CASE STUDY: JPEO-CBD GUARDIAN IPP -2004-2012

Situation: COBRA was chosen by the JPM-G Installation Protection Program as the CBRN decision software in 2004 and continued supporting the program till IPP ended in 2012. COBRA was deployed to all IPP bases to serve as the CBRNe decision support tool. COBRA supported 3rd party developer support and integration with COTS systems such as AtHoc and DesktopAlert, as well as GOTS systems such as JEM JIP4C2, JPM-IS JCID sensors to display data.

Action: COBRA team conducted onsite user trainings for basesCONUS and OCONUS. COBRA staff also supported CATS, ALOHA,MARPLOT and CAMEO training. COBRA team continued to updateand customize COBRA to meet Guardian mission and developednew tools specifically in accordance with JPEO-CBD requirements.

Result: While many products were swapped out during Guardianlifecycle, COBRA remained and continued to evolve to meet newrequirements. COBRA team gained valuable past performancegathering DoD customer requirements and developing, customizingdeploying, training and supporting software solutions worldwide.

COBRA received consistent score of 4.9 out of 5 on satisfactionsurveys conducted by SAIC of Guardian IPP bases.

Upon the end of Guardian Installation Protection Program, US ArmyTACOM took over sustainment of COBRA software, which is still inuse today.

CASE STUDY: AIR NATIONAL GUARD EMERGENCY MANAGEMENT/CBRNE

Situation: COBRA was deployed to 70+ Air National Guard bases for Emergency Management & CBRNE response. Contract began in 2010 and continues today.

Action: Via remote DCS and on site, Dynamis supported the establishment of base-hosted servers to create a base-wide Common Operating Picture solution. Based on ANG requirements, COBRA team developed the Ability to Survive and Operate (ATSO) Toolset. Initially designed for Military Installations to respond and recover after an attack or natural disaster, this powerful web based toolset also meets the needs of civilian First Responders when dealing with incidents such as Active Shooter, Hazmat Spill, Bomb Threat, Campus Security and Major Storm Restoration of Operations. ATSO allows users to create color coded “zones” within an area, from a school campus to a sports stadium to a military installation. ATSO facilitates dispatching and tracking of response teams to survey and clear those zones. ATSO can be used for Operational Readiness Exercises and Inspections.

ATSO toolset includes Post Attack Reconnaissance (PAR) teams and reporting, Casualties Reporting, Facility and equipment damages, UXO reporting, Contamination reporting, S.A.L.U.T.E. -Enemy Action reporting, PAR team status tracking, UCC (Unit Control Center) screens, Zone status tracking, MOPP and MOPP modifier status, INFOCON and FPCON status.

Result: COBRA toolset continues to grow and meet new and emerging ANG requirements.

Situation: Dynamis provided training and exercise support services to FEMA’s Chemical, Biological, Nuclear, Radiological and Explosives (CBRNE) Office’s Domestic Emergency Support Team (DEST) – an interagency, consequence management team, tasked with providing expert guidance and support to the Federal Bureau of Investigation (FBI) during a credible Weapons of Mass Destruction (WMD) threat or incident. Prior to Dynamis’ support, the DEST had never conducted a no-notice functional exercise to enhance the team’s operational readiness.

Action: Following HSEEP guidelines, Dynamis developed a multiyear Training and Exercise Plan (TEP) for the DEST, which included a mix of workshops, drills, seminars, tabletop and functional exercises. It increased in complexity and aimed to evaluate and improve the operational readiness of its interagency participants. Using Dynamis’ exercise design and conduct expertise, we designed and conducted the first no-notice functional exercise (September 2014), followed by another the following year.

Result: The functional exercises allowed Dynamis to identify capability gaps and areas of improvement for the DEST. As part of the improvement planning process, Dynamis developed thorough corrective action plans that set the baseline for future training and exercise activities, enhancing the overall preparedness and mission readiness of the interagency team.

Situation: The Brazil Army Command (BAC) Army Centro Tecnologico do Exercito (CTEX) chose COBRA in 2012 as their solution to effectively track and monitor chemical and radiological sensor data during large scale High Visibility Events (HVE’s) including the 2012 Rio+20 United Nations Conference, the 2013 Pope’s visit, the 2014 FIFA World Cup, the 2016 Olympic and Paralympic Games and for all HVE planning, training, and exercises.

Action: Using COBRA, Brazil connected over 2,000 COTS chemical and radiological sensors and display sensor data into a Geographic Information System (GIS)-driven Common Operating Picture (COP) dashboard. These sensors were carried by CTEX soldiers and security personnel to wirelessly send information back to regional and national EOCs through mobile phones and other wireless networks.

Result: Sensor readings were displayed in COBRA dashboards where the EOC was notified when a reading was above a preset alarm threshold. Alarms are noted as a color change on the sensor dashboard and through updates to the COP map.

CASE STUDY – BRAZIL HIGH VISIBILITY EVENTS

Situation: The nation of Belgium chose COBRA as their Crisis Information Management System to implement their nationwide Incident & Crisis Management System (ICMS). COBRA is used to track, document, and share crisis information associated with daily operations, special events, planning scenarios, exercises, and major crises. Under the direction of the GDCC and with guidance from Dynamis’ in country partner CEMAC, the COBRA team develops and enhances tools that meet Belgium’s requirements.

Action: Belgium uses COBRA as its single national repository for all emergency management related information. In addition, each Belgian jurisdiction receives access to COBRA for managing their emergency management plans, exercise plans, After Action Reports (AARs), planning scenarios, national GIS layers, national vulnerable/critical facility layers, hospital bed status information, and more online.

This program requires COBRA to display critical and vulnerable facilities on a map, allows agencies to upload and manage personal GIS map layers, allows up to 60,000+ users to access and update contact information, shares information between local communities and Federal users, supports four different languages (French, Dutch, German, and English) and integrates with military/federal map servers.

Result: As COBRA is deployed to 1,200 jurisdictions, 2,500 organizations, 4,000 active users accounts, and 60,000 emergency management related contacts it demonstrates our ability to deploy and support solutions at the national and even global level.

Situation: COBRA was deployed to support the 2015 Union Cyclist International (UCI) World Road Cycling Championships in Richmond, VA and the 2017 Tour de France Cycling Race in Belgium. Both events consisted of multiple race routes spread over several days where COBRA provided a coordinated process for operational decisions and where information flow was critical.

Action: The Emergency Operations Center (EOC) used Dynamis’ COBRA Crisis Information Management System for capturing, sharing, and disseminating information to all response partners inside the EOC, Medical, Unified Command Centers, field operators and other critical stakeholders.

Result: Allowing users to select their own positions provided the ability to assign tasks and serve as a conduit of information for selected positions.

CASE STUDY – WORLD CYCLING CHAMPIONSHIPS US & EU

The entire EOC used the COBRA application to build a common operating picture—managing requests for resources, tasks, assistance and information—and provided alerts and notifications to field personnel about potential problems.

Race security was tracked through the COBRA Trackers and Resource/Asset Tracking System. Tracking included use of smart phones and specialized tracking hardware. Supporting agencies viewed data in Google Earth through the COBRA KML Live feed.

SOFTWARE DESIGN - ATHENA SOFTWARE

ATHENA - Dynamis currently provides database and software development support to the Office of the Secretary of Defense (OSD) Office of Net Assessment (ONA) under the Analytical Tool of Historical and Emerging trends for Net Assessment (ATHENA) project.

Dynamis developed a multipurpose application that stores, filters, and depicts historical and projected (up to 20 years in the future) military equipment/weapon system trend data in 2D (and eventually 3D/4D formats) to support strategic military analysis. Thus far, Dynamis has successfully developed mechanisms for administering, ingesting and integrating structured National Equipment Inventory (NEI) trend data from multiple data sources into a SECRET-level version of the application.

In addition to data administration functionality, military analysts can generate 2D NEI trend graphs for various nations of interest using an intuitive GUI that efficiently filters and selects data they wish to display. Future work will focus on developing similar ingestion, filtering and visualization capabilities for equipment/weapon system characteristics and performance trend analysis.

OSD ATHENA - Software is constructed in an unclassified environment at Dynamis, using a .Net stack of tools for development. ATHENA utilizes SqlServer as the backend database and Entity Framework (EF) for its data access layer. The application business logic is accomplished through C# in tandem with a ASP.Net model-view-controller (MVC) framework running Internet Information Services (IIS) for the front end. The technical team uses several client-side technologies and frameworks, including HTML5/CSS3, BootStrap 3, KendoUI and JQuery. We anticipate adding additional client-side frameworks in future development, including D3.js and OpenLayer 3. The technical team maintains an unclassified version of the codebase, which integrates seamlessly with classified data sets when the code is ready to be deployed in the classified environment.

ATHENA development employs a multidisciplinary, cross-functional team of software developers, military analysts, and operational subject matter experts to accomplish its work for OSD ONA.
