WHEREAS, North Shore Animal League America.is the world's largest no-kill rescue and animal adoption organization saving almost 1,000,000 lives; and

WHEREAS, during the Tour For Life, two mobile adoption units are traveling simultaneously across the country and partnering with more than 100 shelter and rescue groups in 37 cities in 19 states; and

WHEREAS, these "shelters on wheels" will cover over 13,000 miles and help save the lives of thousands of animals across the country through humane education and mobile adoption events; and

WHEREAS, this year, country music icon Wynonna Judd is serving as the national spokesperson for the 11th annual Tour for Life; and

WHEREAS, over the past decade, the Tour for Life has helped place hundreds of thousands of homeless animals with loving families throughout the country; and

THEREFORE BE IT RESOLVED, that by adoption of this resolution, the Los Angeles City Council joined by the Mayor, City Attorney and the City Controller acknowledges North Shore Animal League America, Purina® and The American Mutt-i-grees® Club for continuously promoting the advantages of adopting shelter animals and the significance of saving a life.

Tom McConville

WHEREAS, Tom McConville and his wife, Joan, arrived in Los Angeles, California, in 1958; and,

WHEREAS, Tom McConville, before leaving Ireland, played defense for County Armagh in the All­Ireland Minor Football Championship League in 1949-1950, and won a gold medal when his team beat Kerry by 2 points, a record that was not broken for 60 years; and

WHEREAS, Tom has served the Irish and Irish-American community in Los Angeles for more than 40 years; and

WHEREAS, Tom has unfailingly demonstrated his dedication and commitment to supporting the Irish and Irish-American community as host of the Irish Hour on KIEV 870-AM for more than 35 years; providing updated news from Ireland, and local Irish news and events in Los Angeles County, and

WHEREAS, Tom, as President and founder of the Irish Center of Southern California, Inc., continues to support and promote Irish culture in Los Angeles County; and

NOW THEREFORE BE IT RESOLVED, that the City Council of Los Angeles hereby commends TOM MCCONVILLE, for his excellent service and dedication to the Irish and Irish-American community and to the people of Los Angeles. The City Council extends sincere good wishes and happiness on his 80'h Birthday on March 28, 2011. Tom you are truly an angel in the City of Angels!

WHEREAS, CAPTAIN II ADDISON BIRDINE, retired from the LOS ANGELES FIRE DEPARTMENT effective March 4, 2011; and

WHEREAS, CAPTAIN BIRDINE was appointed to the LOS ANGELES FIRE DEPARTMENT on December 14, 1980 and has served selflessly and professionally for over 30 years in the following positions:

Firefighter December 14, 1980

Inspector I November 23, 1986

Inspector II January 28, 1990

Captain I March 6, 1994

Captain II August 2, 1998

WHEREAS, CAPTAIN ADDISON BIRDINE achieved success in these challenging assignments and faithfully served the City of Los Angeles at Fire Stations 58, 43, 92, 4, 65, 64, 68, 61, 94, Valley Industrial Commercial Unit, Central Public Assemblage Unit, Underground Tank Unit, Building Standards Unit, Legal Liaison Unit, Recruit Training and as a member of the (Proposition F) Bond Education Team; and

WHEREAS, CAPTAIN ADDISON BIRDINE, during his service to the LOS ANGELES FIRE DEPARTMENT, dealt with countless emergencies, disasters and noteworthy events, including the 1983 Century City Twin Towers Fire, 1984 Westwood Multi-Casualty Incident, Westward Ho Market Fire, Central Library Fire, Calabasas Brush Fire, 1992 Los Angeles Civil Disturbance, 1993 Chatsworth Brush Fire, 1994 Northridge Earthquake, 1995 Malibu Brush Fire and Palomar Hotel Fire; and

WHEREAS, CAPTAIN ADDISON BIRDINE earned the admiration and respect of his peers and· supervisors through his dedication and commitment to the fire service and the LOS ANGELES FIRE DEPARTMENT:

Marla Gibbs

Whereas, Marla Gibbs, an eight time recipient of the NAACP Image Award has provided countless hours of entertainment to people around the world through her memorable television roles in; The Jefferson's, 227 and The Hughley's, we honor her with this tribute; and

Whereas, Marla Gibbs has provided "Marla's Memory Lane" as a venue in the Los Angeles Community, for entertainers to showcase their talent, receive mentoring and networking with others in the entertainment industry we salute today.

Whereas, Marla Gibbs' vision to create the "The Vision Theater" as place for community theater, acting, dancing and performers to display their talent to the Los Angeles Community has helped to launch the careers of many who are successful today.

Whereas, Marla Gibbs has always given back to the community, with her unselfish generosity, concern for others and love for helping others to harness their God given talent, we honor her today.

Palos Verdes Chapter The Links, Incorporated

WHEREAS, the Palos Verdes Chapter of The Links, Incorporated celebrated over a quarter of a century on March 12, 2011; and

WHEREAS, the Links, Incorporated is one of the oldest and most prestigious African American Women's national organization known for their compassion and loving volunteer group members. Since its inception, in 1946, their mission has been to promote civic involvement, educational opportunity, civic welfare of the disadvantaged and cultural interests. Through their efforts many disadvantaged youth have found mentors and role models; and

WHEREAS, the Palos Verdes Chapter of The Links, Incorporated was founded in 1982. The diverse group includes women from various professions including: business, law, education, stay­at-home-mothers, medicine, and community leaders; and

WHEREAS, the 100% volunteer organization spearheaded a multifaceted, award winning program called Project Life, that has provided enrichment and motivational activities for hundreds of youth throughout the South Bay. Project Life enrolls youth as early as the seventh grade and follows them through their college and career life; and

WHEREAS, the Palos Verdes Chapter of The Links, Incorporated has partnered with SRO Housing Corporation, to help further their mission of providing housing and supportive services to the Skid Row community:

NOW, THEREFORE, BE IT RESOLVED, that by adoption of this resolution the Los Angeles City Council does hereby congratulate the Palos Verdes Chapter of The Links, Incorporated on celebrating over a quarter of a century of accomplishments; and extends best wishes as it continues to inspire and thrive.

RESOLUTION Gordon Sherwood

WHEREAS, Gordon Sherwood was born March 22, 1911 in a home on Bunker Hill, California and he lived most of his life in Los Angeles County. Gordon is an extraordinary centenarian and has been a major contributor to the Los Angeles region throughout his life; and

WHEREAS, Gordon Sherwood was a graphic artist by trade and a mechanical engineer by heart, after graduating from the Schevard Art Institute Art Guild Academy. He began his life-long career with the advertising agency of the day, The Tabery Corporation in Los Angeles; and

WHEREAS, there he worked on campaigns for companies such as Chevrolet, Ralphs Groceries, Lockheed, and IBM among others. In addition, he was a pioneer in developing what has evolved into today's auto show industry and he spent several years as a graphic artist for Howard Hughes at the dawn of jet propulsion, putting his technical and artistic talents to work to visually explain how jet engines worked; and

WHEREAS, Gordon Sherwood first love was his beloved wife Donna Sherwood, whom he met when he was just 11 years old. Gordon and Donna were married in 1939 had a very happy and fulfilling life together. Sadly, Donna passed in 2003, and while heartbroken, he continues to stay busy, feisty and enjoy his life; and

WHEREAS, Gordon Sherwood second love is trains. Gordon is a founding member of the Los Angeles Live Steamers, a railroading hobby club in Los Angeles. Building and running scaled steam locomotives has always been a passion for Gordon and he spent many years building three locomotives in his meticulous workshop at his home in Burbank, and helping to establish the LALS facility, located in Griffith Park, California, now in its 57th year of operation; and

WHEREAS, Gordon Sherwood enlisted in the Army. During the war, Gordon put his skills as an artist and mechanical engineer to work in the Army Corps of Engineers. During his four years of service, he applied his natural talents toward the design ofthe security perimeter at Guadalcanal. He also served in the South Pacific, where he would have been among the first ships to invade mainland Japan, had not Paul Tibbets and his crew been successful in bringing an end to the war; and

WHEREAS, Gordon Sherwood is still very active. He is an avid reader, staying on top of the news by reading the paper every day, as well as his train related magazines and he enjoys his daily walks through the neighborhood, where he has lived for over 60 years, with his dog Rocky at his side. While he isn't as active with his beloved trains as he would like to be, he still spends every Sunday at the Los Angeles Live Steamers, passing on his infinite knowledge of the hobby, spending time with the 'old men' and watching the trains chug by; and

NOW THEREFORE, BE IT RESOLVED, that the City Council of Los Angeles by adoption of this Resolution congratulates Gordon Sherwood on his centennial birthday and commends him for his tireless service to the City of Los Angeles. Gordon's dedication and Jove of trains has brought joy to the people of Los Angeles and its surrounding communities. Gordon is truly and angel in the City of Angels!

Burton S. Sperber

WHEREAS, in recognition of the long term relationship, and partnership between the City of Los Angeles and Burton S. Sperber, Founder & CEO of the ValleyCrest Tree Companies; and

WHEREAS, Mr. Sperber, who started the ValleyCrest Company in 1949 as a small landscape nursery in North Hollywood, still runs the company today, and has seen it grow into a landscape industry leader with global operations employing more than 10,000 full-time employees; and

WHEREAS, his relationship with the City of Los Angeles spans decades, and his generosity and community service are to be commended; and

WHEREAS, in early 2007 the Department of Recreation and Parks, ValleyCrest, and the Los Angeles Department of Water and Power implemented the City's first "Smart Irrigation Program." This program promoted water conservation and efficiency in City parks. The program also employed at-risk youth, and provided them with hands-on training in landscape irrigation construction, and job skills that would prepare them for future career opportunities. At the conclusion of the training program ValleyCrest Companies offered the youth participants employment with the company. ValleyCrest has since hired 19 of the program's 34 graduates; and

WHEREAS, in the fall of2007, the Tessera Sylmar Homeowners Association, with support of the Los Angeles City Council donated a vacant 1.23 acre parcel of property to the City. This parcel would eventually become the Telfair Avenue Park. The land was transformed into a beautiful neighborhood park through a generous $200,000 donation of materials, supplies, and labor by Mr. Sperber and the ValleyCrest Companies. The park includes a practice soccer field, picnic area, walking path, and a playground. These amenities were greatly appreciated by the City and the local community; and

WHEREAS, in 2009, The V alleyCrest Companies again assisted the City by donating II 0 trees of various species to the Department of Recreation and Parks. These trees will be planted in Griffith Park and other City parks to assist with erosion control and fire recovery; and

WHEREAS, at the beginning of summer of 2009, the Department of Water and Power implemented Phase III of the water conservation plan. As the plan was enforced throughout the City, the landscape and trees in many City parks began to decline. Again, Mr. Burton S. Sperber and ValleyCrest offered their assistance by partnering with the Department of Recreation and Parks to develop additional water conservation strategies. Working together, Recreation and Parks and ValleyCrest developed plans to keep City parks green, safe, and healthy, while reducing water usage by over twenty percent; and

MELINDA BERRIMAN

WHEREAS, Melinda Berriman has volunteered hundreds of hours to improve the quality of Life for others in Los Angeles and across the country; and

WHEREAS, Melinda Berriman has helped to educate young people through her work in schools and universities; and

WHEREAS, Melinda Berriman's efforts to help young people develop a passion for learning include her work to produce the award-winning Book Club of the Air, which brings together Los Angeles area middle school students to discuss a book of the month; and

WHEREAS, the Book Club of the Air began more than a decade ago on KPCC-FM and expanded to television on LA36 and has been a regular feature at the Los Angeles Times Festival of Books; and

WHEREAS, the Book Club of the Air received the Literacy in Media award from the Literacy Network of Greater Los Angeles; and

WHEREAS, Melinda Berriman has long demonstrated her commitment to her community through her volunteer work and career, and is a model of how this commitment can positively change lives:

NOW, THEREFORE BE IT RESOLVED, that by the adoption of this resolution the Los Angeles City Council does hereby recognize and expresses gratitude to Melinda Berriman for her many outstanding contributions to the people of Los Angeles.

' WHEREAS, The City of Los Angeles takes great pleasure in congratulating Police Officer Ill DonnaN. Harris, upon her retirement effective March 12, 20 I I, from the Los Angeles Police Department, and

WHEREAS, Donna Harris attended Crescenta Valley High School, California and graduated in 1985. Donna attended Pasadena City College and California State University at Los Angeles from 1985 to 1990 and received a Degree in Political Science/Pre-Law, Administration of Justice, with a minor in Music; and

WHEREAS, On June 18, 1990, was appointed as a recruit Police Officer for the Los Angeles Police Department, and commenced a long and distinguished career spanning twenty years and nine months; and

WHEREAS, Donna's duties and divisions of assignment included Central Division, Central Traffic Division, Harbor Division, South Bureau Narcotics Buy Team, Harbor Division Bicycle Unit, Harbor Division Reserve Coordinator, Tactical Planning Section HAZMAT Unit, Tactical Planning Division, Uniform Support Division, Special Operations Support Division - Bicycle Coordination Unit, Training Division - Instructor Development, Emergency Operations Division- Pursuit Review Unit; and

WHEREAS, during her most recent tenure as a Police Officer Ill in Risk Management Division, Legal Unit where she effectively researched and investigated legal updates that impacted the Department, evaluated incidents in light of laws and policies to determine what action Department employees should take, drafted· Legal Bulletins that affected the Department policy and/ or procedures; and

WHEREAS, Donna Harris has received numerous commendations throughout her career expressing praise and gratitude for her outstanding police work, attention to duty, investigative abilities, keen observations, teamwork, superior tactics, and her impressive performance under stress; and

WHEREAS, Donna Harris has been married to her beloved Guy Harris for 5 years and together they have a wonderful son, William Stanley; and

NOW, THEREFORE, Be it resolved that by the adoption of this resolution the City Council of the City of Los Angeles along with the Mayor does hereby commend and applaud Police Officer Ill, Donna N. Harris, for her commitment to excellence and affirmation of the Los Angeles Police Department's motto "To Protect and to Serve' and warmly congratulate her and extend best wishes for a long, happy, and rewarding retirement.

ChildrenJs Institute) Inc.

Otis Booth Campus WHEREAS, the City of Los Angeles joins in celebration on the Grand Opening of the Children's Institute, Inc. Otis Booth Campus- March 23, 20 I I; and

WHEREAS, the neighborhood surrounding Temple and Alvarado Streets in Los Angeles is an area of extreme need and low resources, and there is very little open space for children to play, learn and explore; and

WHEREAS, to improve this neighborhood, Children's Institute, Inc. has constructed the Otis Booth Campus near the corner of Temple and Alvarado Streets, comprised of 48,000 square feet of office and industrial space. Facility to include outdoor space for playgrounds and gardens where 5,000 additional children and families will be served by Children's Institute, for a total of 20,000 children and families served throughout Los Angeles County by the organization; and

WHEREAS, the Otis Booth Campus enables Children's Institute to provide a unique combination of clinical treatment, early childhood, family support and child enrichment services. The site will be environmentally responsible and LEED-certified; a safe haven from abuse, neglect, and community violence; and a national model for children's programming; and

WHEREAS, The City of Los Angeles wishes to express gratitude and show appreciation to Children's Institute and those who contribute to its programs by donation, whether it be money, time, or energy, the dedication for the successful programs that help so many of the most vulnerable and marginalized members of our community in the best tradition of community involvement and selfless caring:

NOW, THEREFORE BE IT RESOLVED that by the adoption of this resolution, the City Council of the City of Los Angeles does hereby recognize The Children's Institute, Inc. for its success and commend its service to the people of this great city.

BRYAN ADAMS WHEREAS, Bryan Adams has received a star on the World Famous Hollywood Walk of Fame on Monday, March 2 I, 20 I I; and

WHEREAS, With his distinctive vocals and blue-collar songwriting skills, Canadian icon Bryan Adams' take on rock 'n' roll basics found a niche that has Lasted for over 20 years; and

WHEREAS, Adams solo career was Launched with the release of his self-titled debut album Bryan Adams in February of 1980 on A&M Records, Adams formed a song-writing partnership with drummer Jim Vallance and things began to happen; and

WHEREAS," You Want ft. You Got It: was recorded in NYC in two weeks and released in the spring of 1981. His 2"d Album became Adams's first "Official" release in the U.S.; and

WHEREAS, Adams toured America for 6 months, opening for the Kinks and Foreigner and by January of 1982 the album broke into the Billboard charts peaking at No. I 18 in 13 weeks. The single "Lonely Nights' became his first Hot I 00 entry at No. 84 and peaked at No. 3 on the mainstream rock chart; and

WHEREAS, Adam's third album, "Cuts Like a Knife»was released in January of 1983, with the single "Straight from the Heart' Leading the way. The album reached Top Ten, selling platinum and spawning further Top 40 hits with the title song" This Time'; and

WHEREAS, Adam's fourth album "Reckless' was released on his 25'h birthday, November 5, 1984 and was preceded by the single "Run to YoU', which reached the Top Ten. It was followed by no Less than five Top 20 singles drawn from the album: "Somebody'', "Heaven' (which hit number one)," Summer of 69' (Top Ten), "One Night Love Affair', and a duet with Tina Turner," It's Only Love'; and

WHEREAS, Reckless reached No. I in the U.S. selling 5 million copies in America and a reported 3 million more in the rest of the world. Adams also earned his first two Grammy nominations, Best Male Rock Performance for the album as a whole, and Best Rock Performance by a Duo or Group for" It's Only Love'; and

WHEREAS, "Into the Fire', followed in March of 1987, prefaced by the single "Heat of the Night," which became Adam's fifth Top Ten hit in the U.S. It also spawned the Top 40 hits "Hearts on Fine!' and "Victim of Love' One of the final shows, in Werchter, Belgium was filmed for a television special," Bryan Adams: Live in Belgium', broadcast in Canada the following year; and

WHEREAS," Waking Up the Neighbours» sold 4 million copies in the U.S. and another 6 million in the rest of the world. It also earned Adams a Grammy nomination and his first Academy Award nomination; and

WHEREAS, In 1996 Adams released album, 18 Till Die. Featuring "Have you Ever Really Loved a Womanr for the Johnny Depp/Marlon Brando film Don Juan DeMarco which was another No. I Hit, as well as a Grammy nomination for Best Male Pop Vocal Performance and his second Oscar nomination for Best Song; and

WHEREAS, In the fall of 2007, Adams' I I th CD aptly titled, II was released in Canada and throughout the world. II debuted atop 3 international charts, including Canada, India and Switzerland and was top I 0 in Austria, Denmark, Germany, Portugal, the UK and Holland; and

WHEREAS, In 2009 Adams was inducted in the Juno Hall of Fame and this spring he was awarded the Allan Waters Humanitarian Award and the Governor General's Award for Lifetime Achievement; and

WHEREAS, Adam's was a part of the opening ceremonies for the Vancouver 20 I 0 Olympic Games, singing a duet with fellow Canadian Nelly Furtado. Adams also had the feature tract" You've Been a Friend to Me', on the John Travolta movie, Old Dogs; and

WHEREAS, Last year Bryan Adams: Bare Bones- an inspired collection of minimally arranged hits culled from Adam's impressive body of work spanning three decades was released in spring of 2 0 I 0 during his "Bare Bones Tour"; and

WHEREAS, Adams continues to tour somewhere in the world ten days every month intertwining stadium concerts with special, intimate solo acoustic dates. His live concerts have established him as one of the world's best rock singers of our time:

NOW, THEREFORE, BE IT RESOLVED, that by the adoption of this resolution the Los Angeles City Council hereby congratulates Bryan Adams on this well deserved honor of receiving his star on the World Famous Hollywood Walk of Fame.

RESOLUTION

RUDOLPH '(RUDYJJ VELASQUEZ WHEREAS, The City of Los Angeles takes great pleasure in congratulating Sergeant II Rudolph "Rudy" Velasquez, Serial No.2 1880 upon his retirement effective March 19, 20 I I, from the Los Angeles Police Department after 34 years of Loyal and dedicated service to the citizens of Los Angeles, and

WHEREAS, Rudolph Velasquez joined the Los Angeles Police Department on March 14, 1977; and,

WHEREAS, Rudolph was then assigned to Rampart where he distinguished himself as an exceptional probationary officer who was acknowledged for his outstanding report writing skills; and,

WHEREAS, Rudolph transferred to Communications Division where he earned his college degree in criminal justice from California State University at Los Angeles; and,

WHEREAS, Rudolph then transferred to Hollenbeck Area, where he continued to advanced as a Patrol Officer receiving a class "D" commended for outstanding arrests; and,

WHEREAS, Rudolph promoted to Police Officer Ill on March 7, 1982, assigned to Communications Division, where his Level of proficiency as a dispatcher quickly advanced him to the position of primary trainer; and,

WHEREAS, Rudolph transferred to Central Area on October 17, 1982, assigned as a detective trainee, where he was routinely commended by the Department, the District Attorney's Office and the public, for his exemplary investigations, thorough reports, excellent interview techniques, and outstanding rapport with the public, while working the Robbery, Burglary, Juvenile, Sex Crimes and Auto Theft Units; and,

WHEREAS, Due of his attention to duty and dedication, Rudy implemented pin maps and other controls to track crime patterns and suspect intelligence, which he utilized to keep patrol officers, the Special Problems Unit, and the Bureau Task Force apprised of crime problems, resulting in the reduction in crime and pronounced improvement in relations between these Department entities and detectives; and,

WHEREAS, on November 9, 1986, Rudolph was promoted to Detective I and assigned to Detective Headquarters Division, where he worked the field investigations "K" car and displayed a wealth of investigative skills and accomplishments; and,

WHEREAS, on March I, 1987, Rudolph was assigned to Juvenile Division, where he worked the Abused Child Unit and was selected as the Officer in Charge of the Investigative Control Unit. His duties included supervising five officers and receiving, storing and disseminating child abuse information. Recognizing deficiencies within the highly stressful unit due to Lack of equipment and personnel, Rudy implemented new procedures and controls that drastically reduced the work Load and boosted moral; and

WHEREAS, on November 6, 1988, Rudolph promoted to Detective II assigned as the assistant on-site Supervisor of the City Attorney Misdemeanor Section, where he was once again recognized for his superb interpersonal and administrative skills; and,

WHEREAS, Rudolph promoted to Sergeant I on March 25, 1990, Hollenbeck Division. Following his probation as a sergeant, he was assigned to Wilshire Division; where he continued to excel as an outstanding role model for others; and

WHEREAS, Rudolph promoted, once again, to Sergeant II on January 24, 1993, assigned as the Assistant Watch Commander in Wilshire Patrol Division, where he performed his duties in his usual exemplary manner. During this time Rudolph attended the Supervisory Leadership Institute where he was the class Valedictorian; and,

WHEREAS, on August 3, 1997, Rudolph transferred to Internal Affairs Group, and assigned to South Section, where he excelled as a conscientious Investigator with a high degree of integrity; and,

WHEREAS, on February I I, 200 I, Rudolph transferred to Operations-Central Bureau, where he was assigned the Commander's Aide for Commander George Ibarra. Rudolph continued to work under the tutelage of Commander Ibarra at Personnel Group, Wilshire Area and Operations-West Bureau; and

WHEREAS, during his tenure, Rudolph played a critical role in providing law enforcement for a wide variety of emergencies and major events, including the 1984 Summer Olympic Games, the 198 7 and 1994 earthquakes, the 1987 Papal Visit, the 1992 Civil Unrest, the 2000 Democratic National Convention and countless other smaller, but no less important, emergencies and events; and,

WHEREAS, during his tenure, Rudolph never used a sick day in 34 years; an example of Rudolph's work ethic, dedication and love for his job; and

WHEREAS, during his tenure, Rudolph received over 60 commendations for teamwork, attention to duty, professionalism, investigative skills, going beyond the call of duty, outstanding uniform appearance, community participation, commitment to excellence, outstanding job performance, initiative, and loyalty; and

WHEREAS, on September 16, 2007, Rudolph transferred to Professional Standards Bureau, where he will end his career on March 19, 20 I I, with the same enthusiasm, dedication and good-natured personality with which it began:

NOW, THEREFORE Be it resolved that by the adoption of this resolution the City Council of the City of Los Angeles does hereby commend and applaud Sergeant II Rudolph "Rudy Velasquez, Serial No. 21880 for his commitment to excellence and affirmation of the Los Angeles Police Department's motto "To Protect and to Serve' and warmly congratulate him and extend best wishes for a long, happy, and rewarding retirement.
