Introductions Ms. Thelma Drake introduced herself as the newest TTAC Voting member representing the City of Norfolk. Mr. Eric Stringfield introduced Ms. Stephanie Lagarile, a VDOT intern. Public Comment Period Mr. Frank Papcin, Virginia Beach Citizen, addressed the TTAC regarding the Virginia Port and the resulting traffic congestion, the need to implement projects more quickly, and his dislike of public-private partnerships. Submitted Public Comments There were no submitted public comments in the agenda packet. Comments and Updates from State and Federal Agencies and the Military There were no comments from VDOT. There were no comments from DRPT. There were no comments from FHWA. There were no comments from VPA. There were no comments from the Navy. Approval of Agenda Chair Robert Gey asked for additions or deletions to the TTAC Agenda. Hearing none, Mr. Eric Stringfield Moved to approve the agenda as written; seconded by Mr. Jeff Florin. The Motion Carried. Summary Minutes Chair Gey reported that the TTAC summary minutes from the May 6, 2015 meeting were included in the June 3, 2015 TTAC Agenda Packet. Chair Gey asked for any additions or corrections to the minutes. Hearing none, Mr. Tim Cross Moved to approve the minutes as written; seconded by Mr. Earl Sorey. The Motion Carried. 2034 Long-Range Transportation Plan (LRTP) Amendment: HRT Ms. Julie Timm briefed the TTAC on the HRT request to amend the HRTPO 2034 Long-Range Transportation Plan (LRTP) to add the construction of the Virginia Beach Light Rail Transit Extension developed from the transit extension study performed under UPCs T9093 and T9108 and based upon the Locally Preferred Alternative adopted by the City of Virginia Beach and the

Transportation District Commission of Hampton Roads. The proposed project is still pending final environmental clearance though the National Environmental Policy Act (NEPA) process. The total cost of the project is $310 million, funded with $155 million in state funds and $155 million in City of Virginia Beach funds. The current schedule calls for completion of the project in December 2019. The LRTP amendment request has been made available for public review and comment. The public review period began on May 28, 2015 and runs through June 11, 2015. Mr. Ivan Rucker asked whether VDOT and DRPT were comfortable with the fiscal constraint of the plan once this project is included. Mr. Stringfield and Mr. Arabia replied affirmatively. Ms. Timm Moved to recommend HRTPO Board approval of the 2034 LRTP Amendment; seconded by Mr. Brian Solis. The Motion Carried. FY 2015-2018 TIP Amendment: DRPT Mr. Chris Arabia briefed the TTAC on the DRPT request to amend the Hampton Roads FY 2015-2018 Transportation Improvement Program (TIP) to account for projects and funding approved by DRPT on nine projects. The TIP amendment request has been made available for public review and comment. The public review period began on May 27, 2015 and runs through June 10, 2015. Mr. Arabia Moved to recommend HRTPO Board approval of the TIP amendment; seconded by Mr. Paul Holt. The Motion Carried. Truck Delay Impacts of Key Planned Highway Projects: Final Dr. Camelia Ravanbakht, HRTPO Interim Executive Director, reported that the Truck Delay Impacts of Key Planned Highway Projects draft report was presented to the TTAC and underwent public review in April 22, 2015. Mr. Lynn Allsbrook Moved to recommend HRTPO Board approval of the final report; seconded by Mr. Bryan Stilley. The Motion Carried. 2040 Long-Range Transportation Plan: Status Update Ms. Dale Stith, HRTPO Principal Transportation Planner, reported that the HRTPO, in conjunction with regional stakeholders, has been in the process of updating the LRTP to the horizon year 2040 for the past several years and is in the final stages of a multi-year planning process. At its April 16, 2015 Meeting, the HRTPO Board approved the Project Prioritization scores for the 190+ multimodal candidate transportation projects. Project Prioritization evaluates candidate projects based on their technical merits and regional benefits and is the guiding tool in the development of a fiscally-constrained LRTP. She stated that with the approval of Project Prioritization scores, a

Draft Fiscally-Constrained List of Projects for the 2040 LRTP outlining project priorities has been developed. Ms. Stith indicated that currently, the Hampton Roads Transportation Accountability Commission (HRTAC) projects are not a part of the draft list, but will be included once HRTAC develops a funding plan for these projects. She noted there is a $1 billion balance in forecasted revenues that could be utilized on:

• HRTAC projects • Transit: Fixed Guideway Projects

The HRTPO Board discussed this item at its May 21, 2015 Annual Retreat and agreed to defer any decision until the development of the funding plan for HRTAC projects. With regard to the Draft Fiscally-Constrained List of Projects, next steps include:

• HRTPO Board approval of Draft list • Public Outreach and review of Draft list • Advisory Committee review of Draft list • HRTPO Board Approval of Final List

Once the HRTPO Board approves the final, fiscally-constrained list of projects, HRTPO staff will complete documentation of the 2040 LRTP which will then be brought to the HRTPO Board for adoption. Mr. Rucker inquired whether it is the intention of HRTPO staff to provide the TTAC an opportunity to review the HRTAC funding assumptions. Ms. Stith replied affirmatively. Dr. Ravanbakht stated the HRTAC Technical Advisory Committee (TAC) has been charged with developing a funding plan for the HRTAC projects. The TAC is working aggressively with a consultant and a funding plan recommendation should be provided to HRTAC within three months. She indicated that HRTPO staff will continue to update TTAC with regard to the HRTAC projects. Chair Gey asked whether the 2040 LRTP was still on schedule for anticipated HRTPO Board approval. Dr. Ravanbakht replied affirmatively and stated the 2040 LRTP is scheduled for HRTPO approval in January 2016. She noted the LRTP is one of the core programs of the HRTPO, and TTAC members have been engaged in the entire process. She urged TTAC members to brief their Board members in order for them to have updated information when attending the Board meeting. Port of Virginia Update: VPA Mr. Jeff Florin, VPA Vice President of Port Development, reported that the Panama Canal Expansion, the largest project at the Canal since its original construction, will double the Canal’s

capacity. He indicated that as of April 30, 2015, the project is 89% completed and the Port of Virginia has been preparing to take advantage of opportunities that will result from this expansion. He stated that 2014 was a record year for the Port of Virginia due to:

• 2.4 million Twenty-foot Equivalent Units (TEUs) of rail, barge, and truck containers • Strong volume growth • Increase of 7.6% compared to 2013 • Virginia International Gateway (VIG) and Norfolk International Terminals (NIT) operating

at or near capacity Mr. Florin described the positive economic impacts of the Port, its high rate of competiveness compared to other East Coast ports, and the fact that it is served by two Class I railroads. He concluded by discussing several transportation projects that, once complete, will enhance the Port further. HRTAC Projects – Schedules and Updates: VDOT Mr. James Long, VDOT Hampton Roads District Major Projects Delivery Director, briefed TTAC on the current status of the nine HRTAC projects as follows:

• I-64 Widening – Segment I Current Estimate is $122.6 million Funded Through Construction Additional Scope Items under Review

• I-64 Widening – Segment II Funded for PE Right of Way and Construction Phases Not Funded

• I-64 Widening – Segment III Not Funded No Work Performed

• Fort Eustis Blvd. Interchange Not Funded No Work Performed

• I-64/I-264 Interchange PE and Right of Way Funded Construction Phase Not Funded

• I-64 Southside Widening PE Partially Funded (Including the High Rise Bridge) Right of Way and Construction Phases Not Funded

Dr. Robert Case asked whether the Third Crossing SEIS will include all harbor crossings. Mr. Long replied the SEIS will include the Hampton Roads Bridge Tunnel (HRBT), Monitor-Merrimac Memorial Bridge Tunnel (MMMBT), Patriots Crossing, and may include the James River Bridge (JRB). Mr. Ivan Rucker inquired if it was VDOT’s intent to conduct the analysis from a system-wide perspective since VDOT has expanded the study area to include all harbor crossings. Mr. Long replied affirmatively. Mr. Long stated a scoping meeting for the Third Crossing SEIS will take place in approximately 4-6 weeks. Dr. Camelia Ravanbakht of the HRTPO and Ms. Julie Timm of HRT requested that their staff be able to attend the scoping meeting. Mr. Long replied affirmatively. Dr. Ravanbakht inquired as to the estimated completion date of the SEIS. Mr. Long replied the SEIS should be completed by December 2017. Dr. Ravanbakht asked for the timeline for the remaining work on the I-64/I-264 Interchange project. Mr. Stringfield replied that VDOT is conducting a study on the entire interchange which should be completed by the end of the year. Dr. Ravanbakht requested that VDOT brief TTAC upon completion of the study. 2015 CMAQ/RSTP Project Selection Process: Overview and Timeline Mr. Mike Kimbrel, HRTPO Principal Transportation Engineer, reported that the HRTPO is responsible for project selection and funding allocation for the Congestion Mitigation and Air Quality Improvement Program (CMAQ) and the Regional Surface Transportation Program (RSTP). He noted the CMAQ program provides federal funding for projects that primarily help improve air quality while RSTP provides federal funding for a wide variety of projects. The eligible recipients of CMAQ and RSTP funds in Hampton Roads include:

• Localities • Virginia Department of Rail and Public Transportation • Virginia Department of Transportation • Virginia Port Authority • Hampton Roads Transit • Williamsburg Area Transit Authority • HRTPO

Mr. Kimbrel noted the estimated available funding for FY 2022 is:

Mr. Kimbrel outlined various deadlines with regards to the CMAQ and RSTP schedule, including the July 31, 2015 deadline for the public to submit project ideas and August 14, 2015 as the deadline for applications from eligible recipients. Correspondence of Interest Chair Gey highlighted the Correspondence of Interest items in the Agenda. Three-Month Tentative Schedule Chair Gey outlined the Three-Month Tentative Schedule for TTAC. For Your Information Chair Gey summarized the items in the For Your Information section of the Agenda packet. Announcements Chair Gey stated the TRAFFIX Oversight Subcommittee (TOS) will meet immediately following TTAC. AGENDA ITEM #10: FY 2015-2018 TIP REVISION – CMAQ ALLOCATION REQUEST: NEWPORT NEWS

Attached is a request from the City of Newport News for an allocation from the FY 2016 Congestion Mitigation and Air Quality Improvement Program (CMAQ) reserve account to cover a cost overrun on a current CMAQ project. The Citywide Traffic Signal Retiming project (UPC 98830) was fully funded with FY 2014 and FY 2015 CMAQ funds totaling $500,000; however, with consideration to the proposals received by the City, the cost estimate for the project is now $665,000. The City requests the allocation of $152,945 currently available from the FY 2016 CMAQ reserve to help cover the cost overrun. The City will provide local funds to cover the remaining $12,055 funding gap. There is currently $152,945 available in the FY 2016 CMAQ reserve account. In accordance with HRTPO CMAQ and RSTP Funding Policy 5b,

If the cost/annual allocation and/or scope of the project change by more than 10% on any one CMAQ or RSTP funded project, the locality/agency should notify the TTAC and HRTPO Board with a request and justification for a change in funding and/or scope. The TTAC and HRTPO Board must review the request and may recommend one or any combination of the following:

i. Scale back the project ii. Use local funds

iii. Use urban, primary, or secondary funds iv. Use CMAQ or RSTP reserve account funds v. Use existing CMAQ or RSTP funds from another project

vi. Use future CMAQ or RSTP allocations vii. Use future non-CMAQ/non-RSTP funds

viii. AGENDA ITEM #11: FY 2015-2018 TIP AMENDMENT: VDOT Attached is a request from VDOT to amend the FY 2015-2018 Transportation Improvement Program (TIP) to remove 18 projects so that they may be added to the “Construction: Safety/ITS/Operational Improvements” project group. The request also updates the obligation information for that project group. Federal regulations allow for the grouping of projects that are not considered to be of appropriate scale for individual identification in the TIP. AGENDA ITEM #13: 2040 LONG-RANGE TRANSPORTATION PLAN – CHALLENGES AND STRATEGIES: FINAL

The 2040 Hampton Roads Long-Range Transportation Plan (LRTP) is being produced as a compendium of reports. To date, reports have been released on the Visioning Survey, 2040 Socioeconomic Forecast and TAZ Allocation, Committed and Candidate Transportation Projects, and Prioritization of Transportation Projects – Project Evaluation and Scoring. Additional reports will be produced related to Title VI/Environmental Justice, the fiscally-constrained list of LRTP projects, public involvement, and plan performance. The draft Challenges and Strategies report – presented to the TTAC in May and made available for public review and comment through May 22, 2015 – details the current and future challenges associated with transportation in Hampton Roads. Chapters in the report emphasize mobility and accessibility challenges; system preservation, safety, and security; environmental concerns; and financial issues. A number of strategies are proposed to help address these challenges. The final report is enclosed. AGENDA ITEM #14: TRANSPORTATION ALTERNATIVES PROGRAM: FY 2017 TIMELINE The Transportation Alternatives Program (TAP), established under MAP-21, provides funding for a variety of transportation activities that were previously eligible for funding under separate programs under SAFETEA-LU, including Transportation Enhancements (TE), Recreational Trails, and Safe Routes to School. It should be noted that some projects that were eligible under TE are not eligible under TAP. The VDOT Local Assistance Division (LAD), in conjunction with Virginia MPOs, coordinates the TAP project selection process in Virginia. Important dates associated with the FY 2017 TAP:

• July 2015 – Call for applications (Coordinated by VDOT LAD)

• July/August 2015 – Applicant Workshops (See attachment for all locations)

o August 11, 2015 – 10:00 a.m. Smithfield Center 220 North Church Street Smithfield, VA 23430

• September 16, 2015 – Letter to the HRTPO requesting resolution of support

AGENDA ITEM #15: HOUSE BILL 2: UPDATE & DRAFT HRTPO POLICY House Bill 2 (HB2), signed into law in 2014, directed the Commonwealth Transportation Board (CTB) to develop and use a prioritization process to select transportation projects. The legislation is intended to improve the transparency and accountability of project selection, as well as improve stability in the Six-Year Improvement Program (SYIP). The process is to score projects based on an objective analysis and provide guidance to the CTB for project selection and funding. In accordance with the legislation, the statewide prioritization process is to be based on an objective, quantifiable analysis that considers the following factors relative to the cost of the project or strategy:

• Congestion Mitigation • Economic Development • Accessibility • Safety • Environmental Quality • Land Use and Transportation Coordination (For metropolitan planning areas (MPAs)

with a population over 200,000)

Following a year of development, which included multiple stakeholder outreach sessions across the state, the CTB approved the HB2 prioritization process during its meeting on June 17, 2015. The HB2 Implementation Policy Guide may be accessed from the CTB website at: http://www.virginiahb2.org/docs/hb2policyguide_6-17-2015_rev.pdf. All potential applicants are strongly encouraged to review the Guide. In addition, VDOT will hold two HB2 Applicant Workshops in July. See the dates and locations in Agenda Item 24 – Announcements. Mr. Mike Kimbrel, Principal Transportation Engineer, will provide the TTAC with an overview of the approved HB2 process and a proposed HRTPO policy related to the HB2 process. RECOMMENDED ACTION:

AGENDA ITEM #16: REGIONAL PERFORMANCE MEASURES – FY 2015 UPDATE: DRAFT In 2009, the General Assembly passed legislation giving the Commonwealth Transportation Board (CTB) authority to:

“require that appropriate regional organizations develop…quantifiable measures and achievable goals for the urban region relating to, but not limited to, congestion reduction and safety, transit and high-occupancy vehicle (HOV) usage, job-to-housing ratios, job and housing access to transit and pedestrian facilities, air quality, movement of freight by rail, and per capita vehicle miles traveled.”

In April 2012, the HRTPO Board approved targets for Hampton Roads’ Regional Performance Measures (RPMs) and 2012 values for these RPMs, and forwarded both to the Office of the Secretary of Transportation. HRTPO Staff updates the numbers annually and has published updates for FY 2013 and FY 2014. In June, HRTPO staff prepared the FY 2015 update of RPM values using the latest data available. This data will be available for public review and comment from Wednesday, July 1, 2015 through Wednesday, July 15, 2015. Many aspects of the highway system are highlighted, including roadway usage, bridge conditions, costs of congestion, commuting characteristics, roadway safety, truck data, transit usage, active transportation, highway funding, and operations. Comparisons between Hampton Roads and similar metropolitan areas are also included. The draft version of the State of Transportation 2015 report will be made available for public review and comment from July 1, 2015 through July 29, 2015. It has been noted that workers currently aged 15-33 in this study – known as the Millennial generation – tend to use cars less often, and use alternative modes more often than those of previous generations. It is important for decision-makers to know how different Millennials’ current mode choice habits truly are and how likely such differences are to last as this generation ages. This information will help ensure that investments in transportation infrastructure are made according to future travel behavior, rather than temporary trends. HRTPO staff has developed a model showing to what extent demographic characteristics like time period, age, and generation can predict alternative mode usage. The methodology and findings of this draft report will be presented. The draft report will be made available for public review following the TTAC meeting. AGENDA ITEM #19: ECONOMIC ANALYSIS OF TOLL PRICING IN HAMPTON ROADS In 2011, the HRTPO Board approved an allocation of $400,000 in Regional Surface Transportation Program (RSTP) funds for an economic analysis of freight movements in the Hampton Roads region. The study is currently being conducted by Cambridge Systematics, Inc. The Freight Transportation Advisory Committee (FTAC) has provided guidance to the consultant during the development of the study. The purpose of this study is to determine the truck toll rate at which the increased cost to freight businesses outweighs the benefit of a proposed highway improvement. Knowledge of such truck toll “tipping points” will be valuable to decision-makers when planning highway infrastructure improvements that may involve tolls. The draft report will be made available for public review following the TTAC meeting. The review period will run through Wednesday, July 15, 2015. AGENDA ITEM #20: VIRGINIA’S 2025 TRANSPORTATION NEEDS ASSESSMENT: OIPI CONSULTANT

The Office of Intermodal Planning and Investment (OIPI) is preparing a high-level 2025 Transportation Needs Assessment to be used as a screen for candidate HB2 projects. On April 15, 2015, Ms. Lorna Parkins of Michael Baker International, consultant for OIPI, briefed the LRTP Subcommittee on her work. After the meeting, she met with HRPDC staff, Hampton Roads Economic Development Alliance staff, and HRTPO staff to obtain relevant data sets from recent work by those organizations. On May 6, 2015, she briefed the TTAC on a draft regional profile for Hampton Roads, and met with interested TTAC members and HRTPO staff after the TTAC meeting. The VTrans Multimodal Transportation Plan (VMTP) development team will conduct a one-hour workshop immediately following the TTAC meeting on July 1, 2015. The workshop is an opportunity to provide input on the Regional Network needs for the Hampton Roads region. Everyone is invited to attend. Ms. Parkins will brief the TTAC on this item. Recommended Action:

Provide feedback to Ms. Parkins and participate in the workshop following the TTAC meeting.

The Commonwealth Transportation Board (CTB) approved the final FY 2016-2021 Six-Year Improvement Program (SYIP) during its meeting on June 17, 2015. The FY 2016-2021 SYIP allocates $13.3 billion in funding to transportation improvements ($9.9 billion to projects under the purview of VDOT and $3.4 billion to projects under the purview of DRPT) over the next six fiscal years beginning July 1, 2015. Improvements include highway, road, rail, transit, and bridge projects and other improvements across the state. The SYIP supports nearly 3,000 transportation projects to improve the state’s infrastructure. The program does not include new projects that will be subject to scoring under House Bill 2. Of the $9.9 billion programmed for highway projects, just over $1.4 billion is programmed to projects within the VDOT Hampton Roads Construction District. 5. OVERVIEW OF HB1887, HB2, AND THE HRTPO CMAQ/RSTP PROJECT SELECTION PROCESS

Mr. Kimbrel briefed the TPS on House Bill 1887 (HB1887) and House Bill 2 (HB2), noting how they are related and summarizing the anticipated HB2 yearly cycle (see Figure 1 below). Figure 1: Draft HB2 Process – Timeline for Implementation

Mr. Kimbrel outlined the HB1887 transportation funding formula that is set to take effect in FY 2021 as follows:

• 45% for State of Good Repair Purposes o Statewide allocation based on need to rebuild deteriorated pavement and

bridges within the state’s interstate and highway system and includes routes and bridges maintained by cities and towns.

• 27.5% for High Priority Projects o Statewide allocation based on the HB2 process for projects (including rail

and transit) to projects included in Corridors of Statewide Significance and Regional Networks.

• 27.5% for Construction District Grant Program o District allocation based on the HB2 process for projects within each

VDOT Construction District.

Mr. Lewis requested a definition of what constitutes a “Regional Network.” Mr. Kimbrel stated that regional networks were to be defined in the VTrans Multimodal Transportation Plan and suggested that more information on the subject might be available at the upcoming VTrans 2040 workshop.

Mr. Kimbrel stated that since it was expected that the cost-benefit element of the HB2 process would take into account funding provided from other sources, it was possible that CMAQ and RSTP funding on proposed projects could help them better compete against other projects proposed under HB2. He noted that, while this was an issue that HRTPO staff thought should be discussed by the TPS, the current recommendation by staff is to not use a strategy of partially funding projects with CMAQ and/or RSTP funds with the goal of competing better under HB2. He stated that HRTPO staff believes it would be better to continue to conduct the CMAQ/RSTP project selection process as it has been done in previous years. Projects that are too costly to be fully funded with CMAQ and/or RSTP funds, or projects that were not selected to receive CMAQ or RSTP funds could then be proposed for funding under HB2. Mr. Kimbrel provided the TPS with the following questions that HRTPO staff had posed to VDOT staff pertaining to the HB2 and HB1887 legislation, as well as the answers provided by VDOT staff. 1. State of Good Repair (SGR) (45%)

a. How do projects make the list to be evaluated? • This item is for pavement on the Interstate and Primary Systems (and

Primary Extension) and structurally deficient bridges (regardless of system).

• Process still being worked out. Generally, VDOT will identify the projects, but a portion may be set aside for localities.

• Project selection will be needs-based.

b. When is the priority ranking system for these projects expected to be approved? Will the MPOs be involved in the development of that ranking system as they have been during the development of the HB2 prioritization process?

• No date yet, but expect in next few months. • Don’t know whether MPOs will be involved, but expect feedback from

localities.

c. What is the “pop-up penalty” for not meeting secondary pavement targets? • Has to do with pavement targets on the Secondary system. • Usually covered under maintenance, if targets are not met, the CTB

may set aside up to 20% of SGR funds to improve these pavements.

2. High Priority Projects (27.5%) a. What determines whether a project is a High Priority Project?

• Must be a Corridor of Statewide Significance or included in a Regional Network.

• The Regional Networks will be as identified in VTrans.

b. Who receives the applications? (What about transit projects?) • All applications will come to VDOT and DRPT via an online portal.

• Yes.

evaluations.

5. Other Questions: a. Can a project be applied for under more than one program? If so, how does

the timeline work (when is it determined learn whether the project was funded under one program or another)?

• Yes. • Still working out timelines. Most likely will involve VDOT/DRPT staff

recommendations.

b. What types of transit projects will be evaluated under HB2? • Mostly Capital improvements. • Does not involve FTA funding sources.

c. Any issue of transit projects taking a hit in the CMAQ/RSTP process due to

using CMAQ or RSTP allocations to help highway projects score better under HB2?

• This will depend on how various regions allocate toward transit projects.

d. If a project is fully funded with CMAQ or RSTP through FY 2021, can a locality still apply for HB2 funds (as early as FY 2017) and supplant the CMAQ or RSTP funds in later years? If so, how is the CMAQ or RSTP funding taken into account in the HB2 prioritization process?

• Yes – would have to identify what portion of CMAQ/RSTP funding should be included in the cost/benefit analysis.

The TPS discussed the merits of potentially leveraging CMAQ/RSTP funding allocations in order to enhance the cost-benefit portion of the HB2 project scoring process. Mr. Lewis suggested that fully funded CMAQ/RSTP projects should remain as such.

Ms. Odom noted that the formula for the HB 1887 State of Good Repair category will be needs based and similar to the current VDOT maintenance ratings system. She suggested that TPS members visit the CTB website to view the HB2 Implementation Policy Guide. Acting Chair Holt suggested that the TPS wait until after the CTB finalizes the HB2 process before making any recommendations to the HRTPO Transportation Technical Advisory Committee (TTAC). There was general consensus by the TPS to maintain current CMAQ/RSTP procedures until new information warrants a change in the process.

6. OLD/NEW BUSINESS

Mr. Holt requested information concerning the status of the HRTPO 2040 Long-Range Transportation Plan (LRTP). Mr. Kimbrel stated that the approval of the plan most likely will not occur until later in the Fall of 2015 due to the fact that the Hampton Roads Transportation Accountability Commission (HRTAC) must finalize their funding policies for HRTF projects in order to be included in the 2040 LRTP. Mr. Stringfield announced that the upcoming VTrans 2040 Workshop was located at 110 Main Street in Newport News. The workshop was to be held on May 28, 2015 from 1:00 – 4:00 p.m. Mr. Kimbrel announced that the new venue for the June 3, 2015 TTAC meeting was posted on the HRTPO website and included on the meeting agenda that was sent out.

VTrans2040 Multimodal Transportation Plan

Regional Forum Please join us for an opportunity to help shape the VMTP Transportation Needs Assessment under VTrans2040, Virginia’s long-range statewide multimodal transportation plan. The event, held on July 22, 23, 28, and 29 (schedule, locations, and dates below), will be a series of facilitated forum workshops and offer opportunities for discussion between MPO/PDC/locality staff and transportation planner and providers. More information about the events is provided below, and an all-inclusive flyer as well as location specific flyers are included for you to forward to potential attendees. Also included is information (attachment entitled “Meeting Ad OIPI template”) about a series of public meetings that will follow each regional forum in the evening, from 5-7pm. Please feel free to pass along to your region’s stakeholder lists and/or publications. VTrans2040 is a vital project for clarifying Virginia’s transportation vision, goals, and objectives, and identifying the guiding principles and investments in infrastructure and services that will carry Virginia’s transportation system forward for the future. The Plan includes two major pieces – the VTrans2040 Vision and the VTrans2040 Multimodal Transportation Plan (VMTP). The Virginia Office of Intermodal Planning and Investment (OIPI) has been developing the VMTP, in particular the Transportation Needs Assessment. This Needs Assessment takes on added importance as many of you know. As a result of House Bill 2, only projects that help address a need identified in the statewide transportation plan will be considered for funding under the statewide prioritization process. Stakeholder engagement is critical to the success of this process. As part of the Needs Assessment for Regional Networks, OIPI and its consultant team have already been working one-on-one with 15 regions in the Commonwealth through the MPOs in each region, and the purpose of this forum is to bring several regions together to continue the engagement process and get critical input from each region, as well as share information and updates relevant to the Transportation Needs Assessment. In addition, this forum will also include updates on the two other pieces of the Transportation Needs Assessment that deal with Corridors of Statewide Significance (CoSS) and Urban Development Areas (UDAs). Input will be sought on all of these critical aspects of the Transportation Needs Assessment. This forum is an important opportunity to be involved and help shape the Transportation Needs Assessment and the overall VMTP. We invite you to join us and share your ideas.
