1.0 PURPOSE
This interfacecontroldocument (ICD) between PUREX/UO_Plan_ Transition(PPT) and Solid Waste Disposal Division (SWD) establishesa_ a top level thefunctional responsibilitiesof each division where interfacesexist betweenthe two divisions• Since the PUREX Transition and Solid Waste Disposaldivisions operate autonomously,it is importantthat each division has a clearunderstandingof the other division's expectationsregardingthese interfaces.This ICD primarilydeals with solid wastes generated by the PPT. In addition "to delineating functional responsibilities,the ICD includes a baselinedescriptionof those wastes that will require management as part of theinterfacebetween the divisions. The baseline descriptionof wastes includeswaste volumes and timing for use in planning the proper waste managementcapabilities:the primary purpose of this ICD is to ensure defensibilityofexpected waste stream volumes and characteristicsfor future waste managementfacilities• Waste descriptionsmust be as complete aspossible to ensureadequate treatment, storage, and disposal capabilitywill exist. The ICD alsofacilitates integrationof existing or plannedwaste management capabilitiesof the PUREX Transition and Solid Waste Disposal divisions• The ICD does notimpact or affect the existing processesor procedures for shipping, packaging,
. .or.approvalfor shipping wastes by generators to the Solid Waste Division.
This document is part of the baselinedocumentationfor both programs andcan be changed only by use of an engineeringchange notice (ECN) approved byrepresentativesof both the PUREX/U03Plant Transition and the Solid WasteDisposal Division•
Fulfilling ICD reporting requirementsas stated in this document willfulfill solid waste reporting requirementsas stated in Department of EnergyOrder RL 5820.2A (RadioactiveWaste Management)and in Reference I. It isexpected that an annual letter will be sent requesting re-evaluationof theICD estimates and subsequent ECN if a change is appropriate• •
2.0 PUREX/U03PLANTTRANSITIONRESPONSIBILITIES
The PUREX/UO3 Plant Transitionpurpose is to establish a passively safeand environmentallysecure configurationof the PUREX and UO_ Plant, which isto be preserved for a ten year horizon past the completionof.deactivationtoallow definition, authorization,and initiationof follow-on disposal and
•decontamination (D&D) activities• Completionof the Transition is scheduledfor July 1998. PUREX/UO3 Plant Transition is responsiblefor solid wastemanagement for the PUREX/UO3 Plant up to that time. Solid waste generatedfrom post-deactivationsurveillancework will be the responsibilityof anorganizationto be defined, and solid waste from subsequentD&D work will bethe responsibilityof the Hanford Surplus Facilities Program.

The PUREX/UO3 Plant Transition is chartered to perform terminal clean outand deactivationactivities prior to transferralof the facilities to the 'Hanford Surplus Facilities Program. These activities include removing,reducing, and/or stabilizingthe major remaining radioactivesources withinthe PUREX and UO3 Plant process buildings and the hazardouschemicals atPUREX. At completion,the plants will be unoccupied,locked, and maintainedwith minimum entry requirements. The Project scope includes ancillary supportstructures as well, and is roughly defined by the existing fence lines.
The PUREX storagetunnels, however, are not included in the Projectscope, other than to potentiallyaccept some bulky equipmentduring thedeactivationprocess for storage pending D&D.
Deactivationactivitieswill result in the following"
• Nonradioactive,non.dangerouswaste such as office trash, non-recyclablewaste paper and other throwawaymaterials.
• Nonradioactivedangerouswaste such as expired chemicals,fluorescentlamp ballasts, aerosolcans, and chemically contaminatedequipment.
• Transuranicwaste includingglass, paper, cloth, plastic, piping,ducting, portions of gloveboxes,failed equipment. TRU waste willcome from N and L cells, the product removal room, samplers in thewest end of the sample gallery, and the PUREX anal.yticallaboratory•
• Transuranicmixed waste will be items similar to _RU waste butcontaminatedwith dangerous constituent_such as nitric acid orlead.
• Low level waste is radioactivewaste not contaminatedwithsufficient concentrationsof transuranicmaterials, and includeswaste paper, plastic, rubber and maintenancematerials.
• Low level mixed waste is low level waste contaminatedwithdangerous constituentsand includes expended laboratorychemicals,waste oils, aerosolcans, and solvent-wettedrags.
3.0 SOLID WASTEDISPOSALDIVISION RESPONSIBILITIES
Solid Waste Disposal is charteredto manage the centralizedfacilitiesfor the receipt, containment,treatment, storage, and disposal of solid wasteat Hartford. They provide the technical,managerial, and programmaticfunctions to ensure safe and proper dispositionof solid wastes. Solid WasteDisposal provides storage of mixed, transuranic (TRU), and greater thanCategory 3 waste, burial of low-levelwastes (LLW), treatment and disposal oflow-level mixed waste (LLMW); and characterization,size reduction, packaging,and shipment of TRU waste to the Waste IsolationPilot Program.

The Solid Waste Disposal Division is responsiblefor planning,coordinating,and implementingsolid waste treatment, storage, and disposal(TSD) activities. The Solid Waste Disposal Division will fund the design andconstructionof solid waste TSD facilities. The cost for disposal ofPUREX/UO3 Plant Transitiongenerated waste in the 200 Area burial grounds willincludeonly the costs associatedwith waste disposal• Solid Waste Disposalis responsiblefor regulatorypermitting and associated negotiationsfor allsolid waste TSD facilities. The Solid Waste Disposal Division is responsiblefor the operationof the solid waste TSD facilitiesrequired to supportthePUREX/U03Plant Transition. Solid Waste Disposal is responsiblefor the solidwaste generated by PUREX Transitionwhen it is accepted at the solid waste TSDfacilities. Operation of the solid waste TSD facilitieswill be by SolidWaste Disposal in accordancewith solid waste procedures and regulatoryagreements.
The Solid Waste Disposal Divisionwill provide an annual update to thisdocument through an ECN. The update will reflect Solid Waste Disposal's mostcurrent planning.
3.1 SOLID WASTEACCEPTANCEANDGENERATORSERVICES
The Solid Waste Disposal Division provides services to aid generators ofsolid waste. The Hanford Site Solid Waste Acceptance Criteria (Reference I)defines the criteria that must be met by waste generators for solid waste tobe accepted by Solid Waste Disposal Division'sTSD facilities. In addition,the Hanford Site Solid Waste Acceptance Cciteria defines the responsibilitiesand authoritiesof the followingwith regard to solid waste management'

• WestinghouseHanford Safety and EnvironmentalAdvisory Council(SEAC) and the Waste management Subcouncil

3.2 SOLID WASTE STORAGE
The Solid Waste Disposal Division provides storage for low-levelmixedwaste, TRU and TRU mixed waste, and Greater Than Category 3 low-levelwaste.Facilities available to support storageof solid wastes are:
• Central Waste Complex, currentlyused for storage of low-levelmixedwaste, TRU waste, and TRU mixed waste prior to disposal

3.3 SOLID WASTE DECONTAMINATIONSERVICES
The Solid Waste Disposal Division assists the decontaminationof HanfordSite facility equipment and waste by pYovidingdecontaminationand repairservices. In addition waste decontaminationservices provides Liquid WasteTank Car =ertification,repair, and decontamination. Facilities availabletoprovide solid waste decontaminationservices are:
• 221-T Canyon Facility for decontaminationof high-activity levelequipment and waste
• 2706-T Facility for low-activitylevel decontaminationand repair ofequipment and decontaminationof waste.
3.4 SOLID WASTETREATMENT
The Solid Waste Disposal Division will provide treatment for low-levelmixed waste, TRU waste, and TRU mixed waste. Facilities that will beavailableto support treatment of solid wastes generated by the PUREX/U03Plant Transition are"
• Waste Receiving and Processing (WRAP)Module i, which will providetreatment and packaging of contact-handledTRU waste for eventualshipment offsite
• WRAP 2A, which is planned to provide treatmentfor LLMW (except forGreater Than Category 3 low-levelmixed waste)
• WRAP 2B, which will provide treatment and packagingof oversized andremote-handledTRU waste
• Thermal Treatment, which is planned for Resource ConservationandRecovery Act (RCRA) Land Disposal Restriction(LDR) treatmentofLLMW. Thermal Treatmentmay be contracted or priva_ized.
3.5 SOLID WASTEDISPOSAL
The Solid Waste Disposal Division provides disposal for low-levelwaste(exceptGreater Than Category 3 low-levelwaste) and low-levelmixed waste(exceptGreater Than Category 3 low-levelmixed waste). Disposal is providedin the Low-Level Burial Grounds operated by the Solid Waste Disposal Division.The Low-Level Burial Grounds will includeseparate RCRA compliant trenches forthe disposal of low-levelmixed waste (exceptGreater Than Category 3 low-level mixed waste).

4.i SOLID WASTES GENERATED BY PUREX/U03PLANT TRANSITION
Solid Waste Disposalwill accept the solid wastes identified in 'Section 5.1. The LLW and LLMW (classifiedas Category I through Category 3 inReference I) will be accepted for treatment, storage, and disposal.bytheSol'idWaste Disposal Division. LLW and LLMW classified as Greater ThanCategory 3 (Reference1) will be accepted for storage. TRU solid waste PUREXTransitiongenerates will be accepted for treatment and storage until thewaste is shipped to the Waste IsolationPilot Plant for final disposal.Acceptance of unique waste will be handled on a case by case basis. Thesequantities are expected to be minimal.
. 4.1.1 Solid Waste Acceptance
Solid wastes generated by the PUREX/UO3 Plant Transitionwill be acceptedby the Solid Waste Disposal Division provided the waste meets the establishedCriteria as provided in the Hanford Site Solid Waste Acceptance Criteria(ReferenceI). PUREX/U03Plant Transition is responsiblefor meeting thespecified criteria for waste generators in Reference I.
4.1.2 Solid Waste Storage
The Solid Waste Disposal Division will provide adequate storage capacityto store the quantity of solid waste generatedby the PUREX/U03PlantTransition as described in Section 5.0.
4.1.3 Solid Waste DecontaminationServices
The Solid Waste Disposal Divisionwill provide adequate decontaminationservices for contaminatedequipment and waste generatedby the PUREX/U03 PlantTransition. The Solid Waste DisposalDivision will decontaminatethe quantityof solid waste generated by the PUREX/U03Plant Transition as described inSection 5.0.
4.1.4 Solid Waste Treatment
The Solid Waste Disposal Division will provide adequate treatmentcapacity to treat the quantity of solid waste generated by the PUREX/U03PlantTransition as described in Section 5.0.

The Project will provide waste to the Division according to theprovisions of WHC-EP-O063,Hanford Site Solid Waste Acceptance Criteria,latest revision, and will provide solid-wastefoyeca_ts annually to the SolidWaste Disposal Division. Waste will be generated and managed, prior toacceptance by the Division, by the Project for its duration, expected to beuntil 1998. Waste generated during the subsequentsurveillancephase of thePUREX/U03 plants will be the responsibilityof a successororganizationnotexisting at this time.
The Divisionwill accept all waste generated by the Project which meetsthe acceptance provisions of WHC-EP-O063. Waste which was not included in theannual waste volume forecast will be accepted on a case-by-casebasis.
5.0 ESTIMATES OF WASTE REQUIRING INTERFACEESTABLISHMENTS
5.1 SOLID WASTESGENERATEDBY PUREX/UOz PLANTTRANSITION
The Solid Waste Disposal Division will accept all of the solid wastesidentified in this section that are generatedby PUREX Transition. The LLWand LLMW (classifiedas Category I through Category 3 in Reference I) will beaccepted for treatment, storage, and disposal by the Solid Waste DisposalDivision, LLW and LLMW classified as Greater Than Category 3 (Reference I)will be accepted,forstorage, and any TRU solid waste PUREX Transition
• generates will be accepted for treatmentand 'storageuntil the waste isshipped to the Waste IsolationPilot Plant for final disposal. Acceptance ofunique waste will be handled on a case by case basis. These quantities areexpected to be minimal.
If future updates of waste volume forecastsexceeds the baseline volumespresented herein it will not be possible to ensure the proper solid waste TSDfacilitieswill be available for management of the PUREX Transition generatedsolid waste.
•5.1.1 Solid Waste Requiring Treatment,Storage, and Disposal
Appendix A contains the baseline waste volume projectionsfor solid wastegenerated by the PUREX/U03 Plant Transition requiringtreatment, storageand/or disposal. More detailed informationregardingwaste characteristicsare also provided in Appendix A. Waste volumes are broken down by wastecategory as cited in Reference I and are tabulated by the year of expectedgeneration. These volumes and the accompanyingdetail in the waste volumeforecast will be used for planning purposes by the Solid Waste DisposalDivision. Any significantchanges to this projection,as determined by thePUREX/U03Transition Personnelor by consultationwith Solid Waste Division,will be entered into this document through Formal revision requiringan ECN.

• PUREXintends on compactingall compactable (paper, plastic, rubber, etc.) CH-LLWstarting in FY 1995. This will somewhatseparate the compactable andnoncompactableLLWgenerated at PUREX. Other waste classes are separated ifpossible. If PUREXgenerates a LLMWcontainer with solid paint waste, it willnot add oily rags to it just becausethere is room in the container. Wasteclasseswill neverbe mixedwith each other.
5. If you generate hazardous or mixed waste please answer the followingquestion.
Will you place several hazardous constituents in one container or will yousegregate the constituents prior to shipping? (If you generate toxicmetals and ignitables will you ship these constituents in separatecontainers or will they be combinedand placed into one container?)
If the hazardous constituents are segregated, make sure each waste classby waste form (reference Table 4) has been explained using the method inAttachment B. Please provide further explanation if needed.
PUREX/UO_attempts to segregate hazardous constituents of hazardous and mixedwastes all muchas possible. It is commonfor a waste to have severalhazardous constituents that may not be readily separable. Hazardous oil is agood exampleof this. It may be regulatedfor flashpoint,metals,organics,Washingtontoxic,and PCBs. Obviouslythe hazardsin this oil cannotbesegregated.

CH-LLMW-III This waste ts not commonlygenerated at PUREX/U09,but thepotential does exist. Therefore, a small amount'has beenforecasted as a precaution.
CH-TRU This wastewill be generatedat PUREXfromN-Celldeactivationefforts, it is predominantlymetaland plasticcontaminatedwithplutoniumand a traceof americium.Wasteresultingfromthe N-Cell cleanout is projected to be shipped by the end of FY 1996.TRUwaste contaminated with neptuniumwill be generated in 1997due to the Q-Cell cleanup.
CH-TRUM This waste is predominantly lead-lined gloves contaminated withplutonium.
HAZ This waste is generated from operations or maintenance activitiesoutside of radiation areas. The hazardouswaste generated atPUREX/UO_usually consists of chemicals or products which haveexpired 1hell lives or are unusable for someother reason, or aretnert materials that have comein contact with a hazardouschemical;
