STATE PROPOSALS

PROPOSAL 08-01 A LEGISLATIVE INITIATIVE TO PERMIT THE USE AND CULTIVATION OF MARIJUANA FOR SPECIFIED MEDICATAL CONDITIONS

The proposed law would: • Permit physician approved use of marijuana by registered patients with debilitating medical conditions

including cancer, glaucoma, HIV, AIDS, hepatitis C, MS and other conditions as may be approved by the Department of Community Health.

• Permit registered individuals to grow limited amounts of marijuana for qualifying patients in an enclosed, locked facility .

• Require Department of Community Health to establish an identification card system for patients qualified to use marijuana and individuals qualified to grow marijuana.

• Permit registered and unregistered patients and primary caregivers to assert medical reasons for using marijuana as a defense to any prosecution involving marijuana.

Should this proposal be adopted?

On the Proposition State Proposal 0-1 that YES received the largest number of notes and it is declared that said Proposition DID carry in this County.

PROPOSAL 08-02 A PROPOSAL TO AMEND THE STATE CONSTITUTION TO ADDRESS HUMAN EMBRYO AND HUMAN EMBRYONIC STEM CELL RESEARCH IN MICHIGAN

The proposed constitutional amendment would : • Expand use of human embryos for any research permitted under federal law subject to the following

limits: the embryos---are created for fertility treatment purposes; --are not suitable for implantation or are in excess of clinical needs; --would be discarded unless used for research; --were donated by the person seeking fertility treatment.

• Provide that stem cells cannot be taken from human embryos more than 14 days after cell division begins.

• Prohibit any person from selling or purchasing human embryos for stem cell research . • Prohibit state and local laws that prevent, restrict or discourage stem cell research , future therapies and

cures. Should this proposal be adopted?

On the Proposition State Proposal 06-2 that NO received the largest number of notes and it is declared that said Proposition DID NOT carry in th is County.


COUNTY PROPOSALS

Ambulance Millage Proposal

This proposal will permit the County to levy up to . 25 mills for the purpose of providing funds to support ambulance services within the county in the years 2008-2011, inclusive.

Shall the tax limitation imposed under Article IX, Section 6 of the Michigan Constitution on the amount of ad valorem taxes which may be levied by the County of Cheboygan, State of Michigan, against taxable property in the County be increased by up to .25 mills ($.25 per $1 ,000 of taxable value) for a period of four (4) years , 2008 through 2011 , inclusive, for the purpose of providing funds to support ambulance services within the county, and shall the Cheboygan County Board of Commissioners be authorized to levy such millage for th is purpose? If approved and levied in its entirety, this millage would raise an estimated $336,932 for Cheboygan County in 2008?

On the Ambulance Millage Proposal YES received the largest number of notes and it is declared that sa id Proposition DID carry in the County.

Road Millage Proposal

Shall the tax limitation upon the total amount of general ad valorem taxes imposed upon real and tang ible personal property for all purposes in any one year under the Michigan constitution be increased in the County of Cheboygan, Michigan by 1.00 mill (which is equal to $1.00 per $1 ,000.00 of taxable value of all such property) for a period of 6 years, 2008 through 2013, inclusive, for the purpose of providing funds exclusively for the maintenance and repair of roads in accord with MCL 224.20b within the Cities and Villages and unincorporated areas of the County of Cheboygan. The proposed millage is a new additional millage. The amount of revenue the County of Cheboygan will collect if that millage is approved and levied by the County in the first calendar year is estimated to be $1 ,347,730.00?

On the Road Millage Proposal NO received the largest number of notes and it is declared that said Proposition DID NOT carry in the County.
