This publication implements and extends the guidance of AFI 36-2502, Airman

Promotion/Demotion Programs, 12 December 2014. This supplement applies to all Air Force

(AF) active duty enlisted personnel stationed at JBSA-Fort Sam Houston, JBSA-Lackland, and

JBSA-Randolph. This supplement is provided to explain and standardize the processing

SUMMARY OF CHANGES

The publication has been revised. This rewrite removes duplicate information that was included

in the latest revision of AFI 36-2502 and includes program milestones associated with the JBSA

BTZ program. It also includes updated quota computations based on unit size and eligibles, as

well as an updated BTZ listing cover letter and sample board minutes. Additional updates

include AF Form 1206 heading description and clarification on acronyms allowed.

1.5.4. (Added) 502 ABW/CC is the SrA BTZ CBB authority and is responsible for

administering the SrA BTZ program.

2.3.4. (JBSANANTONIO) Military Personnel Section (MPS) Personnel Systems Managers

(PSMs) extract BTZ Selection Rosters listing A1Cs that meet TIS/TIG criteria for BTZ

consideration from the Military Personnel Data System (MilPDS). BTZ Selection Rosters are

forwarded to the MPS Career Development within the first 10 days of the first processing month

(i.e., Jan, Apr, Jul, Oct see (Table A15.1).

2.3.4.4. (JBSANANTONIO) MPS Career Development verifies BTZ eligibility of all A1Cs.

By the second week of the first processing month (See Table A15.1), the MPS Career

Development will provide unit commanders a listing identifying all who meet TIG and TIS

requirements (eligible and/or ineligible) via BTZ Listing Cover Letter (See Attachment A17.).

2.3.6. (JBSANANTONIO) Commanders of large units have selection and promotion authority.

2.3.6.1. (Added) Large units select 15 percent of their TIG/TIS eligible A1Cs (Table A15.2.).

Selection board will conform to the same standards established for the CBB. The board

composition will be determined by the unit commander, but must consist of a president and four

board members. The board must be held not later than the second week of the selection month

(Table A15.1.). This requirement is imposed to ensure fair, equitable, and timely promotion

consideration throughout the JBSA community.

2.3.6.2. (Added) Upon identifying the unit selectees, the commander must provide the board

minutes (Attachment A19.), and the signed unit BTZ eligibility listing to MPS Career

Development by the suspense date established on the BTZ cover letter (Attachment A17.).

Commanders may notify selectees and non-selectees of their status either verbally or in writing

upon completion of the board process (finalization of unit BTZ minutes and commander’s

signature on the BTZ eligibility listing).

2.3.7. (JBSANANTONIO) Commanders of small units nominate to the CBB and have

promotion authority once selections are approved by 502 ABW/CC.

2.3.7.1. (Added) Small units are not required to submit a nominee if a quality candidate is not

available. Negative replies are required via signed listings. The CBB will be a records-only

board unless otherwise stated on cover letter (Attachment A17.).

2.4.2. (JBSANANTONIO) Board Composition. The board composition will be determined by

the 502 ABW/CCC. The board will consist of a Command Chief board president, four senior

noncommissioned officers comprised of Air Force members from the JBSA community (a mix

of personnel from organization represented in the packages is ideal), and the board recorder. The

502 ABW/CCC will provide the board recorder with the names of the board members. Board

members will be notified of their selection via email and provided guidance on the board

procedures.

2.4.2.1. (JBSANANTONIO) The host wing/installation commander will require all units under

the installation MPS IDs (regardless of command) to nominate BTZ candidates to the CBB, if

the unit has fewer than seven eligible candidates for consideration.

2.4.2.2. (JBSANANTONIO) Individuals nominated will only be the very best performers,

exemplify a positive role model for others, and clearly deserve the recognition. The immediate

commander ensures any Airman non-recommended to meet the board is notified either verbally

or in writing. The unit's designated representative will provide each eligible Airman considered

for nomination to the CBB or large unit board a Record Review Listing to verify all data is

accurate and complete. The designated representative will assist eligible Airmen in correcting

erroneous data prior to the board convening.

2.4.2.3. (JBSANANTONIO) Scoring: Each nominee is evaluated based upon facts contained

in the AF Form 1206, decorations, and additional information contained in the recommendation

packages and compared with other nominees. Board members will independently rate each

nomination package based on a whole person concept.

2.4.2.3.1. (Added) Nomination Format. Commanders will provide a maximum of 15 single-

spaced lines (9 one-line bullets in JOB PERFORMANCE IN PRIMARY DUTY, 3 one-line

bullets in FELLOWERSHIP/LEADERSHIP), and 3 one-line bullets in WHOLE AIRMAN

CONCEPT) on the AF Form 1206. Acronym listing on the AF Form 1206 front page will be

allowed and will include Air Force approved acronyms only. The Selection folder will consist of

AF Form 1206, decoration citation(s), Air Force Fitness Management System fitness report, and

BTZ RIP. The selection folder and unit listing signed by the commander will be due to MPS

Career Development no later than 25th day of the second processing month (Table A15.1.) or

earlier as determined by the 802 FSS MPS Career Development section. SrA BTZ nomination

packages will be provided to the primary board recorder in preparation for quarterly board

proceedings. Large units will create selection folders IAW instructions in this supplement.

2.4.2.3.2. (Added) Selection Folders: The selection folders will contain a BTZ RIP, AF Form

1206, a current Air Force Fitness Management System score sheet, and decoration citation(s).

Large units are responsible for creating their own selection folders IAW this supplement

instruction.

2.4.2.3.3. (Added) The board members will rate the nomination packages in rank order. Based

on the number of quarter quotas, the board recorder will apply the selectee and alternate status in

order of merit as ranked by the board members.

2.4.2.3.4. (Added) In the event of a tie, the board president will direct a reevaluation of those

nominees involved to determine which one is the best candidate. In the event a tie cannot be

resolved amongst board members, the board president’s judgment will determine the best

candidate.

2.4.2.4. (JBSANANTONIO) 802 FSS/FSMPD will serve as the primary board recorder for all

SrA BTZ boards. In the event the primary board recorder is not available, the 502 ABW/CCC

will assign a board recorder from the 802d Force Support Squadron. The board recorder will be

responsible for scheduling all SrA BTZ boards. Additionally, the board recorder will collect and

distribute all documentation necessary for board proceedings.

2.4.2.4.1. (Added) The board report will contain the oath affirmation by board members and

recorder. Large unit selections will be listed in the report. The report will be forwarded to the

502 ABW/CCC for review and coordination. The 502 ABW/CC considers the board's

recommendations and makes final approval of the selection process. (Attachment A18.).

2.4.2.4.2. (Added) Oath to the board president/members: "I SOLEMNLY AFFIRM THAT I

WILL PERFORM THE DUTIES IMPOSED UPON ME WITHOUT PREJUDICE OR

PARTIALITY, HAVING IN VIEW BOTH THE SPECIAL FITNESS OF THE AIRMEN AND

THE EFFICIENCY OF THE UNITED STATES AIR FORCE."

2.4.2.4.3. (Added) Oath to the recorder: "I SOLEMNLY AFFIRM THAT I WILL KEEP A

TRUE RECORD OF THE PROCEEDINGS OF THIS BOARD."

2.4.2.5. (Added) The 502 ABW/CC approves selections, and MPS Career Development will

announce the results. Unit commanders and First Sergeants will be notified by the MPS via email

to confirm nominee’s status. Results of the CBB will not be made public until after the 502

ABW/CC approves the selection process.

2.4.4. (JBSANANTONIO) The two highest scoring non-selectees are identified as alternates in

the event that a selectee is removed before the effective date.
