Planning'Process'The!process!in!developing!the!district!plan!was!a!collaborative!effort!from!the!students!to!staff,!administration!to!aides,!and!Board!of!Directors!to!community.!!The!Board!of!Directors!were!informed!of!the!protocol!that!the!administration!would!adhere!to!in!addressing!each!item!of!the!plan.!!

The!process!started!with!an!administration!meeting!and!developing!a!plan!to!address!each!and!every!item!in!comprehensive!plan.!!Administrators!were!assigned!responsibilty!according!to!their!field!of!expertise!and!their!job!responsibility;!simply,!elementary!principals!were!responsible!for!developing,!addressing!and!providing!committee!reports!for!the!elementary!sections!and!the!secondary!would!do!the!same.!!The!collaborative!process!included!a!committee!from!elementary,!secondary!as!well!as!support!services.!

The!specific!committees!shared!their!reports,!recommendations,!and!proposals!to!the!larger!committees.!!Ultimately,!the!committees!all!shared!their!information!with!one!another,!secured!group!approval!prior!to!sharing!with!the!Board!of!School!Directors.!

Educational'Community'$

Located!twenty3five!miles!southeast!of!Pittsburgh!in!rural!Westmoreland!and!Fayette!County,!the!Belle!Vernon!Area!School!District!has!a!population!of!20,12!7!residing!in!five!political!subdivisions:!Washington!Township,!Fayette!City,!North!Belle!Vernon,!Belle!Vernon,!and!Rostraver!Township.!The!district!area!is!42.2!square!miles.!Belle!Vernon!Area!School!District!in!southwestern!Pennsylvania!lies!midway!between!Pittsburgh!on!the!north,!Uniontown!on!the!south,!Washington!to!the!west,!and!Greensburg!to!the!east.!The!school!district!has!a!slight!geographical!anomaly!with!students!from!two!counties.!The!present!school!district!was!!formed!by!a!merger!of!the!previous!Bellmarette!and!Rostraver!school!districts!in!1965.!

The!Belle!Vernon!School!District!enrollment!in!the!fall!of!2010!was!2,677!students!in!grades!K312.!The!district!operates!two!elementary!schools,!Marion!and!Rostraver;!one!middle!school,!Belle!Vernon!Area!Middle!School;!and!one!high!school,!Belle!Vernon!Area.!Each!building!has!its!own!cafeteria!with!on3site!meals!served!daily.!The!school!district!stadium!is!located!next!to!Rostraver!

Describe'your'entity’s'awareness'activities'conducted'annually'to'inform'the'public'of'the'gifted'education'services'and'programs'offered'(newspaper,'student'handbooks,'school'website,'etc.)!The Belle Vernon Area School District utilizes a systematic process of testing, assessment, and other evaluative processes used by a team to develop a recommendation about whether or not a student is gifted or needs gifted education. The school district utilizes Chapter 16 Regulations that outline the criteria for the determination of gifted education. A full gifted multidisciplinary evaluation is conducted. !The gifted education programs offer students who are exceptional and of school age specially designed instruction beyond what is required in Chapter 4 regulation relating to academic standards and assessment. Students may receive services within the regular instructional setting, as well as a classroom or other setting in which gifted students receive gifted educational programming. Examples of gifted activities that go beyond our regular curriculum include academic competitions, field trips, real-world experiences, and extensions to the regular education curriculum. These programs allow the students to participate in acceleration or enrichment programs as appropriate and receive services according to their intellectual and academic abilities and needs.!!!
