Christmas Tour of Homes

The Kiowa Woman’s Club Christmas Tour of Homes is on Sunday, Dec. 3 from 1 to 5 p.m. The five houses on this year’s Tour are representative of the variety of homes within Lake Kiowa and come in different shapes, sizes, and ages. Each is either newly constructed, newly renovated, or newly decorated. This is always a fun afternoon so be sure to invite your friends and relatives (remember to arrange for them to get through the gate.) The Mini Member Guest Tournament was a great success. With three flights and 80 players, the , two-man teams were very competitive. When the first round was finished, there were half of each flight within four shots of the best score. In the end the winners were paid $3,600 in gift certificates. There was also a players pool

that paid $1,600 to the Low Gross and the Low Net for each day. The weather was great, the food was good, competition was close, what more would you need for a GREAT tournament. Congratulations to all the winners.

Winners - MGA Play Day - Nov. 11

The MGA play day started off with the association’s general meeting, which was highlighted by three new members joining the group for the first time. Brown then explained the golf game of the day: 1-2-3 on 5-4-3. That relates to playing your own ball, with full handicap. Record one best score on par 5’s, two best scores on par 4’s and three best scores on par 3’s. Then you added the total scores and the top four teams were awarded the prize certificates. The top four scores were 112, 115, 116 and 120.

Lake Kiowa Claims2006 Texoma WGA Trophy

The combined scores of Ruth Robinson, Sherley Riley, and Mary Ragan won the Texoma WGA Club Trophy at the 2006 Gold Tournament played at Lake Kiowa Nov. 8. Every year a different club hosts this Gold Tournament after a season of monthly competitions at the various clubs.

Pat Greenlee. She has done so much to see that the WGA

meetings go smoothly. Thanks, Pat, we will miss you.

Barbara Cole thanked all of the volunteers who helped with the Rally. We sent $50,315.42 to the Susan G. Komen foundation this year, making us number one in Texas and sixth in the nation. Chuck Essex purchased the winning team in the Calcutta, and donated a portion of his winnings back for next year’s Rally.

A change to the Constitution was read, and will be voted on in December. The change states: WGA play day scramble and business meeting will be held on the second play day of any month when a holiday or special event occurs on the first Wednesday. This will allow our regular WGA meeting to be held on the second Wednesday in October, since

the Rally For A Cure® is on the first Wednesday.

Pro’s Rule of the Month: Decision 13-4/7

Q: A player’s ball lies in casual water in a bunker. The player elects to play his ball as it lies and touches the casual water with his club when addressing the ball. The player’s club does not touch

the sand in the bunker except in making the stroke. What is the ruling?

A: The player incurs no penalty as he did not touch the ground in the bunker with his club prior to making his stroke — see Rule 13-4b.

Everyday maintenance on the golf course is starting to slow down, now that fall and/or winter has arrived. Tournament season is about over. However, there is still one tournament left, the Chili Workers Tournament. All of you that have helped on the golf course, working or supplying refreshments to the workers, are invited to play in the tournament on Dec. 4.

The weather is changing and there may be some days with frost delays. If we are on hold with a frost delay, this does not mean that the putting green can be used. The entire course is closed until we open it for play.

We want to remind everyone that we will be on cart paths only from Jan. 2 to Feb. 26, 2007 and please repair your ball marks.

Everyone, please have a safe and enjoyable holiday season and remember our soldiers that are protecting our freedoms.

David LongDID YOU KNOW . . . There have been a number of questions raised on the Hole Handicapping. The

Handicap Committee has posted the results of the 400 Score Cards from both the

Men and the Women on the Bulletin Board in the Pro Shop.

Two hundred scores were collected from the Low Handicap members as well

as the High Handicap members. Then they were averaged. The hole with the

largest average difference is considered the hardest hole and the hole with the

least difference is considered the easiest hole.

The odd-numbered holes are on the front nine and the even-numbered holes

are on the back nine as recommended by the USGA. Also, it is recommended

that the hardest hole on either nine should not be the first or the last hole.

Handicap Committee

#16 Fairway receives increased irrigation coverage with newly installed sprinkler heads. Greater coverage and increased flow of water has enabled more efficient use of the system. It has reduced the numbers of hours per week needed to keep our golf course green.

reported there have been sand bottles placed at the range and more will be put out in new racks on #9 fairway. Over 24 truckloads of dirt from low water crossing 2 have been spread on the left rough of #6 and additional loads will be placed next week. After all the dirt

is dumped the area will be tilled and planted.

Now that the fall season is on the horizon, Monday workdays will be scheduled on a weather permitting basis and emails sent as necessary.

Tournaments:Our Nov. 11, Saturday play format

will be a 1-2-3 on 5-4-3, and our December day will be a scramble with a minimum of two drives per player. A tournament calendar will be placed in the pro shop for quick reference.

Old Business:David Long provided an updated

diagram of driving range improvements and cost estimates for remaining work excluding the tree farm. The board approved $3,600 to be committed for the range. David apologized for the

greens being tined and sanded just prior the Mini-Member Guest tournament last month and noted this work is done by an outside contractor and needs to be accomplished before a frost. Next year the tine process will be scheduled for Oct. 26.

New Business:The presentation done by Joe

Brockette last month on the irrigation system will be made to the board at their open meeting on Nov. 20 and all MGA members are encouraged to attend.

The next MGA board meeting will be Dec. 6 and our play day will be Dec. 9.

The meeting was adjourned at 9:40 a.m.

Lake Kiowa Fishing LimitsHere are the recommendations made by Bob Lusk, Fisheries Biologist and Lake

Management Consultant, for the year 2005 Fishing Limits. These recommendations have been given careful consideration to keep a thriving ecological habitat for Lake Kiowa. The Angler and Conservation Club has fully endorsed the following fishing guidelines for Lake Kiowa:Rainbow Trout: 5 Per Day, Per PersonBlack Bass: Keep Black Bass between 10-13 inches; 5 Per Day, Per Person. Release all other Black Bass under 10 inches and over 14 inches.Crappie: Keep over 10 inches; 10 Per Day, Per Person. Release all under 10 inches.White Bass: Otherwise known as Sand Bass. No Limit. Remove all you can.Perch: No Limit.Channel Catfish: Keep fish over 14 inches; No Limit. Release all under 14 inches.Drum: No Limit. Remove any caught from lake.Carp: No Limit. RULES FOR LAKE BLACK BASS RECORD PROGRAM1. Black Bass must be caught from Lake Kiowa2. Black Bass must be caught on artificial bait3. Black Bass must be weighed on official LKACC scales4. Black Bass must be measured by hard measuring rule5. Black Bass must be photographed6. Black Bass must be witnessed by at least one of the established members listed

with security7. Black Bass must be witnessed, released alive in Lake Kiowa or transferred to the

ShareLunker Program8. Black Bass records shall be effective from October 1 through September 309. Each Black Bass record caught within each time frame will be given a $100

prize from the LKACC10. One Black Bass replica shall be awarded for that year’s largest record Black

Bass11. Each replica shall hang on the wall in the Nineteenth Hole at the Lodge until a

new record is established, at which time the defeated replica shall be returned to the owner

12. If the record is not broken each year the latest record shall remain in place until defeated

13. Each year that a new record is not established, the $100 prize shall roll over to the next year. (Example - no new record for 5 years, prize pot would be $500) The cumulative pot shall not exceed $1,000 at any time

14. If the record is broken at any time, the next prize awarded will return to $100

Declining lake levels helped bring a premature and inglorious end to the 2006 boating season a few months ago, but now it is time again to announce preparations for 2007. Beginning Jan. 1, the Security Department will be updating registrations on all currently-registered Lake Kiowa watercraft.

Members will need to appear at the Guardhouse to present their membership card and proof of liability insurance on the boat or Jet Ski in question. This can be done any time prior to the first time the watercraft is used on the lake. The application of the ‘08 decal will authorize the use of that watercraft on the lake for the next two years and here’s hoping that timely rainfalls will return our lake to full capacity.

Security Patrol, during this reporting period, performed 13 traffic stops, assisted seven motorists and checked the welfare of three residents. One unlocked door was discovered, five

auto accidents were investigated and response was indicated to a residence alarm and a business alarm. Five disturbing the peace complaints were received, three thefts were reported and a reckless driving complaint was checked out. Two mailboxes were apparently vandalized. Security Patrol responded to two different urgent calls of an intruder in the house, but in each incident the report was found to be unfounded. Cooke County deputies assisted on one of the intruder calls.

Animal Control Officers attempted to corral 13 dogs, four cats and one cow.

Twenty-six varmints were trapped or chased. One citation was issued for a leash law violation. Security personnel received and monitored 30 LKVFD pages. Ambulances were escorted to Lake Kiowa residences on seven occasions.

Security Announces Boat RegistrationThe Security Department wishes to announce that members owning boats or

personal watercraft will need to update their Lake Kiowa registrations beginning January 1, 2007. They can do this by appearing at the Guardhouse and presenting their membership cards and proof of current liability insurance covering the watercraft in question. This will make them eligible to receive an ‘08 decal which when applied to a boat or jet ski will authorize its use on Lake Kiowa for the next two years.

Members wishing to register new watercraft will be required, as always, to present proof of ownership in addition to their membership cards and proof of liability insurance. First-time registrants will need to complete the Lake Kiowa Boating Safety Course which can be picked up at the Guardhouse.

Golf Course Trees Hard Hit By Freak Windstorm

A violent windstorm uprooted some trees and damaged many of them on the north end of Lake Kiowa with some property damage on Blackfoot and Kiowa Drive East. Although all of Lake Kiowa experienced high winds throughout the day, the extensive damage was mostly confined to this area during a brief and intense burst of wind.

The pictures above are taken at the #4-5-9 Rest Area on the golf course. Tree trimmers were kept busy removing and chipping the debris.

The policy and purpose of this publication is to inform all residents of events and activities within our community, to report on actions and deci-sions made by our Lake Kiowa Property Owners Association Board of Directors, and to publish the results of those decisions. Information is important for everyone to know that problems are being worked on and remedies are being sought.

The following items will be accepted for publication: Events and infor-mation about Kiowa organizations that are open to all residents; events in our surrounding communities when Kiowa residents may be involved in them; and Items of a personal nature that reflect on the generous char-acter of our residents or a milestone in their lives.

A Letter to the Editor should be less than 350 words in length and will be accepted if it presents a thoughtful and constructive view to an issue that may be controversial within our community. It may be reviewed and verified for factual accuracy by the appropriate authority. The factual clarification will be published along with the letter. The letter should be typed or in legible handwriting, signed by a verifiable resident, and will be published unedited with misspellings indicated when necessary. If handwriting cannot be easily read, it cannot be used. The CommuniQue will not be responsible for misreading a handwritten word. A letter may be refused publication if space is limited. If several letters are received expressing the same view, one may be chosen for publication. Letters containing personal attacks, self-promotion, or advertising will not be published. BOARD MEETINGMONDAY, OCTOBER 16, 2006

CALL TO ORDERVice President John Davis called the

meeting to order at 6:05 P.M. in the Boardroom of the Lake Kiowa Lodge. Board members Dave Spangler, Peggy Padgham and Randy Howell were absent. Randy Howell joined the meeting at 7:10.

REVIEW OF MINUTESOn a motion by Bob Bingham and

a second by Bill Dalton, minutes of October 2, 2006 meeting were approved unanimously.

FINANCIALSTreasurer Kathy Reed reported

that our September revenue exceeded expenses by $30,000. Each Board member was given a copy of the complete Treasurer’s report.

EMERGENCY RESPONSE AND RECOVERY PLAN FOR LAKE KIOWA

Bob Bingham made a motion that we return Form ARC F6621 as our indication of willingness to participate with American Red Cross. This includes providing temporary shelter, in the event of a local disaster. Motion was seconded by Linda Fite and carried in a 4-1 vote. Bill Dalton voted nay.

SITE DESIGNSLinda Fite moved to approve funding

up to and not to exceed $ 5000. for Municipal Planning Resources Group to provide site plans for East Beach, West Beach, the Horseshoe area, and the grounds south of the dam. Kathy Reed provided the second and motion carried 5-0.

AUDIT REPORTJudy Smith, representing Schalk and

Smith gave a very positive report on their finding on their auditing of Lake Kiowa books. In her words “Excellent job.”

At 7:00 P.M. the meeting recessed to reconvene in the Assembly Room.

Vice President John Davis called the meeting to order at 7:05P.M. and led the group in the Pledge of Allegiance. He welcomed 21 homeowners in attendance. We were introduced two new residents and first time attendees. Del and Carol Maners were introduced as being first time attendees.

AUDIT REPORTJudy Smith of Schalk and Smith gave

a brief review of their findings in the audit of Lake Kiowa books. She gave our staff excellent marks for a job well done. She did not offer any suggestions or areas that needed improvement. There were no questions from our members.

MINUTES OF OCTOBER 2, 2006 Bob Bingham read the minutes of

the October 2, 2006 Board meeting. The Board members had previously approved the minutes.

TREASURERS REPORTKathy Reed, treasurer, gave the

financial report and pointed out areas of interest that needed explanation.

MANAGER’S REPORTS Sammy Hughes gave the Security

report in the absence of Gary Davidson. David Long, Golf Course

Superintendent reported on the number of tournaments held on the course during the month of September. The fairways and areas around the greens have been sprayed with pre-emerge for

winter weeds. Beginning Jan. 2nd to Feb. 26th 2007, carts will be allowed on cart paths only.

Don Hoover, Superintendent of Public Works, reported that fall clean-up will be scheduled Nov. 9-12 at the campground. Resurfacing the tennis court is scheduled to begin as soon as possible. Road stripping has begun and will continue until completion.

Manager Campbell gave the Lodge report in absence of Pat Greenlee. Holiday calendar is filling and will remain steady till year-end. Over 400 members/guest were served for Rally for a Cure dinner. Staffing continues to be a concern. A new experienced cook has recently been hired and doing an excellent job.

All Managers’ reports will be posted in the Communiqué.

QUESTIONS AND COMMENTS FROM THE FLOOR

Bill Hoagland inquired as to how many lots had been sold and/or homes built by Fairway Bay? Mr. Campbell’s answer was to the best of his knowledge they owned 79 lots. Had sold or built on an estimated 8.

LaNelle Little asked for an explanation on action taken on Membership cards.

It was explained that anyone in the family unit residing as a permanent resident at Lake Kiowa would receive a full benefits card.

Jan Thies invited all members to attend the Callisburg School Bond hearing at the Lodge on Tuesday night the 17th in the Lodge.

7:45 P.M. RECESS OF MEETINGThe meeting recessed and moved back

into the Boardroom of the Lodge.Vice President John Davis reconvened

the meeting at 7:55.Scott Campbell explained the

Hydrology study should be ready later this week for review.

NEXT BOARD MEETING DATE John Davis pointed out that this month

has 5 Mondays and our next Board meeting date would be October 30th. This meeting is in place of regularly scheduled meeting which would have been held on November 6th.

EXECUTIVE SESSIONKathy Reed moved to go into

Executive Session. Randy Howell provided the second and all were in favor.

Kathy Reed moved to exit Executive Session at 8:47. Randy Howell provided the second and all were in favor.

COVENANTS COMMITTEELee Skinner moved to appoint John

Davis to the Covenants Committee, as requested of Jack Thies, Chairman of the Covenants Committee. Bill Dalton provided the second and motion passed 6-0.

EMERGENCY PREPAREDNESS PLAN

Linda Fite moved to accept the Emergency Preparedness Plan submitted by the LRP.

Kathy Reed made the second and motion carried 6-0.

At 9:05 Randy Howell moved to adjourn with a second by Bill Dalton, motion carried unanimously.

LAKE KIOWA PROPERTY OWNERS ASSOCIATION

the meeting to order at 6:02 p.m. All members were present except Linda Fite, who joined the meeting at 6:15 p.m.

REVIEW OF MINUTESBill Dalton made a motion to accept

the minutes of October 16 as written. Kathy Reed seconded and all were in favor. Board members Dave Spangler and Peggy Padgham abstained.

COMMUNITY MANAGER’S UPDATE

Manager Scott Campbell informed the board that Fairway Bay had paid outstanding charges.

Silt removal is completed at Little Crow Cove and the contractor will be paid based on the amount of silt removed. Before payment is made, the silt will be moved out of Lake Kiowa, as stated in the contract. Don Hoover, Superintendent of Public Works, will determine the amount of silt removed and report to the manager. A professional designer of Disc Golf courses is to visit Lake Kiowa soon and draw up a design for the course to be built in this community.

LITTLE FOX PONDBob Bingham presented a request

from the Lake and Parks committee for the following:

1. To post “NO FISHING” signs at #3 low water crossing for the months of February, March, and April to allow crappie to spawn in that area.

2. To designate fishing at Little Fox Pond “for ages 16 years and under only”.

John Davis asked Bob to confer with Jerry Slater regarding signs for the “No Fishing” area and to make a report to the board. Since this item was not on the agenda, no action was taken. The Board will take the request under advisement.

LONG RANGE PLANNINGLinda Fite, Chairman of Long Range

Planning, gave a preview presentation of the report that will be presented at the November 19th meeting. Board members commended the work that Linda and her committee have done in this area and look forward to her power point presentation.

EXECUTIVE SESSIONOn a motion by Kathy Reed and

second by Lee Skinner, the board entered Executive Session at

7:33 p.m.Bob Bingham made a motion to exit

Executive Session at 7:53 p.m. Peggy Padgham seconded and all were in favor.

DRAINAGE STUDY OF LAKE KIOWA

Manager Campbell gave each board member a copy of the Drainage Study of Lake Kiowa prepared by Whaley Engineers. The engineering firm will be asked to meet with the board at a future date to review their report.

RESIGNATION LETTER FROM

COMMUNITY MANAGER

Members of the board were advised

that according to Manager Campbell’s

contract, he must give 30 days notice

of resignation. December 15, 2006

will be Manager Campbell’s last day of

employment at Lake Kiowa.

SEARCH COMMITTEE

On a motion by Kathy Reed and

second by Linda Fite, the board voted

unanimously to appoint

Peggy Padgham to chair the Search

Committee to find a new manager, with

the committee to include Board member

Lee Skinner, former LKPOA president

Bob Bergbower and former LKPOA

president Bob Wickersham.

Advertisements for the Community

Manager position will be placed on

3 web sites and in 2 publications.

Deadline for resumes to be submitted is

January 1, 2007.

Justin McMurry will post current

information about Lake Kiowa on the

web site for interested applicants to

review.

FUNDING FOR SEARCH

COMMITTEE

John Davis moved that we fund

the Search Committee up to $5,000

for expenses related to employing a

Community Manager. Bob Bingham

seconded and all were in favor.

CALL TO ORDER: The meeting was

held at the Kiowa Homeowners Water

Supply Corporation Office and was

called to order at 9 a.m. by President

Jess Maxwell.

ESTABLISHMENT OF QUORUM:

All members were present with the

exception of Don Howeth.

APPROVAL OF THE MINUTES

OF THE SEPTEMBER 13, 2006

MEETING: The minutes of September

13, 2006, were approved unanimously

as amended on a motion by Brent Reed

and a second by Dean Dorsch.

MANGER’S REPORT: Ronny

reported that one new tap had been

installed for Dave Lattin, Lot 1810.

Robert Wilson and Gary Vanbebber

each had 5 hours of overtime this

month. Several old service taps need to

be replaced having been in the ground

for 30 years. This will be done as

needed. The recent rain has caused

the ground to move again and small

leaks are appearing. The water usage

for the month of September was half

that for the month of August. We are

back to pumping one million gallons

a day. Recently the state completed

their scheduled testing for nitrates and

nitrites in our water and the results came

back good.

OF BILLS: After a discussion of the

financial statements, Dean Dorsch

made a motion to accept the financial

statements and pay the bills. Jan Thies

BUILDING: The new building is

coming along on schedule. The brick

has been ordered and the carpet, tile and

laminate have been chosen.

NOMINATING: Jan Thies,

nominating committee chairman,

announced the slate of nominees for the

next Water Board election. Jan thanked

her committee for its hard work and the

Board thanked her for the good slate of

nominees.

LONG RANGE PLANNING: There

was no report from the committee. The

engineer is working on the hydraulic

study.
